CHAPTER 1 - INTRODUCTION ______________________________________________ 1.0 Chapter Summary To explain the purposes of the Stormwater Standards Manual and the basis of its legal standing under the Clean Water Act to summarize the highlights of the second edition of the Manual and some technical details of its implementation to explain the similarities and differences of pollution point-sources and nonpoint-sources as well as those of the solutions that are available to remediate them to explain the impacts that development and stormwater management have on the environment, specifically, on the hydrology, stream morphology and water quality to introduce the framework for designing a stormwater management system complete with stormwater nonstructural and structural controls 1.1 Purpose of the Manual and Revision Items The purpose of the Stormwater Management Standards Manual is to protect natural resources, manage stormwater with better site design and techniques and meet the water quality standards of the Clean Water Act. Responsible stormwater management prevents stream bank erosion and channel siltation, reduces flooding, and improves water quality. These standards are in compliance with the U.S. and Ohio Environmental Protection (EPA) stormwater rules, under the Phase II stormwater requirements for the waterways of the state and nation with modifications as appropriate for application in northwest Ohio. This manual provides basic ideas and principles of stormwater management including the different benefits of various types of stormwater controls. Non-structural stormwater controls are effective in management and capture of stormwater close to the point of origin and are economical in comparison to structural controls. Additional resources can be located in stormwater manuals around the country that encourage innovative site design to preserve and design with natural land and water features that absorb stormwater. Each locality is challenged by unique soils, hydrology, topography, zoning regulations and differing levels of responsibilities and powers for stormwater quality and quantity management. Therefore, any system of addressing issues must be both comprehensive and flexible. Management of stormwater happens in various stages of runoff and, therefore, more design options are being created throughout the nation. The selection of management practices identified in the Manual include low impact development (LID) practices, green infrastructure, conservation development, smart growth planning, landscaping, riparian setbacks, and bioretention cells that range in scale from swales and rain gardens to floodplains and ponds. In addition to providing guidance for responsible, innovative stormwater management techniques, the Manual includes recommended Best Management Practices for construction site runoff control (Appendix B) and model regulatory language for riparian setbacks, conservation development and sediment and erosion control (Appendix C). Water pollution contributors are either point sources or nonpoint sources. The Clean Water Act of 1972, created after Cleveland’s Cuyahoga River repeatedly caught fire due to industrial point source pollution, was the first national legislative initiative designed to restore water quality to the nation’s waterways.
