For and on behalf of the Governor of Jammu & Kashmir State, the Executive Engineer,<br />

<strong>PWD</strong>(R&B)Division Poonch as representative, invites sealed Tenders affixed with Revenue Stamps<br />

worth Rs.5/- and valid for a period of Ninety days from the date of opening of the Tenders from the<br />

approved Contractors of J&K State of respective Class mentioned against each work for the works<br />

detailed on enclosed list. The tenders should reach in the office of the Chief Engineer <strong>PWD</strong> (R&B)<br />

Department Jammu on or before 24-01-2011 upto 02.00 P.M<br />

Earnest Money.<br />

1. The amount of the Earnest Money at the rate of 2% of the Advertised amount of the work<br />

shall be deposited in the form of CDR / FDR / Bank Guarantee of a scheduled Bank pledged<br />

to the official designation of the tender opening authority as per Chief Engineer <strong>PWD</strong>(R&B)<br />

Deptt. Jammu’s circular No.G/12399-423 dated:06.11.2001.<br />

2. The deposit of Earnest Money in any form is not acceptable.<br />

How to Tender.<br />

1. The contractor should tender for the work on the properly issued Tender form issued from<br />

the office of the Executive Engineer <strong>PWD</strong>(R&B) Division Poonch duly authenticated by the<br />

Divisional representative in respect of the work.<br />

2. The tender forms can be purchased from the office of the Executive Engineer <strong>PWD</strong>(R&B)<br />

Division Poonch, on payment as per detailed given in the enclosed list (Non-refundable) on any<br />

working day on the production of Registration Card duly Renewed for the year 2010-11 during<br />

office Hours upto 20-01-2011 The Registration Card of the Contractor other than “A” Class shall<br />

remain in the Divisional office till the opening of the Tenders.<br />

a. The tenders shall be submitted by Registered Post/Speed post/Through Courier on<br />

the personnel risk and responsibility of concerned contractor/agency.<br />

b. The contractor shall be penalized at Rs.1000/- per day for delay in completion of the<br />

work. The agreement shall be drawn by the contractor within 7 days from the date of issue of<br />

allotment of contract and immediately start the work, if any delay in execution or slackness on the<br />

part of contractor/agency, the department shall cancel the allotment without issuing any notice to<br />

the contractor, and complete the work departmentally or through some other agency at the risk<br />

and cost of agency/contractor, the defaulter agency shall be liable for blacklisting.<br />

c. The envelopes containing the Tender Documents must have the following subscribed<br />

on it:-<br />

a) Name of the work.<br />

b) Date of Opening of the Tenders.<br />

c) CDR Number.<br />

d) Name and Address of the Contractor.<br />

e) The Tender should reach the receiving authority before the due date and time.<br />

f) In case it happens to be a gazetted holiday on prescribed date of receipt the tenders shall<br />

have to reach in the respective office upto the same time of next work day.

V. Rejection of Tenders. Page no.3<br />

1. Tenders received late shall be rejected.<br />

2. Tenders not accompanied by the Earnest Money shall be rejected.<br />

3. Tenders without the name of the work and date of opening superscribed on it shall be<br />

rejected.<br />

4. The Deptt. Reserves the right to reject any or all the Tenders without assigning any<br />

reason.<br />

VI.<br />

Terms and Conditions of Contract.<br />

The Terms and conditions contained in the Standard Documents of “GENERAL CONDITIONS<br />

<strong>OF</strong> CONTRACT” (than can be seen in the office of the Executive Engineer <strong>PWD</strong>(R&B)Division<br />

Poonch) shall be binding in addition to the Terms and conditions of the NIT and the specific<br />

conditions attached with it which shall form part of the agreement to be drawn by the<br />

contractor/agency and shall be binding upon the contractor/agency as soon as the allotment of<br />

the contract is awarded by the competent authority.<br />

The tenderers will please visit the site of work before hand prior to tendering and shall<br />

assess the technique to be adopted for doing complete job. He shall quote complete cost for<br />

complete job. The moment allotment letter is issued to the Tenderer, he will immediately start<br />

collection of the material at site within 07 days of the date of issue of the allotment letter, failing<br />

which it will be presumed that the contractor is not interested in executing the work and the<br />

Department will be at liberty to take necessary steps for starting the work including forfeiting the<br />

CDR of the said Tenderer.<br />

VII.<br />

PROCEDURE FOR SUBMISSION <strong>OF</strong> TENDER:-<br />

The Tenderer shall use three Envelopes for tendering<br />

1 st Envelope (PREQUALIFICATION)<br />

a. This Envelope shall contain Earnest Money of required amount in shape of call Deposit Receipt /<br />

Fix Deposit Receipt or Bank guarantee of Scheduled Bank duly pledged to tender opening<br />

authority.<br />

b. Past performance and experience of similar nature of work 1/5 th of advertised amount including<br />

name of work, cost of work and present progress.<br />

c. Certificate of satisfactory performance of the work from the authority concerned.<br />

d. Financial Turnover:-<br />

The contractor should have executed 40% of advertised amount in any one year in last five years.<br />

e. Sale Tax Clearance<br />

f. Photocopy of Registration card of the Contractor.<br />

This Envelope should depict name of work, due date of receipt of tender and must indicate the<br />

word “ PRE-QUALIFICATION” on the face and name of contractor / Firm with complete address<br />

at the bottom of Envelope.<br />

II nd Envelope<br />

IInd envelope should contain Financial Bid and should be marked on envelope<br />

Financial Bid along- with the name of the work and contractor.<br />

III rd Envelope<br />

The third envelope shall contain the envelope 1 st and envelop 2 nd . This Envelope shall also<br />

contain name of work, due date of receipt of tender on the face and name of contractor/Firm with<br />

complete address at the bottom of the envelope.<br />

Note :- The Envelope IInd, viz Tender Bid/Financial Bid shall only be opened of those<br />

contractors / firm who qualify the pre-qualification formalities sealed in Envelope- Ist.,<br />

failing which the tender shall be rejected straight-way.

The Tenders shall be opened on 24-01-2011 or any other working day convenient to the opening<br />

authority in the presence of such contractors who choose to be present at the time of opening of<br />

the Tenders.<br />

IX.<br />

Special Conditions.<br />

a. Work should be completed within stipulated period of completion from the date of issuance of<br />

allotment order of the work.<br />

b. In case the agency fails to complete the work physically within the stipulated time. 10%<br />

penalty shall be imposed upon the executagency.<br />

c. If the work is not handed over to the department within the stipulated time, the contract of the<br />

allotment should be treated as cancelled and the contractor should be black listed. This is as<br />

per circular issued by the S.E. Rajouri No.R&B/27/6347-49 dated:19.01.2006 (Deicision taken<br />

in the minutes of Cabinet-Cum-District Dev. Board Meeting of Kupwara Baramula held on<br />

13.12.2005. Under the chairmanship of Hon’ble Chief Minister. 10% deposit shall be deducted<br />

from all the running bills of the contractor and the same shall be released after expiry of six<br />

month from the date of completion of work.<br />

X Issue of Stock and Recovery thereof.<br />

Cement shall be issued on cash payment of @ Rs.365/ per bag.<br />

2. Steel of sorts shall be recovered @ Rs.4000/- per qtls.<br />

3. Bitumen @ 42000/MTand Empty barrel @ 150/barrel.<br />
