iv. Engineering Review of Community Comments The Sabine River is the primary flooding concern for the Lower Sabine Watershed. The FIS for Orange County is in the preliminary phase and will be re-evaluated once it is released as the new effective study. As a first step, any engineering-related comments provided by the communities during the Discovery meetings were initially validated. Comments were reviewed for hydrologic and hydraulic issues within the Watershed and for any general floodplain or BFE-related issues. City of Kirbyville, Pin Oak Creek The City of Kirbyville has requested that the Pin Oak Creek be restudied by detailed methods (Table 13, Items G25 and M10). The Jasper County FIS, effective December 17, 2010, studied the Pin Oak Creek by detailed methods. The hydrology for the Creek was modeled using gage data from the Cow Creek Watershed, which was determined to be hydrologically similar. The hydraulics were calculated in the Hydrologic Engineering Center – Hydraulic Model Program (HEC-2). The CNMS validation status of the Pin Oak Creek is currently unverified. The City of Kirbyville has developed since the effective analysis: a new bridge and other structures have been built; and several drainage improvements have been made, such as the construction of new low-water crossings, debris removal, and a drainage improvement project on the Creek. These drainage improvements warrant new study of the portion of the Creek that flows through the city. The many changes to the hydrologic profile of the Pin Oak Creek and the large number of residents in the City that are impacted existing SFHAs indicate that the request for a new study is justified. Since the best available topographic data in the City are USGS digital elevation models, acquisition of new topographic data and field survey should be pursued to improve any future study. The segment of the Pin Oak Creek to be studied by detailed methods in the City of Kirbyville is 6 miles. Sabine River The Sabine River Authority has identified a stretch of the Sabine River, beginning at the toe of the Toledo Bend Dam and continuing 13 miles downstream to Burr Ferry, that may merit restudy. This segment of the Sabine River spans Newton County and Sabine and Vernon Parishes. The river is Zone A in Sabine Parish and Zone AE along Newton County and Vernon Parish, with effective dates of 1998 for Newton County and 2011 for Vernon Parish. This segment of the river’s CNMS Validation Status is currently listed as unverified. SRA has additional data pertinent to any new studies, and new LiDAR is available for the area. Given the availability of new data and the large number of residents who could be affected by the flooding extents of the 47
