Local Republican
Party struggles to find
challenger for Delegate
David Englin’s seat
in Richmond
By Derrick Perkins
With the District 45
spacial election scheduled
for September, Republican
hopefuls needn’t worry
about presidential candidates
eclipsing the ballot,
but the party faces one
problem: there are no Republican
hopefuls.
Gov. Bob McDonnell
(R) declared
last week that voters from
Alexandria’s east side and
portions of Fairfax and Arlington
will select outgoing
Delegate David Englin’s
(D) successor September 4
in a special election. The
announcement shocked
many, likely including city
election officials, who saw
obvious advantages to adding
the race to the November
ballot.
The move also means
local party committees will
begin caucuses this week.
For Democrats, the choice
comes down to City Councilman
Rob Krupicka and
newcomer Karen Gautney.
But for Republicans, the
options are a yet-tobe-named
contender or
a write-in campaign.
Alexandria Republican
City Committee
Chairman Tom Fulton
blamed the short notice
for his party’s dearth of
candidates.
Following an extramarital
affair, Englin said
in April he would not seek
re-election in 2013. He then
abruptly announced his
complete departure from
political life in late June.
“We’re getting some interest,
but because of the
short term sort of way this
occurred … those who have
Euille, Macdonald duel over debates
Challenger accuses
incumbent of shrugging
off competition
By David Sachs
Alexandria mayoral candidate
Andrew Macdonald (I)
accused Mayor Bill Euille (D)
of ducking his debate challenge
Sunday, a notion the
incumbent dismissed upon
reading the claim a day later.
Macdonald’s campaign
reached out to Euille and
Alexandria Democratic
Committee Chairman Dak
Hardwick last week but was
shrugged off, Macdonald
said, complaining it took several
days just to get a noncommittal
response.
“My impression is that the
[Democratic] Party would basically
pretend like the mayor
doesn’t have a challenger,”
Macdonald said. “I think it’s
pretty clear that’s what’s happening.”
Euille, seeking his fourth
consecutive term as mayor,
said he laughed upon hearing
the claim. His schedule
is tight, he said. Citing his
elected position, he did not
immediately accept or decline
the invitation.
“If we had just blatantly
said no, I could see him rushing
to judgment,” Euille said.
“I still have my job to do as
mayor.”
Inside 100 days of Election
Day, Alexandria voters
face myriad decisions besides
picking their next mayor. After
choosing a delegate to represent
the 45th District in the
General Assembly during a
special election September 4,
locals will elect a city council,
U.S. senator, U.S. representative,
vice president and
president November
6.
It’s a full bill.
Twelve council
candidates — six
Democrats, three
Republicans, two
Independents
and a Libertarian
— crowd the
ballot, forcing a
unique challenge
for debate organizers.
“I’m focusing
on city council
[debates] right
now,” said Hardwick.
“It’s a lot easier to deal
with two candidates than 12.
We’ll respond [to Macdonald]
in time, but now is not the
time.
Traditionally the Alexandria
Democratic Committee
and the Alexandria Republican
City Committee facilitate
mayor bill euille
debates through community
organizations but don’t control
them, Hardwick said.
Macdonald is eager to begin.
“I don’t think we’re picking
a fight,” he said. “I think
we’re picking a line of argument
that good debates are
Andrew Macdonald
good for the city, and so far
the response from the mayor’s
team have been noncommittal,
for lack of a better word.”
The Alexandria League of
Women Voters and a West End
civic association expressed interest
in hosting a debate, according
to Macdonald.
Carr Hospitality recently reignited
the waterfront debate by filing
The application — though later
While waterfront plan opponents
have accused city officials
she said. “Sometimes
information,” Hamer
said. “Sometimes they want to
know whether they even have a
chance. If they don’t, they don’t
necessarily want to advertise
that.”
Carr Hospitality’s representatives
continued to discuss the
proposal throughout the lengthy
waterfront debate. About three
months after unveiling the waterfront
plan, Nancy Jennings of
the planning department traded
emails with Carr Hospitality’s
“I spoke with Hammad Shah
[of Carr Hospitality] a few
minutes ago, and he would
like to resume our efforts to
seek the [permits] for the hotel
at 220 S. Union as soon as
possible.”
Hamer denied Carr Hospitality’s
interest influenced the
waterfront planning process.
If anything, the city’s plan put
limitations on what the firm,
best known for rehabilitating
Washington’s Williard hotel,
can do at the site, she said.
“There were not discussions
with Carr during the time
we were dong the [waterfront]
model or doing the drawings
for the hotel, and I think that
they’re honestly … struggling
with the footprint we created,”
Hamer said.

Veterans newly minted as archaeology technicians
Program teaches
former military members
job skills
By Lisa McLean
Friends, proud family
members and Mayor Bill
Euille gathered in north Old
Town to watch military veterans
graduate with an expertise
in archaeology Friday.
Euille thanked the graduates
— all members of the
Veterans Curation Program —
for their service and praised
the program for its dedication
to providing job training
for former soldiers. For three
years, the program, administered
by the U.S. Army Corps
of Engineers at a St. Asaph
Street office, has employed
and trained veterans in its
archaeology laboratories,
teaching technical skills like
cataloging, records management
and artifact preservation.
“It’s a wonderful program
to have in the City of Alexandria,”
Euille said. “It provides
an outreach program to veterans
who need skills to compete
in a global economy.”
The program is geared
toward wounded veterans,
though their injuries are not
always visible, said VCP lab
manager Beatrix Arendt.
Andrew Pedry, 32, a former
Marine sniper and selfprofessed
history buff, is
Philanthropy
about money
but of service — that’s
what this program is
all about.”
From left, graduates Andrew Pedry, Devine Speights, Nichole Perry,
Mayor Bill Euille and graduate Shamus Sullivan pose at the Veterans
Curation Program graduation ceremony Friday.
leaving the program for his
yearlong job as a Fulbright
English teaching assistant in
Montenegro. He’ll attend The
University of Toronto and
study history with plans to
teach the subject after graduation.
“One of the cool things
about this program is they
are interested in the after-program
— jobs, helping with
resumes,” Pedry said. “The
program focuses on giving
veterans skills.”
Pedry, like all VCP veterans,
was paid during his sixmonth
training program, allowing
him to provide for his
wife and two daughters.
Pedry’s wife, Rachel, was
equally enthusiastic about his
time at VCP.
“This program was incredibly
timely,” Rachel said.
“This program filled the void.
Andrew really bonded with
the other veterans and was
able to talk about his overseas
experiences with the other
employees. It was a good experience
for our family.”
Claire O’Brien, a VCP lab
manager, said the goal is to
seamlessly transition from the
six-month training program
to full-time employment.
Two graduates even missed
the ceremony because of their
full-time jobs, she said.
Devine Speights is living
proof of the program’s
success. A Navy veteran and
Army reservist, Speights was
the 100th VCP graduate and
will work with the Washington
Navy Shipyard Curation
Project as an archaeological
laboratory technician with
Southeastern Archaeological
Research Inc.
Speights wanted a change
of pace from her human resources
background and
learned about the VCP at a
job fair.
“I’ve always been interested
in museums,” she said.
“The program was a way to
get to know the historical
community and learn the process
of what goes on behind
museums.”
“Philanthropy isn’t always
about money but of service —
that’s what this program is all
about,” said Euille.
In the market for competition
With new Harris Teeter,
north Old Town will have
three grocery stores
within three blocks
By Derrick Perkins
Is north Old Town big
enough for three grocery giants
Officials say yes while
residents remain split, worrying
redevelopment on one
block will lead to blight on
another.
Mayor Bill Euille joined
other local dignitaries to
break ground on the future
Harris Teeter supermarket on
the 700 block of N. St. Asaph
St. last week. When finished
in 2014, the building also will
house 175 apartments.
And it will sit a block
away from St. Asaph Street’s
Trader Joe’s and two blocks
from the Giant on the corner
of North Pitt and First streets.
When the developer, Buchanan
Partners, sought approval
for the project in
spring and summer 2011, its
representatives pointed to the
findings of a 2005 study: Old
Town is big enough for another
64,000-square-foot supermarket.
“Even after our project
is developed, Old Town will
have 30-percent-less retail
square footage per capita
than anywhere else in Northern
Virginia,” Kenneth Wire,
a company representative,
told city council members. “I
think that’s a significant [reason]
why we think this store
will be successful.”
He estimated 50 percent of
the store’s future customers
will live within a one-mile radius
and 80 percent will live
within two.
Resident Felix Rausch
agrees Harris Teeter will become
a popular destination
for the neighborhood of about
2,400 people, but the nearby
Giant might not fare so well
with new competition in
town. He opposed the project
as it passed through City Hall
and argues officials should
have instead targeted the existing
supermarket for redevelopment.
“I’d rather go to the Harris
Teeter than the Giant and
my notion is [Giant] is going
to probably close,” he said.
“Then you’re going to have
this big damn parking lot with
this liquor store there. There’s
just no long-range planning,
none.”
Neighbor Kenneth Hoffman
fears competition will
leave the neighborhood devoid
of any shopping choices.
Like Rausch, Hoffman continues
to oppose the project.
“I’m afraid they’ll force
the other two [supermarkets]
to close,” he said. “They really
should have put it on
the other side of Washington
Street where there’s really no
stores.”
But fellow Alexandrians
Brent Gilroy and Robert
Rowe see a large enough market
for a third grocery. Trader
Joe’s caters to customers
looking for specialty goods,
and Giant stops short of meeting
their shopping needs.
In separate interviews both
men noted Giant will need serious
changes to compete for
their dollars.
“I don’t think Giant really
has invested in their store so
I’m not loyal to them,” Rowe
said. “They’ve shown they’re
pretty much letting it run
down. There’s nothing special
about it … I think they need
competition to up their game.”
A Giant spokesman declined
to discuss any changes
the location might make to
head off new competition.
While residents for and
against Harris Teeter’s impending
arrival wonder how
the nearby Giant will survive,
they have little doubt
the newcomer will succeed.
Christina Mindrup of the Alexandria
Economic Development
Partnership believes the
company is banking on the
neighborhood’s rapid growth.
She pointed to projects like
the forthcoming James Bland
and Oronoco redevelopments
as evidence.
“It’s important to also look
tively recruiting candidates
through phone calls and
emails, he said. He’s received
some interest but no
commitment.
City Councilman Frank
Fannon was among prominent
party members urged to
seek the seat, which Englin
vacates August 31. He opted
to focus on his re-election
campaign instead.
“I gave some consideration
to it, but I came to
the conclusion
over
the weekend
that I would
be doing a
greater service
serving
on city council
rather than
be [among a
number of]
Republicans in the House of
Delegates,” Fannon said.
District 45 leans heavily
Democrat — Englin ran
unopposed in 2011 — but
Fannon said he understands
Republicans’ hesitancy for
a different reason. Having
served a near full term in the
public eye, the he knows it’s
not a task undertaken lightly.
“It’s a lifestyle change,”
Fannon said. “I have basically
three full-time jobs: being
on city council, running for
city council and running my
mortgage business. It changes
your lifestyle, and public life
isn’t easy. There are lots of rewards
to it, and there are lots
of sacrifices. The candidate
has to be the right person at
the right time of their lives to
be able to step forward. Hopefully
we’ll get a good candidate
stepping forward.”
Candidates or not, Republicans
will caucus at
three locations across the
district tonight.
Despite the GOP’s struggle
finding a challenger, local
Democrats slammed the
governor’s scheduling decision.
In a statement, Alexandria
Democratic Committee
Chairman Dak Hardwick
blasted McDonnell for picking
the first day of school to
hold a special election.
“Instead of having the
election on November 6,
when voter participation
will be at its peak, [McDonnell]
has
selected a
date that
requires
the City of
Alexandria
to run a
completely
separate
election,”
Hardwick
stated. “This additional
election will cost taxpayers
tens of thousands of dollars
and is an expense that could
have been avoided entirely
by having the special election
added to the November
6 ballot. This incredibly poor
decision by [McDonnell]
should outrage voters in the
45th District and is just another
example of this governor’s
disregard for voter participation
in elections.”
It’s a lifestyle
change. I
have basically
three full-time jobs.
- City Councilman
Frank Fannon
Unsurprisingly, Fulton
disagreed. Singling out the
special election gives voters
a chance to focus on just one
thing, he said: District 45.
“By the time November
6 rolls around, we will be
inundated as one of the key
states in the national election,”
Fulton said. “For a
[District 45] candidate to be
heard on this level would be
extraordinarily difficult.”
CORRECTION In last week’s edition, the article “Euille outraised Macdonald in June” erroneously stated Mayor Bill Euille was seeking his third consecutive
term in office. He is actually seeking his fourth term. The Times regrets the error.

Alexandria Aces head
coach Corey Haines saw the
ballclub make history in his
final game at the team’s helm:
compete in the franchise’s
first-ever playoff matchup.
Though the Aces fell to the
Bethesda Big Train 3-2, it’s
hard for Haines to walk away
from the Cal Ripken Collegiate
Baseball League without
a sense of pride.
“I loved doing it,” he said.
“It was a lot of fun, meeting
other kids from across the
country [and] getting those
guys to bond with each other
… into one team.”
Haines returned to the team
after a tough but promising
first year in 2011. With a handful
of returning players and an
emphasis on pitching, Haines
coached the team to a 20-21
season — the ballclub’s first
year with 19 or more wins. An
expansion team, the Aces came
into being just five years ago.
And despite the historic
nature of their playoff experience,
Haines still describes the
loss as gut-wrenching.
The Aces drew first blood
in the second inning, benefiting
from Chris Sweeney’s
prowess at the plate. The first
basemen took two balls, a
called strike and a swinging
strike before fouling to stay
alive for one final pitch, which
he sent over the fence for his
eighth home run of the season.
Undeterred, the Big Train
responded in the bottom of the
fourth. Michael Bass scored
In the sixth, the lead
changed again — this time
Alexandria Aces coach Corey Haines, center, looks on as his team
falls to the Bethesda Big Train on Saturday in the opening round of the
Cal Ripken Collegiate Baseball League playoffs. Though a tough end
to the season, it marked the team’s first appearance in the league’s
postseason.
in Alexandria’s favor. Righthanded
Big Train pitcher Ryan
Doran walked Anthony Papio
and Alex Buccilli. Sweeney
once again played a pivotal
role, hitting a sacrifice fly to
send Papio to third base.
But the Aces had Bethesda’s
pitcher to thank for Papio’s
easy trot home. Doran
balked to give the hometown
team the lead.
The score stood at 2-1
heading into the bottom of
the eighth. Haines decided to
change up his usual pitching
routine and sent Ronnie Glenn
to the mound. Glenn saw success
against the Big Train in
earlier outings, Haines said,
and they hoped to roll into the
ninth with a narrow lead.
Unfortunately for Haines
and Glenn, infield errors
quickly put Hunter Renfroe
in scoring position. Avondre
Bollar singled off of Glenn,
giving Renfroe enough time to
tie the game. And then teammate
Cole Norton doubled to
send the quick-footed Bollar
— and winning run — home a
few pitches later.
Out of time, the Aces
couldn’t recover.
“We played pretty well.
We played flawless the first
seven innings, which put us in
a good spot,” Haines recalled.
“Then our one freebie of the
game ended up being a tying
run. It was deflating, heartbreaking,
but things happen.”
After beating Alexandria,
Bethesda eventually made its
way to a championship bout
With 225 girls participating
Belgium won overall, beating
Zachary Frank, left, plays Pirelli, a barber and foil to the murder and mayhem of “Sweeney Todd: The Demon Barber of Fleet Street. Mike McAdoo, right, plays a customer in the play,
which runs through August 18 at The Little Theater of Alexandria.
‘Sweeney Todd:
The Demon
Barber of Fleet
Street’ opens
at The Little
Theatre of
Alexandria
By Jordan Wright
It’s Olympics week, and
we’re in London. Well, not
really dearie, not the London
of the Tower Bridge and the
colored rings, but a smidge
more local. We’re at The Little
Theatre of Alexandria, far
closer to the Potomac than the
Thames. No, this is the London
of Sweeney Todd, “who
would blink and rats would
scuttle” as he “served a dark
and vengeful god.”
From the opening salvos,
the 20-member cast of
Stephen Sondheim’s spinetingling
“Sweeney Todd: The
Demon Barber of Fleet Street”
will sweep you off your feet
and smack dab into a Dickensian
world filled with high
dudgeon and deep depravity.
The musical is a fierce story of
love, loss and revenge merrily
served up in all its carnivorous
glory with a spot of tea and a
stiff upper lip — body parts
included. It’s a grisly horror
story dripping with blood and
British charm and some of
Sondheim’s best songs.
We are introduced to Sweeney
Todd (alias for Benjamin
Barker) upon his return to
London to avenge the death of
his wife by the evil, perverse
Judge Turpin (Chris Gillespie)
and his conspiratorial cohort,
Beadle Bamford (Christopher
David Harris). He also returns
to reunite with his daughter,
the beautiful Johanna (Roxanne
Scher), who is held captive
by the judge as his ward
and future bride.
Todd falls in with Mrs.
Lovett, an ambitious and wily
widow with a failing meat pie
shop. They strike up an unlikely
and diabolical alliance,
and in a stroke of business
genius, Mrs. Lovett provides
Todd with a tonsorial parlor
above her store where they
gleefully combine the two disparate
businesses.
“Think of it as thrift,” she
chirps with a dash of gallows
humor. “It seems an awful
waste with the price of meat
what it is.”
The Little Theatre knew
“Sweeney Todd” was going
to be a monster of a production
and commandeered three
producers to keep it on track.
That it’s one of its finest productions
to date is due in no
small part to Andrew JM Regiec,
who appears to have his
hand in most elements of the
play. His superb directing, topnotch
choreography and staging,
including collaborating
on set design with Dan Remmers,
take this theater and its
12-piece orchestra to dramatic
new heights. Throw into the
mix the award-winning team
of Jean Schlichting and Kit
Sibley, who have costumed the
show in high Victorian poverty
splendor down to the beggar
women’s bloomers. Another
clever touch they employ are
the scarlet red silk flourishes
worn by the ensemble in the
opening number, “The Ballad
of Sweeney Todd,” that reveals
shades of things to come.
Fresh-grilled burgers and
But with temperatures out of
Foster’s Grille saves the
The 2004 Eisenhower Ave.
restaurant is known for its custom-created,
half-pound charburger,
which tastes even better
with hand-cut French fries or
rules the roost, Foster’s
Grille also serves turkey burgers
and garden burgers. The team is
proud everything served is ultrafresh,
prepared without the use of
warming ovens.
Along with French fries and
onion rings, extra thick milkshakes
and freshly squeezed lemonade
perfectly complement the
main course. The milkshakes are
good enough to be a main course,
while the lemonade hits the perfect
Foster’s Grille also serves regular
Our View
Voters deserve
debates over issues,
not character
On Monday morning, area journalists awoke to a press
release in their inboxes from Independent candidate for
mayor Andrew Macdonald. It was titled “Macdonald challenges
Mayor [Bill] Euille to two debate[s]” and was just
in time for the daily news cycle.
“Jerry Warner, a campaign manager for Andrew
Macdonald, extended an invitation to the Euille campaign
last week,” the release stated. “He said that he had finally
received a polite but noncommittal response from the
mayor’s representatives.”
The Macdonald campaign has no moderator, sponsor or
venue. They have some “in mind,” according to the statement,
but nothing concrete. Yet the press release proceeded
to reproach Mayor Euille for holding off on accepting the
invitation — to a nonexistent debate.
On the other side of the coin, the Times spoke with
Mayor Euille about the release, and he confirmed his noncommittal
response, citing potential scheduling conflicts.
But why not accept the challenge first and work around
any scheduling issues later
The mayoral race is off on the wrong foot. In a presidential
election season where a polarized national consciousness
is crosshatched by embellished, negative ads,
Alexandria is no place for an Independent challenger and
Democratic incumbent to embark in a spitting contest.
In traditional politics, incumbents have everything to
lose and nothing to gain by engaging with their opponent.
Alexandria politics need not be traditional.
Mayor Euille could have diffused Mr. Macdonald’s
obvious attempt at picking a fight if he agreed in principle
— if not in particulars — to debate his challenger. Seeking
his fourth consecutive term, he surely regards debates
as supplements to democracy, a device to inform voters.
When his city council moved municipal elections from
May to November in 2009, heightened voter turnout was
the stated objective. Failing to inform those voters to the
fullest extent would be ill conceived.
Still, Mr. Macdonald’s decision to cry “bully” to the
press undermines his ostensibly noble goal: informing
voters about issues. He accused Mayor Euille of ducking
his request, but attacking his opponent’s character does not
inch voters any closer to useful information.
Voters want — and deserve — public argument over
public policy to compare and contrast politicians. Debates
are tape measures for Alexandria’s constituents, not hammers
from the political toolbox.
“A wild goose chase,” would
be humorous if it did not repeat
the tired stereotypes of
and complaints about nonhuman
animals. Yes, geese do
indeed become aggressive
tendency to do the same).
According to the article,
Derecho’s clouds had silver lining:
community cohesion
To the editor:
As an Old Town resident
since 2003, my wife and I
have been fortunate to elude
the types of power outages
that occurred during the
derecho a few weeks ago.
But having recently
sold our house and
moved into a temporary
townhouse in the
Town Square at Mark
Center apartments off
Beauregard Street,
we faced our first
prolonged power outage
— one that lasted
from June 29 until the
early hours of July 3.
Although the storm took
a heavy toll on residents
across the region, especially
those in Northern Virginia,
it left one positive and remarkable
consequence: It
served to bring our neighbors
and surrounding community
together in unprecedented
fashion.
My wife and I moved
into our new neighborhood
in March and have slowly
The result
turned into
a series of
community gatherings
and fellowship that I
highly doubt would
have come about under
ordinary circumstances.”
but surely begun getting to
know our neighbors. Establishing
two rocking chairs
on our porch in the front,
we have mingled with the
dog-walking crowd and
have also met folks in passing
or at the residential pool.
However, it was not until
this storm took its toll and
knocked out power (and air
conditioning and our food
supply) that we were forced
to knock on doors and begin
sharing resources — coolers
and ice, for starters.
Faced with inhospitable
climates indoors and
dwindling food supplies,
we spent several evenings
outside as we began setting
up additional chairs
and invited our neighbors
over for a series of ad hoc
barbecues. The result turned
into a series of community
gatherings and fellowship
that I highly doubt would
have come about under ordinary
circumstances. As we
continued late into the evenings,
there was even talk
of organizing a forthcoming
community block party; it
was a welcome development
considering the transitory
nature of this area.
As devastating as the
storm was, particularly with
respect to the amount of
infrastructure damage and
even loss of life, I thought
it would be encouraging to
share a story of something
positive that came out of it.
Perhaps there was a silver
lining of community bonding
left in its wake.
Money trail shows Macdonald’s
campaign is grassroots
To the editor:
Andrew Macdonald is
mounting a serious challenge
to three-term Mayor Bill Euille.
I think your July 26 story,
“Euille outraised Macdonald in
June,” about fundraising in the
mayoral race overlooked some
very important information.
The article points out that
Mayor Euille raised about
$4,300 in June, while former
vice mayor and Independent
candidate Andrew Macdonald
raised about $3,000.
While these figures present
a snapshot of one month’s
fundraising, a much more
accurate account of money
raised emerges if one looks
at the entire year. Since the
beginning of 2012 Macdonald
has raised almost $17,000
from 107 contributors, including
one small business,
according to the Virginia
Public Access Project. Over
the same period, Mayor
Euille has raised just a bit
more than $12,000 from 96
contributors, including several
special interest groups.
The Macdonald campaign
began only in March, with
the first donation received
March 29. In contrast, Mayor
Euille’s fundraising efforts
began in January.
A closer look at campaign
finance reports covering
April 1 through June 30
reveals Macdonald outraised
his incumbent opponent
by more than three-to-one.
During those three months,
Macdonald raised more than
$16,000 from 106 donors to
Euille’s slightly more than
$5,000 from 41 donors.
This fundraising data
means Macdonald has real
grassroots support in Alexandria,
his campaign is gaining
momentum and the mayoral
race in this city will be hotly
contested in this election
year.
Macdonald for Mayor
Mayoral hopeful Andrew Macdonald couldn’t be more wrong
about city’s fiscal state
To the editor:
I read the July 26 letter
to the editor from mayoral
candidate Andrew Macdonald
(“Alexandria faces serious
fiscal challenges”) with
a good deal of surprise. Mr.
Macdonald has apparently
predicated his argument —
that Mayor Bill Euille is
causing the city to conceal a
risky, weak financial position
— entirely on the guess that
credit agencies “must believe
the city council can always
raise property taxes to service
this debt if our economy deteriorates.”
Mr. Macdonald couldn’t
be more wrong. In fact, Mr.
Macdonald’s comments are
situated so far from Alexandria’s
reality that his letter
bears rebuttal.
First, the rating agencies
do not (and did
not) presume that
any particular
tax rate increase
would be levied
or even could be
levied. In public
finance matters,
the rating agencies
look at the
city’s tax base, actual and anticipated
revenues, actual and
anticipated outlays, and extraordinary
items such as material
contingent liabilities.
Second, Mr. Macdonald
should know from his weeks
of service as vice mayor that
Mayor Euille has no unilateral
role in establishing the
city’s taxable base, budget or
Mr. Macdonald should
know from his weeks of
service as vice mayor that
Mayor Euille has no unilateral role
in establishing the city’s taxable
base, budget or levy rate.”
levy rate.
Third, Mr. Macdonald
characterized one of the economic
outlook projections
served up in one of the ratings
as being “somewhat negative.”
It wasn’t. It reported
forward-looking risk factors
(as it’s required to do),
but Alexandria received the
highest overall rating available.
Several hundred localities
received cautionary ratings,
reminding bondholders,
counterparties and even Mr.
Macdonald that no city is immune
from the overall economy
— no less a city located
inside the Beltway and linked
economically to the national
capital.
Fourth, Mr. Macdonald
may not appreciate that the
infrastructure improvements
he wants operate as capital
improvement costs to the
city. Publicly owned infrastructure
is typically not taxable
but must be bought, built
and paid for using other tax
revenues. As to the city’s priorities
for public investment,
the Moody’s report that Mr.
Macdonald cites with alarm
actually stated that Alexandria’s
receipt of the highest
available “rating reflects the
city’s strong and vibrant tax
base, sound and stable financial
condition, conservative
budgeting and favorable debt
profile,” and “conservatively
managed budget with sound
reserves” — in other words,
exactly the opposite of Mr.
Macdonald’s letter.
OUT OF THE ATTIC
Friendship Fire Co. celebrates 238-year anniversary
Fires in early Alexandria
were frequent and often disastrous.
Even small, domestic
hearth fires could become conflagrations
and spread quickly
from building to building and
street to street.
In response to Alexandria’s
ever-increasing vulnerability,
Friendship Fire Co.
became the community’s first
volunteer fire company in
1774. By 1838, after a merger
with the Crescent Fire Co.,
city council awarded $150 to
Friendship Fire Co. to build a
large shed along King Street
between Columbus and Alfred
streets.
In 1851 the city approved
funds to purchase a lot for the
company along South Alfred
Street. An additional $50 was
approved to move the fire shed
to that location.
Ironically, in March 1855
the fire shed was destroyed
by fire, but the company’s
Photo/Library of Congress
engine and all fire apparatus
was saved. Work started
almost immediately on a replacement
building, topped
by a massive pointed steeple,
and was largely finished by
fall 1855. A bronze bell, cast
by the Baltimore firm of Register
and Webb, was added in
1857 for $300.
During the Civil War,
Union troops caused severe
damage to the building and its
fire equipment, requiring a major
reconstruction that started
in 1871. A serious problem involved
severe weather infiltration
at the base of the steeple,
probably caused by building
neglect and exacerbated by
movement from strong wind
forces as well as the swaying
of the large fire bell when it
was rung.
This rare, unfocused photograph
was taken before the
renovations. A close look reveals
the somewhat off-kilter
steeple before it was replaced
by the lower cupola that still
crowns the building today.
On Saturday, the Friendship
Veterans Fire Engine Association
will celebrate the
238th birthday of the Friendship
Fire Co. from 9 a.m. to
2 p.m. during the Friendship
Firehouse Festival at 107 S.
Alfred St. Everyone is welcome
to enjoy birthday cake,
free fire hats for children, and
displays of antique and modern
fire equipment.
Thumbs up to Virginia’s sales
At Home
Starting at the ground floor
By Elaine Markoutsas
Carpet diem! Area rugs are
seizing the day when it comes
to dialing up personality in a
room. And that goes for indoors
and outdoors.
From flat weaves to bas
relief, which adds sculptural
dimension, it’s modern design
that especially stands out, in an
impressive range of prismatic
colors, stylish patterns and
tantalizing textures, many of
which are obviously informed
by fashion. And while some
motifs like circles or squares
or chevrons may be familiar,
even vintage references are reframed
in an unexpected bold
palette, scale or placement so
that they look fresh.
The area rug long has
played a pivotal role in interior
design. It can be a focal
point, much like a piece of art
on the wall. It serves to ground
a space, organize furnishings,
add warmth and baffle sound.
For some designers, a
rug sets the tone for a room,
launching its color scheme
— even one that’s monochromatic,
which is best expressed
by nuances with shades and
textures.
But placing a rug in a room
requires visualization. This
is why retailer websites often
show how color and pattern
look underfoot and totally
change the dynamic in a
space. New York artist Madeline
Weinrib told San Francisco
writer Diane Dorrans
Saeks that she had to rethink
HOME OF THE WEEK
technique when she began to
design rugs 12 years ago.
“I trained myself to see
from the floor as opposed to
the wall and realized that (a
rug) had to exist in dialogue
with the decor in the room,
that it would have furniture
placed on it,” says Weinrib,
whose textiles and rugs are
sold at ABC Carpet and Home
and through her new showroom
in Manhattan. “In painting,
it’s a world of its own.
That’s not true for rugs, which
are part of the decor and must
be functional.”
It’s the distinctive appearance
of Tibetan rugs that really
jelled in the 1990s and sparked
renewed interest in an ancient
tradition, especially among
those who favor clean design
The John Janney House is a crown jewel of Old Town
This rare piece of history, a crown
jewel of Old Town, has been thoughtfully
expanded and restored as well
as painstakingly updated with today’s
modern conveniences without losing
the grandeur of yesterday.
The original townhome served as
the inspiration for the extensive moldings,
gracious room sizes, sweeping
staircase, and intricate doorways and
home blend seamlessly, making the
6,700-square-foot residence — with
eight fireplaces, five bedrooms, and six
baths and two half-baths — complete.
The main level features gracious
rooms for entertaining: a study, formal
living room and banquet-sized
formal dining room. The modern professional
kitchen is a chef’s dream,
with upgraded appliances, abundant
work areas and storage, and a charming
breakfast area. The newer family
room provides additional storage and
access to a new au-pair suite on the
rear lower level.
The two upper levels boast excellent
From Madeline Weinrib’s classic Indian dhurrie collection, this rug
is hand-loomed with natural cotton, is reversible and available in a
broad spectrum of hues.
master suite contains a
sitting room with two
fireplaces and luxurious
master bath with a unique
oval soaking tub, separate
showers and double
vanities. There also is
a handsome guest suite
with soaring ceilings and
a private sitting area.
The front lower level
is a vintage cellar with
space for a wine collection,
game room or other
hobbies. Ample storage
and upgraded wiring add
a modern touch to the
brick room. And there
also is an oversized laundry
suite with additional
storage.
But perhaps the most
magnificent features are
the manicured gardens
covering two additional unrestricted
lots of 11,500 square feet. The recently
redesigned area — replanted
with boxwood shrubs and featuring
a fountain, charming walks and
Wisteria-arbor covered patios — is
truly an oasis. Two off-street parking
spaces offer additional convenience
like mid-century modern. The
luster of rich wools and dense
pile sparked attention, as well
as a simplification of patterns
that often emphasize geometric
elements, such as squares,
sometimes punctuated in silk
for glossy sheen.
But in recent years, rug design
really has exploded. Fashion,
interior and lifestyle designers
have added cache with
collections that have an instant
fandom for those who embrace
their particular aesthetic. Technology
has boosted methodology,
Still, as in the past, it’s the
materials and weave that enable
India will vary in thickness
the weft threads are woven
Besides weaves, it’s application
The most coveted antiques
are appreciated for their
Another appealing genre is
one that features vintage pieces
of traditional Oriental rugs
stitched together in a patchwork
design, then “overdyed,”
usually in rich jewel tones.
What’s cool is that the original
patterns peek through.
One Turkish-based rug
wholesaler, Knotisse, celebrates
green by rescuing old
kelims from the 1920s to the
1980s, unraveling them piece
by piece, then reweaving the
yarn in very modern designs
Aydogan calls it “upcycling.”
“The very idea of repurposing
is compelling,” says
Brian Rojanasumaphong,
sales manager and buyer at
Chicago retailer Oscar Isberian
Rugs. “We live in a time
impact we have on the environment.
Anything we can do
to reuse and repurpose resonates.
When you reference the
past there’s an almost spiritual
connection.”
And romance. Some manufacturers
idea is analogous to roughedup
or stonewashed jeans, to
instantly age them for a desirable
patina.
No surprise then that
there’s plenty of inspiration
from women’s fashions, from
hot colors to patterns.
“We love fashion,” says
Chris Chapin, co-founder
of the Concord, N.H.-based
Company C. “So we often
keep an eye on the latest in
couture. We don’t recommend
designing one’s entire home
based on the latest fashion
trends, but it is fun to sprinkle
into our seasonal colors and
designs fabulous influences
from the runway.”
Large-scale florals and
leafy designs echo the popularity
of motifs from nature.
Animal prints are especially
fetching in fun combos such
as azalea and green cheetah
(from Company C), or a blue
green jaguar from Suzanne
Kasler for Safavieh. There are
plenty of global and ethnic
influences: supersized scrolls
and paisleys, fretwork and
Greek keys, lattice and Moroccan
tile motifs.
But there’s also a practical
plus for rugs.
“Rugs add so much to a
room’s design,” says Chapin.
“One of my favorite (things to
pet matters
The undue stress incurred
by a pet patriarch
I have a nemesis. His name
is Paco. He’s a schnauzer who
lives with my mom.
Paco is about 7 years old
and spent most of his puppyhood
with a family that knew
nothing about pets. We’re
pretty sure he came from a
puppy mill; are quite certain
that he spent most of
his time crated and
ignored; and know,
without a doubt, that
he is a neurotic mess.
Well, I know that last
one — my family
seems oblivious to it.
Every year, during
my annual family
visit to south
Florida, Paco and I
compete to establish
our role as leader. He is convinced,
much to my chagrin
and thanks to my mother’s
overzealous spoiling, that he is
the alpha. He is certain he was
sent to this world to protect my
family, mostly my mom, from
impending doom, which he
makes abundantly clear by going
into hysterics at the mere
sight of a lawnmower.
Working with animals, I
have rules about the way I
interact with them. First and
foremost, the animals I care
for must respect me as their
leader. I earn their respect by
being calm and assertive during
our interactions. I don’t
walk into their houses squeaking
their names and blowing
them kisses. I greet them only
after they have met my energy
level. Then, and only then, do
I speak to them as I would any
other friend or peer.
I believe animals appreciate
this form of interaction.
They know they are not babies
or toys. They are grateful
that I see past their cute and
furry exteriors and into their
complex nature. Our relationship
is one of mutual respect
and admiration. It’s a beautiful
thing.
Except, Paco does not understand
this type of interaction.
I’m pretty sure he resents
it.
Paco is accustomed to being
greeted with fanfare on a
daily basis. He is celebrated
for all that he does, annoying
or not. He
greets friends
and neighbors
with incessant
barking, jumps
on guests, and
constantly demands
attention
by either sitting
on people’s feet
or pawing at
them. Everyone
he meets seems
to think these behaviors are
adorable. I do not.
The reality is Paco is not
a natural leader. The pressure
of being alpha is more than he
can handle. Unfortunately, he
has not yet gotten the memo
that he doesn’t need to guard
our home and family. He has
not yet realized that it’s OK for
him to be a follower and allow
humans to lead.
I don’t like to challenge
Paco and try to remind my
family of the importance of alleviating
his burden by setting
boundaries, providing him
healthy outlets for his anxiety
and rewarding good behavior,
not bad.
I worry about Paco. I believe
he lives with a great deal
By Isabel Alvarez
of undue stress. I think his
health could be affected by
nervous breakdowns elicited
by simple daily occurrences
like knocks on the door.
I think Paco could be a danger
to himself and others under
these circumstances. He could
pick a fight with another dog
in the attempt to protect his
human. Or he could misunderstand
a harmless human interaction
and try to hurt someone
that he incorrectly perceives as
a threat. Paco already has it out
for my little cousin, Andrew,
but that’s mostly because my
mom understandably showers
her beloved 6-year-old nephew
with more attention than
Paco deems necessary.
Paco, like most anxietyridden
dogs, would be happier
if he let go of the reins and let
the perfectly capable humans
in his life look after the pack.
I am quite certain I, too,
would be better off if he took
a step back. It would be really
nice if my afternoon naps
weren’t interrupted by his earsplitting
fits of rage every time a
coconut falls out of a palm tree.
terful aplomb. From his opening
number, “No Place Like
London,” Lester puts the entire
audience in his thrall with
his tremendous baritone and
powerful presence. His fresh
portrayal made me think I was
seeing it for the first time.
As Mrs. Lovett, Jennifer
Lyons Pagnard is on par with
original Broadway cast member
Angela Lansbury. Pagnard
is captivating with her gestures.
Her 15 years as a vocalist
with the U.S. Air Force
Band’s Singing Sergeants gifted
her with ability more often
honed on a professional stage.
Harris is terrific as the
smarmy and foppish Beadle,
whose ghastly encounter with
a blind nightingale led my
seatmate to let out a shriek
heard throughout the theater
… and perhaps across the
pond. Also keep an eye out for
Zachary Frank in the role of
Pirelli, whose portrayal of the
Italian barber is a hilarious foil
to the murder and mayhem.
Countless stage elements
contribute to the realism of the
show. Art Snow adds much in
terms of special effects, such
as designing blood-spurting
razors synchronized to the
slashing of Todd’s victims’
throats, a chair that sends victims
sliding into an abyss, and
a dungeon-worthy oven billowing
smoke and flames.
The technical complexities
of the show are impressive:
The two double-decker turntable
stages rotate an astonishing
64 times. Add to that the
80-plus sound cues and dozens
of mood-shifting lighting
cues designed by the WATCH
Award-winning team of Ken
and Patti Crowley, and you
have a tremendously dynamic
stage set.
Highly recommended.
