Particular of Organization functions and duties.<br />
1. Aims and Objectives of the Organization :<br />
The District Civil Supplies Office of <strong>Cuttack</strong> is functioning under the direct<br />
control of the Collector, <strong>Cuttack</strong> having proper supervision by the Food Supplies<br />
& Consumer Welfare Department, Govt. of Orissa. The sole aim and object of<br />
this Office is to carry out all the Government policies checked out by the<br />
Government from time to time regarding procurement and distribution of food<br />
grains / kerosene and other essential commodities.<br />
2. Mission / Vision :<br />
The Food Supplies & Consumer Welfare Department is being empowered<br />
with the Essential Commodities Act, 1955 alongwith other Control Orders for<br />
maintaining or increasing <strong>supplies</strong> of essential commodities securing equitable<br />
distribution and availability of the same at Fair Prices to the consumers by<br />
issuing orders for regulating prohibiting the production, supply and distribution of<br />
such essential commodities and trade and commerce involved there in. for which<br />
Govt. has been vested with plenty of powers under the said Act to issue orders<br />
for regulating production, storage, transport and distribution of selected essential<br />
commodities for controlling their prices and availability of the same for the<br />
interest of the consumers.<br />
3. Brief history and background for its establishment :<br />
In order to streamline the maintenance and carry out the aim and<br />
objectives of the Essential Commodities Act, 1955 the Govt. felt to establish a<br />
separate Department i.e. F.S. & C.W. Deptt, which is a congregation of several<br />
wings, namely<br />
a. Food Supplies & Consumer Welfare Department (Main)<br />
b. Market Intelligence (Wing)<br />
c. Consumer Dispute Redressal Forum (Wing)<br />
d. Legal Metrology (Wing)<br />
e. Orissa State Civil Supplies Corporation Ltd (Wing)<br />
The above wings have their own motto and working under the direct<br />
supervision and control of the Ministry of Food Supplies & Consumer Welfare,<br />
Orissa.

5. Allocation of business :<br />
a) Civil Supplies Wing :<br />
Streamlining equitable distribution of essential commodities. Enforcement<br />
activities to discourage black marketing of Government allotted stocks of<br />
essential commodities.<br />
b) Market Intelligence Wing :<br />
This wing is specially monitoring the price and availability of all essential<br />
commodities in the open market. The Executive staffs of this wing is vested with<br />
powers under different Control Orders under the EC Act, 1955 to ensure control<br />
and prohibition of availability position, black marketing of different essential<br />
commodities in the market. Simultaneously, daily collections of market price of<br />
essential commodities are being undertaken by the staff of this wing to<br />
discriminate performance of the Government for taking policy matter.<br />
c) Consumer Dispute Redressal Forum :<br />
This wing is to provide proper relief to the consumers who have been<br />
neglected / harassed by any business Organization.<br />
d) Legal Metrology Wing :<br />
This wing is vested with powers to see proper measurement weighment of<br />
commodities during trade at the interest of the consumers.<br />
e) Orissa State Civil Supplies Corporation Ltd Wing :<br />
To make fair allocation of different essential commodities as fixed under<br />
different schemes of Government from time to time. At present as per Govt.<br />
circular different essential commodities are being allotted under different<br />
schemes like : Annapurna, AAY, BPL and APL to make them available a Govt.<br />
fixed price. The allocation of Rice, Wheat and Levy Sugar are being made by the<br />
Government in F.S. & C.W. Deptt. / O.S.C.S.C. Ltd., Bhubaneswar which are<br />
being distributed to different Blocks / Urban areas by the District Authority.<br />
6. Duties to be performed to achieve the Mission :<br />

7. Details of service rendered :<br />
1. Allocation of different food stuffs and kerosene etc. for the AP, AAY,<br />
BPL and APL families.<br />
2. Proper distribution of the above commodities under different schemes.<br />
3. Enforcement activities to discourage hoarders, black marketing of the<br />
essential commodities.<br />
4. Conduct and participate the different reviews meetings held for<br />
streamlining the food stuff under different schemes of Government.<br />
8. Citizens interaction :<br />
Attends all the meetings as desired by the District Authority whenever<br />
necessary and sent out its solution.<br />

As this office owns and direct control of the Collector, <strong>Cuttack</strong> all public<br />
grievances undertaken under the supervision of the Collector and sort out the<br />
problems if arises.
