1. The contractors/ Firm are advised to quote rates on turn key basis for complete job. Item rates should be
quoted only for the items where it is advertised “Rate to be quoted by the contr.”. the tenders which do not
fulfill this condition shall be out rightly rejected
2. If after opening of tenders/ financial bid, it is found that the rates quoted by the lowest tenderer are less by
15% of the Advertised amount, the contractor shall have to provide an additional security of 5% of tendered
amount in shape of FDR/CDR.

4. The tender form shall be issued to original contractor on produce of photocopy of registration card duly
renewed for the current financial year.

NOTICE INVITING TENDERS

For and on behalf of the Governor of Jammu & Kashmir State, the Executive Engineer,
PWD(R&B)Division Poonch as representative, invites sealed Tenders affixed with Revenue Stamps
worth Rs.5/- and valid for a period of Ninety days from the date of opening of the Tenders from the
approved Contractors of J&K State of respective Class mentioned against each work for the works
detailed on enclosed list. The tenders should reach in the office of the Chief Engineer PWD (R&B)
Department Jammu on or before 24-01-2011 upto 02.00 P.M

Name of the work and General Information.
Please refer detailed list of works enclosed.
Earnest Money.
1. The amount of the Earnest Money at the rate of 2% of the Advertised amount of the work
shall be deposited in the form of CDR / FDR / Bank Guarantee of a scheduled Bank pledged
to the official designation of the tender opening authority as per Chief Engineer PWD(R&B)
Deptt. Jammu’s circular No.G/12399-423 dated:06.11.2001.
2. The deposit of Earnest Money in any form is not acceptable.
How to Tender.
1. The contractor should tender for the work on the properly issued Tender form issued from
the office of the Executive Engineer PWD(R&B) Division Poonch duly authenticated by the
Divisional representative in respect of the work.
2. The tender forms can be purchased from the office of the Executive Engineer PWD(R&B)
Division Poonch, on payment as per detailed given in the enclosed list (Non-refundable) on any
working day on the production of Registration Card duly Renewed for the year 2010-11 during
office Hours upto 20-01-2011 The Registration Card of the Contractor other than “A” Class shall
remain in the Divisional office till the opening of the Tenders.
a. The tenders shall be submitted by Registered Post/Speed post/Through Courier on
the personnel risk and responsibility of concerned contractor/agency.
b. The contractor shall be penalized at Rs.1000/- per day for delay in completion of the
work. The agreement shall be drawn by the contractor within 7 days from the date of issue of
allotment of contract and immediately start the work, if any delay in execution or slackness on the
part of contractor/agency, the department shall cancel the allotment without issuing any notice to
the contractor, and complete the work departmentally or through some other agency at the risk
and cost of agency/contractor, the defaulter agency shall be liable for blacklisting.
c. The envelopes containing the Tender Documents must have the following subscribed
on it:-
a) Name of the work.
b) Date of Opening of the Tenders.
c) CDR Number.
d) Name and Address of the Contractor.
e) The Tender should reach the receiving authority before the due date and time.
f) In case it happens to be a gazetted holiday on prescribed date of receipt the tenders shall
have to reach in the respective office upto the same time of next work day.

1. Tenders received late shall be rejected.
2. Tenders not accompanied by the Earnest Money shall be rejected.
3. Tenders without the name of the work and date of opening superscribed on it shall be
rejected.
4. The Deptt. Reserves the right to reject any or all the Tenders without assigning any
reason.
VI.
Terms and Conditions of Contract.
The Terms and conditions contained in the Standard Documents of “GENERAL CONDITIONS
OF CONTRACT” (than can be seen in the office of the Executive Engineer PWD(R&B)Division
Poonch) shall be binding in addition to the Terms and conditions of the NIT and the specific
conditions attached with it which shall form part of the agreement to be drawn by the
contractor/agency and shall be binding upon the contractor/agency as soon as the allotment of
the contract is awarded by the competent authority.
The tenderers will please visit the site of work before hand prior to tendering and shall
assess the technique to be adopted for doing complete job. He shall quote complete cost for
complete job. The moment allotment letter is issued to the Tenderer, he will immediately start
collection of the material at site within 07 days of the date of issue of the allotment letter, failing
which it will be presumed that the contractor is not interested in executing the work and the
Department will be at liberty to take necessary steps for starting the work including forfeiting the
CDR of the said Tenderer.

VII.
PROCEDURE FOR SUBMISSION OF TENDER:-
The Tenderer shall use three Envelopes for tendering
1 st Envelope (PREQUALIFICATION)
a. This Envelope shall contain Earnest Money of required amount in shape of call Deposit Receipt /
Fix Deposit Receipt or Bank guarantee of Scheduled Bank duly pledged to tender opening
authority.
b. Past performance and experience of similar nature of work 1/5 th of advertised amount including
name of work, cost of work and present progress.
c. Certificate of satisfactory performance of the work from the authority concerned.
d. Financial Turnover:-
The contractor should have executed 40% of advertised amount in any one year in last five years.
e. Sale Tax Clearance
f. Photocopy of Registration card of the Contractor.
This Envelope should depict name of work, due date of receipt of tender and must indicate the
word “ PRE-QUALIFICATION” on the face and name of contractor / Firm with complete address
at the bottom of Envelope.
II nd Envelope
IInd envelope should contain Financial Bid and should be marked on envelope
Financial Bid along- with the name of the work and contractor.
III rd Envelope
The third envelope shall contain the envelope 1 st and envelop 2 nd . This Envelope shall also
contain name of work, due date of receipt of tender on the face and name of contractor/Firm with
complete address at the bottom of the envelope.
Note :- The Envelope IInd, viz Tender Bid/Financial Bid shall only be opened of those
contractors / firm who qualify the pre-qualification formalities sealed in Envelope- Ist.,
failing which the tender shall be rejected straight-way.

The Tenders shall be opened on 24-01-2011 or any other working day convenient to the opening
authority in the presence of such contractors who choose to be present at the time of opening of
the Tenders.
IX.
Special Conditions.
a. Work should be completed within stipulated period of completion from the date of issuance of
allotment order of the work.
b. In case the agency fails to complete the work physically within the stipulated time. 10%
penalty shall be imposed upon the executagency.
c. If the work is not handed over to the department within the stipulated time, the contract of the
allotment should be treated as cancelled and the contractor should be black listed. This is as
per circular issued by the S.E. Rajouri No.R&B/27/6347-49 dated:19.01.2006 (Deicision taken
in the minutes of Cabinet-Cum-District Dev. Board Meeting of Kupwara Baramula held on
13.12.2005. Under the chairmanship of Hon’ble Chief Minister. 10% deposit shall be deducted
from all the running bills of the contractor and the same shall be released after expiry of six
month from the date of completion of work.
X Issue of Stock and Recovery thereof.
Cement shall be issued on cash payment of @ Rs.365/ per bag.
2. Steel of sorts shall be recovered @ Rs.4000/- per qtls.
3. Bitumen @ 42000/MTand Empty barrel @ 150/barrel.
