Managing the <strong>NSI</strong><br />

6.1 Agency Roles, Missions, and Responsibilities<br />

The <strong>NSI</strong> is a collaborative effort among a number <strong>of</strong> Federal and SLT government<br />

agencies with CT responsibilities. This section delineates their roles and responsibilities<br />

in the <strong>NSI</strong>.<br />

6.1.1 Federal<br />

1. The PM-ISE is the sponsor <strong>of</strong> the <strong>NSI</strong> pursuant to his role <strong>of</strong> “assisting in the<br />

development <strong>of</strong> policies, procedures, guidelines, rules, and standards as<br />

appropriate to foster the development and proper operation <strong>of</strong> the ISE.” 45 The<br />

<strong>of</strong>fice <strong>of</strong> the PM-ISE<br />

a. Provides broad direction, coordination, and oversight <strong>of</strong> all <strong>NSI</strong> activities;<br />

b. Coordinates all outreach and public affairs activities about the <strong>NSI</strong>;<br />

c. Reports results to the ISC and other Federal Government organizations as<br />

appropriate;<br />

d. Issues, maintains, and updates the ISE-SAR Functional Standard and other<br />

<strong>NSI</strong> baseline documents in consultation with the ISE-SAR Steering<br />

Committee (ISE-SSC) and the ISC;<br />

e. Supports Federal agencies in planning and budgeting for <strong>NSI</strong> activities; and<br />

f. Chairs ISE-SAR Steering Committee.<br />

2. The ISE Privacy Guidelines Committee (PGC), a standing committee <strong>of</strong> the<br />

ISC composed <strong>of</strong> ISC member agencies’ ISE Privacy Officials, provides advice<br />

and guidance to <strong>NSI</strong> participants as needed to assist them in ensuring that all<br />

<strong>NSI</strong> activities are conducted consistent with applicable laws and policies<br />

protecting privacy and civil liberties.<br />

3. DOJ/OJP/BJA<br />

a. Provides overall project management for major parts <strong>of</strong> the ISE-SAR EE;<br />

b. Executes all tasks and responsibilities described in the PM-ISE-DOJ<br />

Memorandum <strong>of</strong> Understanding, dated July 29, <strong>2008</strong>;<br />

c. Provides core services for the ISE-SAR EE—federated searches and<br />

retrievals <strong>of</strong> ISE Shared Spaces.<br />

c. Reports regularly on progress to the PM-ISE and the ISE-SSC; and<br />

d. Serves as a member <strong>of</strong> the ISE-SAR Steering Committee.<br />
