Educat<strong>in</strong>g All Students for Democracy -- <strong>and</strong> Life<br />

A healthy democracy requires the <strong>in</strong>formed <strong>and</strong> active participation of <strong>its</strong> citizens. For self-governance<br />

to work, citizens <strong>must</strong> underst<strong>and</strong> <strong>and</strong> actively engage <strong>in</strong> the process. Ga<strong>in</strong><strong>in</strong>g civic knowledge <strong>and</strong><br />

skills doesn’t just happen. People <strong>must</strong> <strong>be</strong> taught – how their government <strong>and</strong> the political system work<br />

as well as their rights, role, <strong>and</strong> responsibilities. S<strong>in</strong>ce the earliest days of our republic, schools have<br />

had the tw<strong>in</strong> m<strong>is</strong>sions of educat<strong>in</strong>g students for the workplace <strong>and</strong> for active <strong>and</strong> <strong>in</strong>formed citizenship;<br />

the latter m<strong>is</strong>sion <strong>is</strong> the civic m<strong>is</strong>sion of our schools.<br />

Education for Democracy <strong>in</strong> Decl<strong>in</strong>e<br />

School rema<strong>in</strong>s the one universal experience all citizens have to ga<strong>in</strong> the knowledge <strong>and</strong> skills for<br />

<strong>in</strong>formed <strong>and</strong> engaged citizenship. Unfortunately, far too few students today are receiv<strong>in</strong>g a well<br />

rounded civic learn<strong>in</strong>g experience, which <strong>in</strong>cludes opportunities to learn <strong>in</strong> the classroom <strong>and</strong> through<br />

service learn<strong>in</strong>g <strong>and</strong> experiential learn<strong>in</strong>g opportunities that makes civic learn<strong>in</strong>g more <strong>in</strong>terest<strong>in</strong>g <strong>and</strong><br />

engag<strong>in</strong>g.<br />

The results of the most recent national measurement of how our schools are meet<strong>in</strong>g their civic<br />

m<strong>is</strong>sion, the 2006 National Assessment of Educational Progress on Civics, were shock<strong>in</strong>g. Less then<br />

25% of students <strong>in</strong> the sample could demonstrate a proficient underst<strong>and</strong><strong>in</strong>g of th<strong>is</strong> area so vital for our<br />

nation’s future! Th<strong>is</strong> lack of basic civic knowledge imperils our democracy by effectively<br />

d<strong>is</strong>empower<strong>in</strong>g <strong>its</strong> citizens. With the decl<strong>in</strong>e <strong>in</strong> civic <strong>education</strong> over the past decades, it <strong>is</strong> no surpr<strong>is</strong>e<br />

that citizens are <strong>be</strong>com<strong>in</strong>g cynical <strong>and</strong> fail<strong>in</strong>g to vote, read newspapers, <strong>and</strong> engage <strong>in</strong> their<br />

communities.<br />

There are a variety of reasons for the decl<strong>in</strong>e <strong>in</strong> civic learn<strong>in</strong>g. The most notable are a lack of adequate<br />

st<strong>and</strong>ards <strong>and</strong> assessments <strong>in</strong> civic learn<strong>in</strong>g, a lack of adequate curricular requirements, a lack of<br />

professional development opportunities for t<strong>each</strong>ers, a lack of implementation of proven t<strong>each</strong><strong>in</strong>g<br />

strategies that <strong>in</strong>clude service <strong>and</strong> experiential learn<strong>in</strong>g <strong>and</strong> d<strong>is</strong>cussion of current events, <strong>and</strong> a lack of<br />

<strong>in</strong>clusion <strong>in</strong> student test<strong>in</strong>g which emphasize a few subjects over all others.<br />

The Civic M<strong>is</strong>sion of Schools Report<br />

Recogniz<strong>in</strong>g the danger to our nation of a cont<strong>in</strong>ued decl<strong>in</strong>e of civic learn<strong>in</strong>g <strong>in</strong> our schools, over forty<br />

national <strong>education</strong>, civic engagement, bus<strong>in</strong>ess, <strong>and</strong> professional organizations participated <strong>in</strong> a<br />

l<strong>and</strong>mark study entitled The Civic M<strong>is</strong>sion of Schools Report, publ<strong>is</strong>hed <strong>in</strong> 2003. Th<strong>is</strong> Report,<br />

publ<strong>is</strong>hed by the Carnegie Corporation of New York <strong>and</strong> the Center for Information <strong>and</strong> Research on<br />

Civic Learn<strong>in</strong>g <strong>and</strong> Engagement, calls on policymakers <strong>and</strong> educators to strengthen civic learn<strong>in</strong>g<br />

through an <strong>in</strong>tegrated approach that <strong>in</strong>cludes six elements: (1) <strong>in</strong>struction <strong>in</strong> government, h<strong>is</strong>tory, law<br />

<strong>and</strong> democracy; (2) guided d<strong>is</strong>cussion of current events; (3) community <strong>and</strong> service learn<strong>in</strong>g programs<br />

l<strong>in</strong>ked to the curriculum; (4) extracurricular activities <strong>in</strong> the school <strong>and</strong> community; (5) simulations of<br />

democratic processes <strong>and</strong> procedures, <strong>and</strong> (6) student participation <strong>in</strong> school governance. The Report<br />

The Civic M<strong>is</strong>sion of Schools Campaign<br />

To reverse the decl<strong>in</strong>e <strong>in</strong> civic learn<strong>in</strong>g the signatories to the Civic M<strong>is</strong>sion of Schools Report, jo<strong>in</strong>ed<br />

by prom<strong>in</strong>ent organizations <strong>and</strong> citizens from many walks of life, have launched a campaign to restore<br />

the civic m<strong>is</strong>sion of schools. The Campaign has a simple <strong>and</strong> straightforward goal – to strengthen<br />

every school’s capacity, commitment <strong>and</strong> performance <strong>in</strong> educat<strong>in</strong>g America’s young people as<br />

citizens of our democracy. The Campaign <strong>is</strong> focused on produc<strong>in</strong>g real change <strong>in</strong> <strong>education</strong> policies<br />

<strong>and</strong>, most importantly, <strong>in</strong> chang<strong>in</strong>g classroom practice <strong>and</strong> student civic d<strong>is</strong>positions by ra<strong>is</strong><strong>in</strong>g<br />

awareness about the importance of civic learn<strong>in</strong>g, promot<strong>in</strong>g policies that strengthen civic learn<strong>in</strong>g at<br />

the federal, state <strong>and</strong> school d<strong>is</strong>trict levels, d<strong>is</strong>tribut<strong>in</strong>g high quality civic materials, assessment tools<br />

<strong>and</strong> research <strong>and</strong> provid<strong>in</strong>g ass<strong>is</strong>tance to a network of campaigns <strong>in</strong> <strong>each</strong> state.<br />

Retired Supreme Court Justice S<strong>and</strong>ra Day O’Connor, former Governor Roy Romer <strong>and</strong> former<br />

Congressman Lee Hamilton co-chair a National Adv<strong>is</strong>ory Committee of prom<strong>in</strong>ent citizens who guide<br />

the Campaign’s work <strong>and</strong> promote the importance of civic learn<strong>in</strong>g.<br />

Among the organizations represented on the Campaign’s Steer<strong>in</strong>g Committee are: The National<br />

Education Association, the League of Woman Voters of the United States, the Committee for<br />

Economic Development, the National School Boards Association, the Education Comm<strong>is</strong>sion of the<br />

States, the American Federation of T<strong>each</strong>ers, the National Conference of State Leg<strong>is</strong>latures, the<br />

American Association of School Adm<strong>in</strong><strong>is</strong>trators, the National Association of Secondary School<br />

Pr<strong>in</strong>cipals, the National Council for the Social Studies, the American Bar Association the Association<br />

for Superv<strong>is</strong>ion <strong>and</strong> Curriculum Development <strong>and</strong> the Public Education Network.<br />

The Campaign has affiliate campaign organizations <strong>in</strong> all fifty states <strong>and</strong> the D<strong>is</strong>trict of Columbia.<br />

These campaigns have <strong>be</strong>en very active <strong>in</strong> pass<strong>in</strong>g leg<strong>is</strong>lation, establ<strong>is</strong>h<strong>in</strong>g official state comm<strong>is</strong>sions<br />

on civic <strong>education</strong> <strong>and</strong> work<strong>in</strong>g with policymakers to strengthen civic learn<strong>in</strong>g policies.<br />

level, <strong>in</strong>clud<strong>in</strong>g the prov<strong>is</strong>ions of the Federal Elementary <strong>and</strong> Secondary Education Act scheduled for<br />

reauthorization over the next year <strong>and</strong> for more frequent <strong>and</strong> mean<strong>in</strong>gful national assessments <strong>in</strong> the<br />

social studies.<br />
