2012
marked a year
of great change in the Port City.
That’s partly expected, of course,
because change is a constant,
but it is rare to witness such a
series of momentous events in a
span of 12 months.
Locally, we saw the approval of
landmark redevelopment plans
in Old Town and the West End.
Residents mourned the death of
a paramedic — Alexandria Fire
Department’s first line-of-duty
death in decades — and rode out
a ferocious, unexpected windstorm.
We cast ballots in two elections:
one to fill former Delegate
David Englin’s (D-45) seat in
Richmond and the other to select
our next city council. We
cheered as the Old Town Theater
reopened and gave thanks
when superstorm Sandy narrowly
missed making landfall here.
And we were there with you,
online and in print, working diligently
to keep up with the barrage
of changes. Last year, the
Times publicly resolved to further
enhance our online presence,
boost circulation and spark discussion
— if not change — with
our editorial page.
We think we hit the mark. Our
social media presence continues
to grow, and our website is home
to breaking news, in-depth reporting,
investigative journalism
and sports coverage. Our articles
and graphics have been held up
at municipal meetings, and our
voter guides have shown up at
city council and school board
debates.
We resolve to keep it up in
2013, bringing you all the local
news you can’t do without or find
anywhere else. After all, this is
your Times.
Sincerely,
The staff of the Alexandria Times
CURTAINS CLOSE ON HISTORIC THEATER Roger Fons, owner of the Old Town Theater, abruptly announced
plans to close the King Street landmark and sell off most of its assets after a nine-year stint
running the movie house. Local real estate mogul Rob Kaufman was named as the buyer, and rumors
the building would make way for a national retailer — like J. Crew — ran rampant. Kaufman, though, announced
he was open to retaining the theater’s original use but was adamant that prospective tenants
would have to come with a convincing business plan.
BICYCLE CO-OP GETS
NEW LEASE ON LIFE VeloCity,
the cooperative bicycle
repair shop at the edge of the
Potomac shoreline, seemed
slated for the dustbin when
the property’s owners sold
in 2011. The small shop,
housed in an aging warehouse,
was part of the Cummings
and Turner properties,
slated for redevelopment —
potentially as a hotel — by
the city’s waterfront plan.
But after its plight went public,
friends and supporters
fanned out across the city. By
early January, VeloCity had
found new digs in Del Ray.
ROUGH SAILING FOR THE WATERFRONT PLAN More than two years in the making, the controversial
waterfront redevelopment plan passed in a 5-2 city council vote after a marathon public meeting.
The proposal, which had gone through several iterations in the months before the vote, allows for
hotels along the Potomac shoreline and encourages developers to trade density for public amenities,
like a public art venue at Oronoco Park. Still, not everyone was happy. Critics accused City Hall of being
in the developers’ pockets and circumventing the law to quell opposition. They vowed to fight on
against the proposal.

LOCAL ACTIVIST FOUND
MURDERED Authorities discovered
Lenny Harris’ body in
a Prince George’s County well
after months of searching for
the missing local man. Maryland
police descended on the
vacant lot after receiving an
anonymous tip and extricated
the body several days later.
Fast on the heels of the discovery,
police charged three men
with the community activist’s
death, describing the murder
as a robbery gone awry.
IN THE LINE OF DUTY Black bunting went up on fire stations across the city in the wake
of paramedic Joshua Weissman’s death. The 33-year-old married man succumbed to his injuries
after falling from a highway HOV lane while responding to an emergency call. Friends,
family and co-workers described Weissman as a dedicated member of the department and
a loving husband.
TROUBLED WATERS Opponents of
the waterfront redevelopment plan
made good on threats to take City Hall
to court over the contentious blueprint,
announcing a circuit court lawsuit.
Three waterfront residents — Beth
Gibney, Marie Kux and April Burke —
filed the suit, which they hoped would
nullify the density changes in the plan.
At the heart of their argument, the trio
claimed the controversial decision to
ignore a protest petition filed on the
eve of the plan’s passage without appeal
meant city councilors could never
legally vote on the proposal. More lawsuits
would follow.
A HOUSE DIVIDED Vice Mayor Kerry Donley called for
Alexandria City Public Schools Superintendent Morton
Sherman to resign after the release of an internal audit
of the district’s capital improvement budget. Though no
money went missing, the audit proved employees regularly
ignored district regulations and often shuffled money
between projects without approval. Several employees
either quit or were fired over the imbroglio, which
came to the forefront after contractors complained the
district wasn’t paying them for completed work. Sherman,
though, had the backing of the school board.
MACDONALD TAKES ON EUILLE Longtime waterfront
plan critic Andrew Macdonald announced his bid
for mayor. Macdonald, a former vice mayor, co-founded
Citizens for an Alternative Alexandria Waterfront Plan —
now Friends of the Alexandria Waterfront — and helped
develop a resident-generated alternative blueprint for
the shoreline. Despite previously serving as a Democrat,
the Old Town man ran against Mayor Bill Euille (D) as an
Independent. The two men waged a hard-fought campaign
leading up to Election Day.
What is
emerging
is there were
some really
well-intended
people who
made some
awful decisions,
people who
had been with
AFFORDABLE HOUSING LOSSES Protests over the
future of the Beauregard corridor pushed the waterfront
plan debate onto the backburner as officials
began moving a controversial neighborhood redevelopment
plan through City Hall. Residents, who enjoy
market-rate affordable housing, accused the city of
being in cahoots with developers to push low-income
Alexandrians out of the city. Though the plan sets
aside permanent affordable housing units, many tenants
argued demand was far greater than the supply.
City officials worried without developer concessions
— in exchange for increased density — the neighborhood
would undergo redevelopment regardless.
DISCOVERY WOWS WATERFRONT CROWD
The space shuttle Discovery flew its final
mission over the Potomac, including a flyover
of Alexandria’s waterfront. Hundreds
gathered along the river and packed the
piers in front of the Torpedo Factory to
catch a glimpse of the retired shuttle and
its military escort. After 39 trips into space,
the shuttle gave the Washington metropolitan
area a final sendoff before heading to
its permanent home at the Smithsonian.
CLEANING UP CITY HALL After a slew
of city employees were charged with
crimes — including DUIs, theft and forgery
— in 2011, City Manager Rashad
Young launched a new ethics initiative.
The new regulations included training for
all employees, forming an internal audit
group, creating a whistleblower system
and designating an email address for
employees grappling with an ethical
question. Many of the ideas, Young said,
came from a committee of employees
he created shortly after taking the job in
December 2011.
HUNTING FOR A BUYER The Virginia Department of Transportation
revealed plans to sell Hunting Towers — an apartment
complex along the Potomac River in south Old Town — to a
private company. The announcement surprised residents, who
worried a newcomer would either redevelop the property or
raise rents and force out tenants. Representatives from VDOT,
which bought the property as part of the Woodrow Wilson
Bridge project years earlier, tried to reassure residents. The
area represents one of few remaining areas of naturally affordable
housing in the city.
SCANDAL ENDS ENGLIN’S POLITICAL CAREER Shocking
friends and supporters, Delegate David Englin (D-45) announced
he would not seek re-election because of an extramarital affair.
Stepping away from politics would give him time to repair his marriage,
he told constituents. Democratic City Councilor Rob Krupicka,
who had launched a failed bid for the state Senate District 30
seat in 2011, immediately announced plans to run for the soonto-be
open seat.

SUPREME DISAPPOINTMENT
Residents hoping for a conclusive
end to the legal fight
between City Hall and the
Old Dominion Boat Club were
disappointed when the state
Supreme Court declined to
settle the issue. The spat began
when the city gave Virtue
Feed and Grain restaurant permission
to build a permanent
patio in the narrow Wales Alley.
But ODBC members argued
the club had rights to the property
going back for years. Despite
taking on the case, the
Supreme Court opted to punt it
back down to the circuit court.
Working for the U.S. Patent
Hughes had to refrain from associating
but the one-term councilor left
OLD GUARD TRIUMPHS IN DEMOCRATIC PRIMARY Incumbents and former city councilors enjoyed
success in the city’s first Democratic primary in recent memory. Out of a field of 14 candidates —
vying for six spots on the November ballot — voters selected: incumbents Paul Smedberg and Del
Pepper; former city councilors Tim Lovain and Justin Wilson; and newcomers Allison Silberberg and
John Chapman. The six Democrats would face off against Republican incumbents Frank Fannon and
Alicia Hughes as well as newcomer Bob Wood.
LIGHTING THE WAY Irishman-turned-Alexandrian
Tony Culley-Foster hefted
the Olympic torch for a
short stint in his native land
en route to London for the
summer games. Culley-Foster
earned the distinction
after a lifetime encouraging
youth to exercise, including
running across the
continental United States
and the circumference of
Ireland to showcase the
benefits of healthy living.
One of 8,000 to carry the
Olympic flame, Culley-Foster
returned to Alexandria
and immediately took the
torch on tour through local
schools and civic groups —
all in the hopes of getting
people to exercise.
ENGLIN STEPS AWAY Delegate
David Englin (D-45) again surprised
supporters by announcing
his resignation from the
General Assembly, effective in
August. Englin had previously
made clear his plans to eschew
a re-election bid but kept open
the possibility of stepping down
earlier. The announcement
set the stage for a short campaign
season before a special
election in late summer. City
Councilor Rob Krupicka (D) and
resident Karen Gautney — who
received Englin’s blessing —
immediately started campaigning
for the party’s nomination,
which Krupicka earned handily.
Republicans eventually tapped
Tim McGhee to compete for
Englin’s seat.
WIND STORM RATTLES
ALEXANDRIA Seemingly
out of nowhere, a
tremendously powerful
windstorm, known
as a derecho, whipped
through Alexandria,
leaving thousands without
power for several
days. The killer storm
left widespread damage
throughout the region,
though Alexandria was
spared its worst. Still,
city officials scrambled
to clear roads and open
cooling centers for residents
without power.
NCLB LEFT BEHIND After several attempts, Richmond won a waiver from several provisions
of the No Child Left Behind Act. Local educators had long opposed the federal
legislation, describing its standards as impossible and detrimental to a child’s education.
In order to earn the exemption, state officials were tasked with drawing up a new accountability
system to replace the act.
ONETIME LAWMAN DIES IN
CAROLINAS Former Alexandria
Sheriff Jim Dunning
unexpectedly died in his
South Carolina home years
after leaving the Port City.
Married to the “Queen of
— Jim left Alexandria after
her murder in 2003. Friends
said they lost contact with
the former lawman in the
intervening years. Police did
not consider his death suspicious.
remains a mystery.
HOTEL PROJECT TAKES HEAT A proposal to
convert a portion of the Cummings and Turner
block of Union Street into a boutique hotel reignited
the bitter fight for the waterfront. A project
by Washington-based Carr Hospitality came
into the public eye after officials scheduled a
preliminary hearing for it. Residents opposed
to the waterfront redevelopment plan — largely
because of the presence of shoreline hotels —
protested the proposal and called on officials to
block the hotel.
I think in the
end — I never
talked to Jim about
why he moved away
— he really went
inward. ... I think in
part because you walk
down the street and
... you know what
people are thinking:
Is he the one? Could it
be Jim? It’s a normal
thing, and I think it
was very hurtful. And
it’s the reason it’s easy
to move away and
try to live a normal
life, where you can go
to the drug store or
coffee shop and do the
regular things in life
without having people
wonder about you.”
remnants of a homeless camp.

changed when former Delegate David Englin announced his
GENON POWERS DOWN Residents celebrated as the GenOn power plant in north Old Town shut
down for good. The company announced the closure well in advance and cited economic factors —
not a long-standing resident-led effort to shutter the plant — as the reason for its demise. Still, local
dignitaries, like Mayor Bill Euille and U.S. Rep. Jim Moran (D-8), heralded its closure as a historic
victory for the city’s denizens. Though the land, owned by Pepco and leased to GenOn, will likely be
redeveloped, any such project is years away, officials said.
SANDY SPARES PORT
that Hurricane Sandy
would steam into the
Port City, the superstorm
instead made
landfall along the New
devastating seaside
the storm spared Alexandria
from its worst.
The city escaped with
a few downed trees
and intermittent power
outages. Still, the
storm surge made lower
King Street impassable
days after Sandy
dissipated, spilling
IRELAND’S OWN SAYS GOODBYE Pat Troy ended his lengthy career
as a restaurateur, announcing the sale of Ireland’s Own to a pair of his
longtime employees. In a night filled with music, toasts, drinks and,
yes, “The Unicorn Song,” Troy thanked his patrons, friends and employees
for their dedication to the Old Town institution. Though Troy
stepped away from the restaurant business, he will continue organizing
the annual St. Patrick’s Day parade.
HUNTING FOR ANSWERS Hunting Towers residents learned the Virginia Department of Transportation
had selected a possible buyer for their homes after receiving a note underneath their
doors. The scant warning angered residents and city officials, who worry the sale could mark the
end of one of Alexandria’s last bastions of naturally affordable housing. VDOT officials defended
their actions, saying there was little information to release before a deal was struck. While redevelopment
of the complex is not likely, new owners could raise rents and price out residents.

MAKING AMENDS City Hall launched What’s Next Alexandria, an initiative designed
to foster more community involvement in major decisions. Officials kicked
off the civic engagement drive with a community poll and public meeting. Unsurprisingly,
planning and development ranked highly among residents’ concerns.
The effort was rolled out after months of contentious debate over the waterfront
and Beauregard corridor redevelopment plans. More meetings are scheduled for
next year, officials said.
SHOP ‘TIL YOU DROP
Alexandria got into the
spirit of Black Friday
when more than 50
local shops banded
together to offer earlymorning
sales for the
unofficial shopping holiday.
The effort, which
began with just a few
shops several years
ago, has since received
a helping hand from
the city. Officials freed
up parking lots and began
operating the King
Street Trolley earlier
than normal to shepherd
shoppers from the
Metro to local stores.
DEMOCRATS SWEEP Local Democrats swept the
city elections, which coincided with the general election
for the first time in Alexandria’s history. Mayor
Bill Euille beat challenger Andrew Macdonald (I) to
secure another term, while incumbents Paul Smedberg
and Del Pepper rejoiced with fellow Democrats
Tim Lovain, Justin Wilson, Allison Silberberg and John
Chapman. Republican City Councilors Frank Fannon
and Alicia Hughes — joined by newcomer Bob Wood
— conceded early in the night. U.S. Rep. Jim Moran
(D-8) also overcame two-time challenger Patrick Murray
(R).
DEL RAY TROLLEY DERAILED Though
the idea of connecting Old Town and Del
Ray with a free trolley enjoyed popularity
among residents and business owners,
city officials were unable to find a contractor
for the transit line. The project remains
in limbo as officials try to determine what
to do next. In the interim, they may ask
DASH to boost its weekend service in Del
Ray in the hopes of bringing Old Town’s
throngs to The Avenue.
DECEMBER
BEAUREGARD RALLIES West End residents resumed protests
over increasingly more expensive rent and the city’s plan
to allow developers to remake the Beauregard neighborhood.
The renewed effort to put their plight back into the public eye
coincided with the release of the city’s draft housing plan,
which calls for a variety of methods to preserve and rebuild
Alexandria’s stock of affordable housing. The city’s share of
affordable housing — obtainable by a family making 60 percent
or less of the region’s average median income — has
plummeted in recent years.
CRUISER CARJACKED Thieves turned the tables on police,
carjacking a cruiser as well as making off with a computer and
shotgun stored inside the vehicle, according to officials. The
cruiser was parked near the officer’s 2700 block Duke St. home
and stolen overnight, according to police reports. Authorities
in Maryland discovered the police vehicle in Prince George’s
County soon after and returned the cruiser to Alexandria. A second
police cruiser went missing just a day later, though authorities
quickly found it in Washington.
Rethinking rankings Alexandria City Public
Schools moved ahead with plans to eliminate
class rankings at T.C. Williams. The practice
of ranking students based on their academics
fosters unhealthy competition, officials said,
and inadvertently encourages students to take
easier courses. Even without the rankings —
and the coveted valedictorian and salutatorian
titles — administrators plan to honor highachieving
students in the future.
second-floor dance hall and hidden main staircase,
to applause. The two men plan to start slow, hosting
just a few shows a week, as they work out the kinks.
subsequent creation of the Tide
October 2009 Vivienne Mitchell
received the prestigious
