EXISTING PROBLEMS<br />

1 Severe shortage <strong>of</strong> medical services<br />

2 Low income from agriculture and livestock sectors<br />

3 Leakage <strong>of</strong> wastewater to water resources, roads and agricultural lands<br />

4 Decline in <strong>the</strong> quality <strong>of</strong> public education<br />

5 Increase <strong>of</strong> <strong>the</strong> negative effects <strong>of</strong> solid waste<br />

6 Neglect <strong>of</strong> natural resources and heritage<br />

POSSIBLE SOLUTIONS<br />

1 Upgrade health services<br />

1.1. Provide <strong>the</strong> existing health care centers with medical equipment<br />

and mobile clinic<br />

1.2. Conduct awareness campaigns on basic health issues<br />

2 Increase <strong>the</strong> income from agriculture and livestock<br />

2.1. Run <strong>the</strong> dairy processing center in Ramah<br />

2.2. Facilitate access to small loans for <strong>the</strong> development <strong>of</strong> livestock<br />

3 Reduce <strong>the</strong> leakage <strong>of</strong> sewage to water resources<br />

3.1. Establish a sewage network and waste water treatment plant<br />

4 Improve <strong>the</strong> quality <strong>of</strong> public education<br />

4.2. Establish an accelerated vocational training center and educational support<br />

4.2. Restore and rehabilitate schools rented buildings<br />

4.3. Establish an accredited center <strong>of</strong> information, technology and foreign language<br />

5 Limit <strong>the</strong> dumping <strong>of</strong> solid waste in nature<br />

<strong>ADELNORD</strong> PROJECT<br />

In <strong>the</strong> context <strong>of</strong> <strong>the</strong> cooperation between <strong>the</strong> Lebanese government and EU<br />

delegation in Beirut, a Financing Agreement was signed in 2009 to finance a<br />

project “Appui au Development Local au Nord Liban”- <strong>ADELNORD</strong>. The<br />

Council <strong>of</strong> Development and Reconstruction (CDR) is <strong>the</strong> contracting authority.<br />

The three components <strong>of</strong> <strong>ADELNORD</strong> are:<br />

1. Agricultural infrastructure rehabilitation<br />

2. Community development<br />

3. Ecosystem and Environment protection<br />

The Economic and Social Fund for Development (ESFD), linked to CDR, is in<br />

charge <strong>of</strong> implementing <strong>the</strong> Community Development component.<br />

This component target’s 10 clusters located in Akkar, Hermel and Dannieh.<br />

These clusters were selected by <strong>the</strong> EU based on <strong>the</strong> following criteria:<br />

• Unity and social cohesion,<br />

• Vulnerability and poverty,<br />

• Local community potentials and capacities<br />

A local development planning process started in May 2011 based on a<br />

participatory approach. The fruits <strong>of</strong> this process were a <strong>Cluster</strong> pr<strong>of</strong>ile<br />

report and a Local Development plan (LDP) including development<br />

proposals for each cluster. The local communities through sectoral local<br />

committees identified projects to be financed through grants and to be<br />

implemented by <strong>the</strong> Municipalities <strong>of</strong> <strong>the</strong> clusters with technical assistance<br />

provided by <strong>ADELNORD</strong> team.<br />
