C. Decision 1400 by PM<br />

• Decision 1400/Q-TTg dated 30 September, 2008 of the Prime Minister on the<br />

Approval of the Project entitled “Teaching and Learning Foreign Languages in the<br />

National Education System, Period 2008-<strong>2020</strong>”<br />

• Goal:<br />

... by <strong>2020</strong> most Vietnamese students graduating<br />

from secondary, vocational schools, colleges<br />

and universities will be able to use a foreign<br />

language confidently in their daily<br />

communication, their study and work in an<br />

integrated, multi-cultural and multi-lingual<br />

environment, making foreign languages a<br />

comparative advantage of development for<br />

Vietnamese people in the cause of<br />

industrialization and modernization for the<br />

country”.


2. Tasks<br />

1. Establish Vietnam’s language proficiency<br />

framework consisting of 6 levels to be<br />

compatible with the Common European<br />

Framework of Reference<br />

2. Implement new compulsory English<br />

programs for schools: Primary school<br />

(A1), lower secondary (A2); high school,<br />

college and university (B1).<br />

3. Teach Math and science subjects in<br />

English at high schools: Need to train<br />

Math teachers

4. Teach university courses at senior year in<br />

English: ICT, Engineering, Tourism,<br />

Business, Nursing etc. ESP for lecturers,<br />

curriculum development<br />

5. Train the trainers at foreign universities:<br />

Mater and PhD<br />

6. Renovate tests, exams to cover all 4<br />

language skills. Train item writers, oral<br />

and written graders<br />

7. ICT in English language teaching and<br />

learning: software and application


AREAS FOR COOPERATION<br />

• Partner with Regional Teacher<br />

Development Centers (RTDC) in Vietnam<br />

• Proficiency and methodology for teacher<br />

training for local DOETs<br />

• Operate language centers, schools<br />

• Run TESOL certificate programs, train<br />

testers (graders), test item writers<br />

• Train lectures to teach their courses in<br />

English at college and universities
