Ministry of the Panchayat Raj, Government of India in collaborati<strong>on</strong> with<br />

MGSIRD, Jabalpur under the MoPR-UNDP <strong>CDLG</strong> Project has launched<br />

four m<strong>on</strong>ths <strong>Capacity</strong> Building and Training (CB&T) interventi<strong>on</strong> <strong>for</strong><br />

mobilising 124 women GP sarpanches in Umaria district towards providing<br />

effective leadership to Gram Panchayat/Sabhas. In this regards, three<br />

days CB&T (Communicati<strong>on</strong> & Leadership) workshops in six batches were<br />

organized at MGSIRD <strong>for</strong> 124 women GP sarpanches and their male family<br />

members. The objective of the CB&T workshops was to improve the<br />

leadership skills of women sarpanches to effectively lead the Gram<br />

Panchayat and Gram Sabha and sensitize their male family members <strong>on</strong><br />

the issues of gender and women leadership. The workshops were followed<br />

by exposure visit cum empowerment workshop to Jain Irrigati<strong>on</strong> campus.<br />

The less<strong>on</strong>s learnt by the women sarpanches in the training workshops and<br />

exposure visit cum empowerment workshop are being implemented in the<br />

respective Gram Panchayat <strong>for</strong> effective functi<strong>on</strong>ing of Gram Sabha. A<br />

EWR <strong>for</strong>um is set up in order to identify women GP sarpanches with<br />

leadership skills and suitable prepare them <strong>for</strong> trans<strong>for</strong>mati<strong>on</strong>al leadership<br />

role in grassroot level. The remaining field based activities with select GP<br />

sarpanches include GP level community festival followed by organizing<br />

<strong>for</strong>mal Gram Sabha and mapping of GP level status of development<br />

schemes with the help of government officials, facilitator and MGSIRD<br />

followed by exposure visit <strong>for</strong> select women Sarpanches. The entire<br />

interventi<strong>on</strong> is to enhance the leadership and communicati<strong>on</strong> skills of<br />

Women GP Sarpanches to effectively lead the Gram Panchayat/Sabha


2. State Focus: Strengthening State Level <strong>Capacity</strong> <strong>Development</strong> Approaches<br />

a. Annual funding entitlement <strong>for</strong> the States was Rs.28Lakhs/State (2009),<br />

Rs.35Lkahs/State(2010), and Rs.28Lakhs(2011).<br />

b. Under this comp<strong>on</strong>ent funds are provided to the seven <strong>CDLG</strong> States to<br />

undertake various activities as per the priorities of the States. Four member<br />

<strong>CDLG</strong> teams are placed in each of the seven States, who provide support<br />

<strong>for</strong> activities, which may include developing CB&T acti<strong>on</strong> plans, training<br />

materials, and IEC materials, c<strong>on</strong>ducting training of trainers (ToTs) and<br />

Training Needs Assessments (TNA), organizing exposure visits and special<br />

training <strong>for</strong> faculty of the State Training Instituti<strong>on</strong>s (STIs), State-specific<br />

research, and general project management. It may be noted that <strong>CDLG</strong><br />

funds are not to be used <strong>for</strong> c<strong>on</strong>ducting actual training of the ERs and<br />

functi<strong>on</strong>aries, as there are government funds available <strong>for</strong> training under<br />

various schemes.<br />
