Special Safeguards • Formula for price trigger is based on a reference price equal to the average c.i.f. unit value of the product from 1986 to 1988 (“reference price”). • Both the United States and the European Union have SSGs for fresh and frozen beef. The European Union also has SSGs for certain classes of live cattle. As shown in the accompanying table, the EU’s trigger prices for fresh, chilled and frozen beef are generally substantially higher than the U.S. trigger prices for comparable products, e.g.,:
