SURVEYOR SELECTION, ROLE & APPOINTMENT<br />
1. PROCEDURE FOR SELECTION OF ACHS SURVEYORS<br />
Prospective <str<strong>on</strong>g>surveyors</str<strong>on</strong>g> who meet the criteria for surveyor selecti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> who are able<br />
to commit to the <str<strong>on</strong>g>resp<strong>on</strong>sibilities</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> ACHS Surveyors, are required to submit the<br />
following:<br />
Cover letter addressing the selecti<strong>on</strong> criteria<br />
Applicati<strong>on</strong> form – including two referees<br />
Curriculum Vitae<br />
Current positi<strong>on</strong> descripti<strong>on</strong><br />
Successful c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates are invited to attend a Surveyor Training Workshop /<br />
Inducti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> to participate in a training survey. Surveyors will be assessed during<br />
the surveyor Inducti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> training survey <strong>on</strong> key competencies.<br />
2. CRITERIA FOR SELECTION OF ACHS SURVEYORS<br />
Criteria listed 1 to 4 is <strong>on</strong>ly for those applicants that are to be c<strong>on</strong>sidered for that<br />
surveyor category. If you are to be c<strong>on</strong>sidered as an Administrator or Nursing<br />
surveyor please <strong>on</strong>ly resp<strong>on</strong>d to Criteria 5 to 8.<br />
1. Medical Clinicians are to be Clinical Specialists <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sultant status,<br />
however styled, Visiting Medical Specialist or Staff Specialist with Fellowship<br />
status who have held their specialist appointment <str<strong>on</strong>g>of</str<strong>on</strong>g> at least two years, in<br />
additi<strong>on</strong> to meeting Criteria 5, 7 & 8 <strong>on</strong>ly; <str<strong>on</strong>g>and</str<strong>on</strong>g> including in a cover letter,<br />
details <str<strong>on</strong>g>of</str<strong>on</strong>g> their involvement in <str<strong>on</strong>g>and</str<strong>on</strong>g> knowledge <str<strong>on</strong>g>of</str<strong>on</strong>g> quality activities <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
systems.<br />
2. Allied Health Specialists must be appointed to positi<strong>on</strong>s where they are<br />
resp<strong>on</strong>sible for administering clinical health care across a number <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
disciplines, in additi<strong>on</strong> to meeting Criteria 5 to 8 below.<br />
3. Quality Managers must be appointed to positi<strong>on</strong>s where they are<br />
resp<strong>on</strong>sible for a number <str<strong>on</strong>g>of</str<strong>on</strong>g> service areas <str<strong>on</strong>g>and</str<strong>on</strong>g> have held a positi<strong>on</strong> at this<br />
level for at least 2 years, in additi<strong>on</strong> to meeting Criteria 5 to 8 below.<br />
4. C<strong>on</strong>sumers must be able to dem<strong>on</strong>strate a c<strong>on</strong>temporary underst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
quality principles, have been actively involved in activities in facilities within<br />
the past two years, <str<strong>on</strong>g>and</str<strong>on</strong>g> have a knowledge <str<strong>on</strong>g>of</str<strong>on</strong>g> accreditati<strong>on</strong> processes, in<br />
additi<strong>on</strong> to meeting Criteria 5 <str<strong>on</strong>g>and</str<strong>on</strong>g> 7 <strong>on</strong>ly.<br />
5. A commitment to, <str<strong>on</strong>g>and</str<strong>on</strong>g> an underst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing <str<strong>on</strong>g>of</str<strong>on</strong>g>, the philosophy <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
<str<strong>on</strong>g>Australian</str<strong>on</strong>g> <str<strong>on</strong>g>Council</str<strong>on</strong>g> <strong>on</strong> Healthcare St<str<strong>on</strong>g>and</str<strong>on</strong>g>ards (ACHS)<br />

3. ROLE<br />
The surveyor has multiple <str<strong>on</strong>g>roles</str<strong>on</strong>g> to play in ACHS Accreditati<strong>on</strong> programs. The<br />
surveyor must be an evaluator <str<strong>on</strong>g>and</str<strong>on</strong>g> an educator, <str<strong>on</strong>g>and</str<strong>on</strong>g> also support the missi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
ACHS in promoting quality <str<strong>on</strong>g>and</str<strong>on</strong>g> safe health care.<br />
When surveying, <str<strong>on</strong>g>surveyors</str<strong>on</strong>g> are ambassadors for the <str<strong>on</strong>g>Council</str<strong>on</strong>g>. The credibility <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
<str<strong>on</strong>g>Council</str<strong>on</strong>g> largely depends <strong>on</strong> the c<strong>on</strong>duct <str<strong>on</strong>g>and</str<strong>on</strong>g> performance <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>surveyors</str<strong>on</strong>g>.<br />
During the survey, <str<strong>on</strong>g>surveyors</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fer c<strong>on</strong>sultative advice to help identify <str<strong>on</strong>g>and</str<strong>on</strong>g> overcome<br />
existing quality related difficulties. If needed, they <str<strong>on</strong>g>of</str<strong>on</strong>g>fer informal <strong>on</strong>-site educati<strong>on</strong> to<br />
help prevent future problems developing <str<strong>on</strong>g>and</str<strong>on</strong>g> assist the organisati<strong>on</strong> to c<strong>on</strong>tinuously<br />
improve their performance.<br />
The surveyor needs to c<strong>on</strong>tinually update their ability to carry out their role <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
evaluator <str<strong>on</strong>g>and</str<strong>on</strong>g> educator in an envir<strong>on</strong>ment where increasing complexity <str<strong>on</strong>g>and</str<strong>on</strong>g> diversity<br />
is the norm <str<strong>on</strong>g>and</str<strong>on</strong>g> change is c<strong>on</strong>tinual.<br />

An important role for the surveyor is to act as a sounding board <str<strong>on</strong>g>and</str<strong>on</strong>g> active working<br />
partner to his or her surveyor colleagues. Surveyors must be able to evaluate <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
<str<strong>on</strong>g>of</str<strong>on</strong>g>fer comment <strong>on</strong> all <str<strong>on</strong>g>of</str<strong>on</strong>g> the functi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the ACHS st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards.<br />
4. RESPONSIBILITIES<br />
The <str<strong>on</strong>g>resp<strong>on</strong>sibilities</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> an ACHS surveyor will assist the ACHS to achieve its goals:<br />
1. To be the leading provider <str<strong>on</strong>g>of</str<strong>on</strong>g> accreditati<strong>on</strong> products <str<strong>on</strong>g>and</str<strong>on</strong>g> services.<br />
maintain current knowledge <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Australian</str<strong>on</strong>g> health care system, clinical<br />
practice, quality activities, management strategies, new st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
other relevant topics up to date<br />
be involved with ACHS educati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> advisory activities or st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards<br />
development, as requested in additi<strong>on</strong> to the time commitment <str<strong>on</strong>g>of</str<strong>on</strong>g> ten<br />
surveying days per year<br />
promote ACHS accreditati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> quality in health care within own<br />
organisati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> the wider health community<br />
2. To provide high quality performance <str<strong>on</strong>g>and</str<strong>on</strong>g> assessment services for<br />
accreditati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> certificati<strong>on</strong> programs against recognised st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards.<br />

different from the surveyor’s usual work envir<strong>on</strong>ment<br />

6. APPOINTMENT AND REAPPOINTMENT OF ACHS SURVEYORS<br />
The ACHS Policy <strong>on</strong> surveyor appointments <str<strong>on</strong>g>and</str<strong>on</strong>g> reappointments states:<br />
- Surveyors are initially appointed for a period <str<strong>on</strong>g>of</str<strong>on</strong>g> two years<br />
- Reappointments occur every four years after initial appointment for those in full<br />
time employment <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>ce a year for h<strong>on</strong>orarium (paid) <str<strong>on</strong>g>surveyors</str<strong>on</strong>g><br />
- Surveyor reappointment will be subject to attendance at surveyor development<br />
days, satisfactory performance <str<strong>on</strong>g>and</str<strong>on</strong>g> commitment to the ACHS (e.g. survey days,<br />
number <str<strong>on</strong>g>of</str<strong>on</strong>g> withdrawals, coordinating surveys, report timeliness etc.)<br />
- Surveyors who retire from substantive positi<strong>on</strong>s in the health care industry are<br />
eligible for yearly appointments for no l<strong>on</strong>ger than five years.<br />
- Surveyors who are temporarily unemployed (from a recent health care positi<strong>on</strong>)<br />
are eligible for yearly appointments for no l<strong>on</strong>ger than three years at the<br />
discreti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Executive Director Customer Services.<br />
- Surveyors who are no l<strong>on</strong>ger in the employ <str<strong>on</strong>g>of</str<strong>on</strong>g> a health care facility for a<br />
c<strong>on</strong>secutive period <str<strong>on</strong>g>of</str<strong>on</strong>g> 5 years (excluding Visiting Medical Officers <str<strong>on</strong>g>and</str<strong>on</strong>g> those<br />
retired from positi<strong>on</strong>s in the health industry) are not eligible for reappointment.<br />
- Surveyors who fail to meet the performance criteria will, in the first instance, be<br />
c<strong>on</strong>tacted by the Executive Director Customer Services or Surveyor Resource<br />
Coordinator for counseling. One written warning will be issued in c<strong>on</strong>sultati<strong>on</strong><br />
with the Executive Director Customer Services. The Executive Director<br />
Customer Services <str<strong>on</strong>g>and</str<strong>on</strong>g> the Surveyor Resource Coordinator may c<strong>on</strong>sider<br />
<str<strong>on</strong>g>surveyors</str<strong>on</strong>g> who receive any warnings for n<strong>on</strong>-appointment<br />
