The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> is a Christian family foundation established in 1983 under<br />

the leadership of Dennis W. Bakke and Eileen Harvey Bakke. The <strong>Foundation</strong> was<br />

created as an expression of their desire to be faithful stewards of the financial resources<br />

entrusted to them, to bring together the Christian members of their extended families into<br />

common ministry, and to advance the Kingdom of God. The <strong>Foundation</strong> provides grants<br />

to churches and Christian organizations worldwide that are engaged in Christian ministry<br />

including outreach, discipleship, and economic empowerment. The <strong>Foundation</strong> also awards<br />

scholarships to Christians pursuing advanced educational degrees in preparation for<br />

leadership roles in both the Church and society. All directors and staff of the <strong>Mustard</strong> <strong>Seed</strong><br />

<strong>Foundation</strong> are committed followers of Jesus Christ and affirm the Lausanne Covenant.<br />

Dear friends of the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong>,<br />

When we started the <strong>Foundation</strong> in 1984, we did not have<br />

a fully developed philosophy of giving that would guide this<br />

organization into the future. We did surround ourselves with<br />

people of faith from both the Bakke and Harvey families to<br />

help us discern what good stewardship meant. Over the years,<br />

a simple approach evolved.<br />

The resources entrusted to us don’t belong to us: God has called<br />

us to be stewards or caretakers. We chose to consume as few<br />

of those resources for own lifestyle as reasonable, consistent<br />

with our life callings, and to give the rest away in a thoughtful,<br />

disciplined manner.<br />

Our primary granting strategy has been to discern what local<br />

churches are doing around the world and participate with<br />

them. In the early years of the <strong>Foundation</strong>’s giving decisions,<br />

we recognized that in order for a ministry project to succeed,<br />

it needed to have local accountability and sustainability.<br />

Churches are the embodiment of Christ in the world. Thus,<br />

over the years, we have matched thousands of initiatives<br />

that local churches around the world have launched and/<br />

or financially supported. Our grants are intended to help a<br />

project in its early years. Supported initiatives ultimately must<br />

be sustained through the work, prayers and financial support<br />

of the churches in their communities.<br />

We fund church sponsored efforts to reach their neighbors with<br />

the good news of Christ, to give economic power to the poor,<br />

and to educate Christians to deepen their faith. We expect that<br />

each grant will accomplish something important in the church<br />

community and has some chance of being both sustainable<br />

and life changing for the people affected. Nearly $5 million, or<br />

50% of <strong>Mustard</strong> <strong>Seed</strong>’s <strong>2007</strong> annual budget, was invested in<br />

943 local church initiatives. Over 88% of these grants went to<br />

match local churches outside the United States.<br />

In addition to the core granting discussed above, the<br />

<strong>Foundation</strong> funds four other initiatives. In <strong>2007</strong> our Harvey<br />

Fellows Program provided $1.1 million in scholarships to 75<br />

gifted Christian graduate students enrolled in elite universities<br />

who are preparing to teach at secular universities or to pursue<br />

leadership positions in other important vocational fields. One<br />

of the highlights of the year was the Harvey Fellows 15th Year<br />

Celebration and Summer Institute in California, where nearly<br />

100 current and past fellows came together for a rich time of<br />

study and celebration.<br />

Over 1,000 students attending Christ-centered colleges and<br />

seminaries outside the United States received $1.5 million in<br />

scholarships through our Theological Education program.<br />

Another 57 students enrolled at Bakke Graduate University<br />

(BGU) were awarded scholarships for their work toward<br />

Doctorate or Masters degrees. Of these scholarships, 77%<br />

were awarded to students who live and minister outside the<br />

United States.<br />

The year also marked the beginning of a new granting program,<br />

Theology of Work. These grants are given to theological<br />

institutions in the US and other parts of the world so that they<br />

can develop curriculum and courses to teach pastors, other<br />

Christian teachers, and lay people to connect Sunday with<br />

Monday. In its inaugural year, 11 Theology of Work grants<br />

totaling $88,000 were awarded.<br />

We want to recognize and thank the 16 members of the staff,<br />

who are ambassadors for Christ and for the <strong>Foundation</strong>. We<br />

welcomed Vivian Fayek from Cairo to our Middle East staff,<br />

and bid goodbye to John Tooke, who retired in <strong>2007</strong> after six<br />

years as our wise and much beloved staff member in South<br />

Africa. We also want to recognize Eric Hornberger and<br />

Lonni Jackson who, in addition to their regional leadership<br />

responsibilities, assumed the roles of Executive Directors of<br />

the <strong>Foundation</strong>.<br />

The Junior Board, comprised of members of the Harvey and<br />

Bakke families ages 13 to 18, awarded 17 grants totaling nearly<br />

$200,000. Stuart Harvey succeeded Nathan Mansell as Board<br />

Chair. On the Senior Board, Margaret Harvey Thompson<br />

became a permanent Board member and Carolyn Thompson<br />

and Elizabeth Bakke were elected to new five-year terms. We<br />

are extremely grateful for the dedicated, wise participation of<br />

all of our board members.<br />

Looking ahead to 2008, we anticipate an operating budget<br />

of $10 million, the largest in the history of the <strong>Foundation</strong>.<br />

We plan to add a regional staff member in Southeast Asia,<br />

and we will launch the Daniel Award, a scholarship program<br />

in India modeled after the Harvey Fellows Program. Most<br />

importantly, we will celebrate 25 years of God’s faithfulness<br />

to the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> and our mission to support<br />

the work of Christ and his people around the world<br />

Guiding Principles<br />

CHRIST AND HIS KINGDOM<br />

The gospel of Jesus Christ and the advancement of his kingdom are central to all that we are and<br />

all that we do. It is our joy to worship and serve him and to submit ourselves to the authority of<br />

the Bible. We seek to be Christ’s servants and ambassadors and to encourage as many as will<br />

come to follow Christ. We seek to encourage the formation of disciples from every “unreached”<br />

community, city, and culture. We desire to see the whole Church bring the whole gospel to<br />

the whole world. Therefore, we award grants and scholarships to churches and individuals<br />

representing the spectrum of biblical Christianity, including Orthodox, Catholic, Protestant,<br />

and Evangelical traditions. We affirm God’s redeeming and restorative grace and power as<br />

sufficient to bring blessing to all structures, institutions, and societies. All grant and scholarship<br />

recipients of the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> must proclaim a personal faith in Christ, affirm the<br />

basic tenets of orthodox Christianity, and desire to serve and witness in Christ’s name.<br />

GLOBAL<br />

The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> recognizes the global nature of the Body of Christ. Therefore,<br />

we desire to participate in God’s work to encourage churches and individuals through grants<br />

and scholarships around the world. Our goal is to give the majority of our funding to churches<br />

and individuals worldwide, while intentionally limiting our investment in the United States.<br />

Since the <strong>Foundation</strong>’s inception in 1983, we have awarded grants and scholarships in nearly<br />

150 countries.<br />

LOCAL CHURCH<br />

We recognize the Church as God’s primary representative in the world. Therefore, we try to<br />

maximize the role and responsibility of local congregations in the initiatives we support. We<br />

seek to partner with and empower local congregations to identify, equip, and support their<br />

members who are called to specific areas of ministry in the church, marketplace, and the world.<br />

We also consider local church support and accountability as primary indicators of the priority,<br />

integrity, and sustainability of any potential grant or scholarship initiative.<br />

INDIVIDUALS IN COMMUNITY<br />

We believe that God endows individuals with the passions and gifts needed to further the<br />

work of his Kingdom. We believe that God desires those whom he calls and equips to be both<br />

nurtured by and held accountable to the local Body of Christ. It is our belief that individuals<br />

are strongest and most able to fulfill their callings when they are integral members of a local<br />

church. Thus, in all our giving we seek to support individuals who are active members of a<br />

church community. The power of individuals to be agents of grace and change in community is<br />

exemplified in history. We therefore seek opportunities to empower individuals who are clearly<br />

affirmed and supported by their local church to use their unique gifts to fulfill their callings.<br />

SMALL BEGINNINGS<br />

The biblical parable of the mustard seed reminds us that great things often have small<br />

beginnings. Through abiding in Christ and following him our seemingly small efforts possess<br />

power beyond imagination. This parable exhorts us to respond faithfully to God’s calling but to<br />

trust outcomes to him. In our giving we seek to trust individuals and churches as they listen to<br />

God by taking small steps toward their visions. Therefore, our grants are available to churches,<br />

including those that may be poor, powerless, or unproven. We recognize that results cannot be<br />

guaranteed and that big results often have risky beginnings. We choose to specialize in small,<br />

start-up initiatives, trusting that what is sown in faith will return abundantly.


<strong>2007</strong> Overview<br />

The <strong>Foundation</strong>’s expenditures totaled $9.4 million in <strong>2007</strong>, roughly 15 percent more than 2006.<br />

Approximately 86 percent of these funds were given to individuals, churches, and Christian<br />

organizations through over 1,700 scholarships and 1,000 grants. The remaining 14.4 percent, or<br />

$1,352,246, was used to administer this work through an international team of 16 staff located<br />

in eight countries around the globe.<br />

Nearly 53 percent, or “$4,946,676, of total operating expenditures was given through grants<br />

primarily to local churches in major urban centers worldwide. Granting remains the primary<br />

giving area and continued to grow in its share of our total expenditures in <strong>2007</strong>. The <strong>Foundation</strong><br />

divides granting into eight geographic regions. The percentage of granting in North America<br />

continued to fall relative to 2006, primarily due to intentional limits placed on giving in<br />

the United States. As a result, Europe was the largest granting region in terms of financial<br />

investment, surpassing giving in North America for the first time.<br />

Scholarship giving was channeled through the Harvey Fellows, Theological Education, and<br />

Bakke Graduate University scholarship programs. Together these scholarship initiatives<br />

represent 31.1 percent, or $2,923,098, of our <strong>2007</strong> expenditures. While scholarships increased<br />

in total dollars, they remained constant as a percentage of total giving compared to 2006.<br />

The remaining two percent of our giving went to new or special initiatives of the <strong>Foundation</strong>.<br />

These included our new Theology of Work grant program, and matching personal gifts given<br />

by <strong>Foundation</strong> Board and staff to Christian organizations.<br />

As our name implies, the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> provides seed funding for small<br />

start-up projects of churches and Christian organizations around the world. We seek<br />

to partner with congregations that identify, equip, and support their members who are<br />

called to specific areas of ministry in the Church and society. We look for initiatives<br />

that offer innovative approaches to church-based ministry. The <strong>Foundation</strong> seeks to<br />

help launch projects as a minority partner, providing funds over a limited time period,<br />

and in a way that encourages self-sufficiency and reliance on the local church. We<br />

consider local church accountability and financial support to be primary indicators of<br />

the priority, integrity, and sustainability of a particular project. A church must be willing<br />

to invest financially in a project for us to consider investing in it. The <strong>Foundation</strong> has<br />

a strong interest in the unique challenges faced by the urban church and we believe<br />

investing in churches located in large cities is particularly strategic. We typically<br />

fund projects that share the gospel with non-Christians (outreach), generate income<br />

and economic decision-making opportunities to poorer Christians (empowerment),<br />

or equip Christians to better proclaim and demonstrate the gospel (discipleship).<br />

Providing seed funding to start-up ministry efforts of churches<br />

in major urban centers of the world continues to be the largest<br />

giving area of the <strong>Foundation</strong>. In <strong>2007</strong> a total of $4,946,676<br />

was awarded through 943 grants. Over 88 percent of these<br />

grants were directed to local churches, and nearly 82 percent<br />

were to help launch initiatives in major cities. Five specific<br />

cities received 28 percent of our total grants awarded in <strong>2007</strong>:<br />

Mumbai, Nairobi, Delhi, Manila and New York.<br />

Regional granting trends remained consistent with 2006. The<br />

number of grants awarded in South Asia represented roughly<br />

a quarter of the total number awarded by the <strong>Foundation</strong>.<br />

Granting in Africa and North America also remained quite<br />

strong. However, our greatest increase in regional granting<br />

was in Europe, where giving increased 43 percent over 2006.<br />

In the remaining four geographic regions of East Asia, the<br />

Middle East, South America, and Southeast Asia there were<br />

slight increases in the number of grants awarded.<br />

The amount of funding awarded varied considerably from<br />

region to region in large part due to the relative purchasing<br />

power of the dollar around the world. Historically,<br />

grant funding in North America has been the greatest,<br />

though it has been steadily decreasing as a share of our<br />

overall granting. Increasing by nearly 37 percent, giving<br />

in Europe surpassed that of any other region in <strong>2007</strong>.<br />

Funds awarded in Africa and South Asia also increased<br />

considerably. Despite the significant devaluation of the<br />

dollar against many currencies worldwide in <strong>2007</strong>, our<br />

global grant average only increased by 5 percent to $5,241.<br />

The vast majority of our granting in <strong>2007</strong> was directed to<br />

support initiatives in one of three main areas of ministry.<br />

More than three quarters of grants awarded went to support<br />

efforts to proclaim and demonstrate the gospel of Christ.<br />

Projects included social outreach ministries such as preschools<br />

and health clinics, cross-cultural missions involving non-<br />

Western missionaries, and initiatives specifically aimed at<br />

youth. Church planting was again the single largest type<br />

of ministry supported, representing nearly 30 percent of all<br />

granting. Roughly a quarter of our granting was split between<br />

grants to support Christian economic empowerment and<br />

discipleship initiatives. The establishment of revolving loan<br />

funds to provide poor Christian entrepreneurs with capital<br />

to start or expand small businesses comprised 81 percent<br />

of Empowerment granting. Discipleship initiatives were<br />

significantly more diverse, with those focused on leadership<br />

development representing roughly a third of granting in this<br />

grant category. Less than two percent of our granting in <strong>2007</strong><br />

was outside of Outreach, Discipleship, and Empowerment<br />

granting categories.<br />

We do not anticipate any major changes in our granting in the<br />

coming year. We are committed to watch what God is doing<br />

through his Church and how we might come alongside to<br />

encourage that work.<br />

Africa<br />

Jesus Healing and Restoration Ministry<br />

was awarded a three-year grant totaling $7,500 matching<br />

church support to establish a revolving loan fund for poorer<br />

members of their church in Nairobi, Kenya. In the first year of<br />

the project, the church gave loans to 35 church members living<br />

in the Koroghocho slums to start small businesses. Loans were<br />

provided at a five percent rate of interest over a maximum<br />

six-month period, with an initial one-month interest-free grace<br />

period. Once repaid, the loans will further revolve to new<br />

members, or become additional loans to first-round borrowers<br />

in good standing. Roughly 85 percent of the total budget of<br />

the project is allocated for loans that should benefit over 100<br />

people during the first three years of the project.<br />

The <strong>Foundation</strong> funded nearly 80 revolving-loan funds to<br />

empower poorer Christians in <strong>2007</strong>. We believe that giving<br />

decision-making power and ownership to the poor brings both<br />

hope and dignity. We value this type of empowerment which<br />

builds the resources of the Kingdom one Christian at a time<br />

and provides a tangible witness to the world of the love for<br />

each other within the Church.<br />

In 2006 Evangelistic Grace Ministries received<br />

a three-year $10,500 grant matching church support to start<br />

a revolving loan fund for vulnerable women and youth in<br />

the church. Those seeking a loan were split into groups, or<br />

cooperatives, of eight individuals each. These cooperatives<br />

were responsible for preparing a business plan and setting<br />

rules about their own repayment and savings. The average<br />

size per loan is approximately $300 to be paid back with 10<br />

percent interest within one year.<br />

The ministry of empowerment through loan funds given<br />

by a local church has many benefits for the community and<br />

the Kingdom. Not only do local churches become a place of<br />

hope for poor Christians, but the cooperatives are a means of<br />

encouragement and accountability for the recipients.<br />

Kibera Interdenominational Fellowship,<br />

an organization comprised of pastors from the Kibera slum,<br />

was awarded a grant of $4,000 to establish a discipleship<br />

training program for church leaders in Nairobi, Kenya.<br />

The Kibera slum is known to be one of the largest and<br />

most densely populated slums in the world. The Kibera<br />

Interdenominational Fellowship is dedicated to help church<br />

leaders serving in poverty-stricken slums be effective in<br />

meeting individuals’ needs. The discipleship program is<br />

a monthly course over one year on pastoral ministry and<br />

leadership for pastors coming from 100 different churches of<br />

various denominations within Kibera.<br />

The <strong>Foundation</strong> values the continuing Christian education<br />

of pastors and church leaders. Although we fund formal<br />

theological training through a separate scholarship program,<br />

we also support non-formal training programs through<br />

local churches. The collaboration of churches from various<br />

denominations with a desire to deepen and strengthen their<br />

knowledge of Christian teaching can be very powerful within<br />

a congregation and a community. Over 11 percent of all<br />

granting in <strong>2007</strong> went to discipleship initiatives.<br />

Yokohama Grace Bible Church was awarded a<br />

three-year grant totaling $48,000. The awarded funds matched<br />

church support to plant a new church in the Yokosuka<br />

community of metro Tokyo, Japan. The church plant started<br />

when a small number of families began meeting together<br />

regularly in their own community instead of traveling an<br />

hour to attend services at Yokohama Grace Bible Church.<br />

This gathering was affirmed and supported by the mother<br />

church as a means of establishing a daughter congregation in<br />

Yokosuka. Our grant was sought by the Yokohama church to<br />

help cover start-up costs for their daughter church, including<br />

rent, salary support, and basic materials and equipment<br />

needed for ministry.<br />

The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> has long supported the<br />

establishment of new churches as an effective means of reaching<br />

out and making Christ known within a community. While we<br />

support different types of church planting initiatives, we prefer<br />

a church-parenting model for establishing new churches, in<br />

which one church provides leadership, financing, and the core<br />

members for a new church. This is a church replication model<br />

based on healthy division rather than competition or conflict.<br />

It encourages a local church to sacrifice a part of itself for the<br />

sake of the expansion of the Kingdom.<br />

In 2006 the Christian Ecumenical and<br />

Apostolic Church received a three-year $21,000<br />

grant matching support from the congregation to enable it to<br />

become a viable self-supporting church. Comprised of people<br />

from Orthodox, Catholic, and Protestant traditions, the<br />

church has a specific vision to help reconcile and represent<br />

elements of these three major Christian traditions in<br />

Bulgarian society. The church also seeks to foster ecumenical<br />

dialogue and reconciliation in Bulgaria by offering unique<br />

ecumenical services, as well as organizing a variety of<br />

forums and conferences. Church members hope to reach<br />

out to the intellectual elite, including artists, journalists, and<br />

politicians, in the capital city of Bulgaria.<br />

This grant is an important example of our desire to encourage<br />

new models of ministry that deliberately seek to reach the<br />

unreached at all levels of society. By reaching Bulgarian<br />

intellectuals using an ecumenical platform, this church is<br />

taking a bold step in introducing the gospel in a new and<br />

effective way. The <strong>Foundation</strong> looks to partner with churches<br />

who offer innovative strategies to reach individuals from<br />

The <strong>Foundation</strong> awarded a grant in 2006 to establish the<br />

EPIC Church in Munster, Germany. The three-year grant<br />

totaling $25,000 is being matched by members of the start-up<br />

congregation. The church began through the help of Christian<br />

Associates International as a means of providing an alternative<br />

style of church within a postmodern urban society. Its goals<br />

are to foster authentic Christian community through nontraditional<br />

weekly gatherings, called “homezones,” that meet in<br />

the homes of individual believers for more intensive fellowship<br />

and study. The homezones also form the basis for relational<br />

outreach within the community. These groups meet together<br />

on a monthly basis for collective worship and fellowship. The<br />

hope is that by the end of three years, this new church plant in<br />

Munster, Germany will be entirely self-supporting.<br />

Discovering new ways to conduct church within a postmodern<br />

society like Western Europe requires creative non-traditional<br />

that better meet the needs of different communities, and reach<br />

out in a more effective way. Church planting is one of the<br />

most common forms of outreach that the <strong>Foundation</strong> supports<br />

worldwide. While most of the grants we award for church<br />

planting tend to be given to a mother church which provides<br />

the nurture and accountability for a daughter congregation,<br />

some of our grants support the new independent church plants<br />

themselves. Most church planting grants are awarded for<br />

multiple years, with our support reducing gradually each year<br />

In 2006 the First Greek Evangelical Church<br />

received a two-year $4,400 grant to establish a Christian<br />

orchestra in Athens, Greece. Inspired by the successful<br />

orchestra music ministry of All Souls Church in London and<br />

knowing the love of classical music in Greece, this church<br />

launched its own music ministry as a means of engaging non-<br />

Christians. Much of the grant was used for general start-up<br />

and travel expenses.<br />

Using a variety of means and methods to communicate the<br />

love of Christ is highly encouraged by the <strong>Mustard</strong> <strong>Seed</strong><br />

<strong>Foundation</strong>. We were pleased to encourage this church in<br />

Athens to develop an outreach initiative involving the use<br />

of classical music. We desire to see God’s redeeming and<br />

restorative grace brought to us through different types of<br />

St. Mark’s Coptic Orthodox Church -<br />

Ezbet El-Nakhl, located in Cairo, Egypt, received a<br />

grant of $5,000 to establish a gym outreach ministry among<br />

community youth. St. Mark’s is a relatively new church that<br />

is struggling to effectively draw the surrounding nominal<br />

Christian community to a deeper knowledge and devotion<br />

to Christ. The church hopes that by establishing a fun and<br />

safe place for Christian youth to gather, they can meet both<br />

their physical and spiritual needs. Our grant went to help<br />

the church purchase recreational equipment to begin a new<br />

form of ministry outside the church that they can sustain<br />

long term.<br />

The <strong>Foundation</strong> is pleased to partner with a number of<br />

Coptic Orthodox churches in Egypt, which has the largest<br />

concentration of Christians in the Middle East. Granting to<br />

Orthodox churches has increased considerably over previous<br />

years — a trend we expect to continue in the future. This<br />

grant also underscores our desire to encourage local churches<br />

in a variety of faith traditions to seek to reach out in new,<br />

dynamic, and unconventional ways to effectively share the<br />

Tollef A. Bakke Memorial Award<br />

Each year the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> designates one grant award as a special tribute to the<br />

life of one of our founding board members. Tollef A. Bakke was a second generation Norwegian<br />

immigrant to the United States who lived and worked in the Pacific Northwest, Colorado, and<br />

Alaska. He also participated in a trip to the Holy Land that profoundly influenced his faith. We<br />

highlight a project from these regions in honor of him.<br />

We recognize the grant award to Deir El-Garnous Evangelical Church in Maghagha, Egypt as<br />

our <strong>2007</strong> Tollef A. Bakke Memorial Award. The <strong>2007</strong> award was the first of a two-year grant<br />

totaling $10,400 matching local church support to establish a medical clinic outreach in the<br />

village of Deir El-Garnous in upper Egypt. The <strong>Foundation</strong>’s Junior Board, comprised in part<br />

of fourth-generation descendents of Tollef, made the decision to award this grant.<br />

Scripture Union Mexico was awarded a three-year<br />

grant totaling $15,200 matching the financial investment of<br />

local churches to organize a series of large public evangelistic<br />

events in Mexico City. These events not only seek to share the<br />

gospel with words, but also include free medical care among<br />

the poor, games and sports for children, and a skate and bike<br />

show for youth. Local churches are using these events to make<br />

contact, and then personally follow-up with those who express<br />

a desire to follow Christ and be nurtured in their faith.<br />

When mass evangelistic events are coupled with direct<br />

follow-up from participating local churches, they can reach<br />

a large number of people with the gospel and provide a<br />

launching point for local ministry efforts. These events also<br />

can bring churches together who rarely have collaborated in<br />

common ministry. Our hope is that we will get many more<br />

opportunities to help local churches in the cities of Central<br />

America bring new evangelistic approaches to their own<br />

communities and neighborhoods.<br />

Christian Life Church was awarded a three-year<br />

$22,000 grant to establish an outreach ministry to incarcerated<br />

gang members in Guatemala City, Guatemala. Individuals in<br />

the church had a vision to visit gang members in prison to<br />

share the gospel of Christ and distribute Bibles. The church<br />

provides basic necessities such as personal care items, towels,<br />

blankets, food, and recreation equipment that prisoners do not<br />

get from the prison system. In addition, church members bring<br />

craft supplies so prisoners can make items that their families<br />

can sell outside the prison to raise funds for their livelihood.<br />

The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> looks to support bold efforts<br />

of churches who empower their members to share the love<br />

of Christ with “the least of these” – those who are left behind<br />

and ostracized by society. We desire to support initiatives that<br />

seek to redeem broken lives by following Jesus’ example and<br />

command to serve others. Prison ministries that present the<br />

gospel, while creatively investing in the lives of prisoners,<br />

provide a framework for transformation of the lives of both<br />

the prisoners and church members.<br />

The <strong>Foundation</strong> helped launch The House Covenant<br />

Church in Chicago in 2004 with a grant of $5,000. In 2006<br />

the church was awarded a three-year grant of $30,000 to enable<br />

the pastor and a group of volunteers to reach out to young<br />

people living on the west side of Chicago. Commonly known<br />

as “The House,” this church holds hip-hop services in their<br />

community, as well as in local juvenile prisons. The church<br />

also hosts a weekly radio show geared specifically to reaching<br />

inner city youth with the hopeful message of the gospel.<br />

The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> encourages a variety of<br />

creative incarnational ministries worldwide to reach new subcultures.<br />

We are encouraged to foster the development of new<br />

leadership within communities to become strong voices for<br />

Christ through the initiatives we support. The House is one<br />

of many youth sub-culture churches in select urban centers in<br />

the United States that the <strong>Foundation</strong> has supported over the<br />

In 2006 Vicente Lopez Church received a three-year<br />

$30,000 grant matching church support to open a bookstore<br />

and conference center in the San Isidro community of Buenos<br />

Aires, Argentina. The Argentine Mission of the Christian<br />

and Missionary Alliance denomination is also supporting<br />

this new initiative. The center holds outreach events such as<br />

concerts and conferences aimed at starting a church among<br />

the professional class. These events help to establish contacts<br />

with people who would not normally enter a traditional church<br />

building. Our grant helps this church afford to rent space for<br />

their bookstore, as well as provides salary support to a new<br />

pastor responsible for outreach.<br />

The <strong>Foundation</strong> seeks to encourage the formation of disciples<br />

from every “unreached” community, city, and culture. This<br />

includes the rich as well as the poor. We strive to balance our<br />

grassroots granting to the marginalized and middle class with<br />

projects reaching elites who have the potential to influence<br />

the broader society. While we typically do not partner directly<br />

with denominational or mission agencies in launching new<br />

ministries, we will join with them in support of an effort led<br />

Bethany House Fellowship in Kolkata, India<br />

received a three-year $9,250 grant in 2005, matching the<br />

church to reach out to the Dakshin Barasat community. Our<br />

grant was used to expand a primary school, establish an adult<br />

literacy ministry, and support a team of evangelists to work<br />

intensively in the community. The hope is that by ministering<br />

holistically to both children and their families, a viable new<br />

church can be established where none previously existed.<br />

Outreach can be very difficult in communities without any<br />

Christian presence. In many parts of the world, ministering<br />

to the physical needs within a community provides a critical<br />

platform for also ministering spiritually. This is particularly<br />

true in places throughout South Asia where predominately<br />

Hindu, Muslim, or Buddhist communities are often hostile to<br />

the direct proclamation of the gospel of Christ. The <strong>Mustard</strong><br />

<strong>Seed</strong> <strong>Foundation</strong> supports efforts that creatively present the<br />

gospel in these places through ministries such as preschools,<br />

In 2006 the Full Gospel Trust of India received<br />

at two-year $5,100 grant matching church support to start<br />

a micro-finance outreach for women in the Bhalsawra Deri<br />

community of Delhi, India. The Trust is an umbrella NGO<br />

representing roughly a dozen local churches based in the Indian<br />

capital. The Trust gathered vulnerable migrant women from<br />

different states in northern India into cooperatives, provided<br />

small business and vocational training and gave small loans<br />

to each woman. Each beneficiary returns the loan amount<br />

with two percent interest within 11 months, so the funds can<br />

be used for another small business. This initiative is one of<br />

several undertaken by these local churches hoping to provide<br />

a tangible witness of the love of Christ to nearly 3,000 women<br />

in the first few years of the project.<br />

The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> desires to share God’s love by<br />

providing economic opportunity to disadvantaged individuals<br />

as a deliberate outreach strategy of churches. While most<br />

micro-finance initiatives that we support aim to empower<br />

poor Christians, some are designed as an outreach strategy<br />

among non-Christians. These initiatives often involve the<br />

establishment of small cooperatives or savings groups through<br />

which strong relational bonds form and the love of Christ can<br />

be more authentically demonstrated and proclaimed.<br />

In 2006 Logos Faith Fellowship was awarded a<br />

two-year $4,300 grant matching church support to establish a<br />

discipleship training center in the north Indian city of Ambala.<br />

The church created a systematic program for strengthening<br />

their members’ faith and ministry skills. The long-term goal is<br />

for the trained members to be sent out to plant new churches<br />

in the largely unreached regions of northern India.<br />

Teaching and equipping Christians to be strong disciples of<br />

Christ and active ministers of the gospel is a major granting<br />

area for the <strong>Foundation</strong>. This effort was supported because it<br />

was being undertaken by a local church that appeared poised<br />

to multiply itself in a region where churches are desperately<br />

needed. Many of these discipleship intitiatives supported in<br />

<strong>2007</strong> were among youth, new believers, or those preparing for<br />

In 2006 Elshadai Church received a two-year $3,100<br />

grant to establish a revolving loan fund among poor Christians<br />

in Chennai, India. Due to a tsunami and heavy rains, many<br />

church members had lost their homes and belongings in their<br />

slum community. In response, the church established an<br />

income generation project for women in their congregation<br />

through a revolving loan fund. The women started small<br />

businesses in tailoring, candle-making, pickle-making, soapmaking,<br />

and vegetable selling. Once the loans are repaid, they<br />

will be lent again to new participants or as a second loan to<br />

expand existing small businesses.<br />

Revolving loan funds are the most common initiatives we<br />

fund through our Empowerment category. Not only do poorer<br />

Christians get to make decisions about their own future, but<br />

the entire church also encourages them. We favor this model<br />

of income generation because the fund can be self-sustained<br />

by charging interest and holding loan recipients accountable<br />

for repayment.<br />

Friendship Church was awarded a three-year $9,500<br />

grant matching church support to establish a Christian<br />

preschool. The aim of the project is to minister to both<br />

children and their working parents by providing this critical<br />

service in an area of Bangkok, Thailand. This preschool<br />

will help the church establish relationships with as many as<br />

a hundred children a year. Through these relationships, the<br />

Friendship Church will have opportunities to communicate<br />

the gospel of Christ.<br />

<strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> seeks to support different relational<br />

forms of outreach. We believe that projects that serve the<br />

community and build relationships are often an effective<br />

strategy for a church to share Christ in their neighborhood.<br />

Supporting the establishment of church-based preschools,<br />

primarily in major urban centers like Bangkok, is one way to<br />

The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> offers a variety of scholarship opportunities for<br />

Christians seeking advanced degrees around the world. We believe that providing<br />

scholarships to individuals who are furthering their formal education helps enable<br />

the Church to reach the whole world with the whole gospel. The <strong>Foundation</strong><br />

believes that our scholarships empower individuals to take ownership for equipping<br />

themselves for Christian service. Through our scholarship initiatives, the <strong>Mustard</strong><br />

<strong>Seed</strong> <strong>Foundation</strong> hopes to equip believers for strategic roles within the full<br />

spectrum of Christian ministry, from place of business to place of worship. The<br />

<strong>Foundation</strong> awards scholarships through three initiatives: Harvey Fellows Program,<br />

The year <strong>2007</strong> marked the<br />

15th anniversary of the Harvey<br />

Fellows program. During the<br />

past fifteen years we have been<br />

blessed to see the scholarship<br />

initiative grow and develop. The<br />

<strong>Foundation</strong> began the program<br />

with the goal of marking,<br />

equipping, and encouraging<br />

followers of Jesus Christ who<br />

seek to actively integrate their<br />

faith and vocations as leaders in<br />

strategic occupations where Christians are underrepresented.<br />

This idea grew from our understanding of God as Creator<br />

and Redeemer, not only of human beings, but also of society’s<br />

disciplines and structures. Our desire is to identify, prepare,<br />

and celebrate this generation’s Josephs, Lydias, Daniels, and<br />

Esthers—Christians who will assume positions of leadership<br />

and influence. Each Fellow is awarded a $16,000 annual<br />

stipend renewable up to a total of three years. The award<br />

is portable to a premier graduate degree program. Typically<br />

only schools considered by professionals to be among the<br />

top five globally in a given subject area or specialty are<br />

acceptable destinations.<br />

A significant component of the program is participation in<br />

our Summer Institute that provides a forum for Fellows to<br />

be challenged on issues of integrating faith and vocation,<br />

as well as a setting to deepen relationships. The <strong>2007</strong><br />

Summer Institute took place in Santa Barbara, California in<br />

conjunction with the Harvey Fellows 15-Year Reunion and<br />

Celebration. Nearly 100 Fellows attended the event, which<br />

was organized by a dedicated committee of senior Fellows.<br />

Theological Education Scholarships<br />

The Theological Education scholarship program was started<br />

in 1999 to support students pursuing advanced theological<br />

training outside of Canada, Western Europe and the United<br />

States. Since its inception we have awarded nearly $6.5 million<br />

to help fund the formal theological education of thousands<br />

of students around the world. Scholarships are awarded for<br />

up to half of the total cost of education. Qualifying students<br />

must be attending a participating institution and receiving a<br />

significant level of financial support from their home church<br />

or Christian organization. Recipients must be pursuing<br />

degrees that equip them for service to the Church in the areas<br />

of preaching, teaching, missions, or evangelism. However,<br />

priority is given to those who are being trained to directly<br />

minister in a church congregation or preparing for ministry<br />

within an urban context. The scholarships are administered in<br />

direct collaboration with the participating institutions.<br />

In <strong>2007</strong> we invested a total of $1,492,301 to 1,091 students in<br />

69 institutions around the world. Our total support for this<br />

initiative slightly increased from 2006 due to the addition of<br />

four institutions, as well as increases in scholarship support at<br />

many institutions that have been participating for a number<br />

of years.<br />

BGU Scholarships<br />

Encouraging urban ministry practitioners and enabling them<br />

to pursue advanced degrees has long been an interest of the<br />

<strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong>. In 1996 we began providing a<br />

handful of scholarships to select practitioners pursuing nonresidential<br />

doctoral degrees under the mentorship of global<br />

urban missiologist and founding member of our Board of<br />

Directors, Dr. Raymond J. Bakke. The RJB Award program<br />

went through a number of changes over the years, and by 2005<br />

we began awarding the scholarship to students studying at the<br />

newly formed Bakke Graduate University of Ministry (BGU)<br />

based in Seattle, Washington. In 2006 we broadened the<br />

scholarship still further to not only honor the life and ministry<br />

of Ray Bakke, but also those of his younger siblings, Rev.<br />

Lowell Bakke and Mrs. Marilyn Bakke Pearson, who have<br />

also contributed significantly to the ministry of the <strong>Mustard</strong><br />

<strong>Seed</strong> <strong>Foundation</strong> with their own unique areas of gifting.<br />

These scholarships offered through BGU focus on encouraging<br />

ministry practitioners to obtain the advanced degrees they<br />

need to sharpen their skills and deepen the theological<br />

underpinnings of their work. Most of those supported<br />

are pursuing the Doctorate of Ministry (DMin) degree in<br />

Transformational Leadership for the Global City that is offered<br />

through BGU on a non-residential, modular basis. These<br />

practitioners are enabled to remain in their respective fields<br />

of ministry while pursuing advanced study. This program is<br />

designed to make major urban centers of the world become<br />

laboratories of learning, including Seattle, Manila, Shanghai,<br />

Delhi, Cairo, Addis Ababa, and Sao Paulo. The <strong>Foundation</strong><br />

has also supported a select handful of students pursuing a<br />

Master of Theological Studies (MTS) degree that emphasizes<br />

a highly integrative approach to biblical, theological, and<br />

historical studies.<br />

In <strong>2007</strong> we were pleased to award scholarships through the<br />

Bakke Graduate University of Ministry for the advanced<br />

studies of 57 ministry practitioners totaling $259,947. This<br />

more than doubled our investment in 2006. These talented<br />

men and women come from and serve in a variety of urban<br />

centers around the world where they are actively responding<br />

to God’s calling in ministry. We plan to continue to expand<br />

the level of scholarship support offered through BGU in the<br />

coming years.<br />

Theology of Work<br />

The Theology of Work (TOW) grant program was established<br />

in <strong>2007</strong> by the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong>, in collaboration<br />

with the Bakke Graduate University of Ministry (BGU). The<br />

aim of this special grant initiative is to encourage theological<br />

institutions worldwide to instruct seminarians, pastors, and<br />

educators in a biblical basis of a theology of work. A proper<br />

theology of work empowers ordinary people to infuse their<br />

Christian faith in the institutions, structures, and industries<br />

in which they work throughout the week. We believe there is<br />

a great need for pastors to learn how to steward the gifts and<br />

callings of their congregants in their own places of work and<br />

transform them into places of dynamic personal ministry.<br />

The TOW grants program is administered by BGU, which has<br />

developed a network of resources specializing in effectively<br />

developing and teaching curriculum for theology of work.<br />

In <strong>2007</strong> we awarded eleven grants to eight seminaries and<br />

two organizations totaling $88,271. We expect to expand this<br />

special granting initiative significantly over the next few years<br />

and hope to see a greater number of churches actively teaching<br />

their congregants a theology of work.<br />

Theology of Work grants are awarded to theological<br />

institutions, both formal and non-formal, to create and offer<br />

courses that enable students to effectively steward the callings<br />

and vocations of their congregants in their workplaces. This<br />

grant initiative hopes to encourage seminaries and other<br />

theological training organizations to integrate such a theology<br />

in their core curriculum by promoting the development and<br />

teaching of theology of work courses. It is our desire to see<br />

those trained through our grants begin teaching and modeling<br />

this theological concept in their own churches and ministries.<br />
