Pace: Non-Winner’s of $1,000 Lifetime, as of May 15, 2012<br />

Purse: $1,500<br />

Bonus: All Nomination Money will be paid to the winner.<br />

Nomination Payment: $25.00 per horse postmarked no later<br />

than May 15, 2012.<br />

Starting Fee: $50.00 payable on race day.<br />

Conditions:<br />

Race will split on 8 horses. Race will be split first on<br />

owners, secondly on trainers, and then drawn by lot per<br />

USTA Rule 14, Section 3.<br />

If multiple divisions, Bonus money will be split evenly<br />

between division winners.<br />

Race will be 1 heat, unless there are fewer than 6 races<br />

carded for the day.<br />

In case of 2 heat racing, money will be split equally between<br />

heats.<br />

If there are not 20 nominations, money will be refunded.<br />

Five to Enter, Four to Start.<br />

Purse Splits: 45-25-15-10-5%<br />

United States Trotting <strong>Association</strong><br />

RULE 20: STANDARDS OF CONDUCT<br />

Section 1: No owner, trainer, driver, attendant of a horse, or<br />

any other person shall use improper language to an official,<br />

officer of this <strong>Association</strong>, or an officer or an <strong>Association</strong> in<br />

membership, or be guilty of any improper conduct toward<br />

such officers or judges, or persons serving under their orders,<br />

such improper language or conduct having reference to the<br />

administration of the course, or any race thereon.<br />

WHHA Policies & Procedures<br />

The Following Policies & Procedures will govern<br />

ALL WHHA sponsored & co-sponsored race meets<br />

in 2012.<br />

Membership<br />

1. One owner and/or trainer of each horse<br />

entered to race at WHHA sponsored or cosponsored<br />

race meets MUST be a 2012<br />

member of the <strong>Wisconsin</strong> <strong>Harness</strong> <strong>Horse</strong><br />

<strong>Association</strong> in order to race.<br />

2. ALL DRIVERS who drive at WHHA sponsored or<br />

co-sponsored race meets MUST be a 2012<br />

member of the <strong>Wisconsin</strong> <strong>Harness</strong> <strong>Horse</strong><br />

<strong>Association</strong> in order to drive.<br />

3. Those who are not members will be allowed to<br />

join the WHHA on race day when paying entry<br />

fee.<br />

Coggins Test<br />

1. Each horse must have an ORIGINAL 2012<br />

Negative Coggins test to enter the grounds.<br />

You may be asked to present papers at the<br />

gate, so BE PREPARED. <strong>Horse</strong>s not having<br />

papers will have to immediately leave the<br />

grounds and may be subject to quarantine.<br />

2. The ORIGINAL and a photocopy must be<br />

presented to the Clerk of Course when paying<br />

entry fee. You will keep the original and the<br />

clerk will keep the copy.<br />

3. For your convenience, you should make as<br />

many copies as races you are planning to<br />

attend. The Clerk of Course must compare the<br />

photo copy to the ORIGINAL copy at each race<br />

meet. Once deemed valid, the Clerk of Course<br />

will keep the photo copy on file at the Fair /<br />

Race Office for the required period of 5 years.<br />

4. Those who do NOT have an ORIGINAL copy of<br />

the Negative 2012 Coggins Test will NOT be<br />

permitted to race at any <strong>Wisconsin</strong> Race<br />

meets.<br />

Breathalyzer Testing<br />

1. All WHHA Meets will be tested.<br />

2. Each of the following who participate that day<br />

will be tested:<br />

a. Drivers<br />

b. Starting Gate Driver<br />

c. Starter<br />

d. Presiding Judge<br />

e. Associate Judges<br />

f. Clerk of Course<br />

g. Other Appointed Racing Officials<br />

3. There are two (2) Breathalyzer units available<br />

for testing.<br />

4. Testing will be conducted within one (1) hour<br />

of post time by two (2) WHHA appointed<br />

officials.<br />

5. Appointed official will ask the driver/official to<br />

blow into the unit, count to seven (7) and<br />

check the reading. Unit will then be shown to<br />

2nd official and driver for verification of<br />

authenticity.<br />

6. Drivers/Officials must test at a 0.0 level before<br />

being permitted to drive or perform their<br />

scheduled duty.

7. Drivers/Officials, who do not test 0.0, will have<br />

the opportunity to re-test with the 2nd<br />

Breathalyzer unit.<br />

8. If drivers/officials fail to test 0.0 with the<br />

second unit, they will be given the opportunity<br />

to retest again just prior to post time.<br />

9. The WHHA reserves the right to retest any<br />

individual(s) at any point during the meet.<br />

10. WHHA will offer their Breathalyzer units to<br />

any other fair for use free of charge provided<br />

they have their own qualified testing officials.<br />

Race Day Insurance<br />

The <strong>Wisconsin</strong> <strong>Harness</strong> <strong>Horse</strong> <strong>Association</strong><br />

recognizes the need for universal insurance for<br />

the drivers in our sport. We are proud to<br />

continue to offer to help subsidize the insurance<br />

costs so that every race meet in the State of<br />

<strong>Wisconsin</strong> is able to afford race day on-track<br />

driver’s insurance. In return, each host track<br />

that receives a subsidy has agreed to the policy<br />

that ALL drivers must be 2012 Members of the<br />

WHHA in order to drive at their race meet in the<br />

State of <strong>Wisconsin</strong> this year. Drivers will be<br />

allowed to join on race day prior to the first post.<br />

Driving Violations & Penalties<br />

According to USTA Rule 18, Section 9: “Drivers<br />

shall keep a line in each hand from the start of<br />

the race until the head of the stretch finishing the<br />

race.”<br />

WHHA Penalties will be as follows:<br />

1 st Offense: $25.00 Fine<br />

2 nd Offense: $100.00 Fine<br />

3 rd Offense: $200.00 Fine<br />

USTA Rule 18, Section 6<br />

If in the opinion of the Judges a driver is for any<br />

reason unfit or incompetent to drive or refuses to<br />

comply with the directions of the Judges, or is<br />

reckless in his conduct and endangers the safety<br />

of horses or other drivers in the race, he may be<br />

removed and another driver substituted at any<br />

time after the positions have been assigned in a<br />

race, and the offending driver shall be fined,<br />

suspended, or expelled. The substitute driver<br />

shall be properly compensated.<br />

USTA Rule 18, Section 8<br />

Loud shouting or other improper conduct is<br />

forbidden in a race. After the starting gate is in<br />

motion, both feet must be kept in the stirrups<br />

until after the finish of the race, except that a<br />

driver shall be allowed to remove a foot from the<br />

stirrups temporarily for purpose of pulling<br />

earplugs.<br />

USTA Rule 18, Section 9<br />

Drivers will be allowed whips not to exceed 4<br />

feet, plus a snapper not longer than 6 inches.<br />

Provided further that the following actions shall<br />

be considered excessive or indiscriminate use of<br />

the whip:<br />

a. Causing visible injury.<br />

b. Whipping a horse after the race.<br />

c. Whipping under the arch or shafts of the<br />

sulky.<br />

The use of the whip shall be confined to an area<br />

above and between the sulky shafts, to include<br />

the sulky shafts and the outside wheel discs.<br />

Drivers shall keep a line in each hand from the<br />

start of the race until the head of the stretch<br />

finishing the race.<br />

USTA Rule 18, Section 11 (effective May 1, 2009)<br />

The brutal use of the whip or crop or excessive or<br />

indiscriminate use of the whip or crop shall be<br />

considered a violation and shall be punished by a<br />

fine and/or suspension. . . At the county fairs,<br />

the first offense will draw a seven-day suspension<br />

and $200 fine, and the second and third offenses<br />

will be met with 15 days and $500 and 30 days<br />

and $1,000, respectively. At both commercial<br />

and fair tracks, a fourth offense will result in<br />

license revocation.<br />

Comprised of the races at Mineral Point, Richland<br />

Center & Viroqua. The pacer and trotter of the<br />

year will each be awarded a plaque and $50 cash<br />

based upon the following conditions:<br />

1. The winner must have started in ALL three (3)<br />

of the Wind-Up Circuit events<br />

2. Pacer and trotter awards will be based on<br />

at Elkhorn and the Walworth County Fair. Award<br />

& $100 cash bonus to top Pacing & Trotting point<br />

earners.<br />

Conditions: 2012 negative Coggins test require. Equines<br />

originating from outside <strong>Wisconsin</strong> must be accompanied by<br />

interstate health certificate issued no more than 30 days.<br />

entry of more than 8 horses in events will be split per USTA<br />

rules. In a race that splits, the Walworth County Fair will, to<br />

the best of their ability, to split according to gender. Fair<br />

fails to fill, we reserve the right to condition the race.<br />
