SUMMARY<br />
The training was organised with the ITaukei Affairs to up skill field officers who will in turn<br />
provide support to village leaders (Turaga ni koros) to be able to conduct Initial Damage<br />
Assessment after a disaster. The involvement of the Turaga ni koro who are based in the<br />
villages is a move to improve the standard and timing of completing IDA after disasters.<br />
There were 37 participants of which 28 from the 14 provincial offices and 9 from the ITaukei<br />
Affairs headquarters. All participants from the provincial offices were billeted at the training<br />
venue, the Centre of Training and Appropriate Development in Nadave.<br />
The 4 facilitators were from a number of different agencies such as the Fiji Public Service<br />
Commission, Applied Geoscience and Technology Division of the Secretariat of <strong>Pacific</strong><br />
Community and the <strong>Pacific</strong> Community Integrated <strong>Disaster</strong> Risk Reduction Project.<br />
The course delivery was rated excellent by all thirty seven participants as they gained greater<br />
understanding of the damage assessment processes and identified roles and responsibilities.<br />
INTRODUCTION<br />
The Fiji National <strong>Disaster</strong> Management Office (NDMO) with funding support from AusAID<br />
and assistance from The Asia Foundation (TAF) and the Office of US Foreign <strong>Disaster</strong><br />
Assistance (OFDA) delivered an “Initial Damage Assessment” (IDA) course for Roko Tui’s<br />
and Senior Assistant Roko Tui’s.<br />
This training sees the adoption of the training materials on Initial Damage Assessment being<br />
developed and implemented by TAF/OFDA in the <strong>Pacific</strong> since 1995. The course was<br />
developed to ensure that vital information collected in post disaster assessments are quickly<br />
relayed to decision making authorities and also ensure consistency. Consistency is important<br />
when a wide area is impacted and the needs to be identified and prioritised.<br />
The current assessment system in Fiji does not encourage participation of community leaders.<br />
Assessment teams are usually made up of civil servants at district and divisional level.<br />
Mobilizing and deploying assessment teams may take a few days which usually delay the<br />
ability of the National <strong>Disaster</strong> Management Office to determine the priority needs and<br />
coordinate assistance.<br />
The involvement of the Turaga ni koro in post disaster assessments will contribute to timely<br />
damage and needs analysis as well as expedite the delivery of humanitarian assistance.<br />
Accessing disaster affected areas is a challenge during disaster operations therefore by<br />
including communities in the damage assessment process significantly reduces the time taken<br />
in sending teams from outside.<br />
The training course was delivered for 2 days and facilitated by trained instructors from the Fiji<br />
Public Service Commission, Applied Geoscience and Technology Division of the Secretariat<br />
of <strong>Pacific</strong> Community and the <strong>Pacific</strong> Community Integrated <strong>Disaster</strong> Risk Reduction Project.<br />
They bring valuable local knowledge and experience to the training.<br />

PURPOSE<br />
To provide individuals, who have been designated to conduct Initial Damage Assessments,<br />
with the process and techniques necessary to perform tasks satisfactorily.<br />
PERFORMANCE OBJECTIVE<br />
Given the situation of a natural or human-caused disaster that has resulted in damage and loss<br />
to people, property, the economy and the environment, participants will, as a member of a<br />
team:<br />
* Collect information and data related to damage resulting from the disaster and record<br />
them on the appropriate forms.<br />
* Conduct an assessment at a field site. The necessary transportation, equipment,<br />
manuals, guides and recording forms will be available (have not done this as part of<br />
course to date).<br />
* Complete the initial assessment within the allotted time.<br />
Key components to achieve the performance objective are:<br />
* Consideration of pre-existing conditions.<br />
* Use of appropriate information to assess level of damage.<br />
* Use of data collection methods and recording forms.<br />
* Completion of field damage assessment forms.<br />
METHODOLOGY<br />
This course uses highly participative, interactive instruction with exercises and activities.<br />
Participants were continually involved in the course through the sharing of ideas, knowledge<br />
and experience. The training materials that are used in the workbooks and the visual aids<br />
used in the presentation of the course are of the highest quality. The activities reinforce the<br />
content of the units. The objectives indicate acquiring knowledge and skills, which will be<br />
evaluated with feedback, questions and answers, during and after each unit, and at the end of<br />
the course. The material is presented in planned organized units of instruction.<br />

37 Participants received Certificates of Completion for the 2-day training<br />
Evaluation of the course by the participants showed a high level of acceptance for the<br />
training provided, with excellent ratings for both instructors and course content;<br />
Opportunity for networking and sharing of experiences clearly evident with<br />
participants more aware of their roles and responsibilities in the area of DM;<br />
Acceptance of the national IDA forms that will be distributed to all Turaga ni koro’s<br />
All who attended agreed they now have a higher level of knowledge, skills and<br />
appreciation for disaster management and much more comfortable with DM<br />
terminology.<br />

The participants found the course to be very timely and useful especially the<br />
opportunity to provide input in the assessment forms.<br />
The assessment form was for the first time introduced to Roko Tui and Senior<br />
Assistant Roko Tui’s and valuable inputs were received<br />
The assessment formes to be circulated to all Provincial Administrators and District<br />
Officers for comments<br />
Training of Turaga ni Koro’s is strongly supported to be rolled out during the first<br />
round of Provincial Council meetings.<br />
