Monitoring and Evaluating Humanitarian Responses
“Monitoring and Evaluating Humanitarian Responses” is a four day residential course delivered by
RedR India which enable participants to learn about the significance, different components of and
approaches to Monitoring and Evaluation, and develop critical skills to design Monitoring and
Evaluation system for better humanitarian response.
Aim of the Training
The overall aim of the course is to build capacity of humanitarian workers and decision makers on monitoring
and evaluation for effectiveness and quality humanitarian response.
Course Objectives
At the end of the course participants would be able to:
• Comprehend the principles of monitoring and evaluation in humanitarian actions.
• Understand the role of monitoring and evaluation at every stage of emergency program cycle.
• Outline different approaches for monitoring and evaluation.
• Understand the significance of humanitarian response standards within evaluation and monitoring of
humanitarian actions.
• Design monitoring and evaluation systems for humanitarian intervention.

Course Outline
During the period of four days, the training course will cover:
• Disaster Context: Terms used in humanitarian response, Disaster Management Cycle, Need for Monitoring and
Evaluation.
• Project Cycle Approach: Application of Project Cycle, Nature of Projects in Humanitarian Response.
• Benchmarks in M & E: SPHERE, ALNAP, Code of Conduct, HAP.
• Assessment: Tool for Planning, Standards for Assessment.
• Monitoring: System/Framework, Data Management, Inter-sectoral Data Analysis, Coordination.
• Evaluation: Real-time, mid-term, end-term, impact evaluation, Post-evaluation process.
• Tools for M & E: Introduction to different tools, How and when to use, Common challenges and solutions.
• Sampling: Need, Techniques, Minimisation of Errors in Sampling.
• Report Writing and Presentation: Formats, use of language for report writing and presenting.
Methodology
Inter-active, participatory training delivery with an appropriate blend of presentations, lectures, group work, role
plays, scenarios, case-studies, would be adopted. Participants would get an opportunity to share their experiences
in order to understand the ‘voices from field’.
