sion of the conference. Only the duly authorized representatives
present at the session may cast votes. No proxies
may be used.
Prior to the conference every locality received forms for
certification of voting representatives and alternates. If your
locality has not selected a voting representative alternate
prior to the conference, the mayor or board chair is deemed
to be the official representative for the purpose of voting.
In the absence of the mayor or board chair or other
designated officer, a majority of the elected and appointed
officials present and registered at the conference may file
with the executive director a designation of that locality’s
voting representative. This designation must take place
prior to the taking of any vote. To accommodate localities
that have not yet designated a representative for voting purposes,
credentials may be obtained at the registration desk.
Please be sure that the appropriate action has been taken so
that your locality may have a voice in the business activities
of the league.
Voting Representation
Each full member shall be entitled to one vote on all
questions through its accredited voting representative or
alternate. A simple majority vote shall govern in all cases
except for any motion or resolution (other than an honorific,
appreciative or memorial resolution) that has not been
submitted to the appropriate committee or not approved by
the appropriate committee. In such cases a three-fourths
vote of the full members present and voting is required for
consideration of the matter. Robert’s Rules of Order Newly
Revised shall apply to the conduct of the hearing.
Elections
amendments, recommended by the VML Executive Committee
at its July meeting, were mailed to league members
on August 7. Copies of the proposed amendments, and a
memorandum explaining the proposals, are available at the
VML conference registration desk (Norfolk Ballroom Foyer,
1st Floor). Many of the amendments are clarifying ones
that conform the VML constitution to current practice.
The amendments 1) clarify the definition of county for
membership purposes, 2) state that the Executive Committee
selects and the membership ratifies the selection of
host localities for the annual conference, 3) clarify that the
Legislative Committee can develop positions on issues for
matters involving two or more policy committees without
first referring them to policy committees, 4) specify that the
Executive Director serves at the pleasure of the Executive
Committee; 5) state a weighted voting procedure for the
election of the chair and vice chair of the Urban Section; 6)
allow the Executive Committee to develop a legislative position
on issues that arise very quickly and need immediate
attention; and 7) allow conference calls on league operations
by the Executive Committee.
