Measures of performance (MOPs) gauge accomplishment of IO<br />
tasks and actions. Measures of effectiveness (MOEs) determine<br />
whether IO actions being executed are having the desired effect toward<br />
mission accomplishment: the attainment of end states and objectives.<br />
MOPs measure friendly IO effort and MOEs measure battlespace<br />
results. IO MOPs and MOEs are crafted and refined throughout the<br />
planning process.<br />
Multinational Considerations in <strong>Information</strong> <strong>Operations</strong><br />
Every ally/coalition<br />
member can contribute to<br />
IO by providing regional<br />
expertise to assist in<br />
planning and conducting<br />
IO.<br />
Allies and coalition partners recognize various IO concepts and<br />
some have thorough and sophisticated doctrine, procedures, and<br />
capabilities for planning and conducting IO. <strong>The</strong> multinational<br />
force commander is responsible to resolve potential conflicts<br />
between each nation’s IO programs and the IO objectives and<br />
programs of the coalition. It is vital to integrate allies and coalition<br />
partners into IO planning as early as possible so that an integrated<br />
and achievable IO strategy can be developed early in the planning<br />
process.<br />
Integration requirements include clarification of allied and<br />
coalition partner’s IO objectives; understanding of other nations’<br />
information operations and how they intend to conduct IO;<br />
establishment of liaison/deconfliction procedures to ensure<br />
coherence; and early identification of multinational force<br />
vulnerabilities and possible countermeasures to adversary attempts<br />
to exploit them.<br />

Exercises, and Experiments<br />

education and training is<br />
essential to the<br />
development of IO core<br />
competencies.<br />
<strong>The</strong> development of IO as a core military competency and critical<br />
component to joint operations requires specific expertise and<br />
capabilities at all levels of DOD. At the highest professional<br />
levels, senior leaders develop joint warfighting core competencies<br />
that are the capstone to American military power. <strong>The</strong> Services,<br />
United States Special <strong>Operations</strong> Command, and other agencies<br />
develop capabilities oriented on their core competencies embodied<br />
in law, policy, and lessons learned. At each level of command, a<br />
solid foundation of education and training is essential to the<br />
development of a core competency. Professional education and<br />
training, in turn, are dependent on the accumulation,<br />
documentation, and validation of experience gained in operations,<br />
exercises, and experimentation.<br />
