Departmental Administration
State administrator remains before the king and control on departmental administration.
Every department having a leader under whom the whole department works. In second agency
of Arthasastra ‘Head Propaganda’ he (Kautilya) describes these works: Leaders and their works
are explaining in this way:-
Koshaadhyaksh: His responsibility to add precious gems and ornaments in the treasury, to
investigate and secure it. With his permission these can be used.
Aakaradhyaksh: He looks after the mineral-places. He should be expert in materials.
Suvarnadhyaksh: For getting purity, these come at him. He looks after such places where
these materials are got purity.
