<strong>INVITATION</strong> <strong>TO</strong> <strong>BIDDERS</strong><br />

Power Wash and Exterior Trim Painting<br />

Suffield Town Hall and Suffield Main Firehouse<br />

May 18, 2007<br />

You are invited to submit a sealed bid for power washing and exterior painting at the Town hall<br />

and Main firehouse. The scope of the work will consist of surface preparation of both wood and<br />

metal surfaces, priming and painting per attached specifications.<br />

The Sealed Bids will be received at the office of the Department of Public Works, 230C<br />

Mountain Rd., Suffield, CT. until 9 AM on Wednesday, June, 15th, 2007 at which time they will<br />

be publicly opened and read aloud. Bids transmitted by facsimile will not be accepted. All bids<br />

received must be in a sealed envelope. Each envelope is to be marked on the front will the name<br />

of the bidder. No Bid will be accepted after the time set for the openings of bids and no bidder<br />

may withdraw his bid within 30 days of opening thereof. The Town of Suffield reserves the<br />

right to waive any informality or to reject any or all bids when such action is deemed in the best<br />

interest of the Town Non-discrimination in Employment: Bidders on this auction will be<br />

required to comply with the President’s Executive Order No. 112246.<br />

Information for Bidders<br />

1. TAX EXEMPTION – Purchase of materials for this project are exempt from Connecticut<br />

sales tax.<br />

2. BID BOND- A bid bond is not required for this project. Any bid may be withdrawn by the<br />

bidder prior to the time scheduled for receipt of bids. No bid may be withdrawn within 30<br />

days of the bid opening.<br />

3. PRE-BID INSPECTION – Each bidder shall satisfy himself as to the nature and location of<br />

the work, the general and local conditions and all other matters which can in any way affect<br />

the work or the cost of successfully performing the work. A pre-bid inspection, while not<br />

mandatory for this project is, however, recommended. The Public Works Director, Jack<br />

Muska, 668-3890 or Facilities Manager, John Cloonan, 668-3280 may be contacted to<br />

arrange a site visit.


4. QUALIFICATION OF <strong>BIDDERS</strong>- The town may make such investigations as it deems<br />

necessary to determine the ability of the bidder to perform the work and the bidder shall<br />

provide the Town with any information requested for this purpose. The Town reserves the<br />

right to reject any bid if the investigation of such bidder indicates that the bidder is not<br />

qualified to complete the project or has previously failed to properly perform or complete on<br />

time any contract.<br />

5. RIGHT <strong>TO</strong> REJECT BID- The Town reserves the right to reject any or all bids. Any bid<br />

which contains any omissions, alterations of form, additions or alternates not called for,<br />

erasures or corrections, or any irregularities may be disregarded or rejected as improper<br />

except that the Town may waive any defects or irregularities. Any bids that are submitted<br />

or received after the scheduled closing time for receipt of bids will be rejected.<br />

6. ACCEPTANCE AND AWARD OF CONTRACT- Acceptance of bid will be by notice in<br />

writing signed by the Public Works Director and mailed to the address designated in the bid<br />

form.<br />

7. INSURANCE- The Town will not enter into Agreement with the Contractor for any work<br />

under this project until required insurance as detailed under SPECIAL CONDITIONS has<br />

been obtained and the Town has received certificates of insurance, nor shall the Contractor<br />

permit any subcontractors to commence work until similar insurance has been obtained and<br />

the Town has received certificates of insurance. All policies shall hold harmless the Town of<br />

Suffield and the Town and its agents shall be named additional insured. Each insurance<br />

certificate shall contain a statement by the insurance carrier not to cancel the policy except<br />

upon (30) days notice to the Town.<br />

8. FAILURE <strong>TO</strong> EXECUTE CONTRACT- If the successful bidder fails to execute the contract<br />

within twenty (20) days after the mailing of the Notice of Award of the Contract, and then the<br />

Contractor shall be deemed to have refused to enter into the contract and to have waived all<br />

claims to the work. The Town shall then have the right to contract with the next acceptable<br />

bidder to perform the work under this contract.<br />

9. WAGE RATES- Minimum State Wage Rates are not in effect for this project.

SPECIAL CONDITIONS<br />

1. TIME FOR COMPLETION – The time for the completion of this project is 09/30/07.<br />

There will be ample time allowed for site inspection, field measurement from the Notice<br />

to Proceed letter from the Public Works Director. The Notice to Proceed start date shall<br />

be mutually acceptable to the Contractor and DPW.<br />

2. COORDINATION AND SCHEDULING OF WORK – Since some of the work under<br />

this project may impact Town hall employees, conditions regarding access to properties<br />

for contractor’s personal, and noise control and any other restrictions will be at the<br />

discretion of the DPW Director or his designee.<br />

3. WORKER’S COMPENSATION – The Contractor shall also carry Worker’s<br />

Compensation Insurance as required by the State of Connecticut for all employees<br />

engaged in this project. Sub-Contractors hired by the Contractor shall comply with this<br />

requirement unless their employees are covered by the protection of the Contractor’s<br />

Workers Compensation insurance and the certificate of insurance furnished by the<br />

Contractor so stipulates.<br />

4. The Contractor, Consultant, or Vendor agrees that this contract or purchase order and the<br />

actions of the Contractor, Consultants, or Vendors are subject to the provisions of the<br />

Suffield Code of Ethics as contained in the Town Ordinances.<br />

5. Should the Contractor, Consultant, or Vendor be found by the Suffield Ethics<br />

Commission to have violated the Code, the Town may terminate this contract and take<br />

such other action as the Town may have at law or in equity.<br />

6. The Contractor shall incorporate the above paragraphs into any sub-contracts or purchase<br />

orders.<br />

7. Contractors signature on this contract, or the Vendors order acknowledgement,<br />

acknowledge receipt and review of the Suffield Code of Ethics.<br />

8. Contractors, Consultants, and Vendors shall be responsible for disclosing interests and<br />

relationships that could be perceived as a possible conflict of interest under the Suffield<br />

Code of Ethics.

1.08 DELIVERY,S<strong>TO</strong>RAGE. AND HANDLING<br />

A. Deliver products to site in sealed and labeled containers; inspect to verify<br />

B. Container labeling to include manufacturer's name, type of paint. brand<br />

name, brand code, coverage, surface preparation, drying time, cleanup,<br />

color designation, and instructions for mixing and reducing.<br />

C. Store paint materials at minimum ambient temperature of 45 degrees<br />

Fahrenheit and a maximum of 90 degrees Fahrenheit. in well ventilated area,<br />

unless required otherwise by manufacturer's instructions.<br />

D. Take precautionary measures to prevent fire hazards and spontaneous<br />

combustion.<br />

1.09 ENVIRONMENTALREQUIREMENTS<br />

A. Do not apply exterior coatings during rain or snow, or when relative humidity is<br />

above 50 percent, unless required otherwise by manufacturer's instructions.<br />

B. Minimum Application Temperatures for Latex Paints: 45 degrees Fahrenheit for<br />

interiors; 50 degrees Fahrenheit for exterior; unless required otherwise by<br />

manufacturer's instructions.<br />

C. Minimum Application Temperature for Varnish Finishes: 65 degrees Fahrenheit<br />

for interior or exterior, unless required otherwise by manufacturer's instructions.<br />

D. Protection:<br />

1. Cover or otherwise protect finish work of other trades and surfaces not<br />

being painted concurrently or not to be painted.<br />

PART2 - PRODUCTS<br />

2.01 ACCEPTABLEMANUFbCTURER


A. Except as otherwise specified, materials shall be the products of the following<br />

manufacturer:<br />

1. Benjamin Moore Co.<br />

2. Sherwin Williams<br />

3. ICI Dulux<br />

B. Materials selected for coating systems for each type surface shall be the<br />

products of a single manufacturer.<br />

2.02 MATERIALS<br />

A. Products specified are as manufactured by Benjamin Moore, unless otherwise<br />

indicated.<br />

B. Coating: Ready mixed, except field-catalyzed coatings. Process pigments to<br />

a soft paste consistency, capable of being readily and uniformly dispersed to<br />

a homogeneous coating.<br />

C. Coatings: Good flow and brushing properties; capable of drying or curing free<br />

of streaks and sags.<br />

D. Accessory Materials: Linseed oil, shellac, turpentine, paint thinners and other<br />

materials not specifically indicated but required to achieve the finishes<br />

specified, of commercial quality.<br />

PART3 - EXECUTION<br />

3.01 INSPECTION<br />

A. Verify that surfaces are ready to receive work as instructed by the product<br />

manufacturer.<br />

B. Examine surfaces scheduled to be finished prior to commencement of work.<br />

Report any condition that may potentially affect proper application.<br />

C. Beginning of installation means acceptance of substrate.<br />

3.02 PREPARATION<br />

A. Remove electrical plates, hardware, light fixture trim, and fittings prior to<br />

preparing surfaces or finishing.


B. Correct minor defects and clean surfaces which affect work of this Section.<br />

C. Shellac and seal marks which may bleed through surface finishes.<br />

D. Impervious Surfaces: Remove mildew by scrubbing with solution of tri-sodium<br />

phosphate and bleach. Rinsewith clean water and allow surface to dry.<br />

E. Galvanized Surfaces: Remove surface contamination and oils and wash with<br />

solvent. Apply coat of etching primer.<br />

F. Uncoated Steel and Iron Surfaces: Remove grease, scale, dirt, and rust. Where<br />

heavy coatings of scale are evident, remove by wire brushing or sandblasting;<br />

clean by washing with solvent. Apply a treatment of phosphoric acid solution,<br />

ensuring weld joints, bolts, and nuts are similarly cleaned. spot prime paint<br />

after repairs.<br />

G. Shop Primed Steel Surfaces: Sand and scrape to remove loose primer and<br />

rust. Feather edges to make touch-up patches inconspicuous. Clean surfaces<br />

with solvent. Prime bare steel surfaces. Prime metal items including shop<br />

primed items.<br />

H. Metal Doors Scheduled for Painting: Seal top and bottom edges with primer.<br />

I. Set and fillall nail holes. Sand to achieve a smooth surface.<br />

3.03 PROTECTION<br />

A. Protect elements surrounding the work of this Section from damage or<br />

disfiguration.<br />

B. Repair damage to other surfaces caused by work of this Section.<br />

C. Furnish drop cloths, shields, and protective methods to prevent spray or<br />

droppings from disfiguring other surfaces.<br />

D. Remove empty paint containers from site.<br />

3.04 APPLICATIQN<br />

A. Apply products in accordance with manufacturer's instructions.<br />

B. Do not apply finishes to surfaces that are not dry.<br />

C. Apply each coat to uniform finish.<br />

D. Apply each coat of paint slightly darker than preceding coat unless otherwise<br />

approved.


E. Sand lightly between coats to achieve required finish.<br />

F. Allow applied coat to dry before next coat is applied.<br />

,6 CLEANING<br />

A. Aswork proceeds, promptly remove paint where spilled-splashed or spattered.<br />

B. During progress of work maintain premises free of unnecessary accumulation<br />

of tools, equipment, surplus materials, and debris.<br />

C. Collect cotton waste, clothes, and material, which may constitute a fire<br />

hazard, place in closed metal containers and remove daily from site.<br />
