<strong>Program</strong> Synopsis<br />

This is the inagural year of the second phase of the <strong>Case</strong>-<strong>Coulter</strong> <strong>Translational</strong> <strong>Research</strong> <strong>Partnership</strong><br />

(TRP) to support collaborative translational research projects that address unmet or poorly met clinical<br />

needs. The TRP seeks to improve patient care and accelerate the delivery of healthcare technology from<br />

academia to the marketplace. An overarching goal of the program is to foster research and development<br />

work likely leading to commercially relevant translational technologies within a 3-5 year horizon.<br />

Projects will typically be for an initial one-year period with specific milestones defined on a quarterly<br />

basis; in special circumstances, proposals can span more than one year but must be approved prior to<br />

submission. Continuation and renewal applications will be evaluated on a competitive basis with new<br />

applications, and must have a comparison of milestones achieved vs. those planned in the original award.<br />

Because the TRP focuses on translational research and critical experiments, proposal criteria have been<br />

likened to an R21 grant proposal with well defined enumerated milestones and quantitative metrics of<br />

success. An important part of the proposal is the commercialization opportunity and the idea or vision for<br />

the end product. Examples of preferred future outcomes include inventions, patents, improved diagnosis<br />

and treatment of disease, commercial products, licenses, commercial partnerships and start-up companies.<br />

Awards will be announced February 17, 2012.<br />

A Letter of Intent (LOI) is required by Friday, December 16, 2011. The LOI should be on Department<br />

letterhead (no more than 2 pages in length) and emailed to colin.drummond@case.edu; include the names<br />

of the Co-PI’s, their institutional affiliations and contact information, and a brief description of the<br />

intended project. We will provide email reply to each LOI submitted to confirm receipt no later than<br />

9:00am Monday, December 19, 2011. If you do not receive a reply email by Monday December 19, 2011<br />

then your LOI was not received and you should follow-up with a call to Colin Drummond at 216-368-<br />

2639. Applicants are encourage to discuss their proposal with Colin Drummond or Alia Hdeib, MD,<br />

(Associate <strong>Coulter</strong> Project Director; alia.hdeib@case.edu) prior to submission.<br />

It is recommended those applicants who have previously participated in the Phase I TRP program (2006-<br />

2011) pay particular attention to the TRP guidelines on the following pages, as several important<br />

changes have been implemented for the current Phase II TRP program.

FY2012 RFA<br />

Proposal Review<br />

The TRP Oversight Committee (OC) will review proposals and make recommendations on funding<br />

priority. This committee expertise includes that of university faculty, physicians, business development,<br />

venture capital and technology transfer. Final candidates will be asked to give a brief presentation to<br />

the OC on Wednesday, February 15, 2012. Applicants will be notified on Friday February 17, 2012 on<br />

the outcome of the evaluation of their proposal. The month of March 2012 will be spent meeting with<br />

awardees to inform of award requirements in more detail, getting award accounts setup, and where<br />

necessary, refine the project plan, resolve OC questions, address issues on which the award might be<br />

contingent, etc. Awardees should expect to possibly have interactions/support from members of the OC<br />

over the course of the award period. Proposals selected for funding can expect to begin work beginning<br />

April 1, 2012.<br />

In comparion with prior years, funding preference will be given to those projects in which follow-onfunding<br />

from other sources and follow-on commercialization activity (i.e., licensing) is promising.<br />

Budget and Project Period<br />

Funds may be used for salary support of faculty, graduate students and other research staff, but may not<br />

be used for general staff or administrative support or for tuition. Operating supplies, minor equipment<br />

items, prototyping expenses, imaging time and travel directly associated with the research activity are<br />

examples of eligible budget items. Total costs are typically expected not to exceed $100,000 for the<br />

project period of 12 months. Indirect costs not to exceed 14% of direct cost are to be included in the total<br />

cost budget. Carry-over of funds beyond the 12-month interval must be approved in advance and will be<br />

based upon attainment of milestones; extensions may be approved for a maximum of 6 months based on<br />

written justification by the PI. Approval for requests for extensions of funding beyond the 6 month end<br />

date will not be granted. If such additional time is needed, a new proposal can be submitted with the next<br />

year’s RFA.<br />

Project funds are released on a quaterly basis, subject to attainment of milestons and receipt of the<br />

quarterly report. It is also expected the budget will reflect uniform activity throughout the year..<br />

In comparison with the prior Phase 1 <strong>Coulter</strong> awards, the Phase II emphasis on research and<br />

development projects likely leading to commercially relevant translational technologies is reflected in the<br />

budget structure of the upcoming program. Of the TRP annual budget of $1 million, approximately 70%<br />

is directed to project awards, a new budget line item of 10% is set aside for technology transfer and<br />

commercialization activity through the technology Transfer Office, and (as in prior years) 20% will fund<br />

the TRP project office, BME Chair pilot projects and TRP administrative expenses at CWRU.<br />

Eligibility<br />

Each proposal must have co-principal investigators:<br />

BME Co-PI's must be permanent, full-time, tenure-track faculty within the professorial ranks<br />

(assistant/associate/full) of the <strong>Case</strong> Western Reserve University BME . Secondary faculty of the<br />

BME department may also be a Co-PI.<br />

Clinical Co-PI's must be full-time professional staff in one of the affiliated medical centers of<br />

<strong>Case</strong> Western Reserve University, including University Hospitals, the Cleveland Clinic,<br />

MetroHealth Medical Center, and the Cleveland VA. Full-time clinical faculty in the School of<br />

Dental Medicine and the School of Nursing are also eligible as clinical co-PI’s. Preference is<br />

given to CWRU faculty teams.<br />

General Information<br />

Criteria<br />

Proposed research must relate directly to critical experiments that will ultimately lead to the result having<br />

applications in health care; objectives of the project should include an outcome that will benefit patients.<br />

Evaluation of each proposal will be on the basis of scientific merit, potential health care impact and<br />

significance, experience of the investigators, and the potential for commercialization.<br />

Content<br />

There are five major proposal components:<br />

1. In layman’s terms, describe the experiments that are to be performed, the importance of the<br />

results, and how they allow decision making about the feasibility of the work continuing (0.5<br />

page).<br />

2. Scientific background (1 page), expected specific enumerated quantitative experimental<br />

milestones (0.5 page), and specific research plan for achieving them (0.5 -1 page).<br />

3. Explanation of clinical relevancy of research (envisioned product, clinical need, expected market,<br />

competing approaches, potential barriers, anticipated regulatory approval pathway: 0.5-1. page).<br />

4. Intellectual property status, strategy and plan (0.5 page).<br />

5. List of current funding and pending proposals for each co-investigator (0.5 page).<br />

Please note: Approvals for animals and human subjects (if needed) must be completed by the time of final<br />

proposal review. The status of approvals must be clearly indicated in the proposal, and documentation of<br />

approval must be submitted prior to establishing the award accounts.<br />

Format<br />

Applications should not exceed five pages (only Arial 11 pt font, 1” margins) excluding a cover page, a<br />

budget page, and a two-page CV of co-PI’s.<br />

The cover page must contain the project title, names and signatures of the co-PI’s, amount requested, a<br />

one-paragraph summary (not part of the five page limit), and the approval/signature of the department<br />

chair of the co-investigator who is not in the BME Dept. A template for the cover page can be<br />

downloaded from the TRP website: http://bme.case.edu/cctrp/ The PI and co-PI are also expected to sign<br />

the cover page indicating that they have read and agree to the terms and conditions of this program.<br />

Award recipients will be required to meet regularly with the program staff and to prepare brief written<br />

quarterly progress reports as well as final reports. Other information on the TRP program is available<br />
