Sub : <strong>Revised</strong> <strong>guidelines</strong> <strong>for</strong> <strong>licensing</strong> <strong>of</strong> <strong>Transit</strong> <strong>Plots</strong> <strong>inside</strong><br />

<strong>Dock</strong> <strong>Interior</strong> Zone <strong>of</strong> Haldia <strong>Dock</strong> Complex <strong>for</strong> storage<br />

and shipment <strong>of</strong> Iron Ore including plots located behind<br />

Berth No. 3.<br />

The revised <strong>guidelines</strong> <strong>for</strong> initial allotment and renewal <strong>of</strong> <strong>Transit</strong> <strong>Plots</strong> <strong>for</strong> storage <strong>of</strong><br />

iron ore <strong>inside</strong> <strong>Dock</strong> <strong>Interior</strong> Zone are as follows:-<br />

i) <strong>Transit</strong> plots may be allotted to the applicants on licence basis <strong>for</strong> 1 month subject to<br />

recommendation <strong>of</strong> Sh&CH/P&E Division <strong>of</strong> HDC and deposition <strong>of</strong> earnest money <strong>of</strong> Rs 2<br />

lakh by the applicants along with the application.<br />

ii) The applicant will aggregate iron ore at the allotted plot and effect shipment <strong>of</strong> iron ore<br />

within the licensed period <strong>of</strong> 1 month. To qualify <strong>for</strong> renewal <strong>of</strong> the licence <strong>for</strong> further period <strong>of</strong><br />

one month, the licensee shall have to ensure-<br />

(a)<br />

shipment <strong>of</strong> minimum quantum <strong>of</strong> 8000 metric tonnes <strong>of</strong> iron ore during the<br />

period <strong>of</strong> licence<br />

Or<br />

(b)<br />

has effected shipment <strong>of</strong> at least 1 lakh tonne <strong>of</strong> iron ore through Haldia <strong>Dock</strong><br />

Complex during a period <strong>of</strong> one year (to be reckoned from the date <strong>of</strong> expiry <strong>of</strong><br />

the licence period).<br />

iii) In the event the licensee fails to fulfill either <strong>of</strong> the conditions as at (ii) above, the<br />

licence will not be renewed. In this case, the licensee will have to hand over vacant<br />

possession <strong>of</strong> the transit plot to HDC/KoPT within the valid licence period failing which, HDC<br />

shall levy demurrage and other applicable charges on the cargo as per terms & conditions<br />

governing the licence and the applicable Scale <strong>of</strong> Rates <strong>of</strong> KoPT.<br />

iv)<br />

The following provisions are incorporated in the <strong>guidelines</strong> <strong>for</strong> operational necessity:-<br />

(a)<br />

Where some Iron Ore after completion <strong>of</strong> export is left on the plot concerned<br />

and the licensee fails to take out this Iron Ore within the licence period, the<br />

licence may be renewed <strong>for</strong> a maximum period <strong>of</strong> 3 days’ to enable the licensee<br />

to remove the balance Iron Ore from the plot concerned upon payment <strong>of</strong><br />

licence fee and other applicable charges as per the KoPT’s Scale <strong>of</strong> Rates. If<br />

the licensee fails to vacate the transit plot, within the said renewal period <strong>of</strong> 3<br />

days, HDC shall levy demurrage and other applicable charges on balance Iron<br />

Ore lying on the plot as per KoPT’s Scale <strong>of</strong> Rates.<br />

In the event, the licensee commences loading <strong>of</strong> Iron Ore in a vessel from the<br />

plot concerned prior to expiry <strong>of</strong> the licence period and requires additional time<br />

<strong>for</strong> completion <strong>of</strong> shipment in the said working vessel beyond the period <strong>of</strong><br />

validity <strong>of</strong> the licence, the licence concerned may be renewed <strong>for</strong> a further<br />

period as may be required <strong>for</strong> completion <strong>of</strong> export by the said licensee.

(c)<br />

In the event the licensee falling under item (iv) (b) above, fulfills either <strong>of</strong> the<br />

conditions as at (ii) above, he will qualify <strong>for</strong> renewal <strong>of</strong> licence.<br />

v) In the event, any licensee <strong>of</strong> transit plot fails to fulfill any <strong>of</strong> the above conditions<br />

required <strong>for</strong> renewal <strong>of</strong> licence may make an appeal be<strong>for</strong>e Chairman <strong>for</strong> renewal <strong>of</strong> the<br />

licence stating the reasons as to why he could not fulfill the required conditions. Chairman<br />

upon review <strong>of</strong> the appeal, may renew the licence <strong>for</strong> a further period in deserving cases.<br />

vi)<br />

The above <strong>guidelines</strong> will be applicable <strong>for</strong> shipment <strong>of</strong> iron ore by ships / barges.<br />

Complex <strong>for</strong> storage <strong>of</strong> different export (other than iron ore) and import cargo<br />

The <strong>guidelines</strong> <strong>for</strong> initial allotment and renewal <strong>of</strong> plots <strong>for</strong> storage <strong>of</strong> different<br />

export / import cargo (other than iron ore) <strong>inside</strong> <strong>Dock</strong> <strong>Interior</strong> Zone <strong>of</strong> Haldia <strong>Dock</strong><br />

Complex are as follows:-<br />

Export Cargo (other than Iron Ore)<br />

i) Apart from Iron Ore, there are few export commodities viz. Thermal Coal, Coke,<br />

Sugar, Mill Scale, which require land <strong>inside</strong> <strong>Dock</strong> <strong>Interior</strong> Zone <strong>for</strong> pre shipment<br />

storage.<br />

ii)<br />

The <strong>licensing</strong> <strong>of</strong> plots and subsequent renewal <strong>for</strong> these export commodities will be<br />

considered as per the following <strong>guidelines</strong>:-<br />

A) Thermal Coal<br />

(a)<br />

Thermal Coal is exported by only one agency viz. TNEB through<br />

mechanized berth no. 4 having dedicated staking area <strong>for</strong> storage <strong>of</strong><br />

Thermal Coal. Licence <strong>of</strong> the plots concerned to TNEB including renewals<br />

there<strong>of</strong> will be granted on 11 month basis.<br />

(b) In case TNEB stores Thermal Coal at the storage area behind berth no. 2,<br />

the allotment will be made as per procedure detailed at item (B) below.<br />

B) Coke, Raw Sugar etc.<br />

(a)<br />

(b)<br />

The plots depending upon requirement will be licensed initially <strong>for</strong> a period <strong>of</strong><br />

1 month. In the event, the exporter fails to effect shipment within the said<br />

period <strong>of</strong> 1 month, the licence may be renewed <strong>for</strong> another 1 month <strong>for</strong><br />

effecting shipment.<br />

In the event the exporters <strong>of</strong> such commodities are unable to effect export<br />

from the plots concerned within the period <strong>of</strong> 2 months, the licence will not<br />

be renewed. In this case, the licensee will have to hand over vacant possession<br />

<strong>of</strong> the plots to HDC within the valid licence period failing which, HDC shall levy<br />

demurrage and other applicable charges on the cargo as per terms & conditions<br />

governing the licence and the applicable Scale <strong>of</strong> Rates <strong>of</strong> KoPT.<br />

C) Mill Scale<br />

(a)<br />

The plots depending upon requirement may be licensed initially <strong>for</strong> a period<br />

<strong>of</strong> 4 months.

The licensee will aggregate Mill Scale at the allotted plot and effect shipment<br />

<strong>of</strong> Mill Scale within this licensed period <strong>of</strong> 4 months. To qualify <strong>for</strong> renewal <strong>of</strong><br />

the licence, the licensee shall have to ensure shipment <strong>of</strong> minimum quantum<br />

<strong>of</strong> Mill Scale to be computed at the rate <strong>of</strong> 10 tonnes per sq. meter (in case<br />

<strong>of</strong> bare land) and 12 tonnes per sq. meter (in case <strong>of</strong> hard stand land)<br />

multiplied by area <strong>of</strong> land licensed.<br />

In the event the licensee effects minimum shipment as per clause-(b) above,<br />

the licence may be renewed <strong>for</strong> a further period <strong>of</strong> 4 months.<br />

In the event the licensee fails to effect shipment <strong>of</strong> minimum quantum <strong>of</strong> Mill<br />

Scale as per clause-(b) above, the licence will not be renewed. In this case,<br />

the licensee will have to hand over vacant possession <strong>of</strong> the transit plot to HDC<br />

within the valid licence period failing which, HDC shall levy demurrage and other<br />

applicable charges on the cargo as per terms & conditions governing the licence<br />

and the Scale <strong>of</strong> Rates <strong>of</strong> KoPT.<br />

iii) In the event, any licensee <strong>of</strong> plots falling under (A) [<strong>for</strong> storage behind berth no. 2],<br />

(B) and (C) above fails to fulfill any <strong>of</strong> the stipulated conditions required <strong>for</strong> renewal<br />

<strong>of</strong> licence, may make an appeal be<strong>for</strong>e Chairman <strong>for</strong> renewal <strong>of</strong> the licence stating<br />

the reasons as to why he could not fulfill the required conditions. Chairman upon<br />

review <strong>of</strong> the appeal, may renew the licence <strong>for</strong> a further period in deserving cases.<br />

Import Cargo :<br />

Different types <strong>of</strong> import commodities viz. Coking Coal, Non Coking Coal, Lime<br />

Stone, Coke, Fertilizer, Manganese Ore, Project Cargo and Machineries, etc.<br />

require land <strong>inside</strong> <strong>Dock</strong> <strong>Interior</strong> Zone <strong>for</strong> transit storage prior to evacuation.<br />

A) Import cargo a/c Tata Steel, Steel Authority and NTPC (or its canalizing agent<br />

viz. MMTC/STC etc).<br />

(a)<br />

(b)<br />

Licence <strong>of</strong> plots depending upon requirement to these organizations<br />

including renewals there<strong>of</strong> will be granted on 11 month basis.<br />

Considering the continuous requirement <strong>of</strong> plots by these organizations, it<br />

may be considered to earmark specific plots <strong>for</strong> these organizations which<br />

may be used by them <strong>for</strong> storage <strong>of</strong> their import cargo to ensure higher<br />

productivity.<br />

B) For all Importers other than Tata Steel, Steel Authority & NTPC mentioned at<br />

(A) above<br />

(a)<br />

Licence <strong>of</strong> plots to these importers may be initially allotted as follows:-<br />

(i)<br />

For a period <strong>of</strong> one month in case the importer concerned brings<br />

cargo upto 15000 tonnes.


(ii)<br />

For a period <strong>of</strong> two months in case the importer concerned brings<br />

cargo more than 15000 tonnes<br />

(b)<br />

(d)<br />

In the event the importers concerned falling under both (a-i) and (a-ii) above,<br />

the licence may be renewed <strong>for</strong> a further period <strong>of</strong> another one month.<br />

In the event the importers concerned is unable to evacuate the cargo within<br />

the total licence period <strong>of</strong> two / three months (including the renewal period <strong>of</strong><br />

one month) as the case may be and hand over vacant possession <strong>of</strong> the plot<br />

concerned, HDC shall levy demurrage and other applicable charges on the<br />

cargo as per terms & conditions governing the licence and the applicable Scale<br />

<strong>of</strong> Rates <strong>of</strong> KoPT.<br />

In the event the importer concerned brings additional import cargo within the<br />

valid licence period, the period <strong>of</strong> licence will be renewed <strong>for</strong> a further period<br />

as follows:-<br />

(i)<br />

(ii)<br />

For a period <strong>of</strong> one month in case the importer concerned brings<br />

additional cargo upto 15000 tonnes.<br />

For a period <strong>of</strong> two months in case the importer concerned brings<br />

additional cargo more than 15000 tonnes<br />

(e)<br />

In the event, any licensee <strong>of</strong> plots fails to fulfill any <strong>of</strong> the stipulated<br />

conditions required <strong>for</strong> renewal <strong>of</strong> licence, may make an appeal be<strong>for</strong>e<br />

Chairman <strong>for</strong> renewal <strong>of</strong> the licence stating the reasons as to why he could<br />

not fulfill the required conditions. Chairman upon review <strong>of</strong> the appeal, may<br />

renew the licence <strong>for</strong> a further period in deserving cases.<br />
