DIRECTOR OF FINANCE<br />

TITLE: DIRECTOR OF FINANCE<br />

POSITION SUMMARY<br />

The <strong>Director</strong> <strong>of</strong> <strong>Finance</strong> provides both operational and program support to the FN <strong>Health</strong> Society. This position<br />

supervises the finance team and is the primary financial spokesperson for the organization. The <strong>Director</strong> works<br />

on all strategic and tactical matters as they relate to budget management, cost benefit analysis, and<br />

forecasting needs.<br />

The <strong>Director</strong> <strong>of</strong> <strong>Finance</strong> is responsible for all financial and fiscal management aspects <strong>of</strong> the Society’s<br />

operations. This role provides leadership and coordination in the business planning, accounting, auditing,<br />

financial reporting and budgeting efforts <strong>of</strong> the organization.<br />

Other responsibilities <strong>of</strong> the role include leading and developing the <strong>Finance</strong> team by managing and reviewing<br />

the activity in the accounting area, ensuring internal control compliance and timely, accurate reporting. This<br />

also includes educating other Society staff members by raising awareness and knowledge <strong>of</strong> financial<br />

management matters.<br />

ORGANIZATION<br />

This position reports to the COO<br />

ACCOUNTABILITIES<br />

Business Planning:<br />

• Work with the Sr. Management team on the strategic vision including fostering and cultivating<br />

stakeholder relationships, as well as assisting in the development and negotiation <strong>of</strong> funding from<br />

government for the TPFNHP & FN <strong>Health</strong> Society.<br />

• Provide advice to the CEO in the management <strong>of</strong> all financial and business planning activities including:<br />

• Direct and administer all financial plans<br />

• Review and analyze financial reports<br />

• Lead and support organizational budgeting process<br />

• Manage Society funds in a fiscally prudent manner to ensure adequate cash flow to meet the<br />

organization's needs<br />

• Interact with other managers to provide consultative support to planning initiatives through financial<br />

and management information analyses, reports, and recommendations


• Analyze cash flow, cost controls, and expenses to guide business leaders. Analyze financial statements<br />

to pinpoint potential weak areas<br />

• Establish and implement short- and long-range departmental goals, objectives, policies, and operating<br />

procedures.<br />

• In collaboration with the SMT developing and implementing investment strategies.<br />

Accounting:<br />

• Maintain the day to day control <strong>of</strong> financial activities for the FN <strong>Health</strong> Society<br />

• Budgeting/Project analysis<br />

• Oversee Accounts Payable and Accounts Receivable<br />

• Develop a disaster recovery plan <strong>of</strong> financial records<br />

• Manage monthly, quarterly and year end close<br />

• Approve and coordinate changes and improvements in automated financial and management<br />

information systems for the company<br />

• Oversee the processing <strong>of</strong> revenue, expenditure, and position control documents, department<br />

budgets, general ledger account maintenance and data entry.<br />

• Monitor banking activities <strong>of</strong> the organization<br />

• Initiate invoicing <strong>of</strong> funding organizations<br />

• Oversee the performance <strong>of</strong> GL account analysis and reconciliations<br />

• Attend to statutory compliance requirements as required<br />

Financial & External Reporting:<br />

• Oversee the management and coordination <strong>of</strong> all fiscal reporting activities for the organization<br />

including: organizational revenue/expense and balance sheet reports, reports to funding agencies,<br />

development and monitoring <strong>of</strong> organizational contract/program budgets.<br />

• Coordinate the preparation <strong>of</strong> special analyses, and information reports to assist with decision making<br />

processes<br />

• Provide overall financial oversight monitoring and accounting practices<br />

• Attend Senior Management, Board and <strong>Finance</strong> Committee meetings; including being the lead staff for<br />

the external Audit.<br />

• Prepare annual budget based on department programs and anticipated operations expense<br />

• Prepare for and facilitate ad-hoc audits by governments or funding agencies<br />

• Manage reporting and invoicing requirements <strong>of</strong> government funders<br />

Contract and Procurement Management:<br />

Manage and oversee the contracts and procurement management functions including:<br />

Development and provision <strong>of</strong> all legal activities such as Letters <strong>of</strong> Engagement, contracts, and other<br />

legal documents and agreements as requested by Sr. Management<br />

Negotiation and management <strong>of</strong> all external and internal procurement (excluding HR/Operations) and<br />

contracting arrangements<br />

Ensure that all procurement and contracting activities are carried out in accordance with legislation,<br />

Society’s policies and procedures and principles and best practices<br />

Build and strengthen the existing contracting approaches and structural arrangements for contracting<br />

Regularly monitor and review all contracts to ensure services are effective, meet requirements and<br />

deliver required outcomes<br />

Governance and Compliance:<br />

• Interface with service agencies<br />

• Develop effective financial controls and policies to meet growing needs <strong>of</strong> Society


• Oversee risk management to ensure financial practices <strong>of</strong> organization are conducted in a manner to<br />

minimize fraud<br />

Organizational Development and Transition Management:<br />

• Provide strategic leadership and support on best financial practices and implementation <strong>of</strong> a financial<br />

reporting systems that is scalable while meeting the minimum requirements <strong>of</strong> stakeholders<br />

Supervisory:<br />

• Complete written performance evaluations for staff members<br />

• Committed to Personal and Pr<strong>of</strong>essional Development <strong>of</strong> staff<br />

Other Duties:<br />

• Perform other related duties as required.<br />

EDUCATION, EXPERIENCE AND COMPETENCIES<br />

Undergraduate degree in Business or Administration (or equivalent experience)<br />

An accounting designation (CMA, CA, CGA)<br />

10+ years <strong>of</strong> experience in a <strong>Finance</strong> or Accounting Position<br />

Experience in strategic planning & execution; with knowledge <strong>of</strong> contracting, negotiation & change<br />

management<br />

Experience in organizational development or transition management<br />

Comprehensive knowledge <strong>of</strong> and demonstrated experience with GAAP<br />

Experience in leading teams; motivating and guiding others towards goal accomplishments<br />

Exceptional time management skills and superior analytical skills<br />

Proven interpersonal skills and ability to work well with others<br />

Excellent computer skills and able to demonstrate pr<strong>of</strong>iciency in accounting s<strong>of</strong>tware (such as ACCPAC)<br />

and Micros<strong>of</strong>t Office Business Suite<br />

Excellent oral and written communications skills.<br />

Experience in the health field and/or working with <strong>First</strong> <strong>Nations</strong> would be an asset<br />

Must have proven ability to multi-task, set priorities effectively, excellent attention to details and problem<br />

solve. Must have the ability to meet time sensitive deadlines and excellent organizational skills and be able to<br />

establish and maintain effective working relationships with internal and external contacts. Must be a team<br />

player be able to work independently and collaboratively. Must exhibit good leadership skills and be able to<br />

handle sensitive information in a confidential manner.<br />

WORKING CONDITIONS<br />

Working conditions are normal for an <strong>of</strong>fice environment. Work may require occasional weekend and/or<br />

evening work.
