Explanation:
The Piscataway Township Board of Education desires to provide dental health insurance to its
model as permitted by New Jersey PL 2007 Chapter 18.
The Piscataway Township Board of Education hereby resolves, effective January 1, 2009, to make
the following changes to its group dental benefits program:
provide self-insured administrative services at the monthly rate of $3.00 per enrolled
employee per month.
2. Re-designate Grinspec Consulting, a Division of Brown & Brown, Inc., of Murray Hill, NJ as
the Board’s Broker-of-Record for our self-insured Horizon BCBSNJ Dental Services plan.
Grinspec Consulting is authorized to act on behalf of the Board in all matters related to this
program. Grinspec Consulting’s responsibilities will include – but are not limited to –
negotiating fees, marketing our group dental benefits program, and aiding our staff in the
resolution of billing, enrollment, and claim problems. Grinspec Consulting is authorized to
receive commission payments from Horizon BCBSNJ Dental Services as compensation for
their services at the rate of $1.00 per enrolled employee per month.
3. All appropriate Board of Education staff are authorized to take such action and affect such
documentation as necessary to implement this change, including opening a bank account

to fund dental benefits (if required) and including forwarding to Horizon BCBSNJ Dental
Services a ten day advance deposit of $13,000.
4. The Board of Education acknowledges that the component of our Horizon BSBSNJ Dental
Services program known as “Horizon Dental Choice” will remain on a fully-insured basis.
