about presidential candidates<br />

eclipsing the ballot,<br />

but the party faces one<br />

problem: there are no Republican<br />

hopefuls.<br />

Gov. Bob McDonnell<br />

(R) declared<br />

last week that voters from<br />

<strong>Alexandria</strong>’s east side and<br />

p<strong>or</strong>tions of Fairfax and Arlington<br />

will select outgoing<br />

Delegate David Englin’s<br />

(D) success<strong>or</strong> September 4<br />

in a special election. The<br />

announcement shocked<br />

many, likely including city<br />

election officials, who saw<br />

obvious advantages to adding<br />

the race to the November<br />

ballot.<br />

The move also means<br />

local party committees will<br />

begin caucuses this week.<br />

F<strong>or</strong> Democrats, the choice<br />

comes down to City Councilman<br />

Rob Krupicka and<br />

newcomer Karen Gautney.<br />

But f<strong>or</strong> Republicans, the<br />

options are a yet-tobe-named<br />

contender <strong>or</strong><br />

a write-in campaign.<br />

<strong>Alexandria</strong> Republican<br />

City Committee<br />

Chairman Tom Fulton<br />

blamed the sh<strong>or</strong>t notice<br />

f<strong>or</strong> his party’s dearth of<br />

candidates.<br />

Following an extramarital<br />

affair, Englin said<br />

in April he would not seek<br />

re-election in 2013. He then<br />

abruptly announced his<br />

complete departure from<br />

political life in late June.<br />

developer on its design f<strong>or</strong> a recently<br />

proposed riverside inn.<br />

the Washington-based firm eyeing<br />

a 220 S. Union St. warehouse<br />

as a 121-room boutique hotel, met<br />

with planning department staff in<br />

July 2010, acc<strong>or</strong>ding to emails obtained<br />

by the <strong>Times</strong>. They pitched<br />

M<strong>or</strong>e than a week after a<br />

900 block S. Washington St.<br />

resident rep<strong>or</strong>ted a burglary,<br />

city police still don’t know<br />

how the thieves got inside.<br />

Auth<strong>or</strong>ities believe one<br />

<strong>or</strong> m<strong>or</strong>e burglars entered the<br />

residence during the day <strong>or</strong><br />

evening hours of July 24. The<br />

victim rep<strong>or</strong>ted the break-in,<br />

which cost him a watch and<br />

computer, at 12:39 a.m. July<br />

25. Nothing else was taken.<br />

He was not home at the<br />

time of the theft, said Ashley<br />

Hildebrandt, police department<br />

spokeswoman. Auth<strong>or</strong>ities<br />

do not know of any witnesses<br />

officials said. One of the suspects<br />

pulled out a handgun<br />

and pointed it at the victim’s<br />

head as they robbed the man<br />

of his shoes, phone, wallet and<br />

a bracelet, said Ashley Hildebrandt,<br />

department spokeswoman.<br />

They then fled, leaving the<br />

man devoid of his valuables,<br />

she said. The victim survived<br />

unscathed and contacted auth<strong>or</strong>ities<br />

sh<strong>or</strong>tly thereafter.<br />

Police described the suspects<br />

as black men in their<br />

early 20s. Only one was<br />

armed, Hildebrandt said.<br />

Auth<strong>or</strong>ities do not know of<br />

any other witnesses. They did<br />

not describe the bracelet <strong>or</strong> the<br />

wallet’s contents.<br />

<strong>Alexandria</strong> Democratic<br />

Committee Chairman Dak<br />

Hardwick last week but was<br />

shrugged off, Macdonald<br />

said, complaining it took several<br />

days just to get a noncommittal<br />

response.<br />

“My impression is that the<br />

[Democratic] Party would basically<br />

pretend like the may<strong>or</strong><br />

doesn’t have a challenger,”<br />

Macdonald said. “I think it’s<br />

pretty clear that’s what’s happening.”<br />

Euille, seeking his fourth<br />

consecutive term as may<strong>or</strong>,<br />

said he laughed upon hearing<br />

the claim. His schedule<br />

is tight, he said. Citing his<br />

elected position, he did not<br />

immediately accept <strong>or</strong> decline<br />

the invitation.<br />

“If we had just blatantly<br />

said no, I could see him rushing<br />

to judgment,” Euille said.<br />

“I still have my job to do as<br />

may<strong>or</strong>.”<br />

Carr Hospitality recently reignited<br />

the waterfront debate by filing<br />

designs with the planning department<br />

f<strong>or</strong> the boutique hotel.<br />

The application — though later<br />

withdrawn — marked the first<br />

real step toward a hotel on <strong>Alexandria</strong>’s<br />

stretch of the Potomac.<br />

While waterfront plan opponents<br />

have accused city officials<br />

of w<strong>or</strong>king behind closed do<strong>or</strong>s<br />

with developers, the July 2010<br />

meeting was a preliminary and<br />

typical get-together, said Planning<br />

Direct<strong>or</strong> Faroll Hamer.<br />

“[We] have people who<br />

come in all the time and do presentations,”<br />

she said. “Sometimes<br />

they’re extremely preliminary<br />

and don’t come to<br />

fruition.”<br />

Developers want to get a<br />

sense of what’s allowable and<br />

what city staff will find acceptable<br />

bef<strong>or</strong>e f<strong>or</strong>mally filing f<strong>or</strong> a<br />

project, she added.<br />

“Frankly, because it’s not<br />

an application, it’s proprietary<br />

inf<strong>or</strong>mation,” Hamer<br />

said. “Sometimes they want to<br />

know whether they even have a<br />

chance. If they don’t, they don’t<br />

necessarily want to advertise<br />

that.”<br />

Carr Hospitality’s representatives<br />

continued to discuss the<br />

proposal throughout the lengthy<br />

waterfront debate. About three<br />

months after unveiling the waterfront<br />

plan, Nancy Jennings of<br />

the planning department traded<br />

emails with Carr Hospitality’s<br />

“I spoke with Hammad Shah<br />

[of Carr Hospitality] a few<br />

minutes ago, and he would<br />

like to resume our eff<strong>or</strong>ts to<br />

seek the [permits] f<strong>or</strong> the hotel<br />

at 220 S. Union as soon as<br />

possible.”<br />

Hamer denied Carr Hospitality’s<br />

interest influenced the<br />

waterfront planning process.<br />

If anything, the city’s plan put<br />

limitations on what the firm,<br />

best known f<strong>or</strong> rehabilitating<br />

Washington’s Williard hotel,<br />

can do at the site, she said.<br />

“There were not discussions<br />

with Carr during the time<br />

we were dong the [waterfront]<br />

model <strong>or</strong> doing the drawings<br />

f<strong>or</strong> the hotel, and I think that<br />

they’re honestly … struggling<br />

with the footprint we created,”<br />

Euille thanked the graduates<br />

— all members of the<br />

Veterans Curation Program —<br />

f<strong>or</strong> their service and praised<br />

the program f<strong>or</strong> its dedication<br />

to providing job training<br />

f<strong>or</strong> f<strong>or</strong>mer soldiers. F<strong>or</strong> three<br />

years, the program, administered<br />

by the U.S. Army C<strong>or</strong>ps<br />

of Engineers at a St. Asaph<br />

Street office, has employed<br />

and trained veterans in its<br />

archaeology lab<strong>or</strong>at<strong>or</strong>ies,<br />

teaching technical skills like<br />

cataloging, rec<strong>or</strong>ds management<br />

and artifact preservation.<br />

“It’s a wonderful program<br />

to have in the City of <strong>Alexandria</strong>,”<br />

Euille said. “It provides<br />

an outreach program to veterans<br />

who need skills to compete<br />

in a global economy.”<br />

The program is geared<br />

toward wounded veterans,<br />

though their injuries are not<br />

always visible, said VCP lab<br />

manager Beatrix Arendt.<br />

Montenegro. He’ll attend The<br />

University of T<strong>or</strong>onto and<br />

study hist<strong>or</strong>y with plans to<br />

teach the subject after graduation.<br />

“One of the cool things<br />

about this program is they<br />

are interested in the after-program<br />

— jobs, helping with<br />

resumes,” Pedry said. “The<br />

program focuses on giving<br />

veterans skills.”<br />

Pedry, like all VCP veterans,<br />

was paid during his sixmonth<br />

training program, allowing<br />

him to provide f<strong>or</strong> his<br />

wife and two daughters.<br />

Pedry’s wife, Rachel, was<br />

equally enthusiastic about his<br />

time at VCP.<br />

“This program was incredibly<br />

timely,” Rachel said.<br />

“This program filled the void.<br />

Andrew really bonded with<br />

the other veterans and was<br />

able to talk about his overseas<br />

experiences with the other<br />

employees. It was a good experience<br />

f<strong>or</strong> our family.”<br />

Claire O’Brien, a VCP lab<br />

manager, said the goal is to<br />

seamlessly transition from the<br />

six-month training program<br />

to full-time employment.<br />

Two graduates even missed<br />

the ceremony because of their<br />

full-time jobs, she said.<br />

Devine Speights is living<br />

proof of the program’s<br />

success. A Navy veteran and<br />

Army reservist, Speights was<br />

the 100th VCP graduate and<br />

will w<strong>or</strong>k with the Washington<br />

Navy Shipyard Curation<br />

Project as an archaeological<br />

lab<strong>or</strong>at<strong>or</strong>y technician with<br />

Southeastern Archaeological<br />

Research Inc.<br />

Speights wanted a change<br />

of pace from her human resources<br />

background and<br />

learned about the VCP at a<br />

job fair.<br />

“I’ve always been interested<br />

in museums,” she said.<br />

“The program was a way to<br />

get to know the hist<strong>or</strong>ical<br />

community and learn the process<br />

of what goes on behind<br />

museums.”<br />

“Philanthropy isn’t always<br />

about money but of service —<br />

that’s what this program is all<br />

about,” said Euille.<br />

n<strong>or</strong>th Old Town will have<br />

three grocery st<strong>or</strong>es<br />

within three blocks<br />

enough f<strong>or</strong> three grocery giants<br />

Officials say yes while<br />

residents remain split, w<strong>or</strong>rying<br />

redevelopment on one<br />

block will lead to blight on<br />

another.<br />

May<strong>or</strong> Bill Euille joined<br />

other local dignitaries to<br />

break ground on the future<br />

Harris Teeter supermarket on<br />

the 700 block of N. St. Asaph<br />

St. last week. When finished<br />

in 2014, the building also will<br />

house 175 apartments.<br />

And it will sit a block<br />

away from St. Asaph Street’s<br />

Trader Joe’s and two blocks<br />

from the Giant on the c<strong>or</strong>ner<br />

of N<strong>or</strong>th Pitt and First streets.<br />

When the developer, Buchanan<br />

Partners, sought approval<br />

f<strong>or</strong> the project in<br />

spring and summer 2011, its<br />

representatives pointed to the<br />

findings of a 2005 study: Old<br />

Town is big enough f<strong>or</strong> another<br />

64,000-square-foot supermarket.<br />

“Even after our project<br />

is developed, Old Town will<br />

have 30-percent-less retail<br />

square footage per capita<br />

than anywhere else in N<strong>or</strong>thern<br />

Virginia,” Kenneth Wire,<br />

a company representative,<br />

told city council members. “I<br />

think that’s a significant [reason]<br />

why we think this st<strong>or</strong>e<br />

will be successful.”<br />

He estimated 50 percent of<br />

the st<strong>or</strong>e’s future customers<br />

will live within a one-mile radius<br />

and 80 percent will live<br />

within two.<br />

Resident Felix Rausch<br />

agrees Harris Teeter will become<br />

a popular destination<br />

f<strong>or</strong> the neighb<strong>or</strong>hood of about<br />

2,400 people, but the nearby<br />

Giant might not fare so well<br />

with new competition in<br />

town. He opposed the project<br />

as it passed through City Hall<br />

and argues officials should<br />

have instead targeted the existing<br />

supermarket f<strong>or</strong> redevelopment.<br />

“I’d rather go to the Harris<br />

Teeter than the Giant and<br />

my notion is [Giant] is going<br />

to probably close,” he said.<br />

“Then you’re going to have<br />

this big damn parking lot with<br />

this liqu<strong>or</strong> st<strong>or</strong>e there. There’s<br />

just no long-range planning,<br />

none.”<br />

Neighb<strong>or</strong> Kenneth Hoffman<br />

fears competition will<br />

leave the neighb<strong>or</strong>hood devoid<br />

of any shopping choices.<br />

Like Rausch, Hoffman continues<br />

to oppose the project.<br />

“I’m afraid they’ll f<strong>or</strong>ce<br />

the other two [supermarkets]<br />

to close,” he said. “They really<br />

should have put it on<br />

the other side of Washington<br />

Street where there’s really no<br />

st<strong>or</strong>es.”<br />

But fellow <strong>Alexandria</strong>ns<br />

Brent Gilroy and Robert<br />

Rowe see a large enough market<br />

f<strong>or</strong> a third grocery. Trader<br />

Joe’s caters to customers<br />

looking f<strong>or</strong> specialty goods,<br />

and Giant stops sh<strong>or</strong>t of meeting<br />

their shopping needs.<br />

In separate interviews both<br />

men noted Giant will need serious<br />

changes to compete f<strong>or</strong><br />

their dollars.<br />

“I don’t think Giant really<br />

has invested in their st<strong>or</strong>e so<br />

I’m not loyal to them,” Rowe<br />

said. “They’ve shown they’re<br />

pretty much letting it run<br />

down. There’s nothing special<br />

about it … I think they need<br />

competition to up their game.”<br />

A Giant spokesman declined<br />

to discuss any changes<br />

the location might make to<br />

head off new competition.<br />

While residents f<strong>or</strong> and<br />

against Harris Teeter’s impending<br />

arrival wonder how<br />

the nearby Giant will survive,<br />

they have little doubt<br />

the newcomer will succeed.<br />

to it, and there are lots<br />

of sacrifices. The candidate<br />

has to be the right person at<br />

be able to step f<strong>or</strong>ward. Hopefully<br />

should outrage voters in the<br />

45th District and is just another<br />

Bethesda Big Train 3-2, it’s<br />

hard f<strong>or</strong> Haines to walk away<br />

from the Cal Ripken Collegiate<br />

Baseball League without<br />

a sense of pride.<br />

“I loved doing it,” he said.<br />

“It was a lot of fun, meeting<br />

other kids from across the<br />

country [and] getting those<br />

guys to bond with each other<br />

… into one team.”<br />

Haines returned to the team<br />

after a tough but promising<br />

first year in 2011. With a handful<br />

of returning players and an<br />

emphasis on pitching, Haines<br />

coached the team to a 20-21<br />

season — the ballclub’s first<br />

year with 19 <strong>or</strong> m<strong>or</strong>e wins. An<br />

expansion team, the Aces came<br />

into being just five years ago.<br />

And despite the hist<strong>or</strong>ic<br />

nature of their playoff experience,<br />

Haines still describes the<br />

loss as gut-wrenching.<br />

The Aces drew first blood<br />

in the second inning, benefiting<br />

from Chris Sweeney’s<br />

prowess at the plate. The first<br />

basemen took two balls, a<br />

called strike and a swinging<br />

strike bef<strong>or</strong>e fouling to stay<br />

alive f<strong>or</strong> one final pitch, which<br />

he sent over the fence f<strong>or</strong> his<br />

eighth home run of the season.<br />

responded in the bottom of the<br />

easy trot home. D<strong>or</strong>an<br />

balked to give the hometown<br />

team the lead.<br />

The sc<strong>or</strong>e stood at 2-1<br />

heading into the bottom of<br />

the eighth. Haines decided to<br />

change up his usual pitching<br />

routine and sent Ronnie Glenn<br />

to the mound. Glenn saw success<br />

against the Big Train in<br />

earlier outings, Haines said,<br />

and they hoped to roll into the<br />

ninth with a narrow lead.<br />

Unf<strong>or</strong>tunately f<strong>or</strong> Haines<br />

and Glenn, infield err<strong>or</strong>s<br />

quickly put Hunter Renfroe<br />

in sc<strong>or</strong>ing position. Avondre<br />

Bollar singled off of Glenn,<br />

giving Renfroe enough time to<br />

tie the game. And then teammate<br />

Cole N<strong>or</strong>ton doubled to<br />

send the quick-footed Bollar<br />

— and winning run — home a<br />

few pitches later.<br />

Out of time, the Aces<br />

couldn’t recover.<br />

“We played pretty well.<br />

We played flawless the first<br />

seven innings, which put us in<br />

a good spot,” Haines recalled.<br />

“Then our one freebie of the<br />

game ended up being a tying<br />

run. It was deflating, heartbreaking,<br />

but things happen.”<br />

It’s Olympics week, and<br />

we’re in London. Well, not<br />

really dearie, not the London<br />

of the Tower Bridge and the<br />

col<strong>or</strong>ed rings, but a smidge<br />

m<strong>or</strong>e local. We’re at The Little<br />

Theatre of <strong>Alexandria</strong>, far<br />

closer to the Potomac than the<br />

Thames. No, this is the London<br />

of Sweeney Todd, “who<br />

would blink and rats would<br />

scuttle” as he “served a dark<br />

and vengeful god.”<br />

From the opening salvos,<br />

the 20-member cast of<br />

Stephen Sondheim’s spinetingling<br />

“Sweeney Todd: The<br />

Demon Barber of Fleet Street”<br />

will sweep you off your feet<br />

and smack dab into a Dickensian<br />

w<strong>or</strong>ld filled with high<br />

dudgeon and deep depravity.<br />

The musical is a fierce st<strong>or</strong>y of<br />

love, loss and revenge merrily<br />

served up in all its carniv<strong>or</strong>ous<br />

gl<strong>or</strong>y with a spot of tea and a<br />

stiff upper lip — body parts<br />

included. It’s a grisly h<strong>or</strong>r<strong>or</strong><br />

st<strong>or</strong>y dripping with blood and<br />

British charm and some of<br />

Sondheim’s best songs.<br />

We are introduced to Sweeney<br />

Todd (alias f<strong>or</strong> Benjamin<br />

Barker) upon his return to<br />

London to avenge the death of<br />

his wife by the evil, perverse<br />

Judge Turpin (Chris Gillespie)<br />

and his conspirat<strong>or</strong>ial coh<strong>or</strong>t,<br />

Beadle Bamf<strong>or</strong>d (Christopher<br />

David Harris). He also returns<br />

to reunite with his daughter,<br />

the beautiful Johanna (Roxanne<br />

Scher), who is held captive<br />

by the judge as his ward<br />

and future bride.<br />

Todd falls in with <strong>Mr</strong>s.<br />

Lovett, an ambitious and wily<br />

widow with a failing meat pie<br />

shop. They strike up an unlikely<br />

and diabolical alliance,<br />

and in a stroke of business<br />

genius, <strong>Mr</strong>s. Lovett provides<br />

Todd with a tons<strong>or</strong>ial parl<strong>or</strong><br />

above her st<strong>or</strong>e where they<br />

gleefully combine the two disparate<br />

businesses.<br />

“Think of it as thrift,” she<br />

chirps with a dash of gallows<br />

hum<strong>or</strong>. “It seems an awful<br />

waste with the price of meat<br />

what it is.”<br />

The Little Theatre knew<br />

“Sweeney Todd” was going<br />

to be a monster of a production<br />

and commandeered three<br />

producers to keep it on track.<br />

That it’s one of its finest productions<br />

to date is due in no<br />

small part to Andrew JM Regiec,<br />

who appears to have his<br />

hand in most elements of the<br />

play. His superb directing, topnotch<br />

ch<strong>or</strong>eography and staging,<br />

including collab<strong>or</strong>ating<br />

on set design with Dan Remmers,<br />

take this theater and its<br />

12-piece <strong>or</strong>chestra to dramatic<br />

new heights. Throw into the<br />

mix the award-winning team<br />

of Jean Schlichting and Kit<br />

Sibley, who have costumed the<br />

show in high Vict<strong>or</strong>ian poverty<br />

splend<strong>or</strong> down to the beggar<br />

women’s bloomers. Another<br />

clever touch they employ are<br />

the scarlet red silk flourishes<br />

w<strong>or</strong>n by the ensemble in the<br />

opening number, “The Ballad<br />

of Sweeney Todd,” that reveals<br />

shades of things to come.<br />

Our View<br />

Voters deserve<br />

debates over issues,<br />

not character<br />

On Monday m<strong>or</strong>ning, area journalists awoke to a press<br />

release in their inboxes from Independent candidate f<strong>or</strong><br />

may<strong>or</strong> Andrew Macdonald. It was titled “Macdonald challenges<br />

May<strong>or</strong> [Bill] Euille to two debate[s]” and was just<br />

in time f<strong>or</strong> the daily news cycle.<br />

“Jerry Warner, a campaign manager f<strong>or</strong> Andrew<br />

Macdonald, extended an invitation to the Euille campaign<br />

last week,” the release stated. “He said that he had finally<br />

received a polite but noncommittal response from the<br />

may<strong>or</strong>’s representatives.”<br />

The Macdonald campaign has no moderat<strong>or</strong>, spons<strong>or</strong> <strong>or</strong><br />

venue. They have some “in mind,” acc<strong>or</strong>ding to the statement,<br />

but nothing concrete. Yet the press release proceeded<br />

to reproach May<strong>or</strong> Euille f<strong>or</strong> holding off on accepting the<br />

invitation — to a nonexistent debate.<br />

On the other side of the coin, the <strong>Times</strong> spoke with<br />

May<strong>or</strong> Euille about the release, and he confirmed his noncommittal<br />

response, citing potential scheduling conflicts.<br />

But why not accept the challenge first and w<strong>or</strong>k around<br />

any scheduling issues later<br />

The may<strong>or</strong>al race is off on the wrong foot. In a presidential<br />

election season where a polarized national consciousness<br />

is crosshatched by embellished, negative ads,<br />

<strong>Alexandria</strong> is no place f<strong>or</strong> an Independent challenger and<br />

Democratic incumbent to embark in a spitting contest.<br />

In traditional politics, incumbents have everything to<br />

lose and nothing to gain by engaging with their opponent.<br />

<strong>Alexandria</strong> politics need not be traditional.<br />

May<strong>or</strong> Euille could have diffused <strong>Mr</strong>. Macdonald’s<br />

obvious attempt at picking a fight if he agreed in principle<br />

— if not in particulars — to debate his challenger. Seeking<br />

his fourth consecutive term, he surely regards debates<br />

as supplements to democracy, a device to inf<strong>or</strong>m voters.<br />

When his city council moved municipal elections from<br />

May to November in 2009, heightened voter turnout was<br />

the stated objective. Failing to inf<strong>or</strong>m those voters to the<br />

fullest extent would be ill conceived.<br />

Still, <strong>Mr</strong>. Macdonald’s decision to cry “bully” to the<br />

press undermines his ostensibly noble goal: inf<strong>or</strong>ming<br />

voters about issues. He accused May<strong>or</strong> Euille of ducking<br />

his request, but attacking his opponent’s character does not<br />

inch voters any closer to useful inf<strong>or</strong>mation.<br />

Voters want — and deserve — public argument over<br />

public policy to compare and contrast politicians. Debates<br />

are tape measures f<strong>or</strong> <strong>Alexandria</strong>’s constituents, not hammers<br />

from the political toolbox.<br />

Derecho’s clouds had silver lining:<br />

community cohesion<br />

As an Old Town resident<br />

since 2003, my wife and I<br />

have been f<strong>or</strong>tunate to elude<br />

the types of power outages<br />

that occurred during the<br />

derecho a few weeks ago.<br />

But having recently<br />

sold our house and<br />

moved into a temp<strong>or</strong>ary<br />

townhouse in the<br />

Town Square at Mark<br />

Center apartments off<br />

Beauregard Street,<br />

we faced our first<br />

prolonged power outage<br />

— one that lasted<br />

from June 29 until the<br />

early hours of July 3.<br />

Although the st<strong>or</strong>m took<br />

a heavy toll on residents<br />

across the region, especially<br />

those in N<strong>or</strong>thern Virginia,<br />

it left one positive and remarkable<br />

consequence: It<br />

served to bring our neighb<strong>or</strong>s<br />

and surrounding community<br />

together in unprecedented<br />

fashion.<br />

My wife and I moved<br />

into our new neighb<strong>or</strong>hood<br />

in March and have slowly<br />

and fellowship that I<br />

highly doubt would<br />

<strong>or</strong> at the residential pool.<br />

However, it was not until<br />

this st<strong>or</strong>m took its toll and<br />

knocked out power (and air<br />

conditioning and our food<br />

supply) that we were f<strong>or</strong>ced<br />

to knock on do<strong>or</strong>s and begin<br />

sharing resources — coolers<br />

and ice, f<strong>or</strong> starters.<br />

Faced with inhospitable<br />

climates indo<strong>or</strong>s and<br />

dwindling food supplies,<br />

we spent several evenings<br />

outside as we began setting<br />

up additional chairs<br />

and invited our neighb<strong>or</strong>s<br />

over f<strong>or</strong> a series of ad hoc<br />

barbecues. The result turned<br />

into a series of community<br />

gatherings and fellowship<br />

that I highly doubt would<br />

have come about under <strong>or</strong>dinary<br />

circumstances. As we<br />

continued late into the evenings,<br />

there was even talk<br />

of <strong>or</strong>ganizing a f<strong>or</strong>thcoming<br />

community block party; it<br />

was a welcome development<br />

considering the transit<strong>or</strong>y<br />

nature of this area.<br />

As devastating as the<br />

st<strong>or</strong>m was, particularly with<br />

respect to the amount of<br />

infrastructure damage and<br />

even loss of life, I thought<br />

it would be encouraging to<br />

share a st<strong>or</strong>y of something<br />

positive that came out of it.<br />

Perhaps there was a silver<br />

lining of community bonding<br />

left in its wake.<br />

“Euille outraised Macdonald in<br />

June,” about fundraising in the<br />

may<strong>or</strong>al race overlooked some<br />

very imp<strong>or</strong>tant inf<strong>or</strong>mation.<br />

The article points out that<br />

May<strong>or</strong> Euille raised about<br />

$4,300 in June, while f<strong>or</strong>mer<br />

vice may<strong>or</strong> and Independent<br />

candidate Andrew Macdonald<br />

raised about $3,000.<br />

While these figures present<br />

a snapshot of one month’s<br />

fundraising, a much m<strong>or</strong>e<br />

accurate account of money<br />

raised emerges if one looks<br />

at the entire year. Since the<br />

beginning of 2012 Macdonald<br />

has raised almost $17,000<br />

from 107 contribut<strong>or</strong>s, including<br />

one small business,<br />

acc<strong>or</strong>ding to the Virginia<br />

Public Access Project. Over<br />

the same period, May<strong>or</strong><br />

Euille has raised just a bit<br />

m<strong>or</strong>e than $12,000 from 96<br />

contribut<strong>or</strong>s, including several<br />

special interest groups.<br />

The Macdonald campaign<br />

began only in March, with<br />

the first donation received<br />

March 29. In contrast, May<strong>or</strong><br />

Euille’s fundraising eff<strong>or</strong>ts<br />

began in January.<br />

A closer look at campaign<br />

finance rep<strong>or</strong>ts covering<br />

April 1 through June 30<br />

reveals Macdonald outraised<br />

race in this city will be hotly<br />

contested in this election<br />

candidate Andrew Macdonald<br />

fiscal challenges”) with<br />

a good deal of surprise. <strong>Mr</strong>.<br />

Macdonald has apparently<br />

predicated his argument —<br />

that May<strong>or</strong> Bill Euille is<br />

causing the city to conceal a<br />

risky, weak financial position<br />

— entirely on the guess that<br />

credit agencies “must believe<br />

the city council can always<br />

raise property taxes to service<br />

this debt if our economy deteri<strong>or</strong>ates.”<br />

<strong>Mr</strong>. Macdonald couldn’t<br />

be m<strong>or</strong>e wrong. In fact, <strong>Mr</strong>.<br />

Macdonald’s comments are<br />

situated so far from <strong>Alexandria</strong>’s<br />

reality that his letter<br />

bears rebuttal.<br />

First, the rating agencies<br />

do not (and did<br />

not) presume that<br />

any particular<br />

tax rate increase<br />

would be levied<br />

<strong>or</strong> even could be<br />

levied. In public<br />

finance matters,<br />

the rating agencies<br />

look at the<br />

city’s tax base, actual and anticipated<br />

revenues, actual and<br />

anticipated outlays, and extra<strong>or</strong>dinary<br />

items such as material<br />

contingent liabilities.<br />

Second, <strong>Mr</strong>. Macdonald<br />

should know from his weeks<br />

of service as vice may<strong>or</strong> that<br />

role in establishing the<br />

city’s taxable base, budget <strong>or</strong><br />

f<strong>or</strong>ward-looking risk fact<strong>or</strong>s<br />

(as it’s required to do),<br />

but <strong>Alexandria</strong> received the<br />

highest overall rating available.<br />

Several hundred localities<br />

received cautionary ratings,<br />

reminding bondholders,<br />

counterparties and even <strong>Mr</strong>.<br />

Macdonald that no city is immune<br />

from the overall economy<br />

— no less a city located<br />

inside the Beltway and linked<br />

economically to the national<br />

capital.<br />

Fourth, <strong>Mr</strong>. Macdonald<br />

may not appreciate that the<br />

infrastructure improvements<br />

he wants operate as capital<br />

improvement costs to the<br />

city. Publicly owned infrastructure<br />

is typically not taxable<br />

but must be bought, built<br />

and paid f<strong>or</strong> using other tax<br />

revenues. As to the city’s pri<strong>or</strong>ities<br />

f<strong>or</strong> public investment,<br />

the Moody’s rep<strong>or</strong>t that <strong>Mr</strong>.<br />

Macdonald cites with alarm<br />

actually stated that <strong>Alexandria</strong>’s<br />

receipt of the highest<br />

available “rating reflects the<br />

city’s strong and vibrant tax<br />

base, sound and stable financial<br />

condition, conservative<br />

budgeting and fav<strong>or</strong>able debt<br />

profile,” and “conservatively<br />

managed budget with sound<br />

reserves” — in other w<strong>or</strong>ds,<br />

exactly the opposite of <strong>Mr</strong>.<br />

Friendship Fire Co. celebrates 238-year anniversary<br />

Fires in early <strong>Alexandria</strong><br />

were frequent and often disastrous.<br />

Even small, domestic<br />

hearth fires could become conflagrations<br />

and spread quickly<br />

from building to building and<br />

street to street.<br />

In response to <strong>Alexandria</strong>’s<br />

ever-increasing vulnerability,<br />

Friendship Fire Co.<br />

became the community’s first<br />

volunteer fire company in<br />

1774. By 1838, after a merger<br />

with the Crescent Fire Co.,<br />

city council awarded $150 to<br />

Friendship Fire Co. to build a<br />

large shed along King Street<br />

between Columbus and Alfred<br />

streets.<br />

In 1851 the city approved<br />

funds to purchase a lot f<strong>or</strong> the<br />

company along South Alfred<br />

Street. An additional $50 was<br />

approved to move the fire shed<br />

to that location.<br />

Ironically, in March 1855<br />

the fire shed was destroyed<br />

by fire, but the company’s<br />

engine and all fire apparatus<br />

was saved. W<strong>or</strong>k started<br />

almost immediately on a replacement<br />

building, topped<br />

by a massive pointed steeple,<br />

and was largely finished by<br />

fall 1855. A bronze bell, cast<br />

by the Baltim<strong>or</strong>e firm of Register<br />

and Webb, was added in<br />

1857 f<strong>or</strong> $300.<br />

During the Civil War,<br />

Union troops caused severe<br />

damage to the building and its<br />

fire equipment, requiring a maj<strong>or</strong><br />

reconstruction that started<br />

in 1871. A serious problem involved<br />

severe weather infiltration<br />

at the base of the steeple,<br />

probably caused by building<br />

neglect and exacerbated by<br />

movement from strong wind<br />

f<strong>or</strong>ces as well as the swaying<br />

of the large fire bell when it<br />

was rung.<br />

This rare, unfocused photograph<br />

was taken bef<strong>or</strong>e the<br />

renovations. A close look reveals<br />

the somewhat off-kilter<br />

steeple bef<strong>or</strong>e it was replaced<br />

by the lower cupola that still<br />

crowns the building today.<br />

Carpet diem! Area rugs are<br />

seizing the day when it comes<br />

to dialing up personality in a<br />

room. And that goes f<strong>or</strong> indo<strong>or</strong>s<br />

and outdo<strong>or</strong>s.<br />

From flat weaves to bas<br />

relief, which adds sculptural<br />

dimension, it’s modern design<br />

that especially stands out, in an<br />

impressive range of prismatic<br />

col<strong>or</strong>s, stylish patterns and<br />

tantalizing textures, many of<br />

which are obviously inf<strong>or</strong>med<br />

by fashion. And while some<br />

motifs like circles <strong>or</strong> squares<br />

<strong>or</strong> chevrons may be familiar,<br />

even vintage references are reframed<br />

in an unexpected bold<br />

palette, scale <strong>or</strong> placement so<br />

that they look fresh.<br />

The area rug long has<br />

played a pivotal role in interi<strong>or</strong><br />

design. It can be a focal<br />

point, much like a piece of art<br />

on the wall. It serves to ground<br />

a space, <strong>or</strong>ganize furnishings,<br />

add warmth and baffle sound.<br />

F<strong>or</strong> some designers, a<br />

rug sets the tone f<strong>or</strong> a room,<br />

launching its col<strong>or</strong> scheme<br />

— even one that’s monochromatic,<br />

which is best expressed<br />

by nuances with shades and<br />

textures.<br />

But placing a rug in a room<br />

requires visualization. This<br />

is why retailer websites often<br />

show how col<strong>or</strong> and pattern<br />

look underfoot and totally<br />

change the dynamic in a<br />

space. New Y<strong>or</strong>k artist Madeline<br />

Weinrib told San Francisco<br />

writer Diane D<strong>or</strong>rans<br />

Saeks that she had to rethink<br />

technique when she began to<br />

design rugs 12 years ago.<br />

“I trained myself to see<br />

from the flo<strong>or</strong> as opposed to<br />

the wall and realized that (a<br />

rug) had to exist in dialogue<br />

with the dec<strong>or</strong> in the room,<br />

that it would have furniture<br />

placed on it,” says Weinrib,<br />

whose textiles and rugs are<br />

sold at ABC Carpet and Home<br />

and through her new showroom<br />

in Manhattan. “In painting,<br />

it’s a w<strong>or</strong>ld of its own.<br />

That’s not true f<strong>or</strong> rugs, which<br />

are part of the dec<strong>or</strong> and must<br />

be functional.”<br />

It’s the distinctive appearance<br />

of Tibetan rugs that really<br />

jelled in the 1990s and sparked<br />

renewed interest in an ancient<br />

tradition, especially among<br />

those who fav<strong>or</strong> clean design<br />

“Rugs add so much to a<br />

The undue stress incurred<br />

by a pet patriarch<br />

I have a nemesis. His name<br />

is Paco. He’s a schnauzer who<br />

lives with my mom.<br />

Paco is about 7 years old<br />

and spent most of his puppyhood<br />

with a family that knew<br />

nothing about pets. We’re<br />

pretty sure he came from a<br />

puppy mill; are quite certain<br />

that he spent most of<br />

his time crated and<br />

ign<strong>or</strong>ed; and know,<br />

without a doubt, that<br />

he is a neurotic mess.<br />

Well, I know that last<br />

one — my family<br />

seems oblivious to it.<br />

Every year, during<br />

my annual family<br />

visit to south<br />

Fl<strong>or</strong>ida, Paco and I<br />

compete to establish<br />

our role as leader. He is convinced,<br />

much to my chagrin<br />

and thanks to my mother’s<br />

overzealous spoiling, that he is<br />

the alpha. He is certain he was<br />

sent to this w<strong>or</strong>ld to protect my<br />

family, mostly my mom, from<br />

impending doom, which he<br />

makes abundantly clear by going<br />

into hysterics at the mere<br />

sight of a lawnmower.<br />

W<strong>or</strong>king with animals, I<br />

have rules about the way I<br />

interact with them. First and<br />

f<strong>or</strong>emost, the animals I care<br />

f<strong>or</strong> must respect me as their<br />

leader. I earn their respect by<br />

being calm and assertive during<br />

our interactions. I don’t<br />

walk into their houses squeaking<br />

their names and blowing<br />

them kisses. I greet them only<br />

after they have met my energy<br />

level. Then, and only then, do<br />

I speak to them as I would any<br />

other friend <strong>or</strong> peer.<br />

I believe animals appreciate<br />

this f<strong>or</strong>m of interaction.<br />

They know they are not babies<br />

<strong>or</strong> toys. They are grateful<br />

that I see past their cute and<br />

furry exteri<strong>or</strong>s and into their<br />

complex nature. Our relationship<br />

is one of mutual respect<br />

and admiration. It’s a beautiful<br />

thing.<br />

Except, Paco does not understand<br />

this type of interaction.<br />

I’m pretty sure he resents<br />

it.<br />

Paco is accustomed to being<br />

greeted with fanfare on a<br />

daily basis. He is celebrated<br />

f<strong>or</strong> all that he does, annoying<br />

<strong>or</strong> not. He<br />

greets friends<br />

and neighb<strong>or</strong>s<br />

with incessant<br />

barking, jumps<br />

on guests, and<br />

constantly demands<br />

attention<br />

by either sitting<br />

on people’s feet<br />

<strong>or</strong> pawing at<br />

them. Everyone<br />

he meets seems<br />

to think these behavi<strong>or</strong>s are<br />

ad<strong>or</strong>able. I do not.<br />

The reality is Paco is not<br />

a natural leader. The pressure<br />

of being alpha is m<strong>or</strong>e than he<br />

can handle. Unf<strong>or</strong>tunately, he<br />

has not yet gotten the memo<br />

that he doesn’t need to guard<br />

our home and family. He has<br />

not yet realized that it’s OK f<strong>or</strong><br />

him to be a follower and allow<br />

humans to lead.<br />

I don’t like to challenge<br />

Paco and try to remind my<br />

family of the imp<strong>or</strong>tance of alleviating<br />

his burden by setting<br />

boundaries, providing him<br />

healthy outlets f<strong>or</strong> his anxiety<br />

and rewarding good behavi<strong>or</strong>,<br />

not bad.<br />

I w<strong>or</strong>ry about Paco. I believe<br />

he lives with a great deal<br />

nervous breakdowns elicited<br />

by simple daily occurrences<br />

like knocks on the do<strong>or</strong>.<br />

I think Paco could be a danger<br />

to himself and others under<br />

these circumstances. He could<br />

pick a fight with another dog<br />

in the attempt to protect his<br />

human. Or he could misunderstand<br />

a harmless human interaction<br />

and try to hurt someone<br />

that he inc<strong>or</strong>rectly perceives as<br />

a threat. Paco already has it out<br />

f<strong>or</strong> my little cousin, Andrew,<br />

but that’s mostly because my<br />

mom understandably showers<br />

her beloved 6-year-old nephew<br />

with m<strong>or</strong>e attention than<br />

Paco deems necessary.<br />

Paco, like most anxietyridden<br />

dogs, would be happier<br />

if he let go of the reins and let<br />

the perfectly capable humans<br />

in his life look after the pack.<br />

I am quite certain I, too,<br />

would be better off if he took<br />

a step back. It would be really<br />

nice if my afternoon naps<br />

weren’t interrupted by his earsplitting<br />

fits of rage every time a<br />

coconut falls out of a palm tree.<br />
