Tuesday, October 21 Local Government Roundtables continued Broadcasters and the National League of Cities have jointly made efforts this year to talk to local elected officials and community leaders from across the country about ways they can help educate and prepare members of their communities for this change in television transmission. This roundtable will address the ways in which local officials can help people in their communities with the DTV transition. Doug Davis, President/General Manager, WAVY-TV/WVBT- TV, Portsmouth Recycling Hazardous waste recycling and disposal; recycling cell phones, TVs and other consumer electronics; CFL disposal; supermarket composting; developing better markets for recyclables; finding state grants: learn about the latest innovations in recycling, and how to more efficiently use these programs. Georgiana Ball, Recycling Specialist, Virginia Department of General Services Saving energy and improving infrastructure with no up-front costs: Energy performance contracting Electrical costs for most ratepayers have increased 15- 33% largely due to the rising cost of fuel. Local governments that use energy performance contracting are able to save energy, improve the environment (both indoors and out) and address aging infrastructure issues without incurring up-front costs. Find out how localities are reducing their energy consumption by an average of 23 percent, and are able to use those savings to address infrastructure problems. Aaron Rittenhouse, Mid-Atlantic Director, ConEdison Solutions University/community relations This is your opportunity to share experiences - the good and the bad - from your locality in your relationship with higher education communities. Find out about the solutions and problems other localities are dealing with. Kurt Hodgen, City Manager, Harrisonburg What are OPEBs, and what are you supposed to do about them? New accounting rules require all local governments to begin reporting on their financial statements their liabilities associated with health insurance and certain other benefits provided to retirees. Representatives from VML/VACo Finance will discuss the new requirements and the steps necessary for compliance. Also included are tips on obtaining an actuarial study and reducing the cost of funding your liability. Spouses Program All activities are held at the Norfolk Waterside Convention Center, 235 East Main Street, with the exception of the VLGMA luncheon and Host City Night on Monday, and the spouses extra activities. The spouse registration fee includes the opening reception on Sunday, Host City Night on Monday, and the reception and banquet on Tuesday. In addition, guests may sign up for the additional spouses activities or group breakfasts/ luncheons as noted on the registration form. It is best to register for the ticketed events in advance. Make sure you take advantage of the Convention Center’s close proximity to the MacArthur Center, located at 300 Monticello Avenue. This world-class shopping mall contains 140 extraordinary stores, including Nordstrom and Dillard’s, along with an 18-screen theater and a beautiful 70-foot atrium. Mall hours on Monday through Saturday are 10 a.m. - 9 p.m., and on Sunday from 12 noon - 6 p.m. Sunday, October 19 8:30 a.m. VML Golf Tournament Sewells Point Golf Course Sponsored by Linebarger Goggan Blair & Sampson, LLP and Hurt & Proffitt 3 - 4:30 p.m. Tour of the City: Grandy Village Revitalization (no additional fee, but pre-registration is encouraged) To best describe the changes going on at Grandy Village, think about the TV show “Extreme Home Makeover,” only on a much larger scale. When everything is complete, Grandy Village will be a quality mixed-income neighborhood with a variety of housing types, energy-efficient homes and conveniences. The Norfolk Redevelopment & Housing Authority’s overall plan is to add value to the homes, give residents a better quality of life and improve the Elizabeth River shoreline that borders the neighborhood. The renovation includes a new electrical tower, improved sewer system, landscaping, fencing, a new playground and underground streetlight wiring, new duplexes meeting green standards, wetland mitigation and a community center. The bus will be leaving the Convention Center at 3 p.m. and will return by 4:30 p.m. 5 - 5:30 p.m. Reunion for Newly Elected Conference Attendees & Orientation for First Time Conference Participants Hampton Room 7, 3rd Floor Here’s a great chance to reconnect with people that you met at the Conference for Newly Elected Officials held in July in Williamsburg.
