INTRODUCTION & WELCOME<br />

Greetings from <strong>Fire</strong> Chief Rob Simonds<br />

It is difficult <strong>to</strong> imagine th<strong>at</strong> a more fitting conference <strong>the</strong>me<br />

could have been envisaged by our <strong>Calgary</strong> <strong>Fire</strong> <strong>Department</strong><br />

Organizing Committee for <strong>Fire</strong>-Rescue 2011 than TAKING<br />

THE LEAD. Calgarians are famous for <strong>the</strong>ir belief th<strong>at</strong> second<br />

best is simply not good enough. Consider a few of <strong>the</strong>se<br />

facts: for <strong>the</strong> past five years, <strong>Calgary</strong> has been in <strong>the</strong> <strong>to</strong>p<br />

30 cities worldwide in <strong>the</strong> Mercer Quality of Life Surveys;<br />

according <strong>to</strong> <strong>The</strong> Economist magazine, it is <strong>the</strong> 5th best city<br />

in <strong>the</strong> world in which <strong>to</strong> live; Forbes magazine ranked it as <strong>the</strong><br />

world’s cleanest city in 2007; and Mercer r<strong>at</strong>ed <strong>Calgary</strong> as <strong>the</strong><br />

world’s first-place eco-city last year. Clearly, <strong>Calgary</strong> is a fine<br />

venue for <strong>Fire</strong>-Rescue Canada 2011.<br />

CAFC members have come <strong>to</strong> expect gre<strong>at</strong> things from our annual <strong>Fire</strong>-Rescue Canada Conference. <strong>The</strong>y<br />

are assured th<strong>at</strong> it will provide <strong>the</strong>m with outstanding educ<strong>at</strong>ion and training programs, valuable networking<br />

opportunities and memorable social programs for <strong>the</strong>mselves and <strong>the</strong>ir companions. This Preliminary Program<br />

clearly demonstr<strong>at</strong>es th<strong>at</strong> all of <strong>the</strong>se ingredients are in place for <strong>Calgary</strong>.<br />

Between 2001 and 2006, <strong>Calgary</strong>’s popul<strong>at</strong>ion grew by 12.4 per cent. During <strong>the</strong> same time period, Alberta’s<br />

popul<strong>at</strong>ion increased by 10.6 per cent, while th<strong>at</strong> of Canada grew by 5.4 per cent. Beyond doubt, <strong>Calgary</strong> is <strong>the</strong><br />

place <strong>to</strong> be. I look <strong>forward</strong> <strong>to</strong> seeing <strong>you</strong> in <strong>Calgary</strong> and encourage <strong>you</strong> <strong>to</strong> take <strong>the</strong> opportunity <strong>to</strong> experience<br />

a part of Canada th<strong>at</strong> offers a combin<strong>at</strong>ion of urban sophistic<strong>at</strong>ion, western hospitality and truly spectacular<br />

physical grandeur.<br />

<strong>The</strong> <strong>Calgary</strong> <strong>Fire</strong> <strong>Department</strong> is thrilled <strong>to</strong> be <strong>hosting</strong> <strong>the</strong><br />

upcoming Canadian Associ<strong>at</strong>ion of <strong>Fire</strong> Chiefs’ Conference in<br />

September 2011. In addition <strong>to</strong> being educ<strong>at</strong>ional, eye-opening<br />

I invite <strong>you</strong> <strong>to</strong> come and see our world-class fire training<br />

academy, which houses a w<strong>at</strong>er reuse system, allowing us <strong>to</strong><br />

save up <strong>to</strong> 150 million litres of w<strong>at</strong>er annually by ceasing consumption<br />

of potable w<strong>at</strong>er for our training exercises. We’ will<br />

take <strong>you</strong> on a <strong>to</strong>ur of our st<strong>at</strong>e-of-<strong>the</strong> art Emergency Vehicle<br />

and Equipment Maintenance Facility and finally, <strong>you</strong>’ll get <strong>to</strong> l<strong>to</strong> see first hand how we mend mind and body on<br />

a visit <strong>to</strong> our Wellness Centre.<br />

In addition <strong>to</strong> enjoying our western hospitality, we look <strong>forward</strong> <strong>to</strong> sharing our western heritage with <strong>you</strong>, which<br />

includes a night of rodeo <strong>at</strong> <strong>the</strong> Gerlitz Ranch.<br />

On behalf of <strong>the</strong> Canadian Council of <strong>Fire</strong> Marshals / <strong>Fire</strong><br />

Commissioners, I would like <strong>to</strong> welcome <strong>the</strong> Canadian<br />

Associ<strong>at</strong>ion of <strong>Fire</strong> Chiefs (CAFC) and <strong>the</strong> Canadian Council of<br />

<strong>Fire</strong> Marshal and <strong>Fire</strong> Commissioners (CCFM/FC) deleg<strong>at</strong>es<br />

<strong>to</strong> 2011 <strong>Fire</strong>-Rescue Canada, <strong>Calgary</strong>, Alberta.<br />

I also want <strong>to</strong> take this opportunity <strong>to</strong> express my deepest<br />

appreci<strong>at</strong>ion <strong>to</strong> <strong>the</strong> City of <strong>Calgary</strong>, <strong>the</strong> <strong>Calgary</strong> <strong>Fire</strong><br />

in providing fire services in Canada.<br />

I encourage deleg<strong>at</strong>es <strong>to</strong> particip<strong>at</strong>e in <strong>the</strong> present<strong>at</strong>ions of <strong>the</strong> outstanding guest speakers and break-out session<br />

CollaBoR<strong>at</strong>ioN – Canadian CBRNE First Responders Conference<br />

CollaBoR<strong>at</strong>ioN is an annual conference for individuals working with Chemical, Biological, Radiological, Nuclear<br />

and Explosive (CBRNE) response teams. Conference participants are often front-line emergency services workers.<br />

Most participants will have <strong>at</strong>tended <strong>the</strong> Canadian Emergency Management College in Ottawa and are<br />

looking <strong>to</strong> stay on <strong>to</strong>p of new developments and gain fur<strong>the</strong>r knowledge and skills in <strong>the</strong> CBRNE area.<br />

In partnership with <strong>the</strong> Canadian Associ<strong>at</strong>ion of <strong>Fire</strong> Chiefs (CAFC) <strong>the</strong> <strong>Calgary</strong> <strong>Fire</strong> <strong>Department</strong> is looking<br />

<strong>forward</strong> <strong>to</strong> being part of <strong>the</strong> 2011 CAFC conference being held in <strong>Calgary</strong> from September 25 – 28, 2011.<br />

We are excited about <strong>the</strong> partnership and being part of <strong>the</strong> educ<strong>at</strong>ional track of <strong>the</strong> 2011 CAFC conference.<br />

Awards of Excellence<br />

Each year, <strong>the</strong> Canadian Associ<strong>at</strong>ion of <strong>Fire</strong> Chiefs (CAFC) recognizes men and women who promote <strong>the</strong> fire<br />

services in Canada. During CAFC’s annual conference, <strong>Fire</strong> Rescue Canada, a select number of <strong>Fire</strong> Chiefs<br />

representing <strong>the</strong> fire services industry will be recognized by <strong>the</strong> CAFC and <strong>Fire</strong> Underwriters Survey for <strong>the</strong>ir<br />

outstanding contribution.<br />

Eligibility<br />

Individuals who are eligible for nomin<strong>at</strong>ion and selection for Awards of Excellence must be active chiefs in full<br />

time career or volunteer positions with <strong>the</strong> fire services in Canada. Those individuals who have recently retired<br />

will also be considered. One from each c<strong>at</strong>egory will be chosen.<br />

<strong>Fire</strong> Underwriters Survey is <strong>the</strong> sponsor <strong>the</strong>se prestigious n<strong>at</strong>ional awards and <strong>the</strong> following inform<strong>at</strong>ion<br />

describes how <strong>to</strong> nomin<strong>at</strong>e candid<strong>at</strong>es:<br />

Nomin<strong>at</strong>ion and Selection<br />

<strong>The</strong> nomin<strong>at</strong>ion form should be completed and returned with <strong>the</strong> submission. All submissions must include a<br />

clear, concise, printed narr<strong>at</strong>ive description (100-300 words) of <strong>the</strong> candid<strong>at</strong>es’ achievements or contributions.<br />

services industry over several years in areas such as safety, sustainable community program development,<br />

educ<strong>at</strong>ion, community service or policy development.<br />

OR, candid<strong>at</strong>es must have achieved, through <strong>the</strong>ir innov<strong>at</strong>ion and initi<strong>at</strong>ive on a particular project or program,<br />

positive and measurable improvement of significant and enduring benefit <strong>to</strong> <strong>the</strong> fire services industry and <strong>the</strong>ir<br />

community.<br />

Selling Safety – Residential Sprinklers<br />

<strong>Fire</strong> Chief Denis Pilon, CFO, Swift Current <strong>Fire</strong> <strong>Department</strong><br />

Denis led <strong>the</strong> proposal <strong>to</strong> pass a new amendment <strong>to</strong> <strong>the</strong> Building Bylaw in Swift Current requiring residential<br />

sprinklers in all expansion areas of <strong>the</strong> City. He successfully sold <strong>the</strong> proposal <strong>to</strong> <strong>the</strong> builders and as a result,<br />

<strong>the</strong>re was no opposition when <strong>the</strong> Bylaw was presented <strong>to</strong> Council. Swift Current now has builders selling safety<br />

through residential sprinklers in all areas of <strong>the</strong> City.<br />

Denis will provide <strong>the</strong> his<strong>to</strong>ry of sprinklers, <strong>the</strong> current construction methods, issues communities face with<br />

expansion, <strong>the</strong> rising cost of protective services and <strong>the</strong> environmentally “green” effects offered by sprinklers<br />

as detailed in <strong>the</strong> FM Global research in <strong>the</strong> fall of 2009.<br />

<strong>the</strong>ir respective municipalities. Most fire chiefs and union executives can describe both high and low moments<br />

concerning rel<strong>at</strong>ionships between administr<strong>at</strong>ion and <strong>the</strong> union. In 2000, Edmon<strong>to</strong>n’s fire department labour<br />

management bond was dysfunctional; <strong>to</strong>day <strong>the</strong> rel<strong>at</strong>ionship is deemed by many <strong>to</strong> be a model of success. This<br />
