A Message from the Superintendent
Robert W. Runcie
Superintendent of Schools
The Caliber Awards recognizes the District’s outstanding employee,
principal, assistant principal and teacher of the year. We are honored
to be able to recognize these individuals, but it is important that we
also take a moment to acknowledge the hard work and dedication of the
more than 30,000 employees in the District.
As we unveil the District’s Strategic Plan and roll out new initiatives
designed to improve the teaching and learning for all students,
everyone has a role to play. I know as I move around talking and
listening to staff, parents and community members that there is a
renewed determination to make a difference. So it is only fi tting that
we emphasize the importance of recognizing how much the entire staff
does on a daily basis to keep our students safe and to ensure that every
student is prepared to graduate and embark on a promising future.
Tonight is a special night. The individuals being recognized have been
selected by their peers, community and students to represent all of us.
Please join me in saluting them.
Assistant Principal of the Year Finalist
Dr. Cathy Bonner
South Plantation High School
There are numerous individuals impacted by Dr. Cathy Bonner
on a daily basis through her ongoing partnerships and visionary
approach to instructional leadership. With nine years of educational
experience, two of those years serving as an assistant principal at
South Plantation High School, Bonner believes that education will
continue to become increasingly specialized and multifaceted in
order to effectively address student achievement in the evolving
educational marketplace.
Her most signifi cant contribution to date is The Algebra 1 EOC
(End of Course) Retake Summer Tutorial Program in 2012, which
addressed the needs of students who did not demonstrate profi ciency
on the Algebra 1 EOC exam and made the exam available to students
from South Plantation High School and Seminole Middle School.
The results indicated that many of the students who attended the
program received scores of profi ciency or above profi ciency for the
2011/2012 math results for Broward County public high schools.
Another project of Dr. Bonner’s was the fi rst Virtual Learning Lab
Program at South Plantation High. By enhancing student learning
and fostering community partnerships, this program afforded
JoAnne Misiewicz-Seltzer
Flamingo Elementary School
As an educator for 17 years, JoAnne Misiewicz-Selzter defi nitely
goes above and beyond the normal expectations. For three years
as assistant principal at Flamingo Elementary School, one of her
greatest assets is her ability to be proactive.
She observed a need for a school-wide behavior plan and initiated
and facilitated a Discipline Professional Learning Community to
focus on ways to improve behavior and safety for all students.
Having a concrete knowledge of curriculum, Misiewicz-Seltzer has
designed several staff development opportunities for teachers and
teacher assistants. As one of the few certifi ed Marzano trainers,
she not only provides staff development to teachers at Flamingo
Elementary, but she provides these great trainings for teachers
across the District.
The school’s PTO is fortunate to have her constant support and
willingness to help in any way she can. She is also an active member
of many community and school functions and events. Misiewicz-
Seltzer redesigned the school’s business partnerships, and thanks
to her efforts, there are many community events in local businesses
that give back to Flamingo Elementary on a regular basis.
Misiewicz-Seltzer is what every school should have. An assistant
principal who is also a major team player to her peers, her
community, her students and their parents.
Assistant Principal of the Year Finalist
Elpidio Muniz
Indian Ridge Middle School
Elpidio Muniz is described by his colleagues at Indian Ridge Middle
School as a strong communicator with a gentle nature and calm
demeanor. In his role as an assistant principal at the school for
eight years and a total of 12 years of educational experience, he has
demonstrated his ability to be an extraordinary leader and motivator
exhibiting compassion, communication skills, and innovative
program development.
The faculty at Indian Ridge Middle has greatly benefi ted from his
profi cient communication skills when disaggregating school-wide
data to convey complex information in a tangible way for deeper
understanding of their students.
Muniz provides individual mentoring to students who struggle
academically and/or emotionally, and works with all students to help
them succeed and reach their greatest potential. In January 2013,
Muniz was instrumental in creating a mentoring program for at-risk
Hispanic middle school girls with the assistance of the Parents,
Business and Community Partnerships Department and the School
Board chair. Thirty-six Hispanic sixth grade girls were designated to
pilot the program. The girls and their mentors have created a bond
that is truly amazing and parents of the girls have commented on
how excited their daughters are about coming to school and pleasing
their mentors. His vision is to provide a framework for this program
to benefi t other Broward County middle schools in the future.
An inherent ability to lead in a manner that inspires and promotes
growth in others, Muniz has earned a highly regarded reputation
among his colleagues
Assistant Principal of the Year Finalist
Cheryl Proctor, Ed. S.
Banyan Elementary School
Banyan Elementary School has become a model of excellence,
thanks to the guidance of Cheryl Proctor. With 14 years of
experience, six as an assistant principal, her positive attitude and
love for her students are refl ected in the outstanding quality of
leadership she maintains.
By using her business background in marketing and advertising,
she was able to examine aspects of internal practices by analyzing
the product, which is student learning. Knowing that improved
student outcomes will increase the marketability of the school,
she reviewed teacher practice, provided professional development
for areas of instructional weakness, then monitored student and
instructional progress to ensure high quality instruction in each
classroom and also ensure that teaching is student centered.
Proctor is responsible for the school’s application as a candidate
for the Urban School of Excellence Award; an honor bestowed
upon a Title I school that is demonstrating exceptionally high
levels of student achievement.
In addition, Proctor gives generously of her time and often works
beyond the school day to provide services to the community. Not
only is she an outstanding leader at Banyan Elementary, she is
utilized two days per week to provide meaningful instructional
leadership assistance to Dr. Martin Luther King, Jr. Elementary
School. When the principal of that school needed to take a shortterm
leave, Proctor was asked to fi ll in earlier this year. Faced
with diffi cult tasks in an unfamiliar environment, her outstanding
leadership skills truly shined through.
Philip Bullock
Coral Cove Elementary School
Charismatic, dedicated and knowledgeable are just a few of the words
that describe Philip Bullock. He has served Broward County Public
Schools for over 26 years, with three of those years as principal at
Coral Cove Elementary School. Bullock was a previous ACCLAIM
Principal of the Year Finalist in 2010.
Coral Cove Elementary is a very diverse school and has been rated
an “A” school for seven consecutive years. One of his top priorities
is to bring more resources and creative ideas to the school. In
order to maintain the high level of student achievement, he initiated
departmentalization in the intermediate grades where students have
a different instructor for each subject area.
As the Innovation Zone Facilitator for the Everglades Zone,
Bullock implemented an innovative staff development model that is
considered a model of excellence, and has been replicated by other
I-Zones in the District.
Bullock’s ability to remain active, visible and supportive is the
reason Coral Cove Elementary continues to show academic growth
and community involvement. Under his leadership, test scores
have improved and overall academic gains have surpassed previous
numbers. He has improved teacher morale, PTA events sell out and
community support has more than tripled. Bullock leads by example
students, teachers, staff and community each and every day. For
the past 19 years, he has been in the education fi eld, and the past
11 years as Principal of J.P. Taravella High School. Cerra was a
Cerra holds the position of high school chair, which affords him the
opportunity to represent his colleagues at the District level on all
matters pertaining to high schools. This has allowed him to grow
and understand the ever-changing culture within the School District.
Within the last three years, he has created a collaborative
leadership team to develop school-wide initiatives that impact
teaching and learning in the classroom, as well as align with the
School Improvement Plan goals. As a result, Professional Learning
Communities were developed and have impacted the school
community. One of his proudest accomplishments is that over the
past fi ve years, he has never cut a program, club or athletic team
despite the loss in funding.
Setting the tone for the whole school, Cerra is often quoted as saying,
“JPT where the P stands for Pride.” His never-ending approach to
increase school spirit, teacher morale and to be a hands-on leader is
second to none. When speaking to students, his words inspire and
challenge them to reach their goals while his actions demonstrate
his drive to reach whatever goals he sets out to accomplish.
success rate for accelerating middle school students into high
The school’s Science Technology Engineering and Mathematics
for students has remained high (over 96 percent) and the student
suspension rates remain under one percent.
Prior to his years at Oriole Elementary, Reardon felt the concept
of earning the Golden School Award was a mere idea. For him,
customer service and the respectful treatment of all we encounter
are of utmost importance. The image and reputation of his school
is positive and has led to fi ve consecutive Golden School Awards.
The school’s vision and mission statements refl ect one major
objective: to create and maintain an environment that bonds the
staff, students, parents and community stakeholders with the goal
of providing the best education for all students in a safe learning
Teacher of the Year Finalist
Suzanne Clancy
Challenger Elementary School
As the second grade team leader for the past three years,
Suzanne Clancy contributed to the continuous improvement of
her colleagues by providing professional development and by
sharing best practices. Clancy believes that teachers are the
steps in students’ stairways to future success. “My role in that
stairway is to develop students’ critical thinking, literacy abilities
and problem-solving skills,” said Clancy. “Equally essential is
my duty in fostering a pathway of positive traits, so students
demonstrate responsibility, trustworthiness, perseverance and
respect.”
With 12 years of teaching experience, Clancy has become a mentor
sharing her expertise and experiences with new teachers as well
as veteran teachers. She believes collaboration is paramount
to advancing the teaching profession. As one of her initiatives,
she was the fi rst teacher to create a learning scale rubric that
enables quick access to see if students met their learning goal.
Another example was teaching her colleagues how to teach their
students to use fi ve pre-reading strategies with a kinesthetic
method she developed.
During her lunchtime she works with students that were
struggling in reading to ensure they are successful. She believes
that the education of a child is very complex and lies in the hands
of many, but being an active diligent participant in the learning
process is a must for the child. Her love of teaching is refl ected
in the outstanding quality of her students and demonstration of
their continuous academic achievement.
26
Teacher of the Year Finalist
Monica Fernandez
Hallandale Adult Community Center
As an English teacher for fi ve years, the expectation for excellence
starts in Monica Fernandez’s classroom and emanates to every
corner of the school’s campus. Whether it is her award-winning
multimedia projects, her innovative teaching style, or her expertise
in differentiating instruction for each student, her room is an oasis
of learning, excitement and academic growth for her students.
Fernandez, who made a conscious decision to teach at an alternative
school, is dedicated to meeting the dramatic and signifi cant needs
of at-risk students. Using her background in fi lm has become one
of her most successful and impactful teaching strategies. Fernandez
coaches her students in translating their experiences with, and
reactions to, literature into inspiring and powerful multi-media
products. She has borrowed the sentiment of a popular home
improvement company, “You can do it! I can help,” to provide her
students with the support and guidance they need.
Her leadership skills have been highly effective as department
chairperson for the school’s communication department, as well as
serving on the School Advisory Council and School Advisory Forum.
Making learning exciting is one of the many reasons the percentage
of students who attend her classes continuously exceeds the
school’s average attendance rate. During students’ graduation
speeches she is often called out by name in recognition of her many
contributions to their success. She is tireless in her commitment
to at-risk students and accepts the challenges of reaching those in
need.
Teacher of the Year Finalist
scholar who constantly and effectively remains updated on the
latest trends and research. Counted on as a master teacher,
she is in charge of staff development of the Common Core
Curriculum Standards. She is a true go-getter. Selected as the
District’s Marzano Trainer Cadre, she supports other educators
accountability measures and evaluation processes.
Murphy believes that her role as a teacher is to motivate,
challenge and engage students for life-long learning, as well as
to actively involve parents in the process. She believes that in
order to have infl uence on students, teachers must understand
what motivates them and become an integral part of their daily
lives. Murphy, who considers herself an extended member of
her students’ families said, “Unifi ed partnerships and shared
accountability among teachers, students, parents and the school
are essential because each is interdependent of the other.” She
has earned the respect of students, parents, colleagues and the
entire community.
Teacher of the Year Finalist
Traci Porter
Harbordale Elementary School
As a Reading Specialist and teacher of 11 years in Broward County
Public Schools, Traci Porter works with students to master their
readiness skills or reinforce reading and math groups, making each
of them feel special and purposeful in their learning efforts.
Passionate about home, school and community partnerships, Porter
believes, “Family involvement in schools has been shown to improve
student achievement, increase attendance rates, and develop prosocial
behavior. It also helps to promote a positive school culture.”
With such benefi ts attributed to family involvement, Porter focuses
on increasing successful school, home and community partnerships.
She has worked to improve her school’s volunteer program by
connecting parents with their areas of interest. Also, with a major
focus this year on connecting more with the community, she has
lead the effort to more than double community partnerships that
support her school’s initiatives.
Wearing many hats, Porter monitors student health screenings,
coordinates the school’s volunteer program, assumes the
responsibility of textbook coordinator, organizes annual student,
staff and parent surveys, as well as handling all bus situations
approaching each task with a smile on her face and generosity
in her heart. Spending countless hours planning and presenting
professional learning opportunities, she possesses a strong work
ethic with an abundance of knowledge for curriculum needs. By
providing every teacher at her school with resources to enhance
their classrooms and learning environment for their students, she
fully supports her school’s mission and vision to provide positive
educational experiences for all students.
29
Teacher of the Year Finalist
Marie Rho
Lauderdale Manors Elementary School
With a positive attitude and love of children and their families,
Marie Rho’s third grade students are fortunate to have her as their
teacher. Teaching for eight years, Rho has never started the year
with preconceived notions of her students. She believes a positive
mindset, setting goals and having high expectations is all she needs
to make sound decisions about how to best support and serve
her students. “Decisions made for the good of my students will
ultimately impact their growth and achievement,” said Rho. “It’s
imperative as educators that we strive to not only meet the demands
of state mandates, but to also put the needs of our students fi rst.”
While providing a well managed, organized and academically and
developmentally focused classroom, she has an excellent rapport
with her students and knows how to identify her student’s strengths
and weaknesses. She believes in her students and encourages
them to be the best they can be, shows a sincere interest in them as
individuals and is consistently fair in dealing with them. Rho’s calm
and sensitive personality immediately puts parents at ease and she
understands that a strong and positive relationship between home
and school works magic on students’ success.
As a member of the Lauderdale Manors family, she is involved
with the improvement of her school and was instrumental in
implementing a Broward Education Foundation grant to improve
family literacy for the entire school. She gives generously of her
time and often works beyond the school day to tutor and assist
when necessary.
30
Teacher of the Year Finalist
Evelyn Schwartz
Oakridge Elementary School
As a veteran teacher of almost 19 years, Evelyn Schwartz is the kind
of teacher who sees a need and makes a plan to meet. She supports
her students, and colleagues and is active in the community.
For the last 12 years, Schwartz has focused on inspiring and
encouraging her fi rst grade students to achieve their highest levels.
“My students’ mission statement is: ‘I am responsible for my
learning, safety, health, happiness and making the world a better
place,’” said Schwartz. “My students are only six and seven, but they
understand our mission.” Her goal is for her students to be in an
engaged, positive, safe environment where they can view school as a
place where they can learn and contribute to the world around them.
Always looking for new ways to engage her students, the Daily Five
program was implemented in her classroom so her students were
responsible for their learning to read. “Imagine six and seven year
old children being responsible for their own reading practice.” She
knew this was a winning program and shared it with her colleagues
to motivate their students.
Over the years, she was awarded not only Teacher of the Year at
her school, but also Social Studies Teacher of the Year for Broward
County. Schwartz feels her most effective role has been as the
Chairperson for the School Advisory Council, where she established
a genuine rapport with parents and addressed their concerns.
Another active role has been on the City of Hollywood Education
Advisory Committee where she initiated grants for many schools in
Hollywood. Serving in many leadership positions, her role has been
like a life-coach to her colleagues and friends.
