EXISTING PROBLEMS
1 Severe shortage of medical services
2 Low income from agriculture and livestock sectors
3 Leakage of wastewater to water resources, roads and agricultural lands
4 Decline in the quality of public education
5 Increase of the negative effects of solid waste
6 Neglect of natural resources and heritage
POSSIBLE SOLUTIONS
1 Upgrade health services
1.1. Provide the existing health care centers with medical equipment
and mobile clinic
1.2. Conduct awareness campaigns on basic health issues
2 Increase the income from agriculture and livestock
2.1. Run the dairy processing center in Ramah
2.2. Facilitate access to small loans for the development of livestock
3 Reduce the leakage of sewage to water resources
3.1. Establish a sewage network and waste water treatment plant
4 Improve the quality of public education
4.2. Establish an accelerated vocational training center and educational support
4.2. Restore and rehabilitate schools rented buildings
4.3. Establish an accredited center of information, technology and foreign language
5 Limit the dumping of solid waste in nature
5.1. Collect and treat the solid waste and encourage sorting at the source
5.2. Conduct awareness campaigns for schools and women to limit
consumption of canned food factory
6 Strengthen the capacity for Tourism Investment
6.2. Acquisition and rehabilitation of the existing monuments in the private
territory
6.3. Forestation of forested areas
ADELNORD PROJECT
In the context of the cooperation between the Lebanese government and EU
delegation in Beirut, a Financing Agreement was signed in 2009 to finance a
project “Appui au Development Local au Nord Liban”- ADELNORD. The
Council of Development and Reconstruction (CDR) is the contracting authority.
The three components of ADELNORD are:
1. Agricultural infrastructure rehabilitation
2. Community development
3. Ecosystem and Environment protection
The Economic and Social Fund for Development (ESFD), linked to CDR, is in
charge of implementing the Community Development component.
This component target’s 10 clusters located in Akkar, Hermel and Dannieh.
These clusters were selected by the EU based on the following criteria:
• Unity and social cohesion,
• Vulnerability and poverty,
• Local community potentials and capacities
A local development planning process started in May 2011 based on a
participatory approach. The fruits of this process were a Cluster profile
report and a Local Development plan (LDP) including development
proposals for each cluster. The local communities through sectoral local
committees identified projects to be financed through grants and to be
implemented by the Municipalities of the clusters with technical assistance
provided by ADELNORD team.
