ATTACHMENT 7<br />

PUBLIC ALERT/NOTIFICATION<br />

I. PURPOSE<br />

To establish procedures to support County protective response to an accident at the Beaver<br />

Valley Site through the timely alert/notification and dissemination <strong>of</strong> emergency instructions<br />

to the population at risk.<br />

II.<br />

DEFINITIONS<br />

A. The definitions provided in Appendix 1 to the "Hancock County Emergency<br />

Response Plan" and in the Emergency <strong>Operations</strong> Center <strong>SOP</strong> are applicable to the<br />

terms used in this procedure.<br />

B. Other Definitions<br />

1. Local Alert Stations - Commercial radio and TV stations which provide full<br />

Alert coverage within the plume exposure pathway EPZ under agreement to<br />

Alert emergency public information at the request <strong>of</strong> risk County <strong>of</strong>ficials.<br />

2. Emergency Public Information Alert Messages - Pre-written<br />

announcements for transmission by local Alert stations informing the public<br />

at risk on what actions to take at the time <strong>of</strong> an accident.<br />

3. Route Alerting Team - A group <strong>of</strong> volunteer firemen affiliated with a fire<br />

department within the plume exposure pathway EPZ assigned to a specific<br />

area within their fire department jurisdictional boundary to support public<br />

alert/notification.<br />

4. Special Population Group - A category <strong>of</strong> persons requiring assistance or<br />

lead-time for effectual protective response. Special population groups<br />

include school children, hospitalized persons, the handicapped, children in<br />

day care centers, and industrial workers.<br />

III.<br />

SITUATION<br />

A. The alert component <strong>of</strong> the public alert/notification system, the CityWatch Alert<br />

System, and a local function, consisting <strong>of</strong> fixed sirens and alert teams equipped with<br />

portable sirens and public address systems. Their function is to advise persons<br />

living, working, or traveling within portions <strong>of</strong> or all <strong>of</strong> the plume exposure pathway<br />

EPZ to tune to a local radio or TV station.<br />

B. The notification component <strong>of</strong> the public alert/notification systems is a combined<br />

local/State function.<br />

1. The local function consists <strong>of</strong> a news release from the <strong>EOC</strong> <strong>of</strong> pre-written<br />

messages containing specific emergency information and instructions transmitted<br />

over local Alert stations to the population at risk.<br />

2. The CityWatch Alert System, utilizing reverse 911 technology to warn the<br />

public <strong>of</strong> an emergency within a given geographical area.<br />

3. The State function consists <strong>of</strong> the <strong>West</strong> <strong>Virginia</strong> <strong>Division</strong> <strong>of</strong> <strong>Homeland</strong> Security<br />

and Emergency Management (WVDHSEM) release <strong>of</strong> pre-written messages<br />

containing general area-wide emergency information and instructions<br />

transmitted over Emergency Alert System (EAS) stations to persons within the<br />

50-mile ingestion pathway EPZ.<br />

C. Coordination <strong>of</strong> the three components is essential for adequate public response to an<br />

accident at the Beaver Valley Site.<br />

D. In the event <strong>of</strong> a serious accident requiring immediate protective actions, Hancock<br />

County reserves the right to activate the alert systems and Alert specific emergency<br />

instructions over local radio and TV stations without first coordinating with the<br />

State.<br />

IV.<br />

RESPONSIBILITIES<br />

A. <strong>West</strong> <strong>Virginia</strong> <strong>Division</strong> <strong>of</strong> <strong>Homeland</strong> Security and Emergency Management<br />

(WVDHSEM), together with HCOEM, PEMA and OEMA should coordinate the<br />

date and time the public alert/notification system is to be activated and tested.<br />

B. The County Emergency Services Director is responsible for the alert/notification <strong>of</strong><br />

the resident and transient population at risk in the County to include:<br />

1. The maintenance and preparedness <strong>of</strong> the alert/notification system.<br />

2. The advance alert/notification <strong>of</strong> special population groups.<br />

3. Activation <strong>of</strong> the public alert systems.<br />

4. Release <strong>of</strong> specific emergency public information Alert messages.<br />

C. WVDHSEM is responsible for the release <strong>of</strong> general area-wide EAS messages to the<br />

public within the 50-mile ingestion pathway EPZ.<br />

V. PROCEDURES<br />

A. Administrative<br />

The Hancock County Emergency Management Director will:<br />

1. Assure development, refinement and coordination <strong>of</strong> the alert/notification<br />

systems.<br />

2. Develop supplemental procedures for the activation and operation <strong>of</strong> the<br />

alert/notification systems.<br />

3. Assure the training <strong>of</strong> those <strong>EOC</strong> operations staff that will assist with<br />

alert/notification, to include:<br />

a. Fire Services Officer<br />

b. School Services Officer<br />

c. Health/Medical Officer<br />

d. County Sheriff<br />

4. Conduct test <strong>of</strong> the operational elements <strong>of</strong> the alert/notification systems<br />

according to established guidance.<br />

5. Review and update semiannually the information contained in attachments to<br />

this procedure.<br />

B. Operational<br />

1. Emergency Level - Unusual Event<br />

No Action Required.<br />

2. Emergency Level - Alert<br />

a. Review the public alert/notification resource list. (Enclosure 1)<br />

b. Request local EAS stations to initiate and maintain standby status.<br />

(Enclosure 2)<br />

c. Prepare the CityWatch Alert System for use (See Annex P,<br />

Appendice 3).<br />

d. Coordinate with the Fire Services Officer to request Route Alerting<br />

Teams standby at their Stations and report manpower shortages.<br />

e. Review emergency public information Alert messages and update as<br />

necessary. (See <strong>SOP</strong> No. 2).<br />

f. Maintain Alert Status until emergency level escalation or reduction<br />

or closeout.<br />

3. Emergency Level - Site Area Emergency<br />

a. Review the public alert/notification resource list. (Enclosure 1)<br />

b. Request local EAS stations to initiate and maintain standby status<br />

(Enclosure 2).<br />

c. Prepare the CityWatch Alert System for use (See Annex P, Appendice 3).<br />

d. Coordinate with the Fire Services Officer to assure Route Alerting<br />

Teams are at their Stations, and ready for dispatch.<br />

e. Dispatch resources to fire stations identifying manpower shortages.<br />

f. Review EAS Alert messages and update as necessary. (See <strong>SOP</strong> No.<br />

2).<br />

g. Maintain readiness posture until protective response is indicated,<br />

emergency level escalation or reduction or closeout.<br />

h. Protective Response Indicated:<br />

(1) Select the appropriate EAS message based upon the<br />

protective action.<br />

(2) Receive from WVDHSEM the coordinated recommendation<br />

on implementation <strong>of</strong> protective action including:<br />

(a)<br />

(b)<br />

(c)<br />

The specific protective action recommended.<br />

The area affected by implementation.<br />

The date and time <strong>of</strong> implementation.<br />

(3) Ensure that selected EAS messages are consistent with the<br />

protective action being implemented.<br />

(4) Activate the CityWatch Alert System (See Annex P, Appendice<br />

3).<br />

(5) Coordinate with the Fire Services Officer for the dispatch <strong>of</strong><br />

Route Alerting Teams in conjunction with siren activation.<br />

(6) Activate the sirens within the designated protective response<br />

area upon the direction <strong>of</strong> the Emergency Services Director or<br />

his designee.<br />

(7) Coordinate with the County Sheriff for backup support to fire<br />

personnel in providing additional alert/notification coverage<br />

(if needed).<br />

(8) Verify coverage and completion <strong>of</strong> public alert/notification.<br />

(9) Update EAS messages and public alert/notification as<br />

appropriate.<br />

(10) Repeat the appropriate steps <strong>of</strong> the above procedure upon<br />

receipt <strong>of</strong> an additional protective action decision.<br />

i. Maintain Site Area Emergency Status until emergency level<br />

escalation or reduction or closeout.<br />

4. Emergency Level - General Emergency<br />

a. Review the public alert/notification resource list. (Enclosure 1)<br />

b. Request local EAS stations to standby to Alert emergency message.<br />

(Enclosure 2).<br />

c. Activate the CityWatch Alert System (See Annex P, Appendice 3).<br />

d. Coordinate with the Fire Services Officer to assure Route Alerting<br />

Teams are in-place and prepared to activate upon request.<br />

e. Review EAS messages and update as necessary. (See <strong>SOP</strong> No. 2).<br />

f. Maintain readiness posture until protective response is indicated,<br />

emergency level reduction or closeout.<br />

g. Protective Response Indicated:<br />

(1) Select the appropriate EAS message based upon the<br />

protective action.<br />

(2) Receive from the State the coordinated recommendation on<br />

implementation <strong>of</strong> protective action including:<br />

(a)<br />
