Particulars of Organization, Functions & Duties<br />

[Section-4 (1) (b)]<br />

1. Aims and Objectives of the Organization:<br />

To supervise functioning of Educational institution run under ST & Sc Dev. Deptt.<br />

Implementation of various protective legislation meant for ST & SC communities such as PCR<br />

Act, POA Act, Forest Right Act, Reg.2/56, OLR 23 etc. and implementation of various lively hood<br />

programme (income generating scheme) and programmes for welfare of the ST & SC<br />

communities, minorities, SEBC, OBC, Safai Karmachari etc. through OSFDC, OBDFDCC agencies<br />

and other safeguard programme.<br />

2. Brief History & Background for its Establishment:<br />

(a) Location : <strong>Kandhamal</strong> Dist. is one of the southern located Dist.in Odissa. It lies<br />

between 83 0 30’ to 84 0 35’ longitude and between 19 0 34’ to 20 0 34’ latitude it is bounded by<br />

the Boudh district in north, Gajapati district in south, Nayagarh district in the east & Kalahandi<br />

district in the West.<br />

(b) Climate : The climate condition of the district is generally hot with high humidity<br />

during April to May and cold during December to January. The monsoon generally breaks<br />

during the month of June. Average annual rainfall of the district was 16003.2 m.m in 2009<br />

which is higher than the normal rainfall ( 1427.9 m.m ).<br />

The <strong>Kandhamal</strong> Dist. has a population of 6,48,201 as per census 2001 & has observe a<br />

decadal growth of 18.66%. Tribal dominate the demography with 51.96 &16.89% belonging to<br />

ST & SC communities respectively. It is one of the most backward Dist. of Odisha with 47.2% of<br />

house holds in BPL category as recorded in the year 2000.<br />

The DWO office is functioning at Collectorate , Phulbani . Four Nos of room are being used<br />

for SSD Section in the collectorate. This Dist. Comes under Tribal sub-plan area having ITDA<br />

and micro project for Kutia Kandha. There are two ITDA Office functioning at Phulbani under<br />

Balliguda & one micro project at Belghar under Tumudibandha Block under administrative<br />

control of Collector.<br />

3. Details of Services Rendered:<br />

There are 127 nos of SSD Deptt. schools functioning in the <strong>District</strong> comprising S/S, R/S, A/S<br />

and High Schools & EMRS at Mahasingi under administrative control of Collector.<br />

a. This office provides Pre-matric Scholarship to ST & SC students reading in S/S, R/S, A/S, H/S<br />

with 100 seated ST Girls/Boys Hostel. This office provides Post-matric scholarship to ST & SC<br />

students reading in different colleges and vocational institutions.


Besides the students belonging to minority & OBC Community from class-I to Xth level get<br />

PMS from <strong>District</strong> & Post Matric Scolarship for both Communities being given by Govt. through<br />

DWO.<br />

b. The Estt. of SSD. Dptt. Teachers from S/S, R/S, A/S, H/Ss are being dealt with by <strong>District</strong><br />

Office.<br />

c. This office provides incentive to inter caste married couple and legal Aid to ST/ SC people.<br />

d. This office provides monetary relief to atrocity victims under "POA" Act.<br />

e.This office monitors the issues of fake caste certificates . The status report upto end of<br />

15.04.2013 is appended below.<br />
