Eileen Brown moved that the <strong>minutes</strong> be accepted as true and correct<br />

Fran McGrath asked why PHA received a qualified audit<br />

Richard Egan referred the question to Martin Witt to address during the<br />

Treasurers report<br />

4.Treasurer’s Report<br />

Martin Witt explained that PHA received a qualified audit due to the Auckland<br />

branch not providing bank & investment statements.<br />

Prudence Stone asked if PHA has a reserves policy<br />

Gay Keating explained that the council has angsted about a reserves policy, they<br />

have been trying to decide whether or not to have enough financial reserves to<br />

cover PHA’s running costs for 1 year or more.<br />

Fran McGrath talked about how a <strong>New</strong>town collective was made to return<br />

funding due to the funds not being used for the contracted work. Fran suggested<br />

PHA should take that example as a warning and seek financial/and or legal<br />

advice to avoid a similar situation<br />

Lisa McNab talked about the fact that the PHA finance committee have talked<br />

about this issue many times, she talked about Maurice LeFevre giving advice<br />

about how to avoid the above mentioned situation<br />

Gay Keating explained that when PHA have had underspent MoH funding, the<br />

underspend has been clearly itemised in its EOY financial reports and itemised in<br />

the following years budget. This clarifies that any surplus that the PHA has, has<br />

been acquired from independent income from PHA conferences, branch activity,<br />

memberships etc.<br />

5. Appoint Auditor Richard Egan moved that BDO to be appointed as PHA’s auditor for 2012<br />

Peter Thomas explained that at last year’s conference Maori public health<br />

leaders talked about recommending partnership model to PHA. The model<br />

proposed may take a couple <strong>of</strong> years to put in place in the meantime Maori will<br />

continue to be PHA members. Peter thanked the council members and<br />

members <strong>of</strong> the <strong>AGM</strong> audience.<br />

award be an annual award. He explained the reasoning behind who was chosen<br />

to receive the award this year<br />

Richard acknowledged the time and energy council members put into their<br />

positions and introduced the new council members<br />

Lifeng Zhou introduced himself as the new Asian caucus council representative<br />

Lee Tuki introduced herself as the new Maori caucus observer<br />

Waitangi Wood introduced herself as a new Maori caucus council representative<br />

Richard thanked the new members and their organisations<br />

Richard Egan thanked Peter Thomas for his work during his time on PHA council.<br />

Richard acknowledged Norberto Ricacho departure from council. He also<br />

acknowledged Kodi Hapi resigning from her Auckland branch position<br />

Richard Egan asked Eileen Brown to talk about the 2012 conference to be hosted<br />

by the Wellington PHA branch. Eileen spoke about the themes and dates <strong>of</strong> the<br />

2012 conference, and acknowledged Margaret Earl and Prudence Stone from the<br />

conference committee.<br />

9. General Business Prudence Stone from Smokefree Coalition would like to talk about a drafted<br />

letter to cabinet about Tobacco plain packaging.<br />

Prudence talked about the letter that has been drafted during conference by<br />

a conference delegates, addressed to cabinet urging them to coincide with<br />

when Australia are switching to plain packaging tobacco by in 2012.<br />

Prudence asked for permission to send the letter on behalf <strong>of</strong> the delegates<br />

<strong>of</strong> the PHA conference.<br />

Fran McGrath expressed her support for Prudence’s suggestion<br />

Louise Delany agreed<br />

Fran suggested the letter be agreed in principal<br />

Richard nominated Fran McGrath and Louise Delany and Signal to finalise the<br />

wording <strong>of</strong> the letter to cabinet<br />

Eileen Brown talked about the drafting process for PHA’s 2012 election<br />

manifesto. She invited the <strong>AGM</strong> attendees to a meeting at lunchtime on<br />

Friday to contribute<br />

10. President<br />

Handover<br />

Sitaleki Finau asked what happened to the Macdonald report<br />

recommendation that there be 2 Pacific Branch members.<br />

Richard said the recommendation has not been resolved, pointed out that<br />

the Pacific Branch representative Ramona Tiatia was absent so he will ask her<br />

to address this issue in future<br />

Richard Egan talked about his time on the PHA council, he acknowledged Gay<br />

Keating, Raeanna Thomas and Keriata Stuart. He thanked the council<br />

members for making the job worthwhile, he thanked Vivien Daley who was<br />

the previous VP and stepped into the president role when he was unable to<br />

while he was studying.<br />

Richard announced Monica Briggs as the new PHA President<br />

Monica introduced herself. She thanked and commended the Christchurch<br />

conference committee for their work. She thanked Richard and previous<br />

presidents such as Fran McGrath and Marty Rogers for their work in the role<br />

<strong>of</strong> president before her.<br />

11. Close <strong>of</strong> Meeting<br />

Peter Thomas invited all the new council members to join the existing<br />

members at the table.<br />

Peter acknowledged those that passed during the recent earthquakes.<br />
