<strong>NSI</strong> <strong>Concept</strong> <strong>of</strong> <strong>Operations</strong><br />

• Reviewing <strong>NSI</strong> progress and making adjustment to plans and activities as<br />

required;<br />

• Reviewing the results <strong>of</strong> the ISE-SAR EE and planning for follow-on activities and<br />

resources;<br />

• Providing requirements to the CTISS Committee for modifications to the ISE-SAR<br />

Functional Standard and approving changes where appropriate; and<br />

• Serving as a forum for addressing other ISE-SAR Community-wide issues <strong>of</strong><br />

concern.<br />

The ISE-SSC is linked to the overall ISE governance structure through the PM-ISE and<br />

the ISC. 46 In particular, given the importance <strong>of</strong> the ISE-SAR Functional Standard and<br />

privacy issues to the <strong>NSI</strong>, it has close ties to the CTISS Committee and the PGC. The<br />

ISE-SSC can establish temporary working groups to address specific issues; these<br />

groups will be disbanded when the issue is resolved. The ISE-SSC provides strategic<br />

direction and oversight to the EE, but day-to-day execution is in the hands <strong>of</strong> a project<br />

management team.<br />

6.3 <strong>NSI</strong> Performance Management<br />

The long term goal for the <strong>NSI</strong> is that most Federal, State, local, tribal, and law<br />

enforcement organizations will participate in a standardized, integrated approach to<br />

gathering, documenting, processing, analyzing, and sharing terrorism-related suspicious<br />

activity. Realizing this goal requires that specific performance goals and measures be<br />

established for the ISE-SAR EE and other <strong>NSI</strong> activities. As part <strong>of</strong> the process <strong>of</strong><br />
