d. Disadvantaged groups mobilised for effective participation in the
functioning of Gram Sabhas/Panchayats
Ministry of the Panchayat Raj, Government of India in collaboration with
MGSIRD, Jabalpur under the MoPR-UNDP CDLG Project has launched
four months Capacity Building and Training (CB&T) intervention for
mobilising 124 women GP sarpanches in Umaria district towards providing
effective leadership to Gram Panchayat/Sabhas. In this regards, three
days CB&T (Communication & Leadership) workshops in six batches were
organized at MGSIRD for 124 women GP sarpanches and their male family
members. The objective of the CB&T workshops was to improve the
leadership skills of women sarpanches to effectively lead the Gram
Panchayat and Gram Sabha and sensitize their male family members on
the issues of gender and women leadership. The workshops were followed
by exposure visit cum empowerment workshop to Jain Irrigation campus.
The lessons learnt by the women sarpanches in the training workshops and
exposure visit cum empowerment workshop are being implemented in the
respective Gram Panchayat for effective functioning of Gram Sabha. A
EWR forum is set up in order to identify women GP sarpanches with
leadership skills and suitable prepare them for transformational leadership
role in grassroot level. The remaining field based activities with select GP
sarpanches include GP level community festival followed by organizing
formal Gram Sabha and mapping of GP level status of development
schemes with the help of government officials, facilitator and MGSIRD
followed by exposure visit for select women Sarpanches. The entire
intervention is to enhance the leadership and communication skills of
Women GP Sarpanches to effectively lead the Gram Panchayat/Sabha

2. State Focus: Strengthening State Level Capacity Development Approaches
a. Annual funding entitlement for the States was Rs.28Lakhs/State (2009),
Rs.35Lkahs/State(2010), and Rs.28Lakhs(2011).
b. Under this component funds are provided to the seven CDLG States to
undertake various activities as per the priorities of the States. Four member
CDLG teams are placed in each of the seven States, who provide support
for activities, which may include developing CB&T action plans, training
materials, and IEC materials, conducting training of trainers (ToTs) and
Training Needs Assessments (TNA), organizing exposure visits and special
training for faculty of the State Training Institutions (STIs), State-specific
research, and general project management. It may be noted that CDLG
funds are not to be used for conducting actual training of the ERs and
functionaries, as there are government funds available for training under
various schemes.
