Dear Community Members,<br />

In looking back on 2009, it is clear to<br />

us it was a pivotal time in <strong>the</strong> history of<br />

<strong>Marshall</strong> <strong>Medical</strong> <strong>Center</strong>. Facing our local<br />

version of ongoing nationwide financial<br />

woes, yet also facing increasing demands<br />

for our services, we plowed ahead and<br />

made some significant progress toward<br />

key expansion goals.<br />

We also made time to honor and recognize<br />

<strong>the</strong> major milestone of our 50th year<br />

serving <strong>the</strong> people of <strong>the</strong> West Slope of El<br />

Dorado County. We accomplished <strong>the</strong>se<br />

things while also charting a significant financial<br />

improvement for our communitybased<br />

organization.<br />

First of all, let’s start by thanking you,<br />

our valued community members, for <strong>the</strong><br />

much-appreciated patience and understanding<br />

you’ve shown while we expand<br />

our hospital through a major wing addition.<br />

If you’ve been up to our hospital<br />

campus in Placerville over <strong>the</strong> last year,<br />

you’ve no doubt seen <strong>the</strong> construction<br />

activity happening. It has impacted our<br />

parking and we’ve done our best to<br />

mitigate <strong>the</strong> inconvenience, but we know<br />

parking and access has been difficult –<br />

thank you for your understanding. What<br />

awaits <strong>the</strong> end of this huge process is a<br />

much needed expansion (see related story<br />

on page 6), so that we can better serve<br />

our community with added capacity.<br />

We haven’t needed to look past our own<br />

walls in <strong>the</strong> last months to see <strong>the</strong> need<br />

for this additional capacity. We’ve been<br />

so inundated with patients and demand<br />

for services that we’ve struggled to meet<br />

<strong>the</strong> need. For <strong>the</strong> first time in many<br />

years, <strong>the</strong>re have been times when we’ve<br />

needed to divert patients to hospitals<br />

down <strong>the</strong> hill, and this is <strong>the</strong> last thing we<br />

want to do. So, our hospital expansion<br />

remains our number one priority.<br />

Besides physical expansion, we are<br />

always looking for opportunities to provide<br />

important health services closer to<br />

more people. In that vein, we developed<br />

our own cardiology group, beginning<br />

with two physicians and staff, and we<br />

added two more cardiologists during <strong>the</strong><br />

year. Offices in Cameron Park as well as<br />

Placerville have been established for <strong>the</strong><br />

convenience of our cardiology patients.<br />

We also were pleased to expand our<br />

primary care services, with <strong>the</strong> addition<br />

of <strong>Marshall</strong> Sierra Primary Medicine in<br />

Placerville, not to mention adding several<br />

o<strong>the</strong>r physicians and nurse practitioners<br />

to our o<strong>the</strong>r clinics and hospital.<br />

Ano<strong>the</strong>r key factor in <strong>Marshall</strong>’s success<br />

is <strong>the</strong> quality of <strong>the</strong> services we<br />

provide. In 2009, <strong>Marshall</strong> capped off<br />

a long-standing effort to earn designation<br />

as a Level III Trauma <strong>Center</strong>. The<br />

El Dorado County Emergency <strong>Medical</strong><br />

Services Agency awarded this designation<br />

following an intensive review of<br />

<strong>the</strong> emergency services we offer and<br />

verifying our compliance with key<br />

requirements for a trauma center. Additionally,<br />

our Cancer Services Program<br />

was re-accredited by <strong>the</strong> Commission<br />

on Cancer of <strong>the</strong> American College of<br />

Surgeons. This comprehensive, quality<br />

program is a true blessing to many in<br />

our community who are battling cancer,<br />

but who need not battle valley traffic<br />

to get to <strong>Marshall</strong>’s cancer services in<br />

Cameron Park.<br />

We achieved <strong>the</strong>se goals and made<br />

significant progress on o<strong>the</strong>rs while<br />

fostering a solid financial turnaround<br />

from a very difficult 2008 (see financial<br />

results on page 8). These improvements<br />

were made possible through a variety<br />

of strategies, including successful<br />

contract negotiations with some of our<br />

payors, improved investment returns<br />

and reduced expenses enhanced by<br />

cost-reduction ideas from our staff. We<br />

employed a concerted effort to incorporate<br />

cost-reduction ideas from our staff<br />

as well.<br />

In terms of our financial stability, we<br />

feel cautiously optimistic that we have<br />

wea<strong>the</strong>red <strong>the</strong> worst of <strong>the</strong> financial<br />

crisis of <strong>the</strong> last couple of years, but<br />

we remain focused on prudent fiscal<br />

management so that we can continue<br />

directing all available resources to our<br />

wing expansion and patient care needs.<br />

We also are not certain yet what kind of<br />

impact <strong>the</strong> new healthcare reform law<br />

will have on us.<br />

All in all, we are very satisfied to have<br />

had such a successful year in <strong>the</strong> midst<br />

of ongoing difficulties, and very pleased<br />

that we could make significant progress<br />

toward our goals in our historic 50th<br />

year of service.<br />

<strong>Marshall</strong> Programs Receive<br />

Recognition for Key Health Services in 2009<br />

Cancer Program & Emergency Department Earn Honors<br />

When <strong>Marshall</strong> Hospital was<br />

founded over 50 years ago, <strong>the</strong><br />

dream wasn’t to merely provide<br />

adequate medical services close to<br />

home; it was to constantly strive<br />

to provide top quality services so<br />

that people wouldn’t feel a need<br />

to travel fur<strong>the</strong>r away.<br />

In keeping with that goal, <strong>Marshall</strong><br />

has continuously focused on<br />

building programs worthy of formal<br />

recognition and designation<br />

by experts and accrediting agencies<br />

alike. The latest programs to<br />

achieve <strong>the</strong>se stamps of approval<br />

are <strong>Marshall</strong>’s trauma program<br />

and cancer services.<br />

In July, <strong>Marshall</strong> received designation<br />

as a Level III Trauma <strong>Center</strong><br />

from <strong>the</strong> El Dorado County Emergency<br />

<strong>Medical</strong> Services Agency<br />

(EMS). Obtaining <strong>the</strong> designation<br />

was a lengthy process that<br />

involved documenting trauma<br />

procedures, ensuring surgeon<br />

availability for emergency surgery<br />

and going through a thorough<br />

evaluation by EMS to prove that<br />

<strong>Marshall</strong>’s program met all <strong>the</strong><br />

requirements.<br />

The result was a designation that<br />

makes <strong>the</strong> <strong>Marshall</strong> Emergency<br />

Department one of only three Level<br />

III trauma centers in <strong>the</strong> entire<br />

north coast region (<strong>the</strong> o<strong>the</strong>r two<br />

being in Napa and Marysville).<br />

Level III trauma centers are able<br />

to initially handle most injured<br />

patients, but when injuries are<br />

beyond that scope, typically pediatric<br />

and neurotrauma, <strong>Marshall</strong><br />

employs existing transfer agreements<br />

with <strong>the</strong> region’s level I and<br />

level II centers.<br />

Besides traumatic injuries, one of<br />

<strong>the</strong> most serious medical issues<br />

people face is a cancer diagnosis.<br />

In 2009 <strong>Marshall</strong>’s Cancer Program<br />

received ano<strong>the</strong>r three-year accreditation<br />

with commendation<br />

from <strong>the</strong> Commission on Cancer<br />

(CoC) of <strong>the</strong> American College of<br />

Surgeons (ACoS). Only one in four<br />

hospitals offer accredited cancer<br />

programs. The re-accreditation,<br />

which follows <strong>the</strong> original threeyear<br />

accreditation term, reaffirms<br />

<strong>the</strong> comprehensive nature of<br />

<strong>Marshall</strong>’s program, and ensures<br />

it meets <strong>the</strong> CoC’s rigorous guidelines.<br />

The CoC, founded in 1922, is a<br />

consortium of professional organizations<br />

focused on improving<br />

survival rates and quality of life of<br />

cancer patients; it is <strong>the</strong> long-time<br />

recognized expert in evaluating<br />

cancer programs.<br />

<strong>Marshall</strong>’s accreditation by <strong>the</strong><br />

CoC ensures our patients have<br />

access to:<br />

• comprehensive care,<br />

including a range of state-of<strong>the</strong>-art<br />

services and equipment<br />

El Dorado County Emergency <strong>Medical</strong><br />

Services Agency has supported <strong>Marshall</strong>’s<br />

attainment of Trauma <strong>Center</strong> designation.<br />

One of <strong>the</strong> key requirements to achieving<br />

trauma center designation is rapid<br />

availability of diagnostic equipment.<br />

• a multispecialty, team approach to coordinate <strong>the</strong> best<br />

treatment options<br />

• information about ongoing clinical trial and new<br />

treatment options<br />

• access to cancer-related information education and<br />

support<br />

• a cancer registry that collects data on type and stage<br />

of cancers and treatment results, and offers lifelong<br />

patient follow-up<br />

• ongoing monitoring and improvement of care<br />

• quality care close to home<br />

DIRECTORS<br />

The <strong>Marshall</strong> Hospital Corporation<br />

was born in 1956 and<br />

<strong>the</strong> hospital’s first Board of Directors<br />

was elected. <strong>Marshall</strong><br />

<strong>Medical</strong> <strong>Center</strong> continues to<br />

operate as a nonprofit, public<br />

benefit corporation and is organized<br />

without any intention<br />

of pecuniary gain to any person,<br />

persons or corporation.<br />

<strong>Marshall</strong> uses its funds for upgrading<br />

programs, purchasing<br />

new equipment and developing<br />

medical services that provide<br />

for <strong>the</strong> healthcare needs of<br />

<strong>the</strong> community. The <strong>Marshall</strong><br />

<strong>Medical</strong> <strong>Center</strong> Board of<br />

Directors is a volunteer group<br />

of community members who<br />

provide <strong>the</strong>ir time and experience<br />

to set policies, maintain<br />

<strong>Marshall</strong>’s financial stability<br />

and make decisions that affect<br />

<strong>the</strong> future of <strong>the</strong> organization.<br />

Michael Ward, JD<br />

Bradley Barnhill, MD<br />

Chief of Staff<br />

President<br />

David Combellack previously served<br />

on <strong>the</strong> board from 1981 to 1991,<br />

including a term as Board President<br />

from 1985-88. He is a partner in <strong>the</strong><br />

law firm of Combellack and Craig, a<br />

general, civil practice. He has been an<br />

attorney in Placerville since 1975 and<br />

a member of <strong>the</strong> Placerville Rotary<br />

since 1978.<br />

Vice President<br />

Kimberly Beal is vice president of<br />

Dorado Land and Development. She is<br />

also an independent real estate broker<br />

and <strong>the</strong> government affairs director<br />

for <strong>the</strong> El Dorado County Association<br />

of Realtors. She came to El Dorado<br />

County in 1966 and currently lives in<br />

Cameron Park with her husband and<br />

three sons. She is a past president of<br />

<strong>the</strong> El Dorado County Association of<br />

Realtors and a founding member of<br />

<strong>the</strong> El Dorado Forum.<br />

Secretary<br />

Michael Ward, JD (attorney at law),<br />

graduated from El Dorado High School<br />

in 1967. He is a certified specialist in<br />

workers compensation law and one of<br />

<strong>the</strong> founding shareholders of Cuneo,<br />

Black, Ward and Missler in Sacramento,<br />

which represents employers<br />

in work related issues. He is a former<br />

member of <strong>the</strong> school board for <strong>the</strong><br />

Gold Oak School District. Through his<br />

wife Francine, he has been involved<br />

in many local charities and volunteer<br />

activities. He and Francine have three<br />

children who all graduated from El<br />

Dorado High School.<br />

John Tucker, MD<br />

Gael Barsotti<br />

Bradley Barnhill, MD is <strong>Marshall</strong><br />

<strong>Medical</strong> <strong>Center</strong>’s current Chief of<br />

Staff and a physician at <strong>Marshall</strong>’s<br />

Cameron Park campus. He is board<br />

certified in internal medicine and has<br />

been serving <strong>the</strong> people of El Dorado<br />

County since 1991. Dr. Barnhill<br />

moved to El Dorado County following<br />

<strong>the</strong> completion of his medical degree<br />

from University of Texas and his residency<br />

in New Orleans. He was eager<br />

to care for patients in a small community<br />

and enjoys helping <strong>the</strong>m get and<br />

stay healthy, whe<strong>the</strong>r through in-office<br />

appointments or hospital care. Dr.<br />

Barnhill is married with two daughters<br />

and in his spare time he enjoys reading,<br />

snow-skiing, hiking, gardening<br />

and cooking.<br />

John Tucker, MD has been a physician<br />

for 35 years, getting his start in<br />

1975. He has been <strong>the</strong> <strong>Marshall</strong> Hospital<br />

Emergency Department <strong>Medical</strong><br />

Director since 1990. He graduated<br />

from <strong>Medical</strong> College of Wisconsin,<br />

and went to undergraduate school<br />

at <strong>the</strong> University of Colorado. He did<br />

his internship at <strong>the</strong> University of<br />

California, Davis and his residency<br />

in Emergency Medicine at Denver<br />

General Hospital. He has been with<br />

Emergency Physicians <strong>Medical</strong> Group<br />

(EPMG) since 1981. He was <strong>the</strong> Emergency<br />

Department <strong>Medical</strong> Director at<br />

Mercy Methodist from 1985-1989. He<br />

served two different two-year terms<br />

on <strong>the</strong> EPMG Board of Directors in <strong>the</strong><br />

1990’s.<br />

Gael Barsotti, with his wife Joan,<br />

purchased an apple orchard in 1976<br />

and moved his family from Foster<br />

City to Camino. He joined <strong>the</strong> Apple<br />

Hill Growers Association and soon became<br />

a highly respected grower and<br />

cider maker. He is a past member of<br />

Foster City’s Lion’s Club and Camino

Go-Getters 4-H (with children Karen,<br />

Cathy and Mike). He is an active<br />

member of <strong>the</strong> Placerville Rotary Club<br />

Co-Chairman 2000-2004), UC Berkeley<br />

Alumni Association, El Dorado<br />

County Sheriff’s Posse, and <strong>the</strong> <strong>Marshall</strong><br />

Hospital Foundation Board. The<br />

Barsotti Family Juice Company has<br />

grown steadily, and now son Mike is<br />

President and daughter Cathy is Marketing<br />

Director. Gael has six grandchildren<br />

and enjoys being a grandfa<strong>the</strong>r.<br />

Sherry Smith moved to El Dorado<br />

County in 1998. She served <strong>the</strong> students<br />

of <strong>the</strong> Buckeye Union School<br />

District as superintendent for over five<br />

years. Currently, she is <strong>the</strong> superintendent<br />

of <strong>the</strong> El Dorado Union High<br />

School District. She is a member of<br />

<strong>the</strong> El Dorado County Chamber of<br />

Commerce. She and her husband,<br />

Jerry, reside in El Dorado Hills. They<br />

have three sons and three grandchildren<br />

and are involved in many charitable<br />

activities in El Dorado County.<br />

Terry J. Tuttle, CPA is a partner<br />

in <strong>the</strong> accounting firm of Weston &<br />

Tuttle in Cameron Park. He has held<br />

various positions with several prominent<br />

companies, including Controller,<br />

Publisher, CFO, VP of Finance and Administration,<br />

Executive VP and COO.<br />

Terry and his wife and children are all<br />

very active in <strong>the</strong>ir community and<br />

church. His greatest accomplishments<br />

in life have come from being a fa<strong>the</strong>r<br />

and husband, climbing Mt. Whitney<br />

(<strong>the</strong> highest peak in <strong>the</strong> continental<br />

U.S.) several times and running marathons.<br />

Over <strong>the</strong> years he has served<br />

on several boards.<br />

Reginald D. Rice Sr., MD has<br />

been practicing family medicine in<br />

Placerville for 22 years and serves as<br />

<strong>Medical</strong> Director of <strong>Medical</strong> Staff Integration<br />

for <strong>Marshall</strong> <strong>Medical</strong> <strong>Center</strong>.<br />

After graduating from Loma Linda<br />

University School of Medicine in 1963<br />

and finishing internship, Dr. Rice<br />

and his family did pioneer mission<br />

service for <strong>the</strong> SDA Church on Guam<br />

Island and <strong>the</strong>n Sabah, Malaysia on<br />

Borneo for seven years. Returning for<br />

a year of general surgery residency,<br />

he chose to return to family medicine<br />

and was board certified in that<br />

specialty, recertifying most recently<br />

in 2006. His medical activities have<br />

included being President of <strong>the</strong> San<br />

Luis Obispo County <strong>Medical</strong> Society,<br />

Director of a New England Family<br />

Medicine Residency in Boston, Mass.,<br />

Chief of Staff of three hospitals, most<br />

recently <strong>Marshall</strong>, and founder of <strong>the</strong><br />

Sierra <strong>Center</strong> for Family Practice, a<br />

community health clinic in Placerville.<br />

His avocations include family activities<br />

and cherry ranching.<br />

A. Bruce Dickson and his wife<br />

Glenda moved to El Dorado County in<br />

1989. In 1992 he began <strong>the</strong> Financial<br />

Planning firm of Lane, Dickson &<br />

Associates, LLC. In 2008, he formed<br />

Dickson Financial Advisors to focus<br />

on working with foundations and<br />

endowments, managing <strong>the</strong> assets<br />

of families and private trusts, as well<br />

as working in <strong>the</strong> eldercare environment.<br />

Professionally he is a member<br />

of <strong>the</strong> Financial Planning Association,<br />

<strong>the</strong> Financial Services Institute and<br />

<strong>the</strong> Financial Industry Regulatory<br />

Authority. An active member of <strong>the</strong><br />

community, Bruce has served as a<br />

Trustee of <strong>the</strong> <strong>Marshall</strong> Foundation for<br />

Community Health (President 2000<br />

– 2004). More recently, Bruce served<br />

with Gael Barsotti as Co-chair of <strong>the</strong><br />

Emergency Room Capital Campaign.<br />

He has also served <strong>the</strong> community<br />

through his affiliation with <strong>the</strong> Kiwanis<br />

Club of Placerville (President 1999<br />

– 2000), <strong>the</strong> Planned Giving Advisory<br />

Council (Charter Member), Cameron<br />

Park Community Advisory Board and<br />

as a life member of Sierra Wildlife<br />

Rescue. Bruce and Glenda make <strong>the</strong>ir<br />

home in Camino, CA.<br />

Harry Norris has been a resident<br />

of and business owner in El Dorado<br />

County for 25 years. He is now retired<br />

but remains active in <strong>the</strong> community,<br />

on volunteer and elected boards,<br />

Harry brings a strong sense of commitment<br />

to his work. Harry is a board<br />

member of <strong>the</strong> El Dorado Irrigation<br />

District and a special district member<br />

of LAFCO (Local Agency Formation<br />

Commission). He was a 10-year member<br />

of <strong>the</strong> El Dorado County School<br />

Board as well as a founding member<br />

of <strong>the</strong> El Dorado Hills Chamber of<br />

Commerce among o<strong>the</strong>r commitments.<br />

His involvement has earned<br />

him several local awards, including<br />

<strong>the</strong> 1999 Leader in Boardsmanship<br />

Award and 2003 Spirit of Boardsmanship<br />

Award from El Dorado County<br />

School Boards Association, <strong>the</strong> El<br />

Dorado Hills Citizen of <strong>the</strong> Year in<br />

1998, and <strong>the</strong> 1990 El Dorado County<br />

Outstanding Small Business award.<br />

Harry lives in El Dorado Hills. He has<br />

a married son, an “ideal” daughter-inlaw<br />

and a wonderful young grandson.<br />

Jayne Moore has lived in El Dorado<br />

County since 1961 and graduated<br />

from El Dorado High School. Her<br />

three children were all raised in El Dorado<br />

County and also graduated from<br />

El Dorado High School. Jayne has<br />

worked for El Dorado Savings Bank<br />

for 35 years and is currently a Senior<br />

Vice President/Branch Administrator.<br />

Milestones provide great opportunities to<br />

reflect on past accomplishment and reaffirm<br />

future goals. <strong>Marshall</strong>’s 50th anniversary<br />

in 2009 was just such an opportunity. Here<br />

are a few highlights from <strong>Marshall</strong> activities<br />

as we celebrated 50 years of service to <strong>the</strong><br />

people of El Dorado County.<br />

Happy Anniversary, <strong>Marshall</strong>!<br />

When <strong>Marshall</strong> Hospital officially opened for business<br />

on July 1, 1959 (it had been quietly treating patients<br />

a few days prior to that), it capped a victorious<br />

moment for a growing community. Citizens had<br />

rallied behind <strong>Marshall</strong>’s cause and in just weeks,<br />

raised over $400,000 (over $2.4 million by today’s<br />

standards)*. That success ensured <strong>the</strong> project would<br />

receive federal grants from <strong>the</strong> post-war Hill-Burton<br />

act, which pumped funds into <strong>the</strong> economy to<br />

modernize healthcare facilities and build new ones.<br />

Fifty years later, people ga<strong>the</strong>red at <strong>the</strong> top of<br />

<strong>Marshall</strong> Way once again, to honor <strong>the</strong> 50th<br />

anniversary of a continually growing <strong>Marshall</strong><br />

<strong>Medical</strong> <strong>Center</strong>. In a way, history repeated itself, for<br />

<strong>the</strong> anniversary celebration occurred right where a<br />

future new wing of <strong>the</strong> hospital would soon start to<br />

take shape. The new wing project was only made<br />

possible by substantial community donations. Fifty<br />

years -- and <strong>Marshall</strong> is still growing to support <strong>the</strong><br />

health needs of our community, made possible by<br />

our community.<br />

BUILDING THE FUTURE.<br />

New Wing Construction: Full Steam Ahead<br />

In 2009 <strong>the</strong> construction of a new 88,000 square foot acute care wing<br />

moved from concept and schematics to reality and moving of earth.<br />

Much progress was made as crews focused on <strong>the</strong> initial phases of<br />

<strong>the</strong> project – excavating and preparing <strong>the</strong> site for <strong>the</strong> actual building<br />

phase of <strong>the</strong> process. As days and weeks tick by, we’re ever closer to<br />

seeing <strong>the</strong> building take shape. For regular updates on construction<br />

Clinic Expansions for Cardiology and Primary Care<br />

<strong>Marshall</strong> was pleased to make services available in cardiology and<br />

primary care more convenient for more people, by establishing its<br />

own cardiology clinic and welcoming a new primary care group.<br />

<strong>Marshall</strong> Cardiology officially opened in early 2009 in Placerville.<br />

Within <strong>the</strong> year, it expanded services to <strong>Marshall</strong>’s Cameron Park<br />

campus and added two cardiologists to <strong>the</strong> team.<br />

Healthcare for <strong>the</strong> whole family became more accessible with<br />

<strong>the</strong> addition of <strong>Marshall</strong> Sierra Primary Medicine in 2009. Seven<br />

caregivers in two different suites treat patients of all ages.<br />

A Look Back at 2009 <strong>Marshall</strong> Highlights<br />

A New Team Focuses on Rapid Response<br />

When someone is hospitalized, it’s not only concerned<br />

family, but a whole team of hospital caregivers that<br />

watch for changes in <strong>the</strong> patient’s condition. In 2009<br />

that team got an added boost with <strong>the</strong> formation of a<br />

Rapid Response Team (RRT). The RRT is comprised of<br />

an Intensive Care Unit RN, an Emergency Department<br />

RN and a Respiratory Therapist on each shift. Typically<br />

<strong>the</strong>y are called when <strong>the</strong> attending nurse has concerns<br />

about a patient’s condition change and wants o<strong>the</strong>r<br />

opinions about what changes could signal. The RRT is<br />

ano<strong>the</strong>r extension of <strong>Marshall</strong>’s commitment to patient<br />

safety and is in keeping with our status as an accredited<br />

Joint Commission hospital.<br />

<strong>Marshall</strong> Foundation and its programs.<br />

TOY Award: KEVIN ARNOLD, Foundation Trustee of <strong>the</strong> Year, was awarded<br />

<strong>the</strong> opportunity to direct $2,000 to healthcare locally. Kevin<br />

chose to honor <strong>the</strong> memory of Brian McNatt by funding <strong>the</strong> new<br />

Testicular Cancer Awareness Fund at <strong>Marshall</strong> Foundation in<br />

recognition of Brian’s valiant and courageous fight with cancer.<br />

We salute Kevin for his passion for healthcare services and <strong>the</strong><br />

PROGRAM HIGHLIGHTS<br />

The Nonprofit Partnership,<br />

spearheaded by <strong>Marshall</strong> Foundation,<br />

brought a group of twelve healthrelated<br />

nonprofits toge<strong>the</strong>r to raise<br />

funds through employee campaigns<br />

with large employers. In addition,<br />

local educational resources were<br />

achieved for nonprofit leaders through<br />

<strong>the</strong> Association of Fundraising<br />

Professionals (AFP) and <strong>the</strong> largest<br />

CEO training network, Vistage.<br />

The “Employees for a Healthier<br />

Community” campaign kicked off at<br />

<strong>Marshall</strong> <strong>Medical</strong> <strong>Center</strong> with <strong>the</strong> goal<br />

of raising $120,000 bringing essential<br />

funding for needed services to our<br />

healthcare community.<br />

Respiratory Home Care Services<br />

began with a $130,000 legacy gift from<br />

<strong>the</strong> Clay Dieckmann estate, in memory<br />

of Helen Dieckmann. Now respiratory<br />

patients will find hope in coping with<br />

<strong>the</strong>ir disease and receive care in <strong>the</strong>ir<br />

homes (a service not covered by<br />

Medicare). The program is paid for by<br />

<strong>Marshall</strong> Foundation and operated by<br />

Partners In Care.<br />

President John Driscoll, a native<br />

of California, joined <strong>the</strong> Foundation<br />

Board in 2005 and became active in<br />

finance, planned giving and strategic<br />

planning for <strong>the</strong> organization. He received<br />

his Bachelor of Arts Degree in<br />

History from UCLA, and earned a Juris<br />

Doctor Degree from <strong>the</strong> University of<br />

San Diego School of Law, graduating<br />

Magna Cum Laude in 1969. He has<br />

received numerous American Jurisprudence<br />

awards, published articles<br />

for <strong>the</strong> Law Review and became its<br />

Managing Editor, and received <strong>the</strong><br />

distinguished Appellate Advocacy<br />

Award for Best Brief in Annual Moot<br />

Court Competition. John moved to<br />

Placerville in 1970 and was <strong>the</strong> Assistant<br />

District Attorney in <strong>the</strong> early<br />

70’s. In 1974, John went into private<br />

practice with an emphasis on real<br />

property, business law, civil litigation<br />

and estate planning. He became <strong>the</strong><br />

Placerville City Attorney in 1989 and<br />

Placerville City Manager/Attorney in<br />

2000. John and his wife Pam, who is<br />

a teacher at Charles Brown School,<br />

have been married for 41 years. They<br />

have two grown sons, Jeff and Matt.<br />

Jeff lives in Carmichael and Matt in<br />

Jackson, Wyoming. John’s activities<br />

include camping and skiing and Pam<br />

enjoys quilting.<br />

Vice President Gordon Mott<br />

came to El Dorado County in 1959. For<br />

<strong>the</strong> past 32 years he and his wife Guadalupe<br />

have operated Gordon Mott<br />

Roofing Co., Inc. Gordon joined <strong>the</strong><br />

<strong>Marshall</strong> Foundation in 2002, served as<br />

<strong>the</strong> chair of <strong>the</strong> Planned Giving team<br />

and previously served as Secretary of<br />

<strong>the</strong> Foundation. He has also served on<br />

<strong>the</strong> board of <strong>the</strong> El Dorado Builder’s<br />

Exchange. Gordon and Guadalupe<br />

have two daughters (Genelle and<br />

Christina), one grandson and one<br />

granddaughter.<br />

Secretary Chief George Nielsen<br />

has been a resident of Placerville<br />

for <strong>the</strong> past 21 years and joined <strong>the</strong><br />

Foundation Board in 2005. George is a<br />

graduate of <strong>the</strong> University of Virginia,<br />

FBI National Academy and holds a<br />

California POST Executive Certificate.<br />

He became <strong>the</strong> Placerville Police<br />

Chief in 2004. George has 25 years<br />

experience as a police officer with 21<br />

years employment at <strong>the</strong> Placerville<br />

Police Department. He is President<br />

of <strong>the</strong> Board for New Morning Youth<br />

and Family Services and he serves on<br />

<strong>the</strong> El Dorado Western Slope Boys and<br />

Girls Club Board. In addition, George<br />

is <strong>the</strong> Secretary for <strong>the</strong> Placerville Masonic<br />

<strong>Center</strong> Association<br />

<strong>Marshall</strong> Hospital Auxiliary in 1998 and is<br />

still an active member. She has served<br />

as past president of <strong>the</strong> Auxiliary as well<br />

as <strong>the</strong> Placerville Shakespeare Club.<br />

She joined <strong>the</strong> Foundation Board in 2002<br />

and currently sits on every committee<br />

of <strong>the</strong> Foundation. She served as <strong>the</strong><br />

Foundation’s secretary for one year and<br />

treasurer for <strong>the</strong> past six years. Edna’s<br />

husband, Neil, is also an active member<br />

of <strong>the</strong> hospital auxiliary. They have four<br />

children, eight grandchildren and one<br />

great grandson.<br />
