SCOPE: In accordance with the terms and conditions of the Indefinite<br />
Delivery/Indefinite Quantity (IDIQ) Contract, the Contractor shall perform the work of<br />
this task order for the National Park Service (NPS), as described below. The Contractor<br />
may be asked to perform one or all of the following tasks: technical assistance in the<br />
fields of plant revegetation; ecological restoration and exotics control; provide invasive<br />
plant control services; prepare revegetation plans; prepare planting sites; provide local<br />
plant provision when genetic considerations are not applicable; salvage plants from<br />
designated areas; deliver and install seeds and plants, and collect seed and cuttings;<br />
propagate plants; hold and care for plants if project delays require; provide establishment<br />
care; and monitor revegetation/restoration success. These services may be required for<br />
native or non-native plants and applications.<br />
CONFIDENTIALITY: The information developed under this task order is the property<br />
of the U.S. government and shall be kept in strict confidence.<br />
PERFORMANCE PERIOD: The work of this task order shall be provided from<br />
approximately June, 2011 through February 29, 2012.<br />

I. GENERAL DESCRIPTION OF WORK<br />
The project seeks to reclaim wetlands and wildlife habitat at the Bogue Chitto Creek<br />
Mitigation Site as part of the mitigation for wetland impacts from the construction of the<br />
Natchez Trace Parkway Multi-Use Trail. The project consists of 4.01 acres along Bogue<br />

Chitto Creek near Jackson, Mississippi. The work site is located near Natchez Trace<br />
Parkway milepost 91.5, see attached map. It is a heterogeneous site with former building<br />
sites on fill, disturbed, grassy, open areas, shallow depressional areas, and manmade<br />
trenching and ditches adjacent to Bogue Chitto Creek. The area surrounding the<br />
mitigation site is mapped as Palustrine Forested Wetland.<br />
The Wetland Delineation Report, Natchez Trace Parkway (milepost 105.8 to 108.3) and<br />
Bogue Chitto Mitigation Area, Natchez Trace Parkway Multi-Use Trail September 2010<br />
describes the Bogue Chitto mitigation site as “classified as a Palustrine shrub scrub<br />
wetland complex with areas of fill vegetated with hydrophytic and upland species. Soils<br />
observed in the wetland delineation are a sandy clay to clay loam. Black willow,<br />
sycamore, green ash and cottonwood dominate the sapling/shrub layer with the<br />
herbaceous layer comprised of kudzu, parsley hawthorn, loosestrife, and cattail. Upland<br />
areas lacking fill are dominated by carpetgrass. While the depth of fill varies the average<br />
depth of fill is approximately 17 inches.” The site ranges between 245 and 325 feet in<br />
elevation and is generally flat; however areas around the site are described as rolling.<br />
II.<br />
FUNDING LIMITATIONS<br />
The Government obligation for performance of this task order beyond this phase is<br />
contingent upon the availability of funds from which payment for contract purposes can<br />
be made. No legal liability on the part of the Government for any payment may arise for<br />
performance under this contract beyond the amount that has been authorized through the<br />
issuance of written task orders.<br />
III.<br />
SCOPE OF SERVICES<br />
Goals<br />
The contractor shall perform all services necessary to restore the Bogue Chitto Creek<br />
mitigation site by:<br />
• Re-establish a natural hydrologic regime allowing stormwater to flow into the site<br />
and re-routing artificially altered flows,<br />
• Restore or improve wetland ecological functions: reclaim lost wildlife habitat and<br />
improve existing degraded wildlife habitat, re-establish indigenous plant<br />
community, provide flood storage, improve on-site carbon and nutrient<br />
sequestration, and attenuate stormwater erosion.<br />
Planning<br />
Planning activities shall provide direction and guidance for implementation work.<br />
Planning shall include development of measurable goals, best management practices and<br />
schedule. Additional planning activities may include but are not limited to:<br />
• Site assessment<br />
o Plant inventory and mapping: identify plants, call out groupings of exotics<br />
and potential salvage to inform potential seed mix, and/or<br />
o Soil analysis for erosion potential and nutrient characteristics.<br />
o Estimate location of the water table. Park will assist contractor assessment<br />
by periodically measuring groundwater level in one filled upland, and one<br />
non-filled area beginning in June 2011.<br />

o Locate boundary of flood inundation.<br />
• Restoration plan<br />
o Define areas of work, material removal and grading, potential for plant<br />
salvage,<br />
o Grading plan,<br />
o Develop estimate of concrete and fill material to be removed. All removed<br />
material shall be taken to an approved disposal site outside of the park<br />
boundary. Fill material, other than concrete, may be accepted for re-use by<br />
the park. If the fill material is acceptable, the CO will approve necessary<br />
arrangements to haul the material to an approved stockpile location.<br />
o Temporary and permanent erosion control plans,<br />
o Planting plan, include recommendation for native plants to be seeded<br />
and/or planted<br />
• Work specifications and/or guidelines.<br />
o Any information necessary to implement this scope of work that is not<br />
communicated through the drawings, diagrams and associated notes.<br />
Implementation<br />
Implementation activities shall include, but not be limited to:<br />
• Exotic plant control<br />
• Plant salvage and holding<br />
• Plant provision – park approved plant sources or plant propagation and holding<br />
(may be able to work with the NRCS Coffeeville Plant Materials Center)<br />
• Removal of concrete slabs and fill<br />
• Earth moving and grading, de-compacting, dust control<br />
• Provision and installation of temporary and permanent erosion control measures<br />
• Plant bed preparation soil amendment if needed<br />
• Planting<br />
Exotics Control<br />
Provide plan for removal of non-native and invasive species including Chinese privet,<br />
Ligustrum sinense, and kudzu, Pueraria lobata. Other species may also need to be<br />
removed if they are identified in the site assessment the site.<br />
Submittals<br />
Contractor shall be responsible for developing submittals that direct and guide the<br />
implementation tasks performed by work crews. Each submittal will be approved by the<br />
CO prior to work on the ground. Submittals required for approval are:<br />
A. Project Schedule: Schedules shall include benchmarks at each major phase of<br />
work, or area of work, for NPS review and approval before starting the next<br />
phase.<br />
B. List of proposed meetings and site visits.<br />

E. Restoration plan. Documents to direct site-work may include, but are not limited<br />
to, work site boundary, grading plan, temporary and permanent erosion control<br />
plans, a dust control plan, a planting plan, safety plan and specifications and cost<br />
estimate.<br />
• The grading plan shall address:<br />
o Removal of the concrete slabs and fill,<br />
o Improvement of hydrology to enable wetland restoration,<br />
o Reduction of erosion potential and prevention of head-cutting of<br />
drainages on the site<br />
o Potential impacts of grading on the existing drainage off Cynthia<br />
Road. The contractor shall consult with Hinds County.<br />
o Recycling and Reuse. At least 50 percent construction, demolition and<br />
land clearing waste, excluding soil, where markets or on-site recycling<br />
opportunities exist shall be recycled or salvaged.<br />
• Erosion Control Plan shall include best management practices to prevent<br />
temporary and long-term sedimentation in Bogue Chitto Creek and meet<br />
permitting requirements.<br />
• Planting plan shall address:<br />
o A recommended species list that includes trees, shrubs, ground covers,<br />
grasses/sedges, quantities, plant sizes and planting bed preparation. Target<br />
planting density for trees will be 200 to 400 trees per acre depending on<br />
size and existing native trees. Sizes of planted trees shall range from<br />
saplings to a maximum of 3 inches in diameter. Final approval of plant<br />
sizes will depend on survivability and cost. According to the Revegetation<br />
Plan for the Natchez Trace Parkway Multi-Use Trail (NPS 2009, revised<br />
in 2010), tree species for use in this area and occur in the vicinity of the<br />
work site include, but are not limited to, Acer rubrum, Nyssa sylvatica,<br />
Quercus pagoda, Quercus falcata, Salix nigra, Fraxinus pennsylvanica,<br />
Ulmus americana. The plantings shall be done in single species groups of<br />
varying numbers, to maximize establishment of slower growing species.<br />
Species and sizes of trees selected for planting may vary based on<br />
availability, pending approval by the park Natural Resource Management<br />
Specialist.<br />
o Identify potential salvage plants, propagules and how they will be<br />
maintained between salvage and planting.<br />
o If appropriate, identify seed/cutting sources and methods of collection and<br />
propagation.<br />
o Prepare a plant salvage and/or propagation, holding, and planting<br />
(including plant-bed preparation) plan.<br />
o Seed and cutting collection for the wetland grasses and sedges is preferred<br />
to take place within the Bogue Chitto Creek Mitigation Site. If adequate<br />
sources for seed and cutting collection are not available within the<br />
mitigation site, alternate collection locations shall be coordinated with the<br />
park Natural Resource Management Specialist.<br />
F. Exotic plant control plan: Prepare and implement short-term, non-native and<br />
invasive species removal plan. Provide recommendations for long term invasive<br />
species control.<br />

G. Schedule of Values: After task order award, the contractor shall provide a<br />
detailed schedule of values to assist in payment. Schedule of values shall identify<br />
the price of equipment, materials and labor for the referenced work in accordance<br />
with the Service Contract Act. Prices shall be itemized and expressed in unit or<br />
lump sum amounts.<br />
H. The Contractor shall acquire all necessary 401, 404 and NPDES permits. The<br />
Contractor shall meet requirements of 401, 404 and NPDES permits and provide<br />
both temporary and permanent mitigation measures.<br />
I. Permanent erosion control products shall be weed-free and biodegradable.<br />
Temporary erosion control products shall be weed-free and biodegradable OR<br />
shall be removed when site-work is completed.<br />
J. If soil amendments and/or mulch are proposed they shall be certified weed free<br />
and slow release of nitrogen.<br />
K. Protection, Follow-up Care: When seedlings are planted the contractor shall use<br />
biodegradable seedling protectors and stakes.<br />
L. Final report that includes the daily work logs. The contractor shall submit a brief<br />
report describing the work completed, with photos documenting the progress of<br />
the mitigation work at Bogue Chitto. The report shall include daily reports for the<br />
work completed each day the contractor is on site. The description of each day’s<br />
work shall include but not limited to: task(s) of the day, the number of people<br />
working on the task, the number of plants planted, including species and size, the<br />
weather, and any other information regarding the work effort.<br />
IV.<br />
QUALITY STANDARDS<br />
All work performed shall comply with applicable laws, regulations, NPS policies and<br />
guidelines, and the requirements of the Base IDIQ contract.<br />
Site visits and on-site work shall be coordinated with the COR a minimum of two weeks<br />
prior to arrival to the Natchez Trace Parkway.<br />
Establish and maintain good lines of communication with the Natchez Trace Parkway<br />
staff and the project manager, the Contracting Officer, and the COTR.<br />
Planning<br />
• Shall include adequate detail to describe activities in clear and concise<br />
manner.<br />
• Drawings shall be formatted in accordance with the Denver Service Center<br />
(DSC) Design-Build (DB) Workflow Website<br />
http://www.nps.gov/dsc/workflows/dbconstruct.htm (see guidelines). There<br />
is an Information link where the definition glossary, laws, policies,<br />
guidelines, design standards, design deliverable content and format<br />
requirements, and other categories of useful information such as the “DSC<br />
Technical Bulletins” are located.<br />
• Photos, charts, diagrams and maps shall be used as needed to layout the<br />
requested information.<br />

• All documents shall be prepared using the English system of Weights and<br />
Measurements.<br />
• Any new special data created during the plan development process shall be<br />
submitted as a shape file or similar ArcMap compatible format<br />
• All digital data shall be submitted on CD and/or DVD format.<br />
Implementation<br />
• Contractor shall comply with all applicable safety regulations. A safety<br />
plan shall be developed for the project, and weekly safety meeting shall be<br />
conducted.<br />
• During implementation the contractor shall meet with the park staff on a<br />
weekly basis. Contractor shall not work on weekends or holidays unless<br />
otherwise approved by the CO.<br />
• Contractor shall keep daily logs that record weather conditions, work<br />
completed for the day, sub-contractors and personnel on site.<br />
• Contractor shall provide seed tests of seed collected which verify species<br />
collected, purity, per cent germination and per cent viability.<br />
• If archeological resources are encountered during work, Contractor shall<br />
stop work at that location and notify the NPS to identify resource and<br />
determine a course of action.<br />
• All vehicles and equipment shall be inspected for mud, weeds, weed seed<br />
and other unwanted substances before their entry into the mitigation site.<br />
Power-wash all earth-moving equipment (excluding hauling vehicles)<br />
before entry. Clean hauling vehicles before their initial entrance into the<br />
Park; subsequent entries will not require cleaning unless requested. Notify<br />
the COR a minimum of 48 hours before entry of vehicles and equipment to<br />
the mitigation site.<br />
• Clean all vehicles and construction equipment showing signs of mud or<br />
plant material before leaving the project site to reduce noxious weeds from<br />
spreading. Clean equipment by brushing to remove mud and/or plant<br />
materials deposited on wheels, bumpers and other exposed surfaces.<br />
• Contractor shall provide survey information and spot elevations to ensure<br />
functional site hydrology.<br />
• Plant materials shall have a minimum 70% survival rate at the end of one<br />
calendar year after planting. If more than 70% of the plant materials do not<br />
survive they shall be replaced at no additional cost to the Government.<br />

Travel and lodging shall comply with current Federal Travel Regulation, the base<br />
