Every day thousands of people are killed and<br />

injured <strong>on</strong> our <strong>road</strong>s. Men, women or children<br />

walking, biking or riding to school or work,<br />

playing in the streets or setting out <strong>on</strong> l<strong>on</strong>g trips,<br />

will never return home, leaving behind shattered<br />

families and communities. Milli<strong>on</strong>s of people each<br />

year will spend l<strong>on</strong>g weeks in hospital after severe<br />

crashes and many will never be able to live, work or play as they used to do. Current efforts to address <strong>road</strong><br />

safety are minimal in comparis<strong>on</strong> to this growing human suffering.<br />

The <str<strong>on</strong>g>World</str<strong>on</strong>g> Health Organizati<strong>on</strong> and the <str<strong>on</strong>g>World</str<strong>on</strong>g> Bank have jointly produced this <str<strong>on</strong>g>World</str<strong>on</strong>g> <str<strong>on</strong>g>report</str<strong>on</strong>g> <strong>on</strong> <strong>road</strong> <strong>traffic</strong> <strong>injury</strong><br />

preventi<strong>on</strong>. Its purpose is to present a comprehensive overview of what is known about the magnitude, risk factors<br />

and impact of <strong>road</strong> <strong>traffic</strong> injuries, and about ways to prevent and lessen the impact of <strong>road</strong> crashes. The<br />

document is the outcome of a collaborative effort <strong>by</strong> instituti<strong>on</strong>s and individuals. Coordinated <strong>by</strong> the <str<strong>on</strong>g>World</str<strong>on</strong>g><br />

Health Organizati<strong>on</strong> and the <str<strong>on</strong>g>World</str<strong>on</strong>g> Bank, over 100 experts, from all c<strong>on</strong>tinents and different sectors – including<br />

transport, engineering, health, police, educati<strong>on</strong> and civil society – have worked to produce the <str<strong>on</strong>g>report</str<strong>on</strong>g>.<br />

Road <strong>traffic</strong> injuries are a growing public health issue, disproporti<strong>on</strong>ately affecting vulnerable groups<br />

of <strong>road</strong> users, including the poor. More than half the people killed in <strong>traffic</strong> crashes are young adults aged<br />

between 15 and 44 years – often the breadwinners in a family. Furthermore, <strong>road</strong> <strong>traffic</strong> injuries cost lowincome<br />

and middle-income countries between 1% and 2% of their gross nati<strong>on</strong>al product – more than the<br />

total development aid received <strong>by</strong> these countries.<br />

But <strong>road</strong> <strong>traffic</strong> crashes and injuries are preventable. In high-income countries, an established set of interventi<strong>on</strong>s<br />

have c<strong>on</strong>tributed to significant reducti<strong>on</strong>s in the incidence and impact of <strong>road</strong> <strong>traffic</strong> injuries. These<br />

include the enforcement of legislati<strong>on</strong> to c<strong>on</strong>trol speed and alcohol c<strong>on</strong>sumpti<strong>on</strong>, mandating the use of seatbelts<br />

and crash helmets, and the safer design and use of <strong>road</strong>s and vehicles. Reducti<strong>on</strong> in <strong>road</strong> <strong>traffic</strong> injuries<br />

can c<strong>on</strong>tribute to the attainment of the Millennium Development Goals that aim to halve extreme poverty and<br />

significantly reduce child mortality.<br />

Road <strong>traffic</strong> <strong>injury</strong> preventi<strong>on</strong> must be incorporated into a b<strong>road</strong> range of activities, such as the development<br />

and management of <strong>road</strong> infrastructure, the provisi<strong>on</strong> of safer vehicles, law enforcement, mobility<br />

planning, the provisi<strong>on</strong> of health and hospital services, child welfare services, and urban and envir<strong>on</strong>mental<br />

planning. The health sector is an important partner in this process. Its roles are to strengthen the evidence<br />

base, provide appropriate pre-hospital and hospital care and rehabilitati<strong>on</strong>, c<strong>on</strong>duct advocacy, and c<strong>on</strong>tribute<br />

to the implementati<strong>on</strong> and evaluati<strong>on</strong> of interventi<strong>on</strong>s.<br />

The time to act is now. Road safety is no accident. It requires str<strong>on</strong>g political will and c<strong>on</strong>certed, sustained<br />

efforts across a range of sectors. Acting now will save lives. We urge governments, as well as other sectors of<br />

society, to embrace and implement the key recommendati<strong>on</strong>s of this <str<strong>on</strong>g>report</str<strong>on</strong>g>.<br />
