The monthly Agenda/Business Meeting of the <strong>Piscataway</strong> Township Board of Education was held on<br />
Thursday, November 20, 2008 at the Administration Building. The meeting was called to order at 7:00<br />
PM by the Board President, Ms. Maas.<br />

HEREBY BE IT KNOWN that the <strong>Piscataway</strong> Township Board of Education has complied with the<br />
notification requirements of the Open Public Meetings Act for the announcement of this meeting<br />
date and place on June 16, 2008, in the following manner:<br />

Mail notification to the newspapers serving <strong>Piscataway</strong>, Courier News and Home News & Tribune<br />

discussing a detailed personnel agenda for action this evening, and other matters involving<br />
individual staff members, as well as numerous outstanding matters in litigation. It is not known at<br />
this time when these matters can be disclosed to the public.<br />

The Internal Revenue Service (IRS) issued final regulations for 403(b) plans and annuities in<br />
July, 2007, of which many are effective January 1, 2009. The district is required to adopt a<br />

E. APPROVAL <strong>OF</strong> RECOMMENDED CHANGE IN FUNDING METHODS FOR DISTRICT DENTAL<br />
HEALTH INSURANCE<br />
Explanation:<br />
The <strong>Piscataway</strong> Township Board of Education desires to provide dental health insurance to its<br />
employees through the most cost efficient means. The District’s health insurance Broker-of-<br />
Record, Grinspec Consulting, has recommended a change in funding methods to a selfinsured<br />
model as permitted by New Jersey PL 2007 Chapter 18.<br />
The <strong>Piscataway</strong> Township Board of Education hereby resolves, effective January 1, 2009, to make<br />
the following changes to its group dental benefits program:<br />
1. Accept the proposal from Horizon BCBSNJ Dental Services dated October 10, 2008 to<br />
provide self-insured administrative services at the monthly rate of $3.00 per enrolled<br />
employee per month.<br />
2. Re-designate Grinspec Consulting, a Division of Brown & Brown, Inc., of Murray Hill, NJ as<br />
the Board’s Broker-of-Record for our self-insured Horizon BCBSNJ Dental Services plan.<br />
Grinspec Consulting is authorized to act on behalf of the Board in all matters related to this<br />
program. Grinspec Consulting’s responsibilities will include – but are not limited to –<br />
negotiating fees, marketing our group dental benefits program, and aiding our staff in the<br />
resolution of billing, enrollment, and claim problems. Grinspec Consulting is authorized to<br />
receive commission payments from Horizon BCBSNJ Dental Services as compensation for<br />
their services at the rate of $1.00 per enrolled employee per month.<br />
3. All appropriate Board of Education staff are authorized to take such action and affect such<br />
documentation as necessary to implement this change, including opening a bank account
to fund dental benefits (if required) and including forwarding to Horizon BCBSNJ Dental<br />
Services a ten day advance deposit of $13,000.<br />
4. The Board of Education acknowledges that the component of our Horizon BSBSNJ Dental<br />
Services program known as “Horizon Dental Choice” will remain on a fully-insured basis.<br />
F. APPROVAL <strong>OF</strong> APPLICATION FOR PARTICIPATION IN THE LOCAL GOVERNMENT ENERGY<br />
AUDIT PROGRAM <strong>OF</strong> THE NEW JERSEY BOARD <strong>OF</strong> PUBLIC UTILITIES<br />
Explanation:<br />
The New Jersey Board of Public Utilities has announced the launch of a new program aimed<br />
at assisting local governments in identifying opportunities for energy efficiency. The<br />
program provides funding for investment-grade energy audits from one of five pre-qualified<br />
energy auditing firms and will subsidize 75% of the cost of the energy audit. The remaining<br />
25% of the energy audit cost will also be paid by the Program if the net investment of installed<br />
recommended energy efficiency measures meets or exceeds the remaining energy audit cost.<br />
WHEREAS, the New Jersey Board of Public Utilities, Office of Clean Energy administers the Local<br />
Government Energy Audit Program (Program), an incentive program to assist local government<br />
agencies to conduct energy audits and to encourage implementation of energy conservation<br />
measures; and,<br />
WHEREAS, the Board of Education (Governing Body) of the <strong>Piscataway</strong> Township School District<br />
has decided to apply to participate in the Local Government Energy Audit Program; and,<br />
WHEREAS, the facilities to be audited are in New Jersey, are owned by the Board of Education of<br />
the <strong>Piscataway</strong> Township School District, are served by a New Jersey regulated public utility, and<br />
that the Board of Education of the <strong>Piscataway</strong> Township School District has not already reserved<br />
$100,000 in the Program this year as of this application; and,<br />
WHEREAS, it is acknowledged that acceptance into the Program is dependent on the Scope of<br />
Work and cost proposal, and that Program rules will have to be met in order to receive incentive<br />
funds; and,<br />
WHEREAS, upon acceptance into the Program, the Board of Education of the <strong>Piscataway</strong> Township<br />
School District will prepare Facility Data Forms and Scopes of Work for each facility to be audited,<br />
solicit quotations from the authorized contractors, and submit the Part B application; and,<br />
WHEREAS, the Board of Education of the <strong>Piscataway</strong> Township School District understands that<br />
energy audit work cannot proceed until an Application Approval Notice is received from the Program;<br />
and,<br />
NOW, THEREFORE, BE IT RESOLVED that the Governing Body of the Board of Education of the<br />
<strong>Piscataway</strong> Township School District approves the submission of an application for participation in<br />
the Local Government Energy Audit Program of the New Jersey Board of Public Utilities.<br />
G. APPROVAL <strong>OF</strong> ANNUAL AUDIT FOR YEAR ENDED JUNE 30, 2008<br />

N.J.S.A. 18A:23-8 requires that an audit of the accounts of a school district be made only by a<br />
certified public accountant of New Jersey.<br />

A. AUTHORIZATION TO APPROVE HIGH SCHOOL MUSIC DEPARTMENT TRIP TO NORFOLK,<br />
VIRGINIA FROM APRIL 30 – MAY 3, 2009<br />
Explanation:<br />
Each year, the High School Music Department participates in an extended trip to perform at the<br />
national level. These trips have always proven to be an invaluable experience for students. This<br />
year, the <strong>Piscataway</strong> High School Orchestra and Choir will be competing in the 2009<br />
International Azalea Festival in Norfolk, Virginia from April 30 – May 3, 2009. These<br />
performances comply with many of our state Core Curriculum Content Standards as well as the<br />
National Arts standards. Attendance is anticipated to be 120 students with approximately 20<br />
chaperones. The cost of the trip is approximately $750 for each student and $500 for each<br />
chaperone. Fundraising will support the cost of the trip and there will be no cost to the Board.<br />
BE IT RESOLVED that the <strong>Piscataway</strong> Township Board of Education approves the High School’s<br />
Music Department Orchestra and Choir trip to Norfolk, Virginia for students and their chaperones<br />
from April 30 – May 3, 2009 at no cost to the Board.<br />
B. WORLD LANGUAGE DEPARTMENT EXCHANGE PROGRAM VISIT FROM PISCATAWAY TO<br />
ITALY ON OR ABOUT APRIL 3-11, 2009<br />
Explanation:<br />
It is being requested that permission be granted to plan, organize and carry out the proposed<br />
exchange visit for the students from <strong>Piscataway</strong> to Italy during the third marking period (on or<br />
about April 3 – April 11, 2009) of the 2008-2009 school year. The students in the Italian classes<br />
of <strong>Piscataway</strong> High School will benefit from traveling to Italy to experience the culture first hand
Code<br />
and be challenged to speak the Italian language in real-life situations. Enrica Funari, Lorraine<br />
Savitt and Annalisa Rivezzi will make all arrangements for this educational field trip experience,<br />
chaperone the trip from <strong>Piscataway</strong> to Italy and coordinate the school field trips within Italy.<br />
BE IT RESOLVED that the <strong>Piscataway</strong> Township Board of Education approves the exchange visit of<br />

exchange visit from <strong>Piscataway</strong> High School to Sagrada Familia School in Barcelona, Spain to<br />
take place during the third marking period (on or about February 11-21, 2009) of the 2008-2009<br />
school year. The students in the Spanish classes of <strong>Piscataway</strong> High School will benefit from<br />
the experience of corresponding with and being hosted by their pen pals in Spain. Charles<br />
Ecklin and Lorraine Savitt will chaperone. Charles Ecklin, Jessica Corrales, and Amarfi Herrera<br />
will make arrangements for this educational experience and coordinate the school field trips<br />
within Spain.<br />
BE IT RESOLVED that the <strong>Piscataway</strong> Township Board of Education approves the exchange visit<br />

D. RESOLUTION TO APPROVE NURSING SERVICES PLAN<br />
Explanation:<br />
According to N.J.A.C. 6A:16-2.1 each district board of education shall develop a plan for the<br />
provision of school nursing and this plan shall be approved by the Board of Education. The<br />
school nursing services plan may assign one or more non-certified school nurses to perform<br />
duties permitted under their license from the State Board of Nursing and allowed under N.J.A.C.<br />
6A:16.1 provided that each non-certified school nurse is assigned to the same school building or<br />
school complex as the certified school nurse.<br />
WHEREAS the assignment plan for nurses working in this capacity shall be submitted to the County<br />
Superintendent for review and approval as part of the certificated staff report and,<br />
WHEREAS the Nursing Services Plan for 2008-2009 has been developed according to N.J.A.C.<br />
6A:16-2.1 criteria,<br />

Explanation:<br />
According to 6A:16-3.1 each district board of education shall establish a comprehensive<br />
program of prevention, intervention, referral for evaluation, referral for treatment, and continuity<br />
of care for student alcohol, tobacco and other drug use in the public elementary and secondary<br />
schools.
WHEREAS a variety of programs for the prevention, intervention and referral for substance abuse<br />
are in place within the <strong>Piscataway</strong> Township School District according to N.J.A.C. 6A:16-3.1 through<br />
6A:16-4.3 and<br />
WHEREAS Comprehensive Substance Abuse Programs are in place according to N.J.A.C. 6A-16<br />
Subchapter 3 and N.J.S.A. 18A Chapter 40A,<br />
