Day to day management of the Beach Operator livelihoods
project.
To manage the project in accordance with the aims and
objectives set out in the project framework, build and
nurture effective relationships with relevant organizations,
monitor, evaluate and administer the project in line with
Travel Foundation / ST-EP Foundation procedures.
The position is available on a 12 month contract.
THE PROJECT
Overall Objective: To support the long term sustainability of tourism along the Kenyan
Coast through minimising beach hassle and improving livelihoods for beach operators.
Specific Objectives:
To improve income-generating opportunities for beach operators through:
• Training in customer care, business skills, responsible tourism etc.
• Facilitating better relationships between the operators and hoteliers/tour operators
The Mombasa Beach Operator Livelihoods Project is being set up to address the tourism
hassle issue on Bamburi Beach by training beach boys to become licensed ‘beach operators’.
Managed by a local project manager the project will deliver a training course developed in
partnership with Utalli College to 300 beach operators currently operating in the Bamburi
Beach zone. The training will cover a range of topics including service standards, personal
grooming, know your customer, team work, outbound training, health and safety and
guiding techniques. When the course has been completed successful students will wear a
branded t-shirt which clearly identifies them as an approved ‘beach operator’. As well as the
t-shirts the beach operators will also be identified via an ID badge given to all registered
operators.
The project will also focus on building relationships between the beach operators, tour
operators and the hotel staff. An introductory meeting will be held so stakeholders can
have clear expectations of what the project aims to deliver. Following this monthly meetings
will be held for the beach operators to hold discussions between themselves and monthly
stakeholders meetings will be held for all stakeholders to be able to contribute.
The project is being funded through ST-EP Destination Management Fund, a partnership
between The Travel Foundation and UNWTO ST-EP Foundation and it is being led locally by

the MCTA (Mombasa & Coast Tourist Association). The project will also work with other
relevant partners. In particular it will work to support a Beach Management initiative
simultaneously being implemented by the Kenya Wildlife Service. The eventual outcome for
the project will hopefully be a successful model for reducing hassle that can then be taken
to other areas.
THE PROJECT MANAGER ROLE
The Project Manager will have the key objective of delivering and managing the project in
line with the aims and objectives set out in the project framework and workplan.
Building and maintaining effective relationships with local government, NGOs and the
tourism-related private sector will be important and candidates must demonstrate an ability
to work cross-sectorally with appropriate diplomacy and tact.
The successful applicant will be based at the Mombasa and Coast Tourism Association
offices and make regular visits to Bamburi Beach.
PERSON SPECIFICATION
The post holder will require the following:
• At least 3 years experience of project development, management, monitoring &
evaluation
• Experience working with and delivering training to local community groups
• The ability to work with and influence a broad range of stakeholder groups
• Excellent communication and presentation skills
• To be a self-starter with high a level of self-motivation
• Excellent project reporting skills
• Broad knowledge and understanding of local development issues and policies
• Experience of managing budgets and accounts
• Ability to work with minimal supervision to tight deadlines
• Computer literacy
• A knowledge and understanding of the tourism industry in Mombasa is preferable
ORGANISATION ROLE AND AUTHORITY
The Project Manager will work with the Travel Foundation UK staff team to develop, deliver
and evaluate the success of the project and will be directly responsible to the UK
Programmes Officer. He/she will also be required to liaise closely with the Mombasa and
Coast Tourism Association Executive Officer who is based in Mombasa.
MAIN DUTIES AND RESPONSIBILITIES

• Manage the project in line with the aims and objectives set out in the project
framework and workplan.
• Work with chosen partners to develop and implement a training plan for the beach
operators.
• Work with Travel Foundation tourism industry partners and their local ground agents
to gain their support for the project
• Build effective working relationships with existing and potential project partners.
• Organise and chair monthly stakeholder meetings
• Facilitate relationship building between beach operators and local stakeholders
• Act as an ongoing support for trained beach operators
• Develop and put in place processes to enable effective monitoring & evaluation of
the project. This will include agreeing M&E data to be gathered with TF Programmes
Officer and providing monthly updates in progress reports.
• Submit monthly progress reports and accounts to the TF. An end of project report
should also be submitted.
• Gather and submit regular communications information including ‘stories’, quotes
and photographs, as required.
TERMS & CONDITIONS
This opportunity will be presented to the successful candidate as a full-time consultancy
post. The contract will be for a 12 month period subject to satisfactory performance
reviews. Salary to be agreed depending on experience.
