Q: Are we bidding out all of our services or Full Case
Management Services?
A: The plan now is to bid out Full Case Management services. We are
in the process now of gathering community input. And we will use
the information our Grant writer is gathering from the community.
Q: Is OK expecting that bidders apply for the entire process? Or
pieces of it?
A: The ITN might allow for bidding on pieces. OK is open to looking at
unique models. We are open to see if the community thinks there is
a better way. If one Provider has a specialty in doing one thing, and
they wanted to do all of that one thing, I think the ITN will be open
enough and people will be able to respond in that way. Whatever
the applicant is proposing needs to bring value to the system of
care.
Q: Is Our Kids ‘married’ to the current system of care?
A: No, we are open for suggestions.
Q: Is OK keeping the North, South, Central regions?
A: We do not know at this time. We are still in the discovery phase.
Q: What is the timeline?
A: It is not finalized yet but there will be a generous amount of time
allowed for responses.
Q: Are post-adoptive services a big part of the ITN?
A: Any post-adoptive services required will be clarified and clear in the
ITN.
Q: Is OK changing how services are provided? Are we going back
to the model of one provider for overall services like ChildNet
and Palm Beach?
A: We are not planning on changing the system at this time.
Q: What is the current Recidivism rate?
A: We don’t have that information with us. Miami-Dade and Monroe
are using SDM to assess safety and risk.
Q: At this time do you have an idea of the number of Providers
that Our Kids want? What is the Our Kids system of care?
A: No, we don’t have the number of Providers at this time. The Our
Kids System of Care is an integrated system that provides an array
of seamless, culturally competent services to children and families
in this area.
Q: Has there been a discussion about changing from several case
management agencies back to a super market service delivery
like the model they have in Broward and Palm Beach
Counties?
A: I can’t say for sure what’s going to happen.
Q: When a child first comes into the system of care and
undergoes SDM and services are provided that keep the child
in the home, who provides services to those families? The
FCMAs?
A: No. We have Intensive Family Prevention Service Providers. This is
the name of the model.
Q: Every child where there has been a report of abuse, and they
do an investigation, it has been verified, gets Intensive Family
Services?
A: An explanation of prevention services and SDM was given. We
currently serve families that are “high risk”, “very High Risk” or
where there’s a Safety Threat. We don’t serve “Low to Moderate
Risk”. For “Low to Moderate Risk” we work with the PIs to locate
community resources.
Comments/Suggestions: It was recommended to increase the level of care and to reduce the
quarterly performance incentive payments or holdback.

Palm Beach and Broward have a model with one agency and
several systems of services. It seems to be a better way.
We need to work in a collaborative way. We do not think it is
happening now.
Points of Feedback: OK is asking bidders “what can you bring to the table?” “What does
it need to look like?” “How would it work best?”

With the ITN we are asking respondents to tell us the way that you
think it would work best for your agency and for the system of care.
Don’t think about it as the way that it was.
What can you bring to our system of care? The system is very
different today than it was before.
Collaboration is key with the design of system of care.
Adoptive parents have support through foster/adoptive parent
support line.
OK does not work with low or moderate risk cases through the
IFPS. OK does work with PIs to assist.

DCF attorneys work more closely with case managers. They are
more involved with social work aspects.
I think we need to design a system of care with a model that is
increasingly collaborative, increasingly transparent, and build a
model that measures that collaborative effort, not just the effort but
the success in working with community partners. I hope that we
measure what we valued, so I’m hoping that we’ll build it into this
process, measure a way our Providers are working with other
Providers, other partners in the communities and working with
foster parents in a way that it really isn’t right now.
The respondents would look at the services and possible
coordination with behavioral health components.
Part of the bid responses could include how you coordinate these
services.
If someone would come with an idea that is completely different
and in the process of reading the response and we say “wow” it
would give us an opportunity to discover if it was a feasible option
for the system. We don’t have a vision of what that’s going to be
now and the people that have been doing the business for a while
may have a better idea.

Ann de las Pozas made everyone aware that if they have
questions they can email her. She also distributed her business
cards.
