A Guide to the <strong>Convention</strong> on Wetlands, (<strong>Ramsar</strong>, Iran, 1971)<br />
In most cases, the application of this mechanism consists of a visit by a team of two or more experts who will produce a report<br />
on their findings and recommendations. Upon receiving a request from a Contracting Party, the Secretariat agrees upon the<br />
terms of reference for the mission with the concerned authorities and determines the type of expertise that will be required for<br />
the visiting team. <strong>The</strong> team's draft report is submitted for review to the competent authorities who have requested the mission,<br />
and its revised final report then becomes a public document, which can provide the basis for conservation action at the site. In<br />
some cases, the recommendations of <strong>Ramsar</strong> Advisory Mission reports have provided the framework for financial assistance<br />
from the Small Grants Fund and external support agencies.<br />
Between 1988 and 2003, the <strong>Ramsar</strong> Advisory Mission mechanism has been applied at 53 <strong>Ramsar</strong> Sites or groups of sites.<br />
Early missions sometimes consisted of a brief visit by one member of the Secretariat's technical staff, but over the years the<br />
missions have tended to become more formal and frequently more detailed, involving multi-disciplinary teams, sometimes in<br />
collaboration with other bodies such as the World Heritage <strong>Convention</strong>, IUCN, and the Man and the Biosphere Programme.<br />
<strong>The</strong> Secretariat maintains a separate project account to receive voluntary contributions from Contracting Parties and NGOs to<br />
defray the expenses of <strong>Ramsar</strong> Advisory Missions to developing countries and countries with economies in transition.<br />

4.1.7 Article 3.2<br />
Article 3.2 of the <strong>Convention</strong> requires the Parties "to arrange to be informed at the earliest possible time if the ecological<br />
character of any wetland in its territory and included in the List has changed, is changing or is likely to change as a result of<br />
technological developments, pollution or other human interference. Information on such changes shall be passed without delay"<br />
to the <strong>Ramsar</strong> Secretariat. Moreover, when the Secretariat has been notified by a third party (e.g., a national or local NGO) of<br />
such a change or potential change, the staff treats such information as an Article 3.2 notification and contacts the Administrative<br />
Authority of the Party involved, seeking clarification of the situation and offering advice if needed. <strong>The</strong> Secretariat also reports<br />
back to the original informant, as appropriate, about the responses received from and actions taken by the Administrative<br />
Authority. (Further clarification on Article 3.2 was provided by the Parties in Resolution VIII.8, 2002.)<br />
In addition, in accordance with Article 8.2 of the <strong>Convention</strong>, the <strong>Ramsar</strong> Secretariat has the responsibility to inform the other<br />
Contracting Parties of "any alterations to the List or changes in character of wetlands included therein", and to arrange for these<br />
matters to be discussed at the next meeting of the Conference of the Parties.<br />
