Dear Community Members,
In looking back on 2009, it is clear to
us it was a pivotal time in the history of
Marshall Medical Center. Facing our local
version of ongoing nationwide financial
woes, yet also facing increasing demands
for our services, we plowed ahead and
made some significant progress toward
key expansion goals.
We also made time to honor and recognize
the major milestone of our 50th year
serving the people of the West Slope of El
Dorado County. We accomplished these
things while also charting a significant financial
improvement for our communitybased
organization.
First of all, let’s start by thanking you,
our valued community members, for the
much-appreciated patience and understanding
you’ve shown while we expand
our hospital through a major wing addition.
If you’ve been up to our hospital
campus in Placerville over the last year,
you’ve no doubt seen the construction
activity happening. It has impacted our
parking and we’ve done our best to
mitigate the inconvenience, but we know
parking and access has been difficult –
thank you for your understanding. What
awaits the end of this huge process is a
much needed expansion (see related story
on page 6), so that we can better serve
our community with added capacity.
We haven’t needed to look past our own
walls in the last months to see the need
for this additional capacity. We’ve been
so inundated with patients and demand
for services that we’ve struggled to meet
the need. For the first time in many
years, there have been times when we’ve
needed to divert patients to hospitals
down the hill, and this is the last thing we
want to do. So, our hospital expansion
remains our number one priority.
Besides physical expansion, we are
always looking for opportunities to provide
important health services closer to
more people. In that vein, we developed
our own cardiology group, beginning
with two physicians and staff, and we
added two more cardiologists during the
year. Offices in Cameron Park as well as
Placerville have been established for the
convenience of our cardiology patients.
We also were pleased to expand our
primary care services, with the addition
of Marshall Sierra Primary Medicine in
Placerville, not to mention adding several
other physicians and nurse practitioners
to our other clinics and hospital.
Another key factor in Marshall’s success
is the quality of the services we
provide. In 2009, Marshall capped off
a long-standing effort to earn designation
as a Level III Trauma Center. The
El Dorado County Emergency Medical
Services Agency awarded this designation
following an intensive review of
the emergency services we offer and
verifying our compliance with key
requirements for a trauma center. Additionally,
our Cancer Services Program
was re-accredited by the Commission
on Cancer of the American College of
Surgeons. This comprehensive, quality
program is a true blessing to many in
our community who are battling cancer,
but who need not battle valley traffic
to get to Marshall’s cancer services in
Cameron Park.
We achieved these goals and made
significant progress on others while
fostering a solid financial turnaround
from a very difficult 2008 (see financial
results on page 8). These improvements
were made possible through a variety
of strategies, including successful
contract negotiations with some of our
payors, improved investment returns
and reduced expenses enhanced by
cost-reduction ideas from our staff. We
employed a concerted effort to incorporate
cost-reduction ideas from our staff
as well.
In terms of our financial stability, we
feel cautiously optimistic that we have
weathered the worst of the financial
crisis of the last couple of years, but
we remain focused on prudent fiscal
management so that we can continue
directing all available resources to our
wing expansion and patient care needs.
We also are not certain yet what kind of
impact the new healthcare reform law
will have on us.
All in all, we are very satisfied to have
had such a successful year in the midst
of ongoing difficulties, and very pleased
that we could make significant progress
toward our goals in our historic 50th
year of service.

Marshall Programs Receive
Recognition for Key Health Services in 2009
Cancer Program & Emergency Department Earn Honors
When Marshall Hospital was
founded over 50 years ago, the
dream wasn’t to merely provide
adequate medical services close to
home; it was to constantly strive
to provide top quality services so
that people wouldn’t feel a need
to travel further away.
In keeping with that goal, Marshall
has continuously focused on
building programs worthy of formal
recognition and designation
by experts and accrediting agencies
alike. The latest programs to
achieve these stamps of approval
are Marshall’s trauma program
and cancer services.
In July, Marshall received designation
as a Level III Trauma Center
from the El Dorado County Emergency
Medical Services Agency
(EMS). Obtaining the designation
was a lengthy process that
involved documenting trauma
procedures, ensuring surgeon
availability for emergency surgery
and going through a thorough
evaluation by EMS to prove that
Marshall’s program met all the
requirements.
The result was a designation that
makes the Marshall Emergency
Department one of only three Level
III trauma centers in the entire
north coast region (the other two
being in Napa and Marysville).
Level III trauma centers are able
to initially handle most injured
patients, but when injuries are
beyond that scope, typically pediatric
and neurotrauma, Marshall
employs existing transfer agreements
with the region’s level I and
level II centers.
Besides traumatic injuries, one of
the most serious medical issues
people face is a cancer diagnosis.
In 2009 Marshall’s Cancer Program
received another three-year accreditation
with commendation
from the Commission on Cancer
(CoC) of the American College of
Surgeons (ACoS). Only one in four
hospitals offer accredited cancer
programs. The re-accreditation,
which follows the original threeyear
accreditation term, reaffirms
the comprehensive nature of
Marshall’s program, and ensures
it meets the CoC’s rigorous guidelines.
The CoC, founded in 1922, is a
consortium of professional organizations
focused on improving
survival rates and quality of life of
cancer patients; it is the long-time
recognized expert in evaluating
cancer programs.
Marshall’s accreditation by the
CoC ensures our patients have
access to:
• comprehensive care,
including a range of state-ofthe-art
services and equipment
El Dorado County Emergency Medical
Services Agency has supported Marshall’s
attainment of Trauma Center designation.
One of the key requirements to achieving
trauma center designation is rapid
availability of diagnostic equipment.
• a multispecialty, team approach to coordinate the best
treatment options
• information about ongoing clinical trial and new
treatment options
• access to cancer-related information education and
support
• a cancer registry that collects data on type and stage
of cancers and treatment results, and offers lifelong
patient follow-up
• ongoing monitoring and improvement of care
• quality care close to home

The Marshall Hospital Corporation
was born in 1956 and
the hospital’s first Board of Directors
was elected. Marshall
Medical Center continues to
operate as a nonprofit, public
benefit corporation and is organized
without any intention
of pecuniary gain to any person,
persons or corporation.
Marshall uses its funds for upgrading
programs, purchasing
new equipment and developing
medical services that provide
for the healthcare needs of
the community. The Marshall
Medical Center Board of
Directors is a volunteer group
of community members who
provide their time and experience
to set policies, maintain
Marshall’s financial stability
and make decisions that affect
the future of the organization.

Bradley Barnhill, MD
Chief of Staff
President
David Combellack previously served
on the board from 1981 to 1991,
including a term as Board President
from 1985-88. He is a partner in the
law firm of Combellack and Craig, a
general, civil practice. He has been an
attorney in Placerville since 1975 and
a member of the Placerville Rotary
since 1978.
Vice President
Kimberly Beal is vice president of
Dorado Land and Development. She is
also an independent real estate broker
and the government affairs director
for the El Dorado County Association
of Realtors. She came to El Dorado
County in 1966 and currently lives in
Cameron Park with her husband and
three sons. She is a past president of
the El Dorado County Association of
Realtors and a founding member of
the El Dorado Forum.
Secretary
Michael Ward, JD (attorney at law),
graduated from El Dorado High School
in 1967. He is a certified specialist in
workers compensation law and one of
the founding shareholders of Cuneo,
Black, Ward and Missler in Sacramento,
which represents employers
in work related issues. He is a former
member of the school board for the
Gold Oak School District. Through his
wife Francine, he has been involved
in many local charities and volunteer
activities. He and Francine have three
children who all graduated from El
Dorado High School.
John Tucker, MD
Gael Barsotti
Bradley Barnhill, MD is Marshall
Medical Center’s current Chief of
Staff and a physician at Marshall’s
Cameron Park campus. He is board
certified in internal medicine and has
been serving the people of El Dorado
County since 1991. Dr. Barnhill
moved to El Dorado County following
the completion of his medical degree
from University of Texas and his residency
in New Orleans. He was eager
to care for patients in a small community
and enjoys helping them get and
stay healthy, whether through in-office
appointments or hospital care. Dr.
Barnhill is married with two daughters
and in his spare time he enjoys reading,
snow-skiing, hiking, gardening
and cooking.
John Tucker, MD has been a physician
for 35 years, getting his start in
1975. He has been the Marshall Hospital
Emergency Department Medical
Director since 1990. He graduated
from Medical College of Wisconsin,
and went to undergraduate school
at the University of Colorado. He did
his internship at the University of
California, Davis and his residency
in Emergency Medicine at Denver
General Hospital. He has been with
Emergency Physicians Medical Group
(EPMG) since 1981. He was the Emergency
Department Medical Director at
Mercy Methodist from 1985-1989. He
served two different two-year terms
on the EPMG Board of Directors in the
1990’s.
Gael Barsotti, with his wife Joan,
purchased an apple orchard in 1976
and moved his family from Foster
City to Camino. He joined the Apple
Hill Growers Association and soon became
a highly respected grower and
cider maker. He is a past member of
Foster City’s Lion’s Club and Camino

Go-Getters 4-H (with children Karen,
Cathy and Mike). He is an active
member of the Placerville Rotary Club
(President 1999-2000 and Skate Park
Co-Chairman 2000-2004), UC Berkeley
Alumni Association, El Dorado
County Sheriff’s Posse, and the Marshall
Hospital Foundation Board. The
Barsotti Family Juice Company has
grown steadily, and now son Mike is
President and daughter Cathy is Marketing
Director. Gael has six grandchildren
and enjoys being a grandfather.
Sherry Smith moved to El Dorado
County in 1998. She served the students
of the Buckeye Union School
District as superintendent for over five
years. Currently, she is the superintendent
of the El Dorado Union High
School District. She is a member of
the El Dorado County Chamber of
Commerce. She and her husband,
Jerry, reside in El Dorado Hills. They
have three sons and three grandchildren
and are involved in many charitable
activities in El Dorado County.
Terry J. Tuttle, CPA is a partner
in the accounting firm of Weston &
Tuttle in Cameron Park. He has held
various positions with several prominent
companies, including Controller,
Publisher, CFO, VP of Finance and Administration,
Executive VP and COO.
Terry and his wife and children are all
very active in their community and
church. His greatest accomplishments
in life have come from being a father
and husband, climbing Mt. Whitney
(the highest peak in the continental
U.S.) several times and running marathons.
Over the years he has served
on several boards.
Reginald D. Rice Sr., MD has
been practicing family medicine in
Placerville for 22 years and serves as
Medical Director of Medical Staff Integration
for Marshall Medical Center.
After graduating from Loma Linda
University School of Medicine in 1963
and finishing internship, Dr. Rice
and his family did pioneer mission
service for the SDA Church on Guam
Island and then Sabah, Malaysia on
Borneo for seven years. Returning for
a year of general surgery residency,
he chose to return to family medicine
and was board certified in that
specialty, recertifying most recently
in 2006. His medical activities have
included being President of the San
Luis Obispo County Medical Society,
Director of a New England Family
Medicine Residency in Boston, Mass.,
Chief of Staff of three hospitals, most
recently Marshall, and founder of the
Sierra Center for Family Practice, a
community health clinic in Placerville.
His avocations include family activities
and cherry ranching.
A. Bruce Dickson and his wife
Glenda moved to El Dorado County in
1989. In 1992 he began the Financial
Planning firm of Lane, Dickson &
Associates, LLC. In 2008, he formed
Dickson Financial Advisors to focus
on working with foundations and
endowments, managing the assets
of families and private trusts, as well
as working in the eldercare environment.
Professionally he is a member
of the Financial Planning Association,
the Financial Services Institute and
the Financial Industry Regulatory
Authority. An active member of the
community, Bruce has served as a
Trustee of the Marshall Foundation for
Community Health (President 2000
– 2004). More recently, Bruce served
with Gael Barsotti as Co-chair of the
Emergency Room Capital Campaign.
He has also served the community
through his affiliation with the Kiwanis
Club of Placerville (President 1999
– 2000), the Planned Giving Advisory
Council (Charter Member), Cameron
Park Community Advisory Board and
as a life member of Sierra Wildlife
Rescue. Bruce and Glenda make their
home in Camino, CA.
Harry Norris has been a resident
of and business owner in El Dorado
County for 25 years. He is now retired
but remains active in the community,
on volunteer and elected boards,
Harry brings a strong sense of commitment
to his work. Harry is a board
member of the El Dorado Irrigation
District and a special district member
of LAFCO (Local Agency Formation
Commission). He was a 10-year member
of the El Dorado County School
Board as well as a founding member
of the El Dorado Hills Chamber of
Commerce among other commitments.
His involvement has earned
him several local awards, including
the 1999 Leader in Boardsmanship
Award and 2003 Spirit of Boardsmanship
Award from El Dorado County
School Boards Association, the El
Dorado Hills Citizen of the Year in
1998, and the 1990 El Dorado County
Outstanding Small Business award.
Harry lives in El Dorado Hills. He has
a married son, an “ideal” daughter-inlaw
and a wonderful young grandson.
Jayne Moore has lived in El Dorado
County since 1961 and graduated
from El Dorado High School. Her
three children were all raised in El Dorado
County and also graduated from
El Dorado High School. Jayne has
worked for El Dorado Savings Bank
for 35 years and is currently a Senior
Vice President/Branch Administrator.

Milestones provide great opportunities to
reflect on past accomplishment and reaffirm
future goals. Marshall’s 50th anniversary
in 2009 was just such an opportunity. Here
are a few highlights from Marshall activities
as we celebrated 50 years of service to the
people of El Dorado County.
Happy Anniversary, Marshall!
When Marshall Hospital officially opened for business
on July 1, 1959 (it had been quietly treating patients
a few days prior to that), it capped a victorious
moment for a growing community. Citizens had
rallied behind Marshall’s cause and in just weeks,
raised over $400,000 (over $2.4 million by today’s
standards)*. That success ensured the project would
receive federal grants from the post-war Hill-Burton
act, which pumped funds into the economy to
modernize healthcare facilities and build new ones.
Fifty years later, people gathered at the top of
Marshall Way once again, to honor the 50th
anniversary of a continually growing Marshall
Medical Center. In a way, history repeated itself, for
the anniversary celebration occurred right where a
future new wing of the hospital would soon start to
take shape. The new wing project was only made
possible by substantial community donations. Fifty
years -- and Marshall is still growing to support the
health needs of our community, made possible by
our community.

BUILDING THE FUTURE.
New Wing Construction: Full Steam Ahead
In 2009 the construction of a new 88,000 square foot acute care wing
moved from concept and schematics to reality and moving of earth.
Much progress was made as crews focused on the initial phases of
the project – excavating and preparing the site for the actual building
phase of the process. As days and weeks tick by, we’re ever closer to
seeing the building take shape. For regular updates on construction

Clinic Expansions for Cardiology and Primary Care
Marshall was pleased to make services available in cardiology and
primary care more convenient for more people, by establishing its
own cardiology clinic and welcoming a new primary care group.
Marshall Cardiology officially opened in early 2009 in Placerville.
Within the year, it expanded services to Marshall’s Cameron Park
campus and added two cardiologists to the team.

Healthcare for the whole family became more accessible with
the addition of Marshall Sierra Primary Medicine in 2009. Seven
caregivers in two different suites treat patients of all ages.

A Look Back at 2009 Marshall Highlights
A New Team Focuses on Rapid Response
When someone is hospitalized, it’s not only concerned
family, but a whole team of hospital caregivers that
watch for changes in the patient’s condition. In 2009
that team got an added boost with the formation of a
Rapid Response Team (RRT). The RRT is comprised of
an Intensive Care Unit RN, an Emergency Department
RN and a Respiratory Therapist on each shift. Typically
they are called when the attending nurse has concerns
about a patient’s condition change and wants other
opinions about what changes could signal. The RRT is
another extension of Marshall’s commitment to patient
safety and is in keeping with our status as an accredited
Joint Commission hospital.

$212,223 to Marshall Medical

funding to $392,648.
• $20,000 in community health
grants gave hope for community
health programs related to
diabetes, mental health, and
nutritional health. Recipients
included Marshall Medical

National Night Out program;
$3,000 for an electronic resource
system for Marshall Medical

cancer survivor needs; and

Swim program helping seniors
recuperate from hip replacement
and other surgeries where
patients benefit from aquatic
therapy.
• Four Mathewson-Bonser nursing
scholarships totaling $10,000
were awarded to Marshall
employees to continue and
upgrade their nursing education:
Heather McKinnon; Sherry Xue;
Debra Scarbrough; and Mandy
Barraque.
• Since its inception in 1992,
scholarships have been awarded
to 73 recipients for a total of
$105,500.
• The 6th Annual iWalk to School
kindly sponsored by C & H Motor
Parts provided information on
healthy lifestyles for five local
elementary schools while Marshall
Mouse and the Sierra School
Mascot Sparky made the day lots
of fun!
• The Campaign for Emergency
Services and Community Health
concluded with pledges equaling
$3,325,878. The expansion of
emergency services at Marshall
Hospital is planned for completion
by late 2011.

HELPING HANDS AWARDS
Recognizing those who count it an honor to serve others.
Individual: JUDITH L. STEWART of Flowers on Main for her zealous support as
a volunteer for the Marshall Cancer Resource Center and healthcare
projects in our community. Judie has displayed exceptional
compassion for serving others.
Corporate: OB/GYN PHYSICIANS MICHAEL W. JONES, MD AND KENNETH
E. NELSON, MD were the leading physicians in support of the
expansion project for a new birthing center at Marshall Hospital.
Their exceptional philanthropic support of charitable causes is
outstanding, and they were recognized for being devoted friends of
Marshall Foundation and its programs.
TOY Award: KEVIN ARNOLD, Foundation Trustee of the Year, was awarded
the opportunity to direct $2,000 to healthcare locally. Kevin
chose to honor the memory of Brian McNatt by funding the new
Testicular Cancer Awareness Fund at Marshall Foundation in
recognition of Brian’s valiant and courageous fight with cancer.

PROGRAM HIGHLIGHTS
The Nonprofit Partnership,
spearheaded by Marshall Foundation,
brought a group of twelve healthrelated
nonprofits together to raise
funds through employee campaigns
with large employers. In addition,
local educational resources were
achieved for nonprofit leaders through
the Association of Fundraising
Professionals (AFP) and the largest
CEO training network, Vistage.
The “Employees for a Healthier
Community” campaign kicked off at
Marshall Medical Center with the goal
of raising $120,000 bringing essential
funding for needed services to our
healthcare community.
Respiratory Home Care Services
began with a $130,000 legacy gift from
the Clay Dieckmann estate, in memory
of Helen Dieckmann. Now respiratory

An extensive interactive user-friendly planned giving guide is now available online providing our neighbors with information on how to

President John Driscoll, a native
of California, joined the Foundation
Board in 2005 and became active in
finance, planned giving and strategic
planning for the organization. He received
his Bachelor of Arts Degree in
History from UCLA, and earned a Juris
Doctor Degree from the University of
San Diego School of Law, graduating
Magna Cum Laude in 1969. He has
received numerous American Jurisprudence
awards, published articles
for the Law Review and became its
Managing Editor, and received the
distinguished Appellate Advocacy
Award for Best Brief in Annual Moot
Court Competition. John moved to
Placerville in 1970 and was the Assistant
District Attorney in the early
70’s. In 1974, John went into private
practice with an emphasis on real
property, business law, civil litigation
and estate planning. He became the
Placerville City Attorney in 1989 and
Placerville City Manager/Attorney in
2000. John and his wife Pam, who is
a teacher at Charles Brown School,
have been married for 41 years. They
have two grown sons, Jeff and Matt.
Jeff lives in Carmichael and Matt in
Jackson, Wyoming. John’s activities
include camping and skiing and Pam
enjoys quilting.
Vice President Gordon Mott
came to El Dorado County in 1959. For
the past 32 years he and his wife Guadalupe
have operated Gordon Mott
Roofing Co., Inc. Gordon joined the
Marshall Foundation in 2002, served as
the chair of the Planned Giving team
and previously served as Secretary of
the Foundation. He has also served on
the board of the El Dorado Builder’s
Exchange. Gordon and Guadalupe
have two daughters (Genelle and
Christina), one grandson and one
granddaughter.
Secretary Chief George Nielsen
has been a resident of Placerville
for the past 21 years and joined the
Foundation Board in 2005. George is a
graduate of the University of Virginia,
FBI National Academy and holds a
California POST Executive Certificate.
He became the Placerville Police
Chief in 2004. George has 25 years
experience as a police officer with 21
years employment at the Placerville
Police Department. He is President
of the Board for New Morning Youth
and Family Services and he serves on
the El Dorado Western Slope Boys and
Girls Club Board. In addition, George
is the Secretary for the Placerville Masonic
Center Association
Board and also
serves as a Board
Member for the Sierra
Law Enforcement
Chaplaincy. George
and his wife Sue have
one son. George is a
lifelong horse owner
and trainer as well
as western history
enthusiast.
Treasurer Edna
Knutsen moved to
El Dorado County in
1997 from the bay
area after retiring
from corporate
life. She joined the
Marshall Hospital Auxiliary in 1998 and is
still an active member. She has served
as past president of the Auxiliary as well
as the Placerville Shakespeare Club.
She joined the Foundation Board in 2002
and currently sits on every committee
of the Foundation. She served as the
Foundation’s secretary for one year and
treasurer for the past six years. Edna’s
husband, Neil, is also an active member
of the hospital auxiliary. They have four
children, eight grandchildren and one
great grandson.
