<strong>Discover</strong> <strong>the</strong> <strong>Cluster</strong> <strong>of</strong> <strong>Fneideq</strong><br />
<strong>Fneideq</strong> is located in Akkar governorate in <strong>the</strong> north among a cluster<br />
<strong>of</strong> villages named Jurd el Kayteh in <strong>the</strong> nor<strong>the</strong>ast <strong>of</strong> Tripoli.<br />
The history <strong>of</strong> <strong>Fneideq</strong> community refers to <strong>the</strong> Greek era; its name is<br />
derived from <strong>the</strong> Grecian Pondokeion, which means “Khan” and small<br />
house. It is believed that <strong>the</strong> community was a station for caravans<br />
between Tripoli and <strong>the</strong> coast, as well as Baalbek and Syria.<br />
Agriculture is a major activity in <strong>the</strong> region <strong>of</strong> <strong>Fneideq</strong>, which is<br />
considered as <strong>the</strong> biggest producer <strong>of</strong> apples, and some o<strong>the</strong>r fruit<br />
trees such as plum, cherries and apricot, in addition to some field<br />
crops <strong>of</strong> wheat. The region is also known for its diversity <strong>of</strong> plants and<br />
herbs constituting essential resources in herbal medicine for <strong>the</strong><br />
locals. The environment is a natural haven for local and seasonal<br />
birds crossing <strong>the</strong> sky <strong>of</strong> Lebanon. Moreover, <strong>the</strong> protected area <strong>of</strong><br />
Qamouah represents a living museum, a sanctuary that keeps one<br />
wandering. It embraces a variety <strong>of</strong> monumental trees ranging from<br />
Pine, Oak and Fir. Pouring rivers slowly sculpt <strong>the</strong>ir way through<br />
stone and mountain to fade in <strong>the</strong> endless green valleys at last.

EXISTING PROBLEMS<br />
The core problem in <strong>Fneideq</strong> lies in <strong>the</strong> high level <strong>of</strong> poverty resulting from<br />
<strong>the</strong> degradation in <strong>the</strong> living conditions in <strong>the</strong> following vital areas:<br />
1 General economic stagnation<br />
2 Low economic revenues from <strong>the</strong> agricultural sector<br />
3 Weak employment structures<br />
4 High degree <strong>of</strong> unsatisfied cultural needs<br />
5 Degradation in health conditions<br />
6 Pollution<br />
7 Poor access to medical services<br />
POSSIBLE SOLUTIONS<br />
1 Improving economic growth, through:<br />
1.1. Improving <strong>the</strong> agricultural sector<br />
1.2. Developing <strong>the</strong> tourism sector<br />
1.3. Developing <strong>the</strong> private sector through <strong>the</strong> creation <strong>of</strong> new opportunities<br />
1.4. Improving education through <strong>the</strong> use <strong>of</strong> local competencies<br />
1.5. Encouraging women participation in economic activities<br />
2 Improving potentials for social development, through:<br />
2.2. Creating a more active civil society<br />
2.2. Improving access to cultural and sports facilities<br />
3 Lowering Risks for Human Health and improving health conditions in <strong>the</strong><br />
community <strong>of</strong> <strong>Fneideq</strong>, through:<br />
3.1. Improving Health Care services<br />
3.2. Minimizing pollution from Waste Water and Solid Waste<br />
3.3. Raising <strong>the</strong> awareness <strong>of</strong> <strong>the</strong> local community on <strong>the</strong> importance <strong>of</strong><br />
preserving <strong>the</strong> environment, and on solid waste sorting, recycling<br />
and reusing principles<br />
<strong>ADELNORD</strong> PROJECT<br />
In <strong>the</strong> context <strong>of</strong> <strong>the</strong> cooperation between <strong>the</strong> Lebanese government and EU<br />
delegation in Beirut, a Financing Agreement was signed in 2009 to finance a<br />
project “Appui au Development Local au Nord Liban”- <strong>ADELNORD</strong>. The<br />
Council <strong>of</strong> Development and Reconstruction (CDR) is <strong>the</strong> contracting authority.<br />
The three components <strong>of</strong> <strong>ADELNORD</strong> are:<br />
1. Agricultural infrastructure rehabilitation<br />
2. Community development<br />
3. Ecosystem and Environment protection<br />
The Economic and Social Fund for Development (ESFD), linked to CDR, is in<br />
charge <strong>of</strong> implementing <strong>the</strong> Community Development component.<br />
This component target’s 10 clusters located in Akkar, Hermel and Dannieh.<br />
These clusters were selected by <strong>the</strong> EU based on <strong>the</strong> following criteria:<br />
• Unity and social cohesion,<br />
• Vulnerability and poverty,<br />
• Local community potentials and capacities<br />
A local development planning process started in May 2011 based on a<br />
participatory approach. The fruits <strong>of</strong> this process were a <strong>Cluster</strong> pr<strong>of</strong>ile<br />
report and a Local Development plan (LDP) including development<br />
proposals for each cluster. The local communities through sectoral local<br />
committees identified projects to be financed through grants and to be<br />
implemented by <strong>the</strong> Municipalities <strong>of</strong> <strong>the</strong> clusters with technical assistance<br />
provided by <strong>ADELNORD</strong> team.<br />
