FSDF Incentives Enhanced to Spur Cont<strong>in</strong>ued Talent<br />

Development<br />

To encourage f<strong>in</strong>ancial <strong>in</strong>stitutions to cont<strong>in</strong>ue to <strong>in</strong>vest <strong>in</strong> tra<strong>in</strong><strong>in</strong>g <strong>and</strong> upgrad<strong>in</strong>g their manpower<br />

capabilities, the Monetary Authority of S<strong>in</strong>gapore (MAS) has <strong>in</strong>creased its fund<strong>in</strong>g of tra<strong>in</strong><strong>in</strong>g fees<br />

of the F<strong>in</strong>ancial Sector Development Fund (FSDF) under its F<strong>in</strong>ancial Tra<strong>in</strong><strong>in</strong>g Scheme (FTS) from<br />

50% to 70%. This enhancement is valid from 1 January 2009 to 31 December 2010. The FSDF<br />

<strong>in</strong>centives apply to only S<strong>in</strong>gapore f<strong>in</strong>ancial sector organisations that sponsor eligible participants<br />

to tra<strong>in</strong><strong>in</strong>g programmes meet<strong>in</strong>g qualify<strong>in</strong>g criteria, namely sponsored tra<strong>in</strong>ees have to be executive<br />

Exemption Request<br />

You may request for exemption of any SCI<br />

DGIRM / ADGIRM module if you hold a<br />

qualifi cation which you consider may provide<br />

the basis for exemption.<br />

To qualify for exemption of any SCI DGIRM<br />

/ ADGIRM module, the qualification /<br />

subject(s) <strong>in</strong> consideration must strictly meet<br />

the follow<strong>in</strong>g requirements:<br />

(1) The qualifi cation / subject(s) <strong>in</strong><br />

consideration must match at least<br />

80% of the syllabus of the SCI DGIRM<br />

/ ADGIRM module to be exempted,<br />

<strong>and</strong> their assessment / exam<strong>in</strong>ation<br />

must be of comparable st<strong>and</strong>ard to<br />

SCI assessments / exam<strong>in</strong>ations<br />

with a m<strong>in</strong>imum of 70% match to SCI<br />

assessment / exam<strong>in</strong>ation process.<br />

(2) The qualifi cation / subject(s) <strong>in</strong><br />

consideration must have been obta<strong>in</strong>ed<br />

by tak<strong>in</strong>g the exam<strong>in</strong>ation <strong>and</strong> not by<br />

exemption or transfer of credit from a<br />

course or programme previously taken.<br />

(3) The qualifi cation has been awarded by<br />

a recognised <strong>in</strong>stitution or professional<br />

body, <strong>and</strong> must not be more than 10<br />

years from the date of application for<br />

exemption.<br />

NB: Not more than 2 module exemptions for each level<br />

of <strong>Diploma</strong> or <strong>Advanced</strong> <strong>Diploma</strong> will be granted. The<br />

c<strong>and</strong>idate must register <strong>and</strong> pass module GI05: Legal<br />

Aspects of <strong>Insurance</strong>.<br />

You will be required to pay a non-refundable<br />

adm<strong>in</strong>istration fee of S$53.50 (<strong>in</strong>clusive<br />

of 7% GST) for the process<strong>in</strong>g of your<br />

application.<br />

Upon successful application <strong>and</strong> notifi cation,<br />

an exemption fee of S$149.80 (<strong>in</strong>clusive<br />

of 7% GST) is payable for each module<br />

exempted. If you wish to apply for any<br />

Please note that any c<strong>and</strong>idate who has<br />

passed the relevant CII units does not need<br />

Progression Pathway Towards ACII Qualification<br />

Upon successful completion of the SCI ADGIRM programme (exam<strong>in</strong>ation modules GI01 to GI11), you are encouraged to pursue the CII<br />

<strong>Advanced</strong> <strong>Diploma</strong> <strong>in</strong> <strong>Insurance</strong> <strong>and</strong> atta<strong>in</strong> the ACII designation.<br />

Please note that the maximum credits which you may atta<strong>in</strong> upon successful completion of such SCI ADGIRM exam<strong>in</strong>ation route (modules<br />

GI01 to GI11) will be capped at 210 CII credits, subject to full payment of the CII accreditation fees upon successful application for the<br />

CII Accreditation of Prior Learn<strong>in</strong>g (APL). S<strong>in</strong>ce the APL policy <strong>and</strong> fees are subject to review <strong>and</strong> changes by the CII, you should quickly<br />

apply for the CII APL as <strong>and</strong> when you pass any of the modules from GI01 to GI11 at: www.cii.co.uk/pages/as/<strong>in</strong>dividualaccreditation.aspx<br />

To help you pass your exam<strong>in</strong>ations <strong>and</strong> atta<strong>in</strong> the CII <strong>Advanced</strong> <strong>Diploma</strong> <strong>in</strong> <strong>Insurance</strong>, SCI may offer revision courses (tutorial classes<br />

- provided that there are suffi cient <strong>in</strong>terested c<strong>and</strong>idates to susta<strong>in</strong> the viability for each class) for 3 selected CII <strong>Advanced</strong> <strong>Diploma</strong> units<br />

as follows:<br />

(1) CII 945: Market<strong>in</strong>g (30 CII credits)<br />

(2) CII 960: <strong>Advanced</strong> Underwrit<strong>in</strong>g (30 CII credits)<br />

However, you are free to choose other CII <strong>Advanced</strong> <strong>Diploma</strong> units to fulfi l the CII m<strong>in</strong>imum completion requirements of 290 credits, with<br />

at least 180 of these obta<strong>in</strong>ed at the CII <strong>Advanced</strong> <strong>Diploma</strong> level. From 1 January 2011, the completion requirements for the CII <strong>Advanced</strong><br />

<strong>Diploma</strong> level will be changed to 290 credits [m<strong>in</strong>imum of 205 credits at the CII <strong>Diploma</strong> or <strong>Advanced</strong> <strong>Diploma</strong> level, with a m<strong>in</strong>imum of 90<br />

credits at the CII <strong>Advanced</strong> <strong>Diploma</strong> level; CII units P05 (<strong>Insurance</strong> Law) <strong>and</strong> P92 (<strong>Insurance</strong> Bus<strong>in</strong>ess <strong>and</strong> F<strong>in</strong>ance) be<strong>in</strong>g compulsory - or<br />

equivalent, where appropriate].<br />

CII P05 (Dip / Adv Dip) CII 510 (Adv Dip), CII 530 (Adv Dip) are compulsory units of the relevant CII exam<strong>in</strong>ations until October 2010 (last exam<strong>in</strong>ation sitt<strong>in</strong>g).<br />

However, <strong>in</strong> cases where c<strong>and</strong>idates may have been granted exemptions by SCI for certa<strong>in</strong> DGIRM / ADGIRM modules, The Chartered <strong>Insurance</strong> Institute (CII) may exercise its right to review<br />

the merits of each case based on its prevail<strong>in</strong>g Accreditation of Prior Learn<strong>in</strong>g (APL) policy.<br />

Maximum Period For Completion<br />

To obta<strong>in</strong> the SCI <strong>Advanced</strong> <strong>Diploma</strong> <strong>in</strong> <strong>General</strong> <strong>Insurance</strong> <strong>and</strong> <strong>Risk</strong> Management (modules GI01 to GI11), the c<strong>and</strong>idate must pass all<br />

11 modules of which 8 modules (GI04 to GI11) must be passed with<strong>in</strong> 7 consecutive years. The qualify<strong>in</strong>g period commences <strong>in</strong> the year<br />

<strong>in</strong> which the fi rst module (GI04 to GI11) is passed or exempted.<br />

Module passes or exemptions exceed<strong>in</strong>g 7 consecutive years are considered outdated <strong>and</strong> will not count towards meet<strong>in</strong>g the ADGIRM<br />

requirements. Any c<strong>and</strong>idate with outdated passes or exemptions is required to resit the exam<strong>in</strong>ations for the modules, <strong>in</strong> order for him or<br />

her to count towards meet<strong>in</strong>g the ADGIRM requirements.<br />

Cont<strong>in</strong>u<strong>in</strong>g Professional Development (CPD) Requirement<br />

The holder of the respective designation [Dip SCI (GI & RM) or Adv Dip SCI (GI & RM)] must fulfi l a Cont<strong>in</strong>u<strong>in</strong>g Professional Development<br />

(CPD) requirement of 30 hours every 2 years. If the holder atta<strong>in</strong>s the designation <strong>in</strong> year 2011, the report<strong>in</strong>g period will be from year 2013<br />

Programme Description<br />

The DGIRM / ADGIRM programme of the S<strong>in</strong>gapore College of <strong>Insurance</strong><br />

(SCI) aims to provide c<strong>and</strong>idates with an <strong>in</strong>-depth <strong>and</strong> comprehensive<br />

technical knowledge of risks <strong>and</strong> <strong>in</strong>surance, <strong>in</strong>surance pr<strong>in</strong>ciples, products,<br />

Sequence Of Exam<strong>in</strong>ation Attempts<br />

Before attempt<strong>in</strong>g the SCI DGIRM / ADGIRM exam<strong>in</strong>ation, you must fi rst<br />

successfully complete the SCI Certifi cate <strong>in</strong> <strong>General</strong> <strong>Insurance</strong> (CGI)<br />

exam<strong>in</strong>ation by obta<strong>in</strong><strong>in</strong>g passes <strong>in</strong> BCP-GI01, PGI-GI02 <strong>and</strong> ComGI-GI03,<br />

unless exempted as specifi ed.<br />

Subject to the Exam<strong>in</strong>ation Schedule, you may attempt the exam<strong>in</strong>ations of<br />

modules GI04 to GI11 <strong>in</strong> any order of preference.<br />

Qualification Awards<br />

As progress is made upon completion of each<br />

module, a notifi cation of exam<strong>in</strong>ation results<br />

<strong>in</strong> the form of a Result Slip will be issued two<br />

months from the date of the last exam<strong>in</strong>ation. SCI<br />

will send the c<strong>and</strong>idate’s Result Slip by registered<br />

post to the mail<strong>in</strong>g address.<br />

Upon successful completion of the exam<strong>in</strong>ation<br />

modules, you will be entitled to use the respective<br />

designation as follows:-<br />

• GI01 to GI05 - Adv Cert SCI (GI & RM)<br />

• GI01 to GI07 - Dip SCI (GI & RM)<br />

• GI01 to GI11 - Adv Dip SCI (GI & RM)<br />
