<strong>June</strong> <strong>12</strong> - 15, 2007<br />

Introduction: A World Bank Mission visited Rajasthan from <strong>June</strong> <strong>12</strong>-15 2007. The Mission<br />

focused on overall project implementation progress, including review of the actions taken since<br />

the previous mission. The Mission met with senior government officials in Jaipur, and held video<br />

conferences with District Project Management Units (DPMUs) and NGOs. The mission visited<br />

Dooni block in Tonk district to visit a Women Dairy based Producer Company, and part of the<br />

mission team visited a sample of sub-projects in the districts. The Mission would like to thank the<br />

State Project Management Unit (SPMU), DPMU staff, NGOs, Rajasthan Cooperative Dairy<br />

Federation (RCDF), MART, BASIX, NABCON, Rajasthan Non-Farm Development Agency<br />

(RUDA) Institute of Development Studies, Jaipur and Maitree Women’s Dairy Federation for<br />

their organization of the field visits and assistance during the mission.<br />

Achievement of Development Objectives:<br />

Overall the project has made commendable progress since the last mission, most of the agreed<br />

actions have been addressed and accomplished. The State Government has provided all necessary<br />

support to the project and the project is moving in a positve direction as it approaches closure on<br />

December 31, 2007. Some of the notable accomplishments are: 1) disbursement is at 78% and it<br />

is expected that the project will achieve close to 100% disbursement by closure; 2) acting on the<br />

last mission’s observation the project has sanctioned 5 cluster proposal, which are currently under<br />

implementation; 3) implementation of quality and sustainability contracts has started and funds<br />

disbursed under this head; 4) the project has an established Management Information System that<br />

is fully operational and highly satisfactory; and 5) a system for obtaining utilization & completion<br />

certificates for sub-project is in place and it is expected that the project would obtain the<br />

remaining certificates in a timely manner. Based on the above outputs, the project development<br />

objective remains satisfactory and implementation progress is up-graded to satisfactory, as the<br />

project has taken actions on all three critical actions agreed since the last mission.<br />

Manuja (Financial Management) , Puja Dutta (Social Protection) Adarsh Kumar (Non-Farm Sector), Dr. G. K. Kurup<br />

(Livestock : visited 27 th – 31 st May, 2007), Ajai Nair (Microfinance: visited 2 nd – 3 rd May, 2007), Kalyani Kandula<br />

(Environment), and Veronica Minaya (Intern - Impact Evaluation).


Current <strong>Implementation</strong> Status:<br />

• 2, 46,330 members organized in to CIGs and Sub-project of 2,05,034 members<br />

sanctioned.<br />

• Some 20676 sub- projects (SPs) have been approved and funds disbursed for a<br />

cumulative total of Rs. 4082 million.<br />

• Cumulative number of CIGs credit linked stood at 3182 with loan amounting to Rs. 51.3<br />

million.<br />

• As of April 2007, 3943 insurance claims for Rs.14.3 million have been settled; 3732<br />

claims worth Rs.5.9 million are pending.<br />

• 5 cluster development proposals have been sanctioned and 5 more cluster proposals are in<br />

the pipeline to be sanctioned by end of <strong>June</strong>, 2007.<br />

• 278 CIGs have been evaluated, 190 CIGs in A and 88 CIGs in ‘B’ category and an<br />

amount of Rs. 19 lakhs have been paid under Q&S payments.<br />

• The disbursement profile as on <strong>June</strong> 7, 2007 stands at about 78% of the project allocation<br />

of SDR 75 million<br />

• There has been good progress in obtaining and adjusting utilization certificates (UCs)<br />

against the total of Rs. 270.78 Crores, UC have been generated for Rs. 237 crores i.e. is<br />

around 80%.<br />

• Out of 8648 completion certificates (CCs) to be generated, 6328 CCs have been<br />

generated (i.e. 73%) as of December, 2006<br />

• The Computerized Management Information System (CMIS) at SPMU level is fully<br />

operational and performance is highly satisfactory. The CMIS can generate data at all<br />

levels and has a user interface for logging in insurance claims and bank linkage related<br />

bottlenecks. This allows the project to closely monitor delays in processing credit<br />

applications and insurance payments.<br />

• As of March 2007, 13, 736 CIG sub-project have undergone a social audit and 2494<br />

infrastructure sub-projects implemented by GPs have completed social audits.<br />

• Some 641 number of complaints have been lodged and 595 numbers disposed till March,<br />

2007.
