<strong>Truck</strong> <strong>Driving</strong> <strong>Simulator</strong><br />
The <strong>Southwest</strong> Applied Technology College of Cedar City, Utah is a UCAT (Utah<br />
Colleges of Applied Technology) Campus and is requesting a bid on a <strong>Truck</strong> <strong>Driving</strong><br />
<strong>Simulator</strong> for purchase. The following items below are preferred but not absolute.<br />
This request also gives SWATC the right to accept or reject any bid submitted.<br />

<strong>Truck</strong> <strong>Driving</strong> <strong>Simulator</strong> Required Specifications and Capabilities—<br />
1. The truck driving simulator can train fire, emergency personnel in the operation of emergency<br />
vehicles in emergency and nonemergency situations.<br />
2. The simulator can be configured as a fire truck, school bus, heavy truck and trailer, police car,<br />
dump truck cab, or light truck. Bidders shall provide documented proof of an established<br />
production process for these configurations.<br />
3. Console unit that provides driving experience with steering wheel, gas, brake, and clutch pedals,<br />
seat, transmission that have three screen scenario display and interactive responses to the driver
4. <strong>Simulator</strong> must provide the option to add a police insert at a later date to include software.<br />
5. The simulator lets the instructor track, record, and play back, from at least six angles, the<br />
movements of multiple networked simulators.<br />
6. The simulator produces high-resolution graphics on plasma or LCD displays. Cables are marked<br />
for plug and play.<br />
7. The simulator can communicate with the factory through high-speed wireless internet<br />
connection. The vendor provides options for optional repair kits and a specific technical support<br />
program.<br />
8. The simulator runs on Windows XP or greater and can share programs with other simulators.<br />
9. The vendor provides a base number of instructional programs (scenarios) and optional scenarios<br />
under purchase options.<br />
10. Vendors will maintain a staff of full time instructional designers and professional simulation<br />
trainers with relevant industry experience. Please provide resumes.<br />
11. The simulator includes, among others, these scenarios and visual databases:<br />

12. The simulator has a 200-degree field of view or greater from the student driver position.<br />
13. The simulator has working items commonly found in the driver compartment of an emergency<br />
vehicle:

operational dashboard with speedometer, fuel, and other gauges<br />
functional siren<br />
emergency light controls<br />

14. The simulator includes instructor-controlled decoy-vehicle capability.<br />
15. The simulator has force-loaded steering that simulates return to center, scrub, tire blowouts,<br />
driving over curbs, etc.<br />
16. The driver compartment is designed to ensure safety, provide comfort, and maximize the<br />
training experience.<br />
17. The simulator can replicate multiple dashboards “Glass Dash” and multiple vehicles, including:<br />

18. The simulator comes with an automatic transmission along with a manual transmission.<br />
19. <strong>Simulator</strong> will come with at least 40 scenarios for fire and trucking.<br />
20. <strong>Simulator</strong> will provide realistic shifting and transmission experience including typical driver<br />
and road condition feedback, with a variety of shifting patterns<br />
21. The <strong>Truck</strong>ing Package includes a minimum of 14 own cabs and 30 different<br />
tractor/trailer/drive train combinations with 12 different trailers. Engine types include Cummins,<br />
Caterpillar, and Detroit. Transmission types include 9‐, 10‐, and 13‐speeds. Each truck comes with a<br />
dashboard configuration that accurately matches the cab make and model.<br />
22. The instructor station (IOS) can control or drive any scenario car to customize the training<br />
experience.<br />
23. The IOS can control the training environment by changing:<br />

24. The package should include skid pad capability<br />
25. The simulator includes the vendor’s easy-to-learn-and-use Scenario Builder software included<br />
in the base unit.<br />
26. The simulator is a turnkey system.
27. <strong>Simulator</strong> includes an AAR After Action Review Station—imbedded camera system with wiring<br />
and software that allows trainers to check eye and hand position of the driver.<br />
28. The vendor provides local and national references for the simulator. Please include references<br />
for Fire, <strong>Truck</strong>ing and Police.<br />
29. The simulator comes with a two-year full-service warranty against manufacturer defects.<br />
30. The warranty include 24/7 phone support and remote diagnostics through customer-provided<br />
voice and modem phone lines.<br />
31. Warranties up to and including three years after the first year are available.<br />
32. Vendor will list nearest parts depot and customer service representative. Please include<br />
resumes.<br />
33. The vendor provides training designated by the customer’s training team. Training takes place<br />
at the customer site. The vendor has optional packages for ongoing training for a one-year followup<br />
training program. These programs are developed by and Instructional design expert.<br />
34. The vendor incurs the cost of the delivery of the simulator and installation<br />
35. The vendor delivers the simulator no more than 90-120 days after the purchase order is<br />
submitted.<br />
36. Preference is to buy US made products<br />
37. Shipping and handling<br />
SWATC will accept two bid types that meet the above criteria—<br />
1. All new equipment<br />
2. Used equipment that has been factory refurbished to like new condition<br />
New equipment bids will be compared to other new equipment bids. Refurbished<br />
equipment bids will be compared to other refurbished equipment bids. Please
clearly indicate if your bid is for new or refurbished equipment. A company may<br />
submit both a proposal for a new equipment simulator and a refurbished<br />
equipment simulator.<br />

and submitted with all other bids.<br />

Vendor Instructions to Participate in Formal Bid<br />
Each vendor participating in the formal bid process must submit a signed, written<br />
proposal indicating comprehension of and compliance with the specifications by the<br />
date and time set by the <strong>Southwest</strong> Applied Technology College Finance Manager.<br />
Each potential vendor shall submit bids for all items listed on the specifications<br />
where ever possible. Preference will be given to vendors who can provide all<br />
products and/or services requested.<br />
In order to be considered, substitutions or “equivalent to” bids must contain<br />
documentation with the bid showing how the substitution meets or exceeds the<br />
specifications in order to be considered.
Bids will include all labor and materials, equipment, shipping, unloading, and freight<br />
inspections unless otherwise noted on the bid specification sheet. The intent of the<br />
bid document is to include all costs necessary for proper and complete installation<br />
or services provided in the items bid.<br />
Suppliers are to abide by and comply with the true intent and meaning of all<br />
specifications and drawings taken as a whole and are not to avail themselves to the<br />
detriment of the work, through any manifestly unintentional error or omission,<br />
should any exist. All minor details of the work that are not indicated or specifically<br />
mentioned but are obviously necessary for the proper operation of the item, shall be<br />
considered as incidental and as being part of the work.<br />
SWATC reserves the right to: 1) to purchase greater quantities of requested bid<br />
items at the quoted prices, and/or 2) to purchase only part of specific items<br />
contained within a bid at the quoted prices.<br />
All equipment, furnishings, products and/or services shall be guaranteed, in writing,<br />
free of materials and manufacturing defects for a minimum period of 1 year from<br />
the date of final acceptance unless a shorter time is previously approved by the<br />
<strong>Southwest</strong> Applied Technology College bid request. Repair or replacement of such<br />
defects, to the satisfaction of the faculty or staff member, shall be completed at no<br />
additional cost and within a reasonable time agreed upon by the Finance Manager<br />
or designee.<br />
The <strong>Southwest</strong> Applied Technology College, a Utah College of Applied Technology<br />
campus, is a division of state government under the Utah State System of Higher<br />
Education and is, therefore, exempt from sales tax. A tax-exempt certificate will be<br />
provided to the vendor upon request.<br />
All bids must be sealed. Bids that are faxed will be sealed by the Finance Manager<br />
upon receipt. Send or deliver the bid to the attention of the Finance Manager or<br />
designee as specified in the bid instructions.<br />
Bids may be withdrawn prior to the time set for opening. Negligence on the part of<br />
the bidder in preparing the bid confers no right for the withdrawal of the bid after it<br />
has been opened.
Specifications, proposal forms, and other information are on file for examination at<br />
<strong>Southwest</strong> Applied Technology College.<br />
The contract documents are complimentary, and what is called for by any one shall<br />
be as binding as if called for by all.
