Day to day management of the Beach Operator <strong>livelihoods</strong><br />

<strong>project</strong>.<br />

To manage the <strong>project</strong> in accordance with the aims and<br />

objectives set out in the <strong>project</strong> framework, build and<br />

nurture effective relationships with relevant organizations,<br />

monitor, evaluate and administer the <strong>project</strong> in line with<br />

<strong>Travel</strong> Foundation / ST-EP Foundation procedures.<br />

<strong>The</strong> position is available on a 12 month contract.<br />

THE PROJECT<br />

Overall Objective: To support the long term sustainability of tourism along the Kenyan<br />

Coast through minimising <strong>beach</strong> hassle and improving <strong>livelihoods</strong> for <strong>beach</strong> <strong>operator</strong>s.<br />

Specific Objectives:<br />

To improve income-generating opportunities for <strong>beach</strong> <strong>operator</strong>s through:<br />

• Training in customer care, business skills, responsible tourism etc.<br />

• Facilitating better relationships between the <strong>operator</strong>s and hoteliers/tour <strong>operator</strong>s<br />

<strong>The</strong> Mombasa Beach Operator Livelihoods Project is being set up to address the tourism<br />

hassle issue on Bamburi Beach by training <strong>beach</strong> boys to become licensed ‘<strong>beach</strong> <strong>operator</strong>s’.<br />

Managed by a local <strong>project</strong> <strong>manager</strong> the <strong>project</strong> will deliver a training course developed in<br />

partnership with Utalli College to 300 <strong>beach</strong> <strong>operator</strong>s currently operating in the Bamburi<br />

Beach zone. <strong>The</strong> training will cover a range of topics including service standards, personal<br />

grooming, know your customer, team work, outbound training, health and safety and<br />

guiding techniques. When the course has been completed successful students will wear a<br />

branded t-shirt which clearly identifies them as an approved ‘<strong>beach</strong> <strong>operator</strong>’. As well as the<br />

t-shirts the <strong>beach</strong> <strong>operator</strong>s will also be identified via an ID badge given to all registered<br />

<strong>operator</strong>s.<br />

<strong>The</strong> <strong>project</strong> will also focus on building relationships between the <strong>beach</strong> <strong>operator</strong>s, tour<br />

<strong>operator</strong>s and the hotel staff. An introductory meeting will be held so stakeholders can<br />

have clear expectations of what the <strong>project</strong> aims to deliver. Following this monthly meetings<br />

will be held for the <strong>beach</strong> <strong>operator</strong>s to hold discussions between themselves and monthly<br />

stakeholders meetings will be held for all stakeholders to be able to contribute.<br />

<strong>The</strong> <strong>project</strong> is being funded through ST-EP Destination Management Fund, a partnership<br />

between <strong>The</strong> <strong>Travel</strong> Foundation and UNWTO ST-EP Foundation and it is being led locally by


the MCTA (Mombasa & Coast Tourist Association). <strong>The</strong> <strong>project</strong> will also work with other<br />

relevant partners. In particular it will work to support a Beach Management initiative<br />

simultaneously being implemented by the Kenya Wildlife Service. <strong>The</strong> eventual outcome for<br />

the <strong>project</strong> will hopefully be a successful model for reducing hassle that can then be taken<br />

to other areas.<br />

THE PROJECT MANAGER ROLE<br />

<strong>The</strong> Project Manager will have the key objective of delivering and managing the <strong>project</strong> in<br />

line with the aims and objectives set out in the <strong>project</strong> framework and workplan.<br />

Building and maintaining effective relationships with local government, NGOs and the<br />

tourism-related private sector will be important and candidates must demonstrate an ability<br />

to work cross-sectorally with appropriate diplomacy and tact.<br />

<strong>The</strong> successful applicant will be based at the Mombasa and Coast Tourism Association<br />

offices and make regular visits to Bamburi Beach.<br />

PERSON SPECIFICATION<br />

<strong>The</strong> post holder will require the following:<br />

• At least 3 years experience of <strong>project</strong> development, management, monitoring &<br />

evaluation<br />

• Experience working with and delivering training to local community groups<br />

• <strong>The</strong> ability to work with and influence a broad range of stakeholder groups<br />

• Excellent communication and presentation skills<br />

• To be a self-starter with high a level of self-motivation<br />

• Excellent <strong>project</strong> reporting skills<br />

• Broad knowledge and understanding of local development issues and policies<br />

• Experience of managing budgets and accounts<br />

• Ability to work with minimal supervision to tight deadlines<br />

• Computer literacy<br />

• A knowledge and understanding of the tourism industry in Mombasa is preferable<br />

ORGANISATION ROLE AND AUTHORITY<br />

<strong>The</strong> Project Manager will work with the <strong>Travel</strong> Foundation UK staff team to develop, deliver<br />

and evaluate the success of the <strong>project</strong> and will be directly responsible to the UK<br />

Programmes Officer. He/she will also be required to liaise closely with the Mombasa and<br />

Coast Tourism Association Executive Officer who is based in Mombasa.<br />

MAIN DUTIES AND RESPONSIBILITIES


• Manage the <strong>project</strong> in line with the aims and objectives set out in the <strong>project</strong><br />

framework and workplan.<br />

• Work with chosen partners to develop and implement a training plan for the <strong>beach</strong><br />

<strong>operator</strong>s.<br />

• Work with <strong>Travel</strong> Foundation tourism industry partners and their local ground agents<br />

to gain their support for the <strong>project</strong><br />

• Build effective working relationships with existing and potential <strong>project</strong> partners.<br />

• Organise and chair monthly stakeholder meetings<br />

• Facilitate relationship building between <strong>beach</strong> <strong>operator</strong>s and local stakeholders<br />

• Act as an ongoing support for trained <strong>beach</strong> <strong>operator</strong>s<br />

• Develop and put in place processes to enable effective monitoring & evaluation of<br />

the <strong>project</strong>. This will include agreeing M&E data to be gathered with TF Programmes<br />

Officer and providing monthly updates in progress reports.<br />

• Submit monthly progress reports and accounts to the TF. An end of <strong>project</strong> report<br />

should also be submitted.<br />

• Gather and submit regular communications information including ‘stories’, quotes<br />

and photographs, as required.<br />

TERMS & CONDITIONS<br />

This opportunity will be presented to the successful candidate as a full-time consultancy<br />

post. <strong>The</strong> contract will be for a 12 month period subject to satisfactory performance<br />

reviews. Salary to be agreed depending on experience.<br />
