Sub : Revised guidelines for licensing of Transit Plots inside
Dock Interior Zone of Haldia Dock Complex for storage
and shipment of Iron Ore including plots located behind
Berth No. 3.
The revised guidelines for initial allotment and renewal of Transit Plots for storage of
iron ore inside Dock Interior Zone are as follows:-
i) Transit plots may be allotted to the applicants on licence basis for 1 month subject to
recommendation of Sh&CH/P&E Division of HDC and deposition of earnest money of Rs 2
lakh by the applicants along with the application.
ii) The applicant will aggregate iron ore at the allotted plot and effect shipment of iron ore
within the licensed period of 1 month. To qualify for renewal of the licence for further period of
one month, the licensee shall have to ensure-
(a)
shipment of minimum quantum of 8000 metric tonnes of iron ore during the
period of licence
Or
(b)
has effected shipment of at least 1 lakh tonne of iron ore through Haldia Dock
Complex during a period of one year (to be reckoned from the date of expiry of
the licence period).
iii) In the event the licensee fails to fulfill either of the conditions as at (ii) above, the
licence will not be renewed. In this case, the licensee will have to hand over vacant
possession of the transit plot to HDC/KoPT within the valid licence period failing which, HDC
shall levy demurrage and other applicable charges on the cargo as per terms & conditions
governing the licence and the applicable Scale of Rates of KoPT.
iv)
The following provisions are incorporated in the guidelines for operational necessity:-

Where some Iron Ore after completion of export is left on the plot concerned
and the licensee fails to take out this Iron Ore within the licence period, the
licence may be renewed for a maximum period of 3 days’ to enable the licensee
to remove the balance Iron Ore from the plot concerned upon payment of
licence fee and other applicable charges as per the KoPT’s Scale of Rates. If
the licensee fails to vacate the transit plot, within the said renewal period of 3
days, HDC shall levy demurrage and other applicable charges on balance Iron
Ore lying on the plot as per KoPT’s Scale of Rates.
In the event, the licensee commences loading of Iron Ore in a vessel from the
plot concerned prior to expiry of the licence period and requires additional time
for completion of shipment in the said working vessel beyond the period of
validity of the licence, the licence concerned may be renewed for a further
period as may be required for completion of export by the said licensee.

(c)
In the event the licensee falling under item (iv) (b) above, fulfills either of the
conditions as at (ii) above, he will qualify for renewal of licence.
v) In the event, any licensee of transit plot fails to fulfill any of the above conditions
required for renewal of licence may make an appeal before Chairman for renewal of the
licence stating the reasons as to why he could not fulfill the required conditions. Chairman
upon review of the appeal, may renew the licence for a further period in deserving cases.
vi)
The above guidelines will be applicable for shipment of iron ore by ships / barges.

Guidelines for licensing of plots inside Dock Interior Zone of Haldia Dock
Complex for storage of different export (other than iron ore) and import cargo
The guidelines for initial allotment and renewal of plots for storage of different
export / import cargo (other than iron ore) inside Dock Interior Zone of Haldia Dock
Complex are as follows:-
Export Cargo (other than Iron Ore)
i) Apart from Iron Ore, there are few export commodities viz. Thermal Coal, Coke,
Sugar, Mill Scale, which require land inside Dock Interior Zone for pre shipment
storage.
ii)
The licensing of plots and subsequent renewal for these export commodities will be
considered as per the following guidelines:-
A) Thermal Coal
(a)
Thermal Coal is exported by only one agency viz. TNEB through
mechanized berth no. 4 having dedicated staking area for storage of
Thermal Coal. Licence of the plots concerned to TNEB including renewals
thereof will be granted on 11 month basis.
(b) In case TNEB stores Thermal Coal at the storage area behind berth no. 2,
the allotment will be made as per procedure detailed at item (B) below.
B) Coke, Raw Sugar etc.

The plots depending upon requirement will be licensed initially for a period of
1 month. In the event, the exporter fails to effect shipment within the said
period of 1 month, the licence may be renewed for another 1 month for
effecting shipment.
In the event the exporters of such commodities are unable to effect export
from the plots concerned within the period of 2 months, the licence will not
be renewed. In this case, the licensee will have to hand over vacant possession
of the plots to HDC within the valid licence period failing which, HDC shall levy
demurrage and other applicable charges on the cargo as per terms & conditions
governing the licence and the applicable Scale of Rates of KoPT.
C) Mill Scale
(a)
The plots depending upon requirement may be licensed initially for a period
of 4 months.

The licensee will aggregate Mill Scale at the allotted plot and effect shipment
of Mill Scale within this licensed period of 4 months. To qualify for renewal of
the licence, the licensee shall have to ensure shipment of minimum quantum
of Mill Scale to be computed at the rate of 10 tonnes per sq. meter (in case
of bare land) and 12 tonnes per sq. meter (in case of hard stand land)
multiplied by area of land licensed.
In the event the licensee effects minimum shipment as per clause-(b) above,
the licence may be renewed for a further period of 4 months.
In the event the licensee fails to effect shipment of minimum quantum of Mill
Scale as per clause-(b) above, the licence will not be renewed. In this case,
the licensee will have to hand over vacant possession of the transit plot to HDC
within the valid licence period failing which, HDC shall levy demurrage and other
applicable charges on the cargo as per terms & conditions governing the licence
and the Scale of Rates of KoPT.
iii) In the event, any licensee of plots falling under (A) [for storage behind berth no. 2],
(B) and (C) above fails to fulfill any of the stipulated conditions required for renewal
of licence, may make an appeal before Chairman for renewal of the licence stating
the reasons as to why he could not fulfill the required conditions. Chairman upon
review of the appeal, may renew the licence for a further period in deserving cases.
Import Cargo :
Different types of import commodities viz. Coking Coal, Non Coking Coal, Lime
Stone, Coke, Fertilizer, Manganese Ore, Project Cargo and Machineries, etc.
require land inside Dock Interior Zone for transit storage prior to evacuation.
A) Import cargo a/c Tata Steel, Steel Authority and NTPC (or its canalizing agent
viz. MMTC/STC etc).

Licence of plots depending upon requirement to these organizations
including renewals thereof will be granted on 11 month basis.
Considering the continuous requirement of plots by these organizations, it
may be considered to earmark specific plots for these organizations which
may be used by them for storage of their import cargo to ensure higher
productivity.
B) For all Importers other than Tata Steel, Steel Authority & NTPC mentioned at
(A) above
(a)
Licence of plots to these importers may be initially allotted as follows:-
(i)
For a period of one month in case the importer concerned brings
cargo upto 15000 tonnes.

(ii)
For a period of two months in case the importer concerned brings
cargo more than 15000 tonnes

In the event the importers concerned falling under both (a-i) and (a-ii) above,
the licence may be renewed for a further period of another one month.
In the event the importers concerned is unable to evacuate the cargo within
the total licence period of two / three months (including the renewal period of
one month) as the case may be and hand over vacant possession of the plot
concerned, HDC shall levy demurrage and other applicable charges on the
cargo as per terms & conditions governing the licence and the applicable Scale
of Rates of KoPT.
In the event the importer concerned brings additional import cargo within the
valid licence period, the period of licence will be renewed for a further period
as follows:-
(i)
(ii)
For a period of one month in case the importer concerned brings
additional cargo upto 15000 tonnes.
For a period of two months in case the importer concerned brings
additional cargo more than 15000 tonnes
(e)
In the event, any licensee of plots fails to fulfill any of the stipulated
conditions required for renewal of licence, may make an appeal before
Chairman for renewal of the licence stating the reasons as to why he could
not fulfill the required conditions. Chairman upon review of the appeal, may
renew the licence for a further period in deserving cases.
