The Haryana Institute of Rural Development, Nilokheri, the apex Institute for<br />
training and research in the State, invites Expression of Interest from reputed Public<br />
Sector Undertakings, Training & Research Institutes, NGOs / Registered Societies/Firms<br />
having the requisite expertise and experience in the concerned field for outsourcing the<br />
following components of the Capacity Building of Panchayats under Backward<br />
Regions Grant Fund (BRGF) of the Government of India for two districts of Haryana<br />
(Sirsa and Mahendergarh):<br />
1. Functional Literacy Courses<br />
40 courses of 21 Days duration each f or approximately 3000 elected<br />
representatives of the Panchayati Raj Institutions.<br />
1. Training for ICT Skills<br />
52 courses of 06 days duration each for approximately 2000 elected<br />
representatives of PRIs having Technical Aptitude<br />
3. Preparation of Study Material:<br />
Preparation of books / booklets, posters, calendars and charts f or<br />
Foundation Courses, Basic Functional Courses, Functional Literacy Courses,<br />
Sectorally Focused Courses, etc. on the themes pertaining to Panchayati Raj,<br />
Rural Development and Decentralized Planning for the elected representatives<br />
and official functionaries of DRDAs / Panchayati Raj Institutions and Officers of<br />
the Line Departments of Sirsa and Mahendergarh districts.<br />
The interested parties may apply to the Director, Haryana Institute of Rural<br />
Development (HIRD), Nilokheri within<br />
21 days from the date of publication of the<br />
advertisement on a Prescribed Format with proof of expertise and experience in the above<br />
mentioned fields alongwith earnest money of Rs. 25,000/ - (Refundable) by Bank Draft in<br />
favour of Director, Haryana Institute of Rural Development, N ilokheri.<br />

Haryana Institute of Rural Development, Nilokheri invites Expression of<br />
Interest from experts having Master and Ph.D Degrees in Social Sciences<br />
possessing adequate conceptual knowledge and practical experience in the areas of<br />
Rural Development and Panchayati Raj and excellent communication skill in Hindi<br />
to act as District Coordinators for Capacity Building of Panchayats, facilitating<br />
participatory planning, implementation and monitoring, coordinating and<br />
supervising the training activities by different agencies involved in it, networking of<br />
Panchayats, etc. They will be paid consolidated honorarium of Rs. 16,000/ - p.m.<br />
inclusive of TA. Experts from Reputed NGOs having a minimum 5 years'<br />
experience of training in Govt. and International Org anizations funded projects and<br />
Retired Officers having experience in Rural Development and Panchayats can also<br />
be considered.<br />

TERMS & CONDITIONS<br />
1 Total persons to be trained will be 3000 (approx) in the courses of three week duration.<br />
2 The number of participants in ea ch course should not exceed 100 and the trainees<br />
would be sponsored by concerned DRDAs.<br />
3 The Programmes shall be conducted at Block Headquarters.<br />
4 Infrastructure like training venue, sitting arrange ments at block level shall be arranged<br />
by the concerned Agency.<br />
5 Resource Persons having experience in National Literacy Mission should be involved<br />
in the training.<br />
6 Training to be completed within 06 Months approximately<br />
7 Working Lunch & Tea for the train ees shall be arranged by the concerned Agency.<br />
8 The arrangements for the Transportation of the participants shall also be made by the<br />
concerned Agency<br />
9 The Training Kit consisting of the Reading Material of the National Literacy Mission<br />
shall be supplied by the concerned Agency.

TERMS AND CONDITIONS<br />
1. Awareness Generation & Skill Development in Computer & Software.<br />
2. Special emphasis would be given to familiarization with National Panchayat Portal<br />
(NPP), http:Panchayat.gov.in<br />
3. To Develop Software Operation and Data Entry Skill<br />
4. NIC to provide Software & Basic Manuals<br />
5. State Informatics Officers of NIC will provide help in Developing State Specific<br />
Mannuals.<br />
6. Total persons to be trained will be 2064 at District and Block Level in 52 Courses<br />
of 06 Days duration. Approximately 40 persons per course. The trainees would be<br />
sponsored by concerned DRDAs.<br />
7. Infrastructure like training venue, computers, software and resource persons at<br />
district and block level shall be arranged by the concerned Agency.<br />
8. Training for ICT Skill should be done in cascade mode.<br />
9. Care may be taken to ensure that sufficient resource persons selected for<br />
implementing the framework are skilled in IT.<br />
10. Minimum 04 hours input per day<br />
11. Providing tea, snacks, etc.<br />
12. ICT Training should be completed within Six Months<br />
13. The concerned Agency must ensure that the trainees are able to grasp the basics of<br />
