Members of <strong>board</strong>s of EMA, SDC and BCA named<br />

THREE st<strong>at</strong>utory <strong>board</strong>s will have new <strong>board</strong><br />
<strong>members</strong> from April 1.<br />
The Energy Market Authority (EMA) will have a<br />
new chairman in Loh Khum Yean, who is currently<br />
permanent secretary of the Ministry of Manpower.<br />
At the Ministry of Trade & Industry (MTI), he has<br />
held the positions of director, research & planning;<br />
chief executive, Spring; and deputy secretary<br />
(industry), where he oversaw the economic<br />
development portfolio, including the energy<br />
market sector.<br />

Chan Lai Fung, permanent secretary of the<br />
Ministry of Educ<strong>at</strong>ion, will be stepping down as<br />
chairman of EMA when her term ends on March<br />
31.<br />
"During her term, she has helped to enhance<br />
Singapore's energy security, increase our<br />
competitiveness and take steps towards full retail contestability," said Ow Foong Pheng, permanent<br />
secretary of MTI.<br />
Under her leadership, the development of Singapore's LNG terminal remains on track and is scheduled to<br />
commence oper<strong>at</strong>ions in the second quarter of 2013.<br />
She also oversaw the enhancement of EMA's regul<strong>at</strong>ory framework, as well as efforts to build up<br />
manpower capabilities for the power sector.<br />
Chang Meng Teng, chairman of Squire Mech Pte Ltd, has also been <strong>appointed</strong> to EMA's <strong>board</strong>.<br />
Three existing <strong>members</strong> have been re-<strong>appointed</strong> to EMA's <strong>board</strong>. They are Lee Eng Beng, managing<br />
partner of Rajah and Tann LLP; Lee Kok Choy, managing director of Micron Semiconductor Asia Pte Ltd;<br />
and Euston Quah, head of the economics department <strong>at</strong> the Nanyang Technological University.<br />
MTI has re-<strong>appointed</strong> five existing <strong>members</strong> to the <strong>board</strong> of the Sentosa Development Corpor<strong>at</strong>ion<br />
(SDC). They include Shum Jin-Chyi Kevin, director of social programmes <strong>at</strong> the Ministry of Finance; and<br />
Chaly Mah, chairman of Deloitte Singapore and CEO of Deloitte Asia-Pacific and Deloitte South-east<br />
Asia.<br />
At the Building and Construction Authority (BCA), the Ministry of N<strong>at</strong>ional Development (MND) has re<strong>appointed</strong><br />
Quek See Ti<strong>at</strong> as chairman of BCA's <strong>board</strong> and re-<strong>appointed</strong> six existing <strong>members</strong>.<br />
The re-<strong>appointed</strong> <strong>members</strong> include John Keung Kam Yin as chief executive officer of BCA; and John Lim<br />
Hua Ern, director of the higher educ<strong>at</strong>ion division <strong>at</strong> the Ministry of Educ<strong>at</strong>ion.

Together with the appointment of Lee Fook Sun to the post of deputy chairman, seven new <strong>members</strong><br />
were also <strong>appointed</strong> to the <strong>board</strong>.<br />
They include Lim Ming Yan, president and group chief executive officer of CapitaLand Ltd, and Frankie<br />
Chia Soo Hien, managing director of BDO LLP.
