Excavation and construction in the dry is where the groundwater is maintained atleast 3 feet below the bottom of the excavation and the excavation bottom has novisible water present and it can be verified that the groundwater is at least 3 feetbelow the excavation bottom. This applies to the pumping plant footprint and to adistance of <strong>10</strong> feet beyond in all directions. It also applies to all areas receivingbackfill or concrete, anchorage system excavations behind sheet pile retainingwalls, and all areas not specifically allowing excavation and construction in thewet.E. The soil layers explored are described in Section 53 <strong>10</strong> 00 - Geologic Investigation,Section 53 20 00 - Records of Subsurface Exploration, and reports referenced in thesespecifications.1. Previous construction at the RBDD has required significant dewatering efforts.2. A well point system will be required to drain soils below the construction areaand within the work area to control the amount and velocity of water that mayflow under sheet pile walls or cofferdams, to permit construction on foundationsoils free of surface water.F. Where minimum tip elevations are shown on the drawings for permanent sheet piles,Contractor may, at Contractor’s cost, install sheet piles to deeper tip elevations to assistin dewatering or for shoring requirements.G. Sequence earthwork and construction of permanent and temporary facilities to maintaincontrol of the Sacramento River and Red Bank Creek within the existing channels orwork limits shown, and prevent flooding of adjacent or downstream areas.H. The Government assumes no responsibility for deductions, interpretations, orconclusions made by the Contractor based on information made available by theGovernment, in accordance with the clause at FAR 52.236-3 “Site Investigationsand Conditions Affecting the Work.”B. Red Bluff Diversion Dam Settling Basin and TC/Corning canal operations will not berevised to accommodate construction under this contract.1.07 QUALIFICATIONSA. Maintain all construction areas in a dewatered and hydrostatically relieved condition untilreceipt of a written directive from the COTR to cease pumping operations or portionsthereof.C. Reliability:1. Design system for continuous operation until the facility or structure is complete.2. Make provisions to prevent interruptions due to power outages, mechanicalfailure, or other reasons.3. Provide for a backup power supply to minimize downtime due to power failure.4. Provide one complete spare pumping unit onsite for each five pumps used, withno less than one standby pumping unit provided at all times for each type ofdewatering system.D. Design Requirements:1. If a filter pack is used:a. Pack thickness, minimum: 3 inches.b. Completely surround the screened interval.c. Designed to retain 90 percent or more of the native materials.2. Provide and operate equipment to unwater excavations within each construction area andadjacent areas including any existing ditches, channels, or areas of standing water asneeded to allow for construction activities.B. Provide pumping equipment, discharge lines, sand bags, and other equipment necessaryto control seepage and prevent accumulation of surface water that will interfere withconstruction, damage in-place work or excavated surfaces.C. Locate unwatering equipment and facilities to maximize water removal and minimizeconstruction interference.D. The fish screen footprint and cofferdams within the Sacramento River shall be unwateredto the base of the excavation continuously until all disturbed material has been removedfrom the base of the excavation and the excavation limits have been approved by theCOTR, All cofferdam leakage and ground seepage shall be removed by the unwateringsystem to prevent ponding of water.J. After the fish screen excavation has been approved by the COTR, the unwatering systemshall prevent ponding of water on the surface of the excavation until the floor slab hasbeen completed and the Contractor has taken such measures as are needed to preventuplift pressures on the slab foundation. Ponded water can then be allowed to a maximumdepth of 1 foot above the top of the slab, provided all concrete work has been completedto a distance of 2 feet above the slab. Ponded water shall not exceed a depth of 2 feetabove the slab until the concrete deck is completed.K. Unwater as required to remove water from surfaces to receive concrete.L. Continuously maintain unwatering to the base of the excavation for the approachretaining walls, all other retaining walls, anchorage systems, and all excavation until allbackfill has been placed and compacted or until approval to remove the system is givenby COTR.M. Allow a minimum of 48-hourgrout set time before doing additional work in the hole.6. Remove drain pipes associated with sumps or other dewatering activities. If drainpipes can not be removed, backfill and abandon them in accordance withrequirements above.7. Backfill and compact with native materials sumps, trenches, and holes.8. When a conflict arises between the above requirements and State or localregulations, the most stringent regulation/requirement shall apply.3.07 REPAIRSA.
