<strong>Proceeding</strong> <strong>of</strong> <strong>the</strong> <strong>review</strong> <strong>meeting</strong> <strong>with</strong> <strong>the</strong> <strong>Programme</strong> <strong>Officers</strong> & Savapati held on<br />

23-06-2012 at Collectorate Conference Hall, Jalpaiguri.<br />

The <strong>meeting</strong> was chaired by <strong>the</strong> DPC & DM, Jalpaiguri.<br />

List <strong>of</strong> <strong>the</strong> members present attached.<br />

Detailed discussion on <strong>the</strong> slides <strong>of</strong> <strong>the</strong> power point presentation prepared by <strong>the</strong> District Cell was<br />

done. Copy <strong>of</strong> same was mailed to all <strong>the</strong> Blocks on 22 nd June, 2012. The following were <strong>the</strong> issues<br />

discussed and decision taken.<br />

MIS<br />

1. MIS uploading needs to be ensured for submission <strong>of</strong> Fund Requisition.<br />

2. Log Chart needs to be sent to <strong>the</strong> District Cell through e-mail in due time <strong>with</strong>out fail.<br />

3. Training <strong>Programme</strong> will soon be conducted for <strong>the</strong> Computer Assistants.<br />

Payment & Disbursement <strong>of</strong> Wages<br />

1. <strong>Programme</strong> <strong>Officers</strong> raised <strong>the</strong>ir concern over non-acceptance <strong>of</strong> fund for wage payment by<br />

Post Offices. All <strong>the</strong> <strong>Programme</strong> <strong>Officers</strong> were requested to intimate regarding non – acceptance<br />

<strong>of</strong> amount for wage payment by Post Offices immediately.<br />

Physical & Financial Performance <strong>of</strong> Gram Panchayats<br />

1. All <strong>the</strong> <strong>Programme</strong> <strong>Officers</strong> were requested to take special initiative for improving <strong>the</strong><br />

performance <strong>of</strong> <strong>the</strong> poor performing Gram Panchayats.<br />

2. All <strong>the</strong> <strong>Programme</strong> <strong>Officers</strong> were also requested to keep track <strong>of</strong> <strong>the</strong> fund that is being suballotted<br />

to <strong>the</strong> Gram Panchayats and lying un-utilized for a long time.<br />

3. All <strong>the</strong> <strong>Programme</strong> <strong>Officers</strong> were requested to minutely check <strong>the</strong> Monthly Progress Report<br />

before sending to <strong>the</strong> District Cell.<br />

4. It was again reiterated that Persondays generation & Expenditure are to be reported properly. It<br />

was noted that incase <strong>the</strong>re is no payment <strong>the</strong> generated persondays are not being reflected by<br />

<strong>the</strong> Gram Panchayats in <strong>the</strong> Monthly Progress Reports.<br />

5. Status <strong>of</strong> BNRGSK needs to be shared on regular basis.<br />

6. Modalities for fund requisition was shared <strong>with</strong> all <strong>the</strong> Blocks.<br />

7. All <strong>the</strong> <strong>Programme</strong> <strong>Officers</strong> were requested to ensure <strong>the</strong> Block Level Monthly Review Meeting<br />

on MGNREGS positively.<br />

Works on Individual Land<br />

1. All <strong>the</strong> condition laid by MoRD for executing work under MGNREGS on Individual Land<br />

should be adhered to.<br />

2. Rs. 1.5 lakh may be considered as <strong>the</strong> upper limit.<br />

On-line Sanction Order<br />

1. All <strong>the</strong> blocks were informed about <strong>the</strong> latest provision <strong>of</strong> issuing Sanction Order by <strong>the</strong><br />

<strong>Programme</strong> Officer through on-line from www.nregajalpaiguri.com<br />

2. Sanction Order issued between 1 st April, 2012 to 15 th June, 2012 could be printed <strong>with</strong>in 7 th<br />

July, 2012. The deadline was actually upto 30 th June, 2012 but on <strong>the</strong> request <strong>of</strong> <strong>the</strong> all <strong>the</strong><br />

<strong>Programme</strong> <strong>Officers</strong> it was extended to 7 th July, 2012.<br />

Nursery Raising<br />

1. Proposal for free distribution <strong>of</strong> <strong>the</strong> saplings raised to be shared <strong>with</strong> <strong>the</strong> District Cell<br />

immediately.<br />

2. All <strong>the</strong> Blocks were requested to ensure up-to-date report on <strong>the</strong> status <strong>of</strong> Nursery Raising<br />

activities.<br />

3. Every Panchayat Samity acting as PIA for Nursery Raising works should have separate<br />

account for MGNREGS purpose. Every PO should transfer <strong>the</strong> fund to PS for <strong>the</strong> execution<br />

<strong>of</strong> work.<br />

4. Every block were asked to ensure proper MIS entry against <strong>the</strong> work executed.<br />

Social Audit:<br />

1. Maynaguri & Nagrakata Block will go for Social Audit as per <strong>the</strong> MGNREG Audit <strong>of</strong><br />

Scheme Rule, 2011 immediately.<br />

2. Rest <strong>of</strong> <strong>the</strong> Blocks will carry out <strong>the</strong> Social Audit as per <strong>the</strong> existing guideline <strong>of</strong> P&RD<br />

issued on 12-12-2007. Blocks were also requested to forward name <strong>of</strong> one gram Panchayat<br />

wherein <strong>the</strong> Social Audit as per <strong>the</strong> MGNREG Audit <strong>of</strong> Scheme Rule, 2011 may be<br />

conducted.<br />

3. MGNREG Audit <strong>of</strong> Scheme Rule, 2011 will be implemented in <strong>the</strong> district in different<br />

phases.<br />

4. 1 st phase Social Audit schedule will be declared & entered in <strong>the</strong> www.nrega.nic.in <strong>with</strong>in<br />

next week by <strong>the</strong> District.<br />

Complaint Disposal & Inspection:<br />

1. All <strong>the</strong> Blocks to submit action taken report <strong>with</strong> respect to <strong>the</strong> complaint forwarded by <strong>the</strong><br />

DPC during 2011-12 <strong>with</strong>in Tuesday positively.<br />

2. Provisions <strong>of</strong> Grievance Redressal Rule, 2009 needs to be adhered to strictly.<br />

3. Complainants will be intimated regarding field inquiry against <strong>the</strong>ir complaint.<br />

Complainants will be given chance to express <strong>the</strong>ir concerns before final decision.<br />

4. Action Taken Report <strong>with</strong> respect to all <strong>the</strong> inspection reports forwarded by <strong>the</strong> DPC during<br />

2011-12 <strong>with</strong>in Tuesday positively.<br />

Business Correspondent Model<br />

1. DPC & DM, Jalpaiguri shared <strong>the</strong> concern <strong>of</strong> delay in disbursement <strong>of</strong> wages and <strong>the</strong><br />

problems faced by <strong>the</strong> labours in receiving <strong>the</strong>ir wages. DPC suggested starting <strong>the</strong> BC<br />

Model in <strong>the</strong> district on experimental basis in specific areas.<br />

2. The Lead District Manager, Jalpaiguri discussed <strong>the</strong> features <strong>of</strong> Business Correspondent<br />

Model <strong>with</strong> all during <strong>the</strong> <strong>meeting</strong>.<br />

3. The LDM, Jalpaiguri requested all <strong>the</strong> <strong>Programme</strong> <strong>Officers</strong> to arrange a <strong>meeting</strong> <strong>with</strong> <strong>the</strong><br />

concerned Prodhans & o<strong>the</strong>r Gram Panchayat <strong>of</strong>ficials wherein <strong>the</strong> LDM, Jalapaiguri or any<br />

<strong>of</strong>ficial on his behalf may discuss on <strong>the</strong> BC Model.<br />

A copy <strong>of</strong> Memo No. JAL/CENT-FLCC/2011-12 dated 27-02-2012 regarding Functioning <strong>of</strong><br />

Financial Literacy and Credit Counseling Centre in Jalpaiguri was handed over to all <strong>the</strong> Blocks<br />

for information.<br />

A CD was also handed over to all <strong>the</strong> <strong>Programme</strong> <strong>Officers</strong> regarding Social Audit by Sri<br />

Pravin Lama, PO & BDO, Nagrakata Block who attended a training on Social Audit at NIRD,<br />

Hyderabad.<br />
