professionalism of the city’s emergency services, and it needs to be recognized that in the
present conditions of the country and the city, party-political emergency services hinder rather
than help that cause.
Third, despite all of their problems and weaknesses, it needs to be acknowledged that
political parties took conscious and measured steps in the aftermath of May 12 to step back
from ethnic polarization in the city. This poses a dilemma for the purposes of accountability –
will compromise and reconciliation come at the expense of responsibility and accountability?
This is a difficult question, but it is at least clear that the parties have the capacity for stepping
back from the brink, and can be vehicles for reconciliation and maintaining civil peace.
