Proposed Relocation of the Heritage Highway Museum & Visitor<br />

Information Centre<br />

Mr Harwood advised that since the February meeting, a community information<br />

session about the proposed relocation of the Heritage Highway Museum &<br />

Visitor Information Centre was held at the Town Hall on Tuesday 26 February<br />

2013.<br />

Council Heritage Architect, Mr Denman attended the session and presented a<br />

powerpoint display showing the floor layout in a 3D format.<br />

It was mentioned that Mr Denman is preparing estimates for various stages of<br />

the project and in the near future a report would be presented to Council.<br />

Mr Chugg requested that a letter be obtained from About Campbell Town Inc<br />

indicating their position about the proposed relocation of the Heritage Highway<br />

Museum & Visitor Information Centre to the Town Hall at Campbell Town..<br />

Mr Harwood agreed to follow up the matter.<br />

Opening Hours—Commonwealth Bank & Service Tas -- Campbell Town<br />

Mr Harwood mentioned that the recommendation from the Forum for the<br />

opening hours of the Commonwealth Bank and Service Tas at Campbell Town<br />

to be increased will be considered at the next Council Meeting to be held on<br />

Monday 18 March 2013.<br />

Mr Harwood to obtain details about the income & expenditure for the Town Hall<br />

at Campbell Town for the 2011/2012 financial year.<br />

Customer Request Issues<br />

An update was provided about Customer Request issues..<br />

6 GENERAL WORKS<br />

2013/2014 Works Budget<br />

Following a recent discussion by the Forum, it was suggested that the following<br />

list of works be submitted to Council for consideration in the 2013.2014 budget:-<br />

Southern Entrance--- bring up to same standard as the northern<br />

entrance<br />

Bridge St—Between Church St & High St) to be reconstructed and<br />

include kerb & guttering<br />

Public Toilets in Valentines Park—upgrade and increase capacity<br />

Glenelg St—(reconstruction to Church St) plus kerb & guttering<br />

War Memorial Oval Pavilion—reconstruction or new building (partial<br />

funding already set aside by Council)--- refer comments herender re<br />

email received from Council’s Manager of Community & Ecopnomic<br />

Development<br />

“ Hi Mary Ann<br />

Great that the forum is getting behind this development. Yes,<br />

the starting point is the drawing up of the plans to enable a<br />

costing to be determined for the project. The most likely<br />

source of external funding is the Dept of Sport and Recreation<br />

Major Grants Program. The 2013 program is closed and the<br />

2014 program opens this July. If it follows the pattern of<br />

previous years, the applications will have to be lodged early<br />

2014. The Major Grants program provides a maximum of<br />

$80,000 for any one project . Applicants need to provide at<br />

least half the project funding. We have secured funding<br />

through this program for a number of council projects.<br />

I look forward to working with you on a funding application as<br />

this project progresses”<br />

Walking Tracks—maintenance on existing and a new track<br />

developed from the Willows to West St<br />

Signage—update existing and install more information signs<br />

Pedder St—footpath<br />

Flowerboxes in Valentines Park—either change to seating or<br />

construct stronger cages<br />

Cenotaph to be returned to original site—(not strongly supported by all<br />

members)<br />

Landscaping around skate park and outdoor exercise equipment<br />

High Priority Maintenance<br />

Drains in most streets are in need of cleaning out—grass & weeds<br />

are taking over.<br />

Problem of flooding due to drains occur in West St (east of High St)<br />

which needs to be addressed either by putting in kerb & guttering or<br />

by reconstructing drains<br />

Trees and shrubs on corner of Bridge St & Pedder St need cutting<br />

back—traffic hazard.<br />

Location of the Cenotaph at Campbell Town<br />

Correspondence was received from Mr Bill Chugg requesting that consideration<br />

be given to the future location of the cenotaph. With the cenotaph being located<br />

adjacent to the grandstand at the War Memorial Oval, it was suggested that the<br />

memorial be re-located to it’s original site at the corner of High St & Queen St.<br />

and it would then become an asset to the town particularly with improved<br />

landscaping at the proposed site. In support of the idea, Mr Chugg mentioned<br />

that the proposed site was within the 50klm per hr speed zone and that it would<br />

be reasonable to expect that it would be a quiter location. Other matters<br />

mentioned by Mr Chugg in relation to this matter were:-<br />

Need for an overall development for the War Memorial Oval<br />

Appreciation to the recently formed Campbell Town Anzac<br />

Centenary Group<br />

Adequacy for traffic movements in Queen St due to the width of the<br />

roadway (approx 20m)<br />

Mr John Taylor representing the Campbell Town Anzac Centenary Group<br />

thanked the Forum for the opportunity to attend the meeting and encouraged the<br />

members to give the idea of re-locating the cenotaph due consideration. He<br />

suggested that a section of Queen St near the intersection with High St be set<br />

aside as a park/garden with the inclusion of the cenotaph.<br />

Mrs Clarke expressed concern of relocating the cenotaph to it’s original location<br />

because of traffic management issues. Reference was made to the volume of<br />

traffic parking in the vicinity and emphasized that the present site was<br />

convenient for all visitors. It was also mentioned that a development plan<br />

needed to be prepared for the War Memorial Oval. Matter to be referred to<br />

Council’s Works & Infrastructure Manager, Mr Chellis who was progressing the<br />

matter over the past 24 months.<br />

Mr Ashman provided an historical overview of the cenotaph and suggested that<br />

the names of all veterans from Campbell Town who served in the various wars<br />

be displayed on the cenotaph.<br />

It was RESOLVED that the matter be further discussed at the April Forum<br />

meeting.<br />

2012/2013 Budget<br />

The issue about the allocation of $30,000 for the improvement to the southern<br />

approach to Campbell Town was discussed and It was RESOLVED to invite<br />

Council’s Works & Infrastructure Manager, Mr Chellis to the April meeting to<br />

discuss the extent of the works including the upgrade of two driveways. Other<br />

matter mentioned was that the drains in West St required maintenance.<br />

8. O<strong>THE</strong>R BUS<strong>IN</strong>ESS<br />

Deputy Mayor Downie referred to the recent holding by Ben Lomond Water of a<br />

community information session for residents of Campbell Town. He also<br />

mentioned the recent works of scouring the mains and in particular mentioned<br />

that such work should have been done some time ago.<br />

Appearance of Footpaths—CBD Area—Campbell Town.<br />

It was suggested that a letter be sent to shopkeepers (food premises) located<br />

within the CBD area at Campbell and they be asked to keep the footpaths in<br />

front of the enterprises in a clean and tidy condition.<br />

Reference was made to the exceptional effort being made by the War Memorial<br />

Oval Management Committee especially Mr Paul Jones for the first class<br />

manner in which the ground is being maintained.<br />

Abandoned Vehicles—Mr Harwood to liaise with Tas Police about an abandoned<br />

vehicle left near the Fox Hunters Return and also near the garage owned by Mr<br />

Howard Fox.<br />

Development at the Campbell Town Showground---Mr Chugg suggested that the<br />

membership of the Forum needed to be kept informed of projects /developments<br />

being considered for Campbell Town. Mr Harwood advised that the work at the<br />

showground was in the consultation stage and no formal application had been<br />

received by Council.<br />

Daily Opening of the Public Toilets at Valentines Park, Campbell Town<br />

Due to the number of visitors calling into Campbell Town, it was requested that<br />

the toilets be opened as advertised (from 7.30am daily)<br />

Mrs Davis advised that the Campbell Town Pool had enjoyed a successful<br />

season and although the Council allocated hours for casual pool staff had been<br />

used, the pool would remain open with labour costs being met by the Pool<br />

Management Committee.<br />
