modifying existing programs, procedures, or fonl~s, insofar as any such new matter or change or
modificatio~l may affect the workload of any correctional counselor, without first meeting and
conferring in good faith and either reaching agreen~ent over the workload impact or exhausting
all impasse procedures, and otherwise complying with Section 27.0 1 (entitled "Entire

Agreement"), a copy of which is attached hereto marked Exhibit A and is hereby incorporated
lierein by reference, of the Memorandum of Understanding (MOU) as the same existed on
