Q: Are we bidding out all of our services or Full Case<br />
Management Services?<br />
A: The plan now is to bid out Full Case Management services. We are<br />
in the process now of gathering community input. And we will use<br />
the information our Grant writer is gathering from the community.<br />
Q: Is OK expecting that bidders apply for the entire process? Or<br />
pieces of it?<br />
A: The ITN might allow for bidding on pieces. OK is open to looking at<br />
unique models. We are open to see if the community thinks there is<br />
a better way. If one Provider has a specialty in doing one thing, and<br />
they wanted to do all of that one thing, I think the ITN will be open<br />
enough and people will be able to respond in that way. Whatever<br />
the applicant is proposing needs to bring value to the system of<br />
care.<br />
Q: Is <strong>Our</strong> <strong>Kids</strong> ‘married’ to the current system of care?<br />
A: No, we are open for suggestions.<br />
Q: Is OK keeping the North, South, Central regions?<br />
A: We do not know at this time. We are still in the discovery phase.<br />
Q: What is the timeline?<br />
A: It is not finalized yet but there will be a generous amount of time<br />
allowed for responses.<br />

Q: Are post-adoptive services a big part of the ITN?<br />
A: Any post-adoptive services required will be clarified and clear in the<br />
ITN.<br />
Q: Is OK changing how services are provided? Are we going back<br />
to the model of one provider for overall services like ChildNet<br />
and Palm Beach?<br />
A: We are not planning on changing the system at this time.<br />
Q: What is the current Recidivism rate?<br />
A: We don’t have that information with us. Miami-Dade and Monroe<br />
are using SDM to assess safety and risk.<br />
Q: At this time do you have an idea of the number of Providers<br />
that <strong>Our</strong> <strong>Kids</strong> want? What is the <strong>Our</strong> <strong>Kids</strong> system of care?<br />
A: No, we don’t have the number of Providers at this time. The <strong>Our</strong><br />
<strong>Kids</strong> System of Care is an integrated system that provides an array<br />
of seamless, culturally competent services to children and families<br />
in this area.<br />
Q: Has there been a discussion about changing from several case<br />
management agencies back to a super market service delivery<br />
like the model they have in Broward and Palm Beach<br />
Counties?<br />
A: I can’t say for sure what’s going to happen.<br />
Q: When a child first comes into the system of care and<br />
undergoes SDM and services are provided that keep the child<br />
in the home, who provides services to those families? The<br />
FCMAs?<br />
A: No. We have Intensive Family Prevention Service Providers. This is<br />
the name of the model.<br />
Q: Every child where there has been a report of abuse, and they<br />
do an investigation, it has been verified, gets Intensive Family<br />
Services?<br />
A: An explanation of prevention services and SDM was given. We<br />
currently serve families that are “high risk”, “very High Risk” or<br />
where there’s a Safety Threat. We don’t serve “Low to Moderate<br />
Risk”. For “Low to Moderate Risk” we work with the PIs to locate<br />
community resources.<br />
Comments/Suggestions: It was recommended to increase the level of care and to reduce the<br />
quarterly performance incentive payments or holdback.<br />

Palm Beach and Broward have a model with one agency and<br />
several systems of services. It seems to be a better way.<br />
We need to work in a collaborative way. We do not think it is<br />
happening now.<br />
Points of Feedback: OK is asking bidders “what can you bring to the table?” “What does<br />
it need to look like?” “How would it work best?”<br />

With the ITN we are asking respondents to tell us the way that you<br />
think it would work best for your agency and for the system of care.<br />
Don’t think about it as the way that it was.<br />
What can you bring to our system of care? The system is very<br />
different today than it was before.<br />
Collaboration is key with the design of system of care.<br />
Adoptive parents have support through foster/adoptive parent<br />
support line.<br />
OK does not work with low or moderate risk cases through the<br />
IFPS. OK does work with PIs to assist.<br />

DCF attorneys work more closely with case managers. They are<br />
more involved with social work aspects.<br />
I think we need to design a system of care with a model that is<br />
increasingly collaborative, increasingly transparent, and build a<br />
model that measures that collaborative effort, not just the effort but<br />
the success in working with community partners. I hope that we<br />
measure what we valued, so I’m hoping that we’ll build it into this<br />
process, measure a way our Providers are working with other<br />
Providers, other partners in the communities and working with<br />
foster parents in a way that it really isn’t right now.<br />
The respondents would look at the services and possible<br />
coordination with behavioral health components.<br />
Part of the bid responses could include how you coordinate these<br />
services.<br />
If someone would come with an idea that is completely different<br />

and in the process of reading the response and we say “wow” it<br />
would give us an opportunity to discover if it was a feasible option<br />
for the system. We don’t have a vision of what that’s going to be<br />
now and the people that have been doing the business for a while<br />
may have a better idea.<br />
