present at <strong>the</strong> session may cast votes. No proxies<br />
may be used.<br />
Prior to <strong>the</strong> conference every locality received forms for<br />
certification of voting representatives and alternates. If your<br />
locality has not selected a voting representative alternate<br />
prior to <strong>the</strong> conference, <strong>the</strong> mayor or board chair is deemed<br />
to be <strong>the</strong> official representative for <strong>the</strong> purpose of voting.<br />
In <strong>the</strong> absence of <strong>the</strong> mayor or board chair or o<strong>the</strong>r<br />
designated officer, a majority of <strong>the</strong> elected and appointed<br />
officials present and registered at <strong>the</strong> conference may file<br />
with <strong>the</strong> executive director a designation of that locality’s<br />
voting representative. This designation must take place<br />
prior to <strong>the</strong> taking of any vote. To accommodate localities<br />
that have not yet designated a representative for voting purposes,<br />
credentials may be obtained at <strong>the</strong> registration desk.<br />
Please be sure that <strong>the</strong> appropriate action has been taken so<br />
that your locality may have a voice in <strong>the</strong> business activities<br />
of <strong>the</strong> league.<br />
Voting Representation<br />
Each full member shall be entitled to one vote on all<br />
questions through its accredited voting representative or<br />
alternate. A simple majority vote shall govern in all cases<br />
except for any motion or resolution (o<strong>the</strong>r than an honorific,<br />
appreciative or memorial resolution) that has not been<br />
submitted to <strong>the</strong> appropriate committee or not approved by<br />
<strong>the</strong> appropriate committee. In such cases a three-fourths<br />
vote of <strong>the</strong> full members present and voting is required for<br />
consideration of <strong>the</strong> matter. Robert’s Rules of Order Newly<br />
Revised shall apply to <strong>the</strong> conduct of <strong>the</strong> hearing.<br />
Elections<br />
amendments, recommended by <strong>the</strong> <strong>VML</strong> Executive Committee<br />
at its July meeting, were mailed to league members<br />
on August 7. Copies of <strong>the</strong> proposed amendments, and a<br />
memorandum explaining <strong>the</strong> proposals, are available at <strong>the</strong><br />
<strong>VML</strong> conference registration desk (Norfolk Ballroom Foyer,<br />
1st Floor). Many of <strong>the</strong> amendments are clarifying ones<br />
that conform <strong>the</strong> <strong>VML</strong> constitution to current practice.<br />
The amendments 1) clarify <strong>the</strong> definition of county for<br />
membership purposes, 2) state that <strong>the</strong> Executive Committee<br />
selects and <strong>the</strong> membership ratifies <strong>the</strong> selection of<br />
host localities for <strong>the</strong> annual conference, 3) clarify that <strong>the</strong><br />
Legislative Committee can develop positions on issues for<br />
matters involving two or more policy committees without<br />
first referring <strong>the</strong>m to policy committees, 4) specify that <strong>the</strong><br />
Executive Director serves at <strong>the</strong> pleasure of <strong>the</strong> Executive<br />
Committee; 5) state a weighted voting procedure for <strong>the</strong><br />
election of <strong>the</strong> chair and vice chair of <strong>the</strong> Urban Section; 6)<br />
allow <strong>the</strong> Executive Committee to develop a legislative position<br />
on issues that arise very quickly and need immediate<br />
attention; and 7) allow conference calls on league operations<br />
by <strong>the</strong> Executive Committee.<br />

Amendments to <strong>the</strong> Constitution of <strong>the</strong> <strong>Virginia</strong> <strong>Municipal</strong><br />
<strong>League</strong> will be debated and voted upon at <strong>the</strong> Business<br />
