of great change in the Port City.<br />
That’s partly expected, of course,<br />
because change is a constant,<br />
but it is rare to witness such a<br />
series of momentous events in a<br />
span of 12 months.<br />
Locally, we saw the approval of<br />
landmark redevelopment plans<br />
in Old Town and the West End.<br />
Residents mourned the death of<br />
a paramedic — <strong>Alexandria</strong> Fire<br />
Department’s first line-of-duty<br />
death in decades — and rode out<br />
a ferocious, unexpected windstorm.<br />
We cast ballots in two elections:<br />
one to fill former Delegate<br />
David Englin’s (D-45) seat in<br />
Richmond and the other to select<br />
our next city council. We<br />
cheered as the Old Town Theater<br />
reopened and gave thanks<br />
when superstorm Sandy narrowly<br />
missed making landfall here.<br />
And we were there with you,<br />
online and in print, working diligently<br />
to keep up with the barrage<br />
of changes. Last year, the<br />
<strong>Times</strong> publicly resolved to further<br />
enhance our online presence,<br />
boost circulation and spark discussion<br />
— if not change — with<br />
our editorial page.<br />
We think we hit the mark. Our<br />

CURTAINS CLOSE ON HISTORIC THEATER Roger Fons, owner of the Old Town Theater, abruptly announced<br />
plans to close the King Street landmark and sell off most of its assets after a nine-year stint<br />
running the movie house. Local real estate mogul Rob Kaufman was named as the buyer, and rumors<br />
the building would make way for a national retailer — like J. Crew — ran rampant. Kaufman, though, announced<br />
he was open to retaining the theater’s original use but was adamant that prospective tenants<br />
would have to come with a convincing business plan.<br />

BICYCLE CO-OP GETS<br />

the cooperative bicycle<br />
repair shop at the edge of the<br />
Potomac shoreline, seemed<br />
slated for the dustbin when<br />
the property’s owners sold<br />
in 2011. The small shop,<br />
housed in an aging warehouse,<br />
was part of the Cummings<br />
and Turner properties,<br />
slated for redevelopment —<br />
potentially as a hotel — by<br />
the city’s waterfront plan.<br />
But after its plight went public,<br />
friends and supporters<br />
fanned out across the city. By<br />
early January, VeloCity had<br />
found new digs in Del Ray.<br />

ROUGH SAILING FOR THE WATERFRONT PLAN More than two years in the making, the controversial<br />
waterfront redevelopment plan passed in a 5-2 city council vote after a marathon public meeting.<br />
The proposal, which had gone through several iterations in the months before the vote, allows for<br />
hotels along the Potomac shoreline and encourages developers to trade density for public amenities,<br />
like a public art venue at Oronoco Park. Still, not everyone was happy. Critics accused City Hall of being<br />
in the developers’ pockets and circumventing the law to quell opposition. They vowed to fight on<br />
against the proposal.

the missing local man. Maryland<br />
police descended on the<br />
vacant lot after receiving an<br />
anonymous tip and extricated<br />
the body several days later.<br />
Fast on the heels of the discovery,<br />
police charged three men<br />
with the community activist’s<br />
death, describing the murder<br />
as a robbery gone awry.<br />

IN THE LINE OF DUTY Black bunting went up on fire stations across the city in the wake<br />
of paramedic Joshua Weissman’s death. The 33-year-old married man succumbed to his injuries<br />
after falling from a highway HOV lane while responding to an emergency call. Friends,<br />
family and co-workers described Weissman as a dedicated member of the department and<br />
a loving husband.<br />
TROUBLED WATERS Opponents of<br />
the waterfront redevelopment plan<br />
made good on threats to take City Hall<br />
to court over the contentious blueprint,<br />
announcing a circuit court lawsuit.<br />
Three waterfront residents — Beth<br />
Gibney, Marie Kux and April Burke —<br />
filed the suit, which they hoped would<br />
nullify the density changes in the plan.<br />
At the heart of their argument, the trio<br />
claimed the controversial decision to<br />
ignore a protest petition filed on the<br />
eve of the plan’s passage without appeal<br />
meant city councilors could never<br />
legally vote on the proposal. More lawsuits<br />
would follow.<br />

A HOUSE DIVIDED Vice Mayor Kerry Donley called for<br />
<strong>Alexandria</strong> City Public Schools Superintendent Morton<br />
Sherman to resign after the release of an internal audit<br />
of the district’s capital improvement budget. Though no<br />
money went missing, the audit proved employees regularly<br />
ignored district regulations and often shuffled money<br />
between projects without approval. Several employees<br />
either quit or were fired over the imbroglio, which<br />
came to the forefront after contractors complained the<br />
district wasn’t paying them for completed work. Sherman,<br />
though, had the backing of the school board.<br />

MACDONALD TAKES ON EUILLE Longtime waterfront<br />
plan critic Andrew Macdonald announced his bid<br />
for mayor. Macdonald, a former vice mayor, co-founded<br />
Citizens for an Alternative <strong>Alexandria</strong> Waterfront Plan —<br />
now Friends of the <strong>Alexandria</strong> Waterfront — and helped<br />
develop a resident-generated alternative blueprint for<br />
the shoreline. Despite previously serving as a Democrat,<br />
the Old Town man ran against Mayor Bill Euille (D) as an<br />
Independent. The two men waged a hard-fought campaign<br />
leading up to Election Day.<br />

THE LONG AND SHORT OF IT The <strong>Alexandria</strong><br />
Chamber of Commerce selected<br />
John Long III to succeed Tina Leone as the<br />
business group’s chief executive officer.<br />
Long came to <strong>Alexandria</strong> after serving as<br />
CEO of Florida-based JTCK Associates, a<br />
consulting firm specializing in small business<br />
and nonprofit management. Leone<br />
left <strong>Alexandria</strong> to head up Ballston’s business<br />
improvement district.

AFFORDABLE HOUSING LOSSES Protests over the<br />
future of the Beauregard corridor pushed the waterfront<br />
plan debate onto the backburner as officials<br />
began moving a controversial neighborhood redevelopment<br />
plan through City Hall. Residents, who enjoy<br />
market-rate affordable housing, accused the city of<br />
being in cahoots with developers to push low-income<br />
<strong>Alexandria</strong>ns out of the city. Though the plan sets<br />
aside permanent affordable housing units, many tenants<br />
argued demand was far greater than the supply.<br />
City officials worried without developer concessions<br />
— in exchange for increased density — the neighborhood<br />
would undergo redevelopment regardless.<br />

DISCOVERY WOWS WATERFRONT CROWD<br />
The space shuttle Discovery flew its final<br />
mission over the Potomac, including a flyover<br />
of <strong>Alexandria</strong>’s waterfront. Hundreds<br />
gathered along the river and packed the<br />
piers in front of the Torpedo Factory to<br />
catch a glimpse of the retired shuttle and<br />
its military escort. After 39 trips into space,<br />
the shuttle gave the Washington metropolitan<br />
area a final sendoff before heading to<br />
its permanent home at the Smithsonian.<br />
CLEANING UP CITY HALL After a slew<br />
of city employees were charged with<br />
crimes — including DUIs, theft and forgery<br />
— in 2011, City Manager Rashad<br />
Young launched a new ethics initiative.<br />
The new regulations included training for<br />
all employees, forming an internal audit<br />
group, creating a whistleblower system<br />
and designating an email address for<br />
employees grappling with an ethical<br />
question. Many of the ideas, Young said,<br />
came from a committee of employees<br />
he created shortly after taking the job in<br />
December 2011.<br />

HUNTING FOR A BUYER The Virginia Department of Transportation<br />
revealed plans to sell Hunting Towers — an apartment<br />
complex along the Potomac River in south Old Town — to a<br />
private company. The announcement surprised residents, who<br />
worried a newcomer would either redevelop the property or<br />
raise rents and force out tenants. Representatives from VDOT,<br />
which bought the property as part of the Woodrow Wilson<br />
Bridge project years earlier, tried to reassure residents. The<br />
area represents one of few remaining areas of naturally affordable<br />
housing in the city.<br />

SCANDAL ENDS ENGLIN’S POLITICAL CAREER Shocking<br />
friends and supporters, Delegate David Englin (D-45) announced<br />
he would not seek re-election because of an extramarital affair.<br />
Stepping away from politics would give him time to repair his marriage,<br />
he told constituents. Democratic City Councilor Rob Krupicka,<br />
who had launched a failed bid for the state Senate District 30<br />
seat in 2011, immediately announced plans to run for the soonto-be<br />
open seat.

SUPREME DISAPPOINTMENT<br />
Residents hoping for a conclusive<br />
end to the legal fight<br />
between City Hall and the<br />
Old Dominion Boat Club were<br />
disappointed when the state<br />
Supreme Court declined to<br />
settle the issue. The spat began<br />
when the city gave Virtue<br />
Feed and Grain restaurant permission<br />
to build a permanent<br />
patio in the narrow Wales Alley.<br />
But ODBC members argued<br />
the club had rights to the property<br />
going back for years. Despite<br />
taking on the case, the<br />
Supreme Court opted to punt it<br />

OLD GUARD TRIUMPHS IN DEMOCRATIC PRIMARY Incumbents and former city councilors enjoyed<br />
success in the city’s first Democratic primary in recent memory. Out of a field of 14 candidates —<br />
vying for six spots on the November ballot — voters selected: incumbents Paul Smedberg and Del<br />
Pepper; former city councilors Tim Lovain and Justin Wilson; and newcomers Allison Silberberg and<br />
John Chapman. The six Democrats would face off against Republican incumbents Frank Fannon and<br />
Alicia Hughes as well as newcomer Bob Wood.<br />
LIGHTING THE WAY Irishman-turned-<strong>Alexandria</strong>n<br />
Tony Culley-Foster hefted<br />
the Olympic torch for a<br />
short stint in his native land<br />
en route to London for the<br />
summer games. Culley-Foster<br />
earned the distinction<br />
after a lifetime encouraging<br />
youth to exercise, including<br />
running across the<br />
continental United States<br />
and the circumference of<br />
Ireland to showcase the<br />
benefits of healthy living.<br />
One of 8,000 to carry the<br />
Olympic flame, Culley-Foster<br />
returned to <strong>Alexandria</strong><br />
and immediately took the<br />
torch on tour through local<br />
schools and civic groups —<br />
all in the hopes of getting<br />
people to exercise.<br />
ENGLIN STEPS AWAY Delegate<br />
David Englin (D-45) again surprised<br />
supporters by announcing<br />
his resignation from the<br />
General Assembly, effective in<br />
August. Englin had previously<br />
made clear his plans to eschew<br />
a re-election bid but kept open<br />
the possibility of stepping down<br />
earlier. The announcement<br />
set the stage for a short campaign<br />
season before a special<br />
election in late summer. City<br />
Councilor Rob Krupicka (D) and<br />
resident Karen Gautney — who<br />
received Englin’s blessing —<br />
immediately started campaigning<br />
for the party’s nomination,<br />
which Krupicka earned handily.<br />
Republicans eventually tapped<br />
Tim McGhee to compete for<br />
Englin’s seat.<br />

The German shepherd became<br />
a local household<br />
name after apprehending<br />
a carjacker who sought<br />

two <strong>Alexandria</strong> Chamber of<br />
Commerce Valor Awards for<br />
his police work. Despite the<br />
accolades, Ajax was slowing<br />
down, said his partner,<br />
officer Carlos Rolon, who<br />
made the decision to end<br />

of the No Child Left Behind Act. Local educators had long opposed the federal<br />
legislation, describing its standards as impossible and detrimental to a child’s education.<br />

HOTEL PROJECT TAKES HEAT A proposal to<br />
convert a portion of the Cummings and Turner<br />
block of Union Street into a boutique hotel reignited<br />
the bitter fight for the waterfront. A project<br />
by Washington-based Carr Hospitality came<br />
into the public eye after officials scheduled a<br />
preliminary hearing for it. Residents opposed<br />
to the waterfront redevelopment plan — largely<br />
because of the presence of shoreline hotels —<br />
protested the proposal and called on officials to<br />
block the hotel.<br />

alum and former soccer star Alhaji Armadu Hassann succumbed<br />
to a head injury he sustained during a late-night<br />

native of Sierra Leone had already overcome the death of<br />
his father and was making a new life in a foreign land when<br />
he was left hospitalized. Friends gathered to play a game at<br />
the city’s high school in his memory not long after his death.<br />
BODY WORK Construction workers made a gruesome discovery near the Duke Street and Interstate<br />
395 exchange, finding a badly decomposed body. Virginia State Police launched an investigation<br />
but struggled to identify the body. The area where it was found, police said, also contained the<br />
remnants of a homeless camp.

embraced Capital Bikeshare, building several<br />
stations for the unmistakable red bicycles around Old<br />

IRELAND’S OWN SAYS GOODBYE Pat Troy ended his lengthy career<br />
as a restaurateur, announcing the sale of Ireland’s Own to a pair of his<br />
longtime employees. In a night filled with music, toasts, drinks and,<br />
yes, “The Unicorn Song,” Troy thanked his patrons, friends and employees<br />
for their dedication to the Old Town institution. Though Troy<br />
stepped away from the restaurant business, he will continue organizing<br />
the annual St. Patrick’s Day parade.<br />
HUNTING FOR ANSWERS Hunting Towers residents learned the Virginia Department of Transportation<br />
had selected a possible buyer for their homes after receiving a note underneath their<br />
doors. The scant warning angered residents and city officials, who worry the sale could mark the<br />
end of one of <strong>Alexandria</strong>’s last bastions of naturally affordable housing. VDOT officials defended<br />
their actions, saying there was little information to release before a deal was struck. While redevelopment<br />
of the complex is not likely, new owners could raise rents and price out residents.

MAKING AMENDS City Hall launched What’s Next <strong>Alexandria</strong>, an initiative designed<br />
to foster more community involvement in major decisions. Officials kicked<br />
off the civic engagement drive with a community poll and public meeting. Unsurprisingly,<br />
planning and development ranked highly among residents’ concerns.<br />
The effort was rolled out after months of contentious debate over the waterfront<br />
and Beauregard corridor redevelopment plans. More meetings are scheduled for<br />
next year, officials said.<br />

secure another term, while incumbents Paul Smedberg<br />
and Del Pepper rejoiced with fellow Democrats<br />
Tim Lovain, Justin Wilson, Allison Silberberg and John<br />
Chapman. Republican City Councilors Frank Fannon<br />
and Alicia Hughes — joined by newcomer Bob Wood<br />
— conceded early in the night. U.S. Rep. Jim Moran<br />
(D-8) also overcame two-time challenger Patrick Murray<br />

DEL RAY TROLLEY DERAILED Though<br />
the idea of connecting Old Town and Del<br />
Ray with a free trolley enjoyed popularity<br />
among residents and business owners,<br />
city officials were unable to find a contractor<br />
for the transit line. The project remains<br />
in limbo as officials try to determine what<br />
to do next. In the interim, they may ask<br />
DASH to boost its weekend service in Del<br />
Ray in the hopes of bringing Old Town’s<br />
throngs to The Avenue.<br />

BEAUREGARD RALLIES West End residents resumed protests<br />
over increasingly more expensive rent and the city’s plan<br />
to allow developers to remake the Beauregard neighborhood.<br />
The renewed effort to put their plight back into the public eye<br />
coincided with the release of the city’s draft housing plan,<br />
which calls for a variety of methods to preserve and rebuild<br />
<strong>Alexandria</strong>’s stock of affordable housing. The city’s share of<br />
affordable housing — obtainable by a family making 60 percent<br />
or less of the region’s average median income — has<br />
plummeted in recent years.<br />
CRUISER CARJACKED Thieves turned the tables on police,<br />
carjacking a cruiser as well as making off with a computer and<br />
shotgun stored inside the vehicle, according to officials. The<br />
cruiser was parked near the officer’s 2700 block Duke St. home<br />
and stolen overnight, according to police reports. Authorities<br />
in Maryland discovered the police vehicle in Prince George’s<br />
County soon after and returned the cruiser to <strong>Alexandria</strong>. A second<br />
police cruiser went missing just a day later, though authorities<br />
quickly found it in Washington.<br />

Rethinking rankings <strong>Alexandria</strong> City Public<br />
Schools moved ahead with plans to eliminate<br />
class rankings at T.C. Williams. The practice<br />
of ranking students based on their academics<br />
fosters unhealthy competition, officials said,<br />
and inadvertently encourages students to take<br />
easier courses. Even without the rankings —<br />
and the coveted valedictorian and salutatorian<br />
titles — administrators plan to honor highachieving<br />

House Bailey’s Cross Roads in<br />
Falls Church, Virginia.<br />
She was born to Roy and<br />
Florence (Flossie) Brown on<br />
January 6, 1918 and spent her<br />
youth on a farm in West Chester<br />
County NY. She attended William<br />
and Mary College in Virginia.<br />
In 1938 she married the<br />
late Colonel Joseph B. Mitchell.<br />
Her husband Joe, was a<br />
graduate of West Point, served<br />
in the Army and was a noted<br />
historian.<br />
Vivienne was a founding<br />
member of the <strong>Alexandria</strong> Archaeological<br />
Commission in<br />
1975 and a long time member<br />
of the Archaeological Society<br />
of Virginia. In addition to<br />
conducting excavations at Nomini<br />
Plantation on the Northern<br />
Neck she spent nearly 30 years<br />
volunteering in the <strong>Alexandria</strong><br />
Archaeology Laboratory and<br />
she was instrumental in the<br />
rediscovery of the <strong>Alexandria</strong><br />
Canal Tide Lock. This discovery<br />
led to the full excavation of<br />
the lock, its reconstruction and<br />

area since 1948 she was a long<br />
time member of Christ Church,<br />
<strong>Alexandria</strong>, VA, and she served<br />
many years as a docent.<br />
She loved research in almost<br />
any form but especially enjoyed<br />
genealogy projects tracing family<br />
history back to the 1700s.<br />
She was the family historian.<br />
She is survived by her son<br />
Brad and daughter in law, Sue<br />
Mitchell from Watertown,<br />
SD, three grandchildren Emily,<br />
Katy and Nathan, and three<br />
great grandchildren, Ender, Michael<br />
and Jade. She was preceded<br />
in death by her daughter,<br />
Vivienne Brown Mitchell<br />
Sherwood Mitchell Haas. Her<br />
special friend, Paul Smith,<br />
made her last ten years at Goodwin<br />
House very remarkable.<br />
A memorial service will be<br />
held Sunday January 6, 2013<br />
at 2:00 PM in the chapel at<br />
