The Center for Women and Families engages 

individuals and community in the elimination 

of domestic violence, sexual violence 

and economic hardship through service, 

education and advocacy. 

Chances are you know someone whose life has been 

affected by domestic violence, sexual violence or economic 

hardship. Maybe the survivor is your sister, mother, 

neighbor or co-worker. Or maybe the survivor is you. 

We all wear masks to conceal pain in our lives, but this is 

particulary true for victims and survivors of violence. 

This publication shares how The Center for Women and 

Families works toward the elimination of these masks. 

We hope for a day soon when these masks are not necessary.

It is estimated that every two and a half minutes, 

someone is sexually assaulted. The Federal Bureau 

of Investigation identifies rape as the most underreported 

crime in America. These are violent 

crimes involving power and control. The victim is 

never to blame. The Center empowers victims and 

lets them know they are not alone. 

A sexual assault nurse examiners (SANE) clinic at 

the Joan E. Thomas, M.D. campus will soon provide 

timely, compassionate care to victims of rape and 

sexual assault in our community. Should victims 

choose to seek legal justice, the clinic’s nurses are 

trained to collect comprehensive forensic evidence 

leading to more successful prosecutions. Our 

nonresidential team of advocates, counselors and 

therapists provides the tools and resources to 

heal. We help victims become survivors.

Women who are battered often stay because the 

batterer has threatened the lives of the children. 

A mother will go to extreme lengths to protect 

the lives of her children—often subjecting herself 

to continued physical and emotional abuse. But 

the children are always affected. 

Children comprise almost half of our residents 

and clients. Studies suggest children exposed 

to batterers may show a loss of interest in 

social activities, low self-concept, withdrawal 

or avoidance of peer relations. Teenagers may 

experience depression, hopelessness and other 

forms of emotional disturbance. Our children’s 

advocates offer support, counseling and learning. 

They create a safety plan with every child and 

remind them it is not their fault.

“Domestic violence doesn’t happen to 

professionals like me.” 

Domestic violence doesn’t stay home when victims 

go to work. It knows no boundaries of age, race, 

gender or social background. Your doctor, nurse, 

lawyer or professor could be a victim too. 

The Center’s professional training programs 

are designed to increase knowledge and 

sensitivity. Our trainings encourage managers 

and supervisors to consider domestic violence a 

workplace health and safety issue that affects 

business and the bottom line. We also educate 

local law enforcement, medical students, and 

other first responders to increase skills in 

recognizing and responding to domestic violence.

“I hope they don’t find out I’m homeless.” 

Studies estimate as many as 60% of homeless 

women and children are homeless as a result of 

domestic violence. When a woman leaves an abusive 

relationship, she often has nowhere to go. This is 

particularly true for victims living in poverty. 

Lack of affordable housing and long waiting lists 

for assisted housing mean that many women and 

children fleeing violence are forced to live without 

a regular residence. Our emergency shelters provide 

immediate safety, but this is only the first step. 

The Center’s transitional housing programs offer 

haven and support to families for more than a year 

after they leave our emergency shelter. We also 

provide 18 long-term section-8 approved housing 

units at our Joan E. Thomas M.D. campus. Residents 

remain linked to our continuum of services— 

including employment-readiness and asset-building 

counseling—while they continue to grow toward 

self-sufficiency.

“Was it my fault my son was raped?” 

In more than a third of sexual assaults reported 

to law enforcement agencies, the victims are 

children. Finding out your child has been the 

victim of sexual abuse can be one of the most 

difficult situations for parents to face. Nine out 

of ten times, the child knows the perpetrator. 

We support child sexual assault victims by 

advocating for them at the hospital, at the police 

station and during the legal process. We help 

parents understand the recovery process and 

how to best support their child. Our counselors 

and therapists meet child sexual assault survivors 

at any point of their healing process, even if it 

happened twenty years ago. Our community 

educators teach children as young as 4 years of 

age about the difference between good and bad 

touches. They share with children what they 

should do if they are abused.

“I think he loves me, but I’m scared when he 

gets so jealous.” 

Forty percent of teenage girls report knowing 

someone their age who has been battered. It is 

not easy to leave an abusive partner at any age, 

but it can be even harder for teenagers because 

of fewer resources and uninformed adults. 

Our community educators coach counselors 

and teachers throughout our 14 county service 

area to recognize and respond to bullying, 

sexual harassment and dating violence in their 

schools. We provide presentations on healthy 

relationships, date rape and dating violence 

to thousands of teenagers each year. Our 

new ‘Teen ‘Zine: Focus on Healthy Dating’ is a 

publication that talks about respect, boundaries 

and empowerment. It provides teens with 

information, resources and options.

I can hardly believe it has been more than a year ago since I 

began my work here at The Center for Women and Families. 

I, and all of us at The Center, continue to have much learning 

ahead of us. But we approach that not so much with a sense 

of trepidation as with a sense of optimism and anticipation. 

I have found the problem of domestic violence and sexual 

violence in our communities to be almost overwhelming. 

We know at The Center that 1 in 3 women in Kentucky will 

experience domestic violence or sexual violence at sometime 

during her lifetime. While this statistic is truly unbelievable, I 

can attest to it because I have never spoken to any group, even 

a group as small as 10 people, where someone has not come up 

to me at some point and disclosed that yes, they too have been 

a victim of domestic or sexual violence. What this means to 

this community and this state is the programs offered at The 

Center for Women and Families are critical to the health and 

welfare of the citizens of the Commonwealth. 

Last year, we looked forward to our move to the beautiful 

Joan E. Thomas, MD Campus. In May 2005, many of you 

attended the dedication of this new facility where we 

gathered around the ribbon strung in front of our doors 

and at the count of three and to cheers of ‘Stop the Violence,’ 

we cut the ribbon to our new campus. Since the move and 

dedication, we have acclimated ourselves to our new campus 

with almost 35,000 more square feet than our former 

location. We learned how to operate long-term affordable 

housing. We learned we needed to develop new processes of 

working together in this larger space and we re-structured 

our program services around what we learned, and this was 

no easy task. Our new space is full of so many possibilities. 

While our move was possibly the largest landmark for us 

to note in the past year, we have other things to celebrate 

too. One important step we took in April 2005 was to 

ensure The Center’s services continue to embrace the need 

for compassionate and effective crisis intervention and 

sustainability counseling by creating of a new position, Vice 

President of Program Services. In April we hired Jennifer 

Hancock, former Director of Youth Services at Wellstone 

Regional Hospital and a pro bono therapist for The Center. 

Jennifer has brought a level of leadership and understanding 

to our programs services, providing direction to those 

programs, ensuring best practices are developed, refined, 

evaluated and maintained. 

During my first year with The Center, I have gained a better 

understanding of our services throughout the 14 counties 

we serve. In Southern Indiana, I am pleased to report that 

our outreach services continued to grow. Southern Indiana 

services marked a 12% increase in Floyd, Clark, Harrison, 

Crawford, Washington, Orange and Scott counties. During 

this same time, staff of the shelter and outreach offices 

provided more than 800 additional hours of counseling 

and noted a 65% increase in legal advocacy to residents and 

clients in Southern Indiana. Our Kentucky outreach efforts 

also continued to grow and meet the changing needs of 

our more rural communities. Our friends and supporters 

in these communities reciprocated our services with the 

construction of the Michael Todd Long Playground at our 

Shelbyville office. The playground was made possible by 

the Shelby County Community Charity, an action group of 

concerned citizens with a common purpose of operating 

exclusively for charitable causes in Shelby County. 

In perhaps one of our most emotional and inspiring evenings 

this year, friends and family of Rashaan Willis gathered for 

the dedication of the RaShaan Willis Adolescent Room in 

our children’s service area of our new campus. Under the 

guidance of Bob and Marita Willis, a handful of RaShaan’s 

friends worked for nearly three years to raise funds for 

this special space in our new campus designed just for 

teens staying in shelter at The Center. The motivation for 

this inspired group of young people was clear: to honor 

the life and spirit of a young man who was taken from our 

community too early in his life by the floods of 1997. On a 

beautiful Saturday this past May, the committee exceeded 

its $50,000 fundraising goal when hundreds gathered to 

celebrate RaShaan’s life and the dedication of the new 

adolescent space. We learned clearly that evening, what 

collaboration by young leaders can accomplish. In that same 

spirit, young Elizabeth Massey, age 18, demonstrated the 

difference that one dedicated person can make when she 

envisioned, designed and furnished our Girl Scout Media 

Room in fulfillment of her Girl Scout Gold Project. It is so 

compelling to see what young leadership can accomplish, 

especially when we understand that nearly 50% of our client 

and resident base is comprised of young people under the 

age of 18. We dream that because they have been touched 

by the services of The Center that they, too, will have the 

opportunity to develop as leaders. 

What we have learned at The Center for Women and Families 

is we cannot do this work alone. It is only through an 

integrated community response that our community will 

truly find solutions. I have been inspired by our community’s 

response this year. We look back on this year and remember 

the day when dozens of Target employees showed up early 

in the morning with overflowing bags of home furnishings 

to redecorate every one of our new transitional rooms, 

transforming useful but plain motel type rooms to inviting 

homes. We remember the day The Center received the Greater 

Louisville Inc’s Work/Life Balance Award, followed soon 

after by the Center for Nonprofit Excellence’s Art of Diversity 

pyramid award. We recall the Saturday morning when a huge 

crane and operators donated by MAC construction arrived 

to help us move our playground from the old Breckinridge 

location to our new shelter courtyard. Then there was the 

day when a team of landscapers from Worry Free Property 

Service transformed our rather sparse courtyard into a 

garden. Truly, this has been year of engagement, both by our 

staff and individuals and organizations in our community. 

This past year has had its challenging moments too. Federal 

funding streams are dissipating and The Center relies on 

these funds for our operations. We have faced challenges 

related to our metro police advocacy partnership and 

with funding the capital needs for this facility. But there is 

optimism and determination in these challenges. We feel 

confident, because after losing the funding for our metro 

police advocates, the police department and the mayor 

stepped up and said: “this is important, and we are going to 

find a way to keep this program in place”. 

We feel inspired when we sit around the table in a broad 

community collaboration including the Kentucky Association 

of Sexual Assault Programs, the Louisville Metropolitan 

Police Department, the City of Louisville, Metro Council, the 

University of Louisville, U of L Medical Center and others to 

plan a community based sexual assault clinic to be housed 

here at The Center. We feel encouraged when a meeting with 

two of our local family court judges to discuss our vision of 

a Pro Se legal clinic becomes a reality with the Louisville Bar 

Association, The Brandeis School of Law and other partners 

coming together in collaboration. We feel motivated when 

we announce our new speakerís bureau, Voices of Strength, 

and community volunteers show up for a wonderful training 

to be engaged in reaching out in the community to broaden 

awareness and share solutions. 

We were especially inspired in February when our board and 

executive staff came together to vision about the future of 

The Center. Out of that process we developed a new inspiring 

mission statement that will serve as the framework for 

our strategic plan: Our mission is to engage individuals and 

community in the elimination of domestic violence, sexual 

assault and economic hardship through service, education 

and advocacy. 

Back in the middle ages, cathedrals that now dominate 

the landscape of Europe took centuries to build. Inspired 

and dedicated stone masons went about their work every 

day cutting stone and laying stone upon stone to work on 

a structure that would never be finished in their lifetimes. 

And now, centuries later, we enjoy the fruit of their labor, all 

because they had a vision. Even though their full vision would 

not be realized in their lifetimes, it did not matter because 

they were dedicated to that that vision and willing to work to 

make it so. We at The Center have a vision. And we’re going to 

make it so.

Celebration of Service 

Celebration of Service is our most prestigious event and largest fundraiser. The event began in 1988 to honor 

“Women of Distinction” who have given a lifetime of service to the Kentuckiana community. Each year 

hundreds gather for Celebration of Service, which includes a special dinner and program. Each woman is
